Its down from the one Million People who packed the mall for his first inauguration. The president will be sworn in at around o 11 20 this morning fl hell deliver his inaugural address after that. The public will get to see him and the first lady in the inaugural parade this afternoon. It begins at 2 30. Theyll attend a pair of inaugural balls tonight. Both are at the Washington Convention center. We know a lot of you are already up at 4 31 this morning getting set to head out. Want to check in with meteorologist tom kierein to see what folks need to be doing if theyre heading out early. Not too cold for the swearing in ceremony. It is cold now if you plan to gather early. A few high clouds drifting over from the south and west. Temperatures around much of the region are below freezing in the suburbs and rural areas. Only in the teens in the mountains. Very cold air in the midwest. Thats going to be arriving here later tonight and into tomorrow. Right now, Reagan National at 35 degrees. Montgomery county upper 20s near 30. Near 30 in Prince Georges County. Low to mid 30s in fairfax and arlington counties and across northern virginia. Right now right near the freezing mark. Heres how we look for the ceremony today. On the mall, if youre gathering there through 8 00, 9 00, still in the mid 30s or so and partly cloudy and then mostly cloudy by between 11 00 and noon during the swearing in ceremony. Should be in the low 40s by then. A wind will pick up too, during the afternoon. Gusting to around 20 Miles Per Hour by late afternoon. All cloudy. Could get snow showers tonight. Reporter hey, eun and aaron, how are you doing. Listen, your car downtown on the National Mall, thats definitely a bad idea. Here people have been trickling in all morning. The crowd not as big as four years ago. Four years ago, we saw a pretty big crowd by this time. People are trickling in and metro is preparing for a very busy day. Metro opened at 4 00 this morning. The issue right now is parking. Finding a parking space at the metro lot. Metro says right now about 15 to 20 of Parking Spaces at stations are taken. Remember, you pay for parking as you exit the station and you pay with a credit card or a smart trip card, not cash. Heres another important tip. Approximate you havent already, make sure theres enough value on your card or paper fare card so you dont have that wait at the machine. That way you can zip through without stopping. Once youre on the train, see if you can get where you want to go without transferring lines. That will cut down on time and having to deal with extra crowds. Hopefully that woman will be there to say hello again. Thanks, adam. President obama may not give his inaugural address until later this morning but gave us a preview of what he will say. He will tell americans to make sure to work as hard as we can to pass on an america worthy of our past and also of our future. Congratulations mr. President. Thank you, mr. Chief justice. His second term is technically under way. He was sworn in at a private sen ceremony at the white house. He has to take the oath on january 20th by law. He will use two bibles for the public swearing in ceremony. This one is president abraham lincolns bible when he was sworn in, in 1861. He will use Martin Luther king jr. Personal bible. It has extra significance in this inauguration because its happening on the federal holiday that honors the civil rights leader. Both bibles will be stacked on top of each other. In the first inauguration, the president used the lincoln bible as well. Martin luther king jr. s bible, it was his traveling bible when he would go places to make speeches. He would take that bible with him. Hed be able to study from that bible and pull verses if he wanted to insert things into speeches. How is that having your hand on the bible used by lincoln and Martin Luther king jr. Absolutely. The first family observed Martin Luther king jr. Day on saturday with a day of service, of course. With thousands of others. If youre planning to go to the National Mall, plan on leaving plenty of extra time. Youre going to need it. Security will be tight for everybody downtown for the event. News 4s Megan Mcgrath live on the mall this morning with more. Megan, good morning. Reporter well, good morning. Theyre putting the final touches on that security perimeter on the mall. Were seeing a lot of activity, including a lot of police activity. You can see that bus off there in the intersection that is filled with police officers. Theyre getting their marching orders right now and will begin to take their positions soon. Were seeing a lot of movement of barricades being put down. They have not yet totally secured the mall. But thats in the process setting up that security perimeter. Whether you have tickets or not, whether in the ticketed section or the general public section, you are going to are to pass through a security perimeter. Now, the rule of thumb here is to travel light. Just to make it as fast as possible to get through that checkpoint. Youre not allowed to bring umbrellas. No glass bottles. No weapons of any kind. Not even tools that so many people have on their belts. They wont be permitted. Youre not allowed to bring any kind of seat unless you have a disability and its an ada approved seat. No lawn chairs or anything along those lines. No aerosol cans. You really have to travel light. If youre bringing signs, they cannot be attached to a pole or stick. They have to be made out of paper. Hundreds of thousands of people are coming down here. Getting through the security gates, its going to take some time. Were starting to see some of the early birds here. You guys go to howard university. Yes. Why did you come down so early in. Well, we wanted to get a good spot. This is our first inauguration. Our first time voting for a president. With so many people converging on the city, a huge priority is keeping people safe. Thats right. Helicopters and jets will take to the skies to enforce a nofly zone within a 30mile radius of the capitol. And six miles of the potomac and anacostia rivers will be closed. And streets downtown will be closed to vehicular traffic. All the security will cost about 120 million. We have to be prepared for everything. Thats the way we do. We prepare with all of our partners to try to come up with a plan for every eventuality. Some measures will not be as visible. Some will measure the air for toxins and some security around metro and train stations watching for suspicious behavior. Taking a cab will cost extra. Especially if you pile in with friends. Taxis are adding a dollar surcharge for every extra passengers that rides in cab. Its meant to encourage taxi drivers to work during the busiest hours of the day. The Cab Commission instituted a similar surcharge during Hurricane Sandy and tried to use one during the nationals playoffs game. That was pulled back. A lot were upset about that. Ddot is providing bike corrals for capitol bike share near the department of agriculture on independence avenue and regular bike parking on 16th and i streets in northwest. Ddot says that area will be able to handle hundreds of bikes. Might be an option. As crowds head to the National Mall to see the ceremony, a lot of others are trying to snag a good spot along the parade route. Along pennsylvania avenue from the Capitol Building to the white house. The parade should start at 2 30. Shortly after the inauguration luncheon. As for the floats, youll see hawaii and illinois represented for president obama and the first lady and for Vice President biden, delaware and pennsylvania, his birth state. Our people, our future. Lots of groups marching. But only eight floats and the ones designated by the inaugural committee. President obama doesnt have time to bask in the ceremony. He has several issues. He unveiled a sweeping proposal to stem gun violence. Senators debated whether his plan could be effective yesterday on meet tmeet the p. I dont think its constructive what the president is doing. Within minutes of that horrible tragedy in newtown, the president tried to exploit that tragedy to push a gun control agenda thats designed to appeal to partisans, designed to appeal to his political partisans. To not talk about guns when comes to gun violence is to not talk about smoking when it comes to lung cancer. It just doesnt make any sense much its part of the problem and we have to deal with it. Republicans say they dont even expect the senate to vote on the president s gun control proposals. The white house says it expects that it has enough support from the public to get the legislation passed. While most of the focus is on president obamas second term and what he plans to do, there is also talk about the first ladys second term issues. Err first term focused on fighting Childhood Obesity and military families. The first lady is working on a new agenda and that she wants to make sure they are issues that she is passionate about. Really is very determined to make sure that they think it through thoroughly. She wants to make sure that its thought out. The one thing the first lady can count on is support from the american people. A recent poll shows 67 of americans have a favorable view of her compared to just 22 unfavorable. That is higher than her husband who only has a 59 favorability rating right now. For you fashionistas out there who want to know what she wore for the private swearing in ceremony. Metro rail started running rush hour service at 4 00 this morning in anticipation of the big crowds, especially for people coming in from outside of the district. Things are running beautiful here. Take a quick look at the platform. They have two trains running about every 10 to 15 minutes. Thats how they expect it throughout the morning. The death toll in algeria is on the rise asinine japanese workers have been reported killed in a hostage standoff. At least 81 people have been killed at a gas plant since militants took people hostage there an wednesday. Algerian special forces stormed the facility on saturday ending the standoff. Soldiers reportedly found more bodies inside the plant but are not sure whether they are the bodies offer riss terrorists or hostages. New this morning, suicide bombers attacked and stormed the Traffic Police headquarters in kabul, afghanistans capital injuring ten people there. Theres a gun battle under way between the attackers and police right now. The raid started when a suicide car bomber blew up his car at the police dpaet and then another two or three attackers with vests on entered the compound. Police killed at least two of the attackers.
