Oh, wow. We like that. 6 14. Next up, reporters note book. Well be back in 15 minutes with more of the top stories. Good morning. Welcome to reporters note book. Im pat lawson muse. An Elementary School volunteer and youth choir director has been the focus of a lot of Media Coverage because hes accused of recording vile sexual acts between children on school grounds. Police say Deonte Carraway may have abused up to 30 children. A new lawsuit claims the principal knew about the abuse and did nothing to stop it. That story has riveted the attention of many in the washington area. Many people wondering how Something Like thiscould happen ongrounds, how no one could thouknow. Who could be at fault here . I think the pointer is pointed at the administrators. This was constantly being reported on this week that the children knew. And if youre talking 30 children and these are young kids, so you know they are talking to each other, i think that you probably could point the fingers atted a h ed a hiad tors more than anything else and maybe this is why children have a problem with saying things because adults dont take them seriously. Its hard to believe that there would have been ten children, 11 children in the same school engaged in this kind of activity and no one else know about it. That they are not talking about it. I think what is going to end up happening, sort of the old saying i think it will fall back on the principal. What did she snow and when did she know it. That line. Because what you have is some conflicting information. The union that represents staff and the principal said that the principal called other police and called Child Protective Services and Child Protective Services says well handle it. You hear other reports saying that teachers and other staff in the school went to the principal and said there is something not right about this guy, calling these students out of class, coming to see him individually. And that it. They raised the red flag. So you have sort of two sides here and that is the nittygritty here. What did the principal know, the person in charge in school and why nothing was done. It seems to me they at least knew that this volunteer was pulling students out of class and you would think just in general that would be a red flag to say why the volunteer doing this because he was not a teacher assistant at that time. Remember, he had been laid off and brought back districtly ast volunteer. Obviously parents are concerned and trust is an issue. My parent said im not sending my son to school. How do they regain the trust of parents at that particular schooll scho school . It will be very difficult. The for some reason it didnt raise to that level. And as far as the School Situation goes, it looks like a he said he said kind of a thing. Yes, i did this, but nobody paid attention and other people said, no, you didnt Pay Attention that will require an investigation. But whether this requires replacing people, changing people around, a new administration, i think all those things are options. I think youre right. To answer your question directly, thats the first thing that came to my mind. I think you have to clean house with the administration and put a no nonsense administrator in there. And then there has to be some education with parents and teachers. You have to go through the whole thing. And you may have to have psychological assistance in that school, too, because you youve damaged a lot of kids. If i can add the level of this, t at that press conference. So it tells you that they recognize that its a big issue and the states attorney also said is that she offered to the school to show them how it identify child predators, you know, what is the best way to that. And the School System didnt take her up on that offer. Two sheriffs deputies after being shot at a panera bread restaurant last week. And the suspect shot by sheriff. Maryland has some of the strictest gun laws in the country. Do you think this incident will have an impact on the ongoing debate . I think that they will probably look at this and say this gentleman was 67 years old, were there some mental issues going on with him here. And also, you know, in particular in this case, he had two warrants already out. One in florida for policeman and one this harford county. So i think you will have the pro gun rights say it wasnt about the guns, it was about this person. Was 67 years old, was he mentally unstable. Obviously the antigun rights folks will say if he wasnt in possession of a gun also that they toupd one i think in his vehicle maybe this wouldnt take place. So i think the fact that Police Officers were shot and killed also adds to it. The antigun folks will say there are too many guns out there. People like that will get guns whether he should have them or not. Yes, we cant stop individual cases like this, but overall we can make things better if there were stricter rules. And you have to take into consideration the argument that having a gun automatically makes you safe. If that was the case, you had deputies trained to have a gun and it didnt difference. How many times have we said to people if somebody gets the drop on you, you can handle a gun, it will be a very dangerous situation. And this is a perfect example. So, yes, all of this play into the debate. But careful. You want teachers to have a gun, you want preachers to have gun. Look, somebody gets the drop on you, what do you do. What do you think about the Maryland State Senate overriding governor hogans veto of a bill to restore Voting Rights for felons who havent finished serving parole . Its a lap in the face for the governor. He was really pushing hard on this one. But the argument was that well, the argument for it is that they havent fully paid their debt to society. That was the republican and legislature crowd and that was governor hogans they have to do their prison and then the point right after that. The parole part. But the people said, no, they have already fulfilled their debt to society by going to jail. And one thing about will is it gets them in the sl, it gets them to vote, it gets them to participate. Maybe that will help recidivism. If people dont think they have a stake in society when they get out, its more than not getting a job or not being part of society. This will help them feel that they have something going for them and it might help. And this particular bill takes effect almost immediately. And i think you were telling us that 20,000 in baltimore alone may be able to vote and thats quite a con ststituencco. I mean the reality is that these individuals pay taxes, they have to get jobs, they have paid their debt, they served their time. Reporting to a patrol for the most part is a function just how youre doing. And so im so glad that the senate understood the importance of trying to make these individuals whole again. I think what is fascinating here, too, even though there were vetoes in house and senate, i think each time it was just one vote and the governor said this is partisan pal tiolitics e said we can work together. Well, hes already thrown the gauntlet down saying this is partisan. And the issue of race did factor into this. Joanne benson says a majority of these felons are african american, that is an issue and it is unfair. So politics and race was involved in this issue also. Got it take a break. Be right back. I lead the 11 oclock news with stories of gun violence. And like many of you, my family lived through the beltway sniper crisis. In congress, ill fight to expand background checks on guns and ammunition, ban assault weapons, and mandate gun safety locks, because too many kids die from accidental shootings. Lets show the nra were not afraid of them; as democrats, as americans, as parents. Im Kathleen Matthews and i approve this message. With falling ridership. Its down to 2004 levels. A new report shows december marked the fifth consecutive month of low ridership. They need better management, day to day commitment to promising proper things and service, making the equipment run and getting there on time. But the question is will they be able to do it. What are al these former riders doing . How are they going around . Using uber and lyft . Well, listen, we have to factor this gas prices are at an alltime low. In some areas it was at 99 cents. Opec, some of these folks have going to do because there is such a surplus of oil. So if you can drive your car and if doesnt cost you as much, youll say maybe metro isnt as convenient as me driving. To joes point, i do think you have to factor in this bike sharing issue. They have the bikes all over the city. So i think all of those are factors. I think its probably too easy for us to say metro has had all these problems. And i think the problems are a large reason why people arent riding. That may be the spike. But i think in general ridership is going down because of poor service. Youve heard me talk about how much i enjoy metro. But my observation because i ride it a great deal, one, they stations. If theyre listening, come me a favor at gallery place, farra t farragut, clean them. The recent problems with the students at wilsons high school, i even backed up riding the red line because of that. I think wiedefeld said we need the ridership with us and right now theyre not on board with us. A lot of them may be sitting this traffic on i66. So virginia lawmakers have agreed to widen a four mile stretch of interstate 66 between the dulles connector road and ballston, and the deal includes tolls to improve the flow of traffic. Is this ao way. Im getting rumblings from people on the hill, i wont say who, and the way the phrasing is, we thought we had a deal that this wouldnt happen. We thought we hat there were other alternatives to congestion. Theyre not ready to say no, brbut the impression i guess is theyre not pleased. Sdl a l s sdl. A lot of people dont think it will ease the congestion. I think it may a bit, but its the ones who are single riders. Now that youll have to pay a toll in some of these places to right along i66 and thats where the will be rubber hits the road. I think it boils down to are you willing to pay to have a smoother ride or are you saying, wait a minute, should there be because theyre thinking about widening i66 down the road. Im a mass transit person. I was just down 66 at a speech i gave out in fairfax. And before i got to two tolls, i had kicked out almost 5. I mean, i dont know how working people who arent making a lot of money to begin with can afford it. It is very, very expensive. And so i hope people on capitol hill raise about this. Because tolls are going up and wages are not. So it costs to go to work. It sure does. No matter which form of transportation you take. Thank you. Stay with us. Joining us now to break it all down, chuck todd here this studio. Good to be thin studio. Welcome back. I wapnt you about Justice Scalia. You could argue that hes created a whole generation of juryists. Is he sort of now the guy and will be even more so this death that is seen for conservative legal scholars sort of the shining light. But, boy, the political implications of this. What we will see in an Election Year, you will see republicans trying to stop this, you will see democrats trying to pressure republicans to force at least a confirmation hearing and a vote. I think you will see the senate get into a paralyzed situation where i think nothing will get done until they figure out some path out of this. Were you surprised to see that this was the first question . Not at all. This sort of crystal lize is Justice Scalia, 79, dies of natural causes. A couple others are mid to late 70s. The next president will probably appoint one if not two or three. And so this has been sort of bubbling under the surface and i think this death thousand brings the Supreme Court issue front and center for both parties. We see there the debate obviously. If youre to pick a winner, who comes out on top . I thought jeb bush and marco rubio had the best nights. And jeb bush probably youd call him the winner only because hes got the moment that is being the back and tort thforth that is b talked about the monthed most. But donald trump was involved in just about every major skirmish about one between cruz and rubio trump went down some paths that i didnt expect to hear in a republican primary on george w. Bush, basically acknowledging that, yeah, he would have been okay if there had been impeachment proceedings over iraq. And he tripled down on the idea of the iraq war and saying it was a mistake and saying that bush did not keep us safe since 9 11 happened on his watch. So that is a risky strategy in a straight that george w. Bush is popular in. But to voters separate the personal from the professional. And still a week to on go. I love how theyre always talking about its getting nasty. Were still at a low grade intensity on nasty. I have a feeling the next couple days week kick it up a notch. And you have a super busy show. I got cruz wanted in, you got trump, rubio. We had trump, rubio and kasich. Ted cruz wants to talk about scalia. So weve got the top four of the five candidates and they all will be all live. Youll need big puffy coat this is car seats and that can be a dangerous combination. Susan hoe again with a warning for you this morning. There is a real danger for children wearing puffy winter coats. But easy ways to keep them safe. A bulky coat and car seat can be a dangerous combination. Emily thomas says the harness might not be tight enough to secure your child thin a crash. She check. They put ben in a snowsuit and properly secured him in so there was no slack in the harness seats. And then removed bens coat and put him back in the seat to see how loose the straps were. In the event of a frontal crash, all this extra room means that there is so much more space for ben to ride up and his head to be outside the protection of the shell, which would mean that he could have a head injury. Reporter use the same test for bigger kids to see how much room their puffy coat puts between them and their harness. In addition to not wearing a coat, allege make sure that your child is properly harnessed every time. Should you not be able to pinch any fabric and their chest clip should always be at arm pit level. Reporter for a baby, Consumer Reports recommends first securing her into her seat and then. Ing a blanket on top of the harness. And for bigger kids, teach them coat over the harness for riding in the car. Consumer reports also suggests you periodically go to a car seat checkup event tootomake surer seat is properly installed. A good warning there. And another thing is speaking from experience because i have to admit i would just put them in with their coats on is overheating. That happens with the kids because they have these big puffy coats and you have the heat cranked up which well need that today. Yeah, the car heaters work really fast. You only drive a few minutes and the heat is going. So you dont really need to be all bundled up inside the car, but you do need to if youll be outside. It is a stone cold sunday morning and we have a clear sky. Live view of the sun rise. Sun coming up this about ten minutes in a clear sky and we have thankfully a light wind. Much of Northern Virginia is near 10, loudoun, fairfax, Prince William county, fauquier. Its in Single Digits this southern fauquier, culpeper over toward fredericksburg. Much of Southern Maryland in the low teens, head teens right near the Chesapeake Bay and off to our west, oakland, that is not the windchill, that is the air temperature at the zero right now. The windchills, they are subzero with the wind only blowing around 5 to 10 Miles Per Hour north and west of us and near zero windchills much of the region. So you need neto watch frost bite. Now, storm team 4 radar not showing any snow anywhere in our vicinity, but there is some here in the upper midwest. This is a disturbance you can see here spinning away. That will be dipping down and passing just to our north here during monday. And the southern edge of that is tapping a little bit of moisture off the gulf, and that will bring in the leading edge of that snow in kentucky. Here is the timing. By 10 00 tonight, light snow in the Shenandoah Valley, panhandle of west virginia. Then by around 1 00 to 2 00 in the morning, maybe a little but most of any being a couple hating snow doesnt really start piling up until later monday morning into monday afternoon. That is when well have amounts here beginning to really pile up. And then rain starts moving in to Southern Maryland by 3 00 and the Northern Neck, that rain then advances right into the metro area 6 00 p. M. And continues in to tuesday. So it will be quite an interesting mix here coming in. 2 to inches of snow the blue zone, north and west of the metro area, shenandoah into the mountains. Much less eastern shore. Four day forecast, after we get through that mess, eats rain on tuesday in the low 50s. Low 50s again on wednesday. Maybe a morning sprinkle.
