This recognizes local heroes and police fire and rescue there in the county and the cities that are surrounded by the county. One of the people honored was a gold medal was officer ashley gwendon. She was shot and killed her first day on the street. So with that rain moving in early enough we could see some freezing rain near martinsburg, winchester and areas off to the west that does include Washington County here, but these are the only counties that were looking at so far. Weir today. Officer Christopher Brown clipped the back of a tractor trailer thursday morning on the beltway near pennsylvania avenue. He lost control of the car and hit a guardrail. Brown was offduty at the time and sources tell news4 he left the scene and returned about 34 minutes later. No one was hurt. The chief says he was gravely troubled and promised transparency saying quote, as always, when i have the facts i will take appropriate action to remedy this and i will make the facts known to the public. Officer brown pled guilty to dui in 2012 after another crash in his cruiser. 5 36 right now. A Northern Virginia restaurant says parking problems are forcing it to go to court. Rather than cutting routes we encourage the board to as you are certainly doing, double down on trying to find some sort of sustainable funding source. General manager hinting that he will have to work harder to get more money for metro and although riders are threatening to leave once and for all, metro leaders say they dont think that will happen. Virginia Governor Terry mcauliffe is asking for a top to bottom review of metro. He thinks there needs to be an independent assessment of whats troubling the transit agency. The study could cost up to a million dollars. Mcauliffe has invited d. C. And maryland to help pay for it but says virginia can cover the cost. He vowed to repeal obamacare. And frankly, after the conversations at the white house yesterday, after the president s ultimatum to vote today or move on from this issue, some of them are waivering. So while our official count is 32, its not clear if all 32 of those will vote no. And Republican Leaders unveiled some changes to the bill overnight that are designed to get more people to back it. What are those about. Reporter they want to extend the medicare tax that amounts to just under 1 . And the big one here, conservatives want to get rid of whats called essential benefits. The guarantee that if you have an Insurance Plan it will cover things like maternity care, if you have a baby, mental health, emergency room visits if something happens thats they say if you get rid of it, you can actually give people more options. Not everyone agrees with that. The president did agree to let states deal with that, but what he wouldnt budge on is keeping young adults up to age 26 on their parents insurance and making sure that all plans cover preexisting conditions. All right. Thank you. We have some breaking news that could impact your commute. Some big backups on the beltway. Big problem here. This is just really getting started. A threemile backup. Outer loop, we have one crash blocking the right lane and in backups a second crash blocking the left side so chopper 4 on the way to this to show us what is going on. It is way too early to see Something Like that. This looks like how it should look around 6 45 in the morning. The rest of the beltway is okay right now. Well keep on eye on that as well of course. Remember we had that crash in the express have a crash also in the main lanes. 95 north at Prince William parkway. Its on the left side there. You can see blocking two left lanes. Edge hill road and again, still have that accident, that looks like a serious crash. Several people taken out of there this morning in Charles County as well. So a lot going on. More on this in just a couple minutes. A week away from the start of april and were still talking about freezing, below freezing temperatures around here. Through part of the area this morning, yeah. Its a concern. We have some rain approaching. Rain honestly for most of the area is not going to be a big deal. Hagerstown, you feel like 30 degrees. Actual temperature in some of those locations is below freezing so thats what well be watching as this rain gets closer p ill show you that in a second. Rest of the area feeling like the upper 20s as a cold start to the day. Heres the freezing rain advisory. Washington county, including martinsburg, winchester and points off to the west a 9 00 a. M. So that means icy conditions are possible with the approach of rain. Temperatures below freezing now. Its going to be brief so if we do see it its not going to be lasting long. Theres that rain off to our west. Still pretty far away. The pink shaded area shows you the potential for that icy mix which is occurring in parts of pennsylvania. Heres a look at future weather. I think between about 7 00 and 9 00 a. M. Our best shot of seeing some of that developing north and west. Otherwise the rain starts to break up as it gets closer to the district and temperatures will be right around i would say the low 60s as we go through the afternoon, but again, that rain is going to stay in the forecast. Were talking about two different problems here today. Right now, outer loop at colesville road. One crash just after colesville road and another one just before colesville road in all of those backups. So a big issue for people, about a three and a half to fourmile backup there at the top of the beltway. A lot of pain there this morning because of that. Taking a look elsewhere, heres another look from a different Vantage Point and you can just see how slow it is. 95 north at Prince William parkway here, you can see we still have that problem on the left side of the roadway in the main lanes. Still also have that crash in the express lanes on the right side of the roadway here this morning so very slow.
