Right now were going to a story that youll only see on news 4 that could mean life or death for someone you know. D. C. s fire chief says the department is struggling when it comes to the availability of the life support medic unit. More on why the chief says things not improving. Reporter overall response times have improved but what the chief is specifically talking about here is advance life support calls. What does that mean . Those are the ambulances staffed by paramedics who are supposed to respond to the most critical emergency calls like cardiac arrest, for instance. We first broke this and remember, for about the last year the district has been using a private Ambulance Service for cases just like that. In a message sent to firefighters and obtained by news 4 the chief says response times for this advanced life support unit have not improved despite the addition of the private Ambulance Service. So heres what we heard from the Department Late last night in a statement from them saying in part, we are taking action to improve our First Arriving paramedic times by aggressively hiring paramedics and adding three medic units. Now, here this morning we are life outside engine 30 in northeast because this is where the mayor is expected to hold the News Conference later this morning. Of course well have that coverage for you there, but shes expected to tout some of the things sha have been going well over the course of the last year. Just incredible grief at the scene of a house fire that left a little boy dead despite the heroic actions of neighbors. They found the little boy dead along with two dogs. Justin finch is live at the scene with this very sad case. Reporter those who called this house a home will likely never see it the same way again after that young boy was found dead inside. Looking now at the damage thats still left behind here, the garage area charred black by heavy smoke and flames last night. Debris about the driveway here. Four adults were hurt in this, a man and woman who were inside that house who managed to escape. Their ties to that not yet clear. They are expected to recover as are two neighbors who tried to rescue the victims. One a retired firefighter, the other an offduty firefighter. This fire broke out close to 5 15 yesterday evening. Responding to this house on the 8100 block of arcade street working late into the night to clear debris and stamp out hot spots. Homicide and crime scene detectives are now on the scene as well as the fire marshal works to investigate the cause of this fire. You are looking live now at this scene. The house on the hill, still crime tape up. This is still an active investigation. Two dogs were found dead. Two dogs were able to escape as well. The names of the victims have not been released. Family members of an 8yearold boy in Prince William county are also grieving this his life yesterday. They say he crashed an atv into a tree on deepwood lane. He took the keys without his parents knowledge or permission. Franklin was also not wearing a helmet. As early as today the Trump Administration could roll back federal guidelines that allow transgender student to use bathrooms matching the gender with which they identify. You may remember last spring president obama called on schools across the country to adopt the new bathroom guidelines. The Trump Administration says that decision has given rise to significant litigation and needs to be changed. If it is changed it could have an effect on several legal cases right now including one in virginia, that of gavin grim. Hes a transgender student who sued the school board for not allowing him to use the boys bathroom. His case heads to the Supreme Court next month. Fairfax county firefighters say they found the boys body inside the burning home yesterday evening. This despite the heroic efforts of two neighbors. A report reveals bus collision injuries were up 30 last year compared to prev buses. Falls are becoming more common on metro stations as well. An Appeals Court has upheld marylands ban on 45 kinds of assault weapons and a ten round limit on gun magazines. The court says these guns arent protected by the 2nd amendment. The National Rifle association called the amendment absurd. Off his support for planned parenthood. He vetoed a bill that would have made it tougher for the organization so get state and federal money. The bill barely got to his desk. The vote was 2019. The salon owner says the wigs take several months to make and are made for each individual person. The owner hopes someone is able to recognize the suspects in the video. We turn to a developing Fairfax County that has a neighborhood feeling a lot of pain this morning. Firefighters say a little boy is dead after a house fire last night. This is video from the scene. The house was completely engulfed in flames as fire investigators moved in to fight the flames. The fire happened in lorton near green drive. Justin finch is live at the scene with more on the investigation. Reporter eun, Fairfax County firefighters tell us that two neighbors tried their best to save those victims inside. One, an offduty firefighter. The other a retired firefighter but both were forced away because of heavy smoke and flames and as you can see theres still evidence of that above that garage on this twostory house here. Heavy fire was in that garage and smoke moved throughout this house here on the 8100 block of arcade street. Officials also tell us a man and woman were inside that house, but did manage to esc that died are not yet clear but we do know that boy was found inside once that fire was out. Two pets inside were also found dead. Two others we are told did escape. This blaze broke out close to 5 15 yesterday evening and homicide and crime scene investigators are now part of whats being called a death investigation. Thousands of local students are in schools that dont have clear guidelines for how the Police Officers assigned to protect the campus should be interacting with children. Working with nbc news, the iteam analyzed federal data on School Arrests nationwide. Black students or students with disabilities were three times as likely to be arrested in schools. School safety expert says numbers like these highlight a need for better training and specific rules when officers should respond to classroom incidents. And the leaders at the top have to set clear and concise expectations for that partnership. And if you dont have this done appropriately, it is a disaster and that is what you dont want. He says right now washington needs to focus on health care and the economy, some of his constituents say the congressman isnt listening to them. At the same time pressure is growing on Barbara Comstock to commit to her own town hall. There is a question on whether she will show up on friday. One of her supporters says he doesnt trust the groups intentions but organizers say they have no desire to be confrontational. Shes answered questions by phone. Neither she nor her staff immediately responded when news 4 asked about this story. Now we want to get to jay gray whos what are the issues voters are concerned about in these town halls and how are lawmakers reacting . Reporter good morning again. A lot of pushback from their constituents and as you mentioned this is happening across the country. Those that arent Holding Town Hall meetings are finding protesters outside their home offices. The push of course is immigration. A lot of people frustrated with the new measures there, but also obamacare and health care and worries about whats going to happen with that. Some of the cabinet selections are being picked on in some of these meetings as well as ties from the administration to russia. So a lot of people with a lot of frustrations and this really the first time theyve been able to voice that to some of their congressional members. And were also following the Trump Administrations plans to crack down on illegal immigration. How is he talking about carrying this out . Reporter well, 15,000 new federal agents will start to really push some of these new initiatives. Theres still a question though we do know that there will be no more catch and release as its been called when an illegal immigrant is found. They will be held until they have some type of hearing. Those that are illegally in the country for less than two years will be immediately deported. The lag time before was two weeks, so thats changed dramatically. Dreamers though, those born in this country illegally will be allowed to stay. Of course thats an initiative that president obama began five years ago. It was just passed but now there is new battle brewing over how to pay for paid family leave in the district. The law requires private employers to offer eight weeks of paid leave for a new child, six weeks for family care and two for individual care. D. C. Mayor sent the legislation back to the council last week without issuing a veto clearing now some Council Members want to revisit this. Businesses complained of excessive costs and higher taxes to pay for the plan. Changes in the law are expected to be acted on by summer. Were turning our attention to the forecast and we are loving these next few days. Its tough to believe were ending february like this. So it could be our warmest february that weve seen in the area. Look at the motion of it basically from west to east so it looks like a majority of this should be remaining south of the district. Here is where the rain is now right around culpepper. That is more moderate rainfall shown by the yellow. Stay to the south. Wood bridge near quantity tcqua will continue moving toward these areas. So you may be seeing the rain here in the next 30 minutes to an hour or so and there it is all sliding from west to east, so again, mainly remaining south of the district.
