The Senate Passed a plan overnight limiting the damage from falling off the fiscal cliff. That vote came just two hours after the new year began. News 4s Megan Mcgrath is live on capitol hill this morning. Good morning, megan. What can you tell us . Well, good morning. I can tell you that these negotiations went late into the night and right around 2 00 a. M. , two hours after the deadline for the fiscal cliff, the Senate Approved a measure that would block across the board tax increases as well as spending cuts. Now, under the senate deal, there would be tax increases for individuals making 400,000 or more and for families making over 450,000. Thats a higher fresh hold than the president had wanted. As for the spending cuts to defense and domestic programs, they would not happen automatically. Instead, they would be delayed for two months allowing lawmakers to continue negotiating. While there is renewed optimism that the country will avoid the worst Case Scenario in all of this, it is not by any stretch a done deal. The house has to approve the compromise. They reconvene at noon today. But its anybodys guess whether they go along with it. We have to wait and see. Reporting live from capitol hill, Megan Mcgrath. Erika, back to you. Thank you, megan. The Treasury Department is trying to avert a different financial crisis. It stopped issuing new debt for two government retirement funds. That move will keep the government from reaching the 16. 4 trillion borrowing limit, at least for the time being. This wont impact current retirees. Secretary of the treasury, t Timothy Geithner said they will adopt new measures to save 200 billion. That will keep the government from reaching its limit for two months. We will have to wait until tomorrow to see how the markets react to the fiscal cliff deal. Stocks rallied yesterday. They jumped about 1. 7 on the final day of the year. U. S. Stocks performed surprisingly well in 2012 despite concerns about the global economy. Most of them posted double digit gains for the year. No word on the motive or the search for a suspect. Also new this morning, police are investigating a sevencar crash in northeast d. C. The Chain Reaction crash happened along new york avenue near bladensburg road around 1 30. Five people were taken to the hospital with minor injuries. Police are still trying to figure out what caused the crash. New york avenue was shut down in both directions as a precaution. But it has since reopened. 5 06 right now. This morning, police in Prince William county are mourning the loss of one of their own killed in the line of duty. 35yearold officer chris young was responding to an accident yesterday when he slammed his motorcycle into a minivan on a noakesville road in bristow. When the vehicles collided, they burst into flames. Young died and the driver of the minivan was not hurt. A very busy scene on mississippi avenue and hailey terrace Street Southeast. Ill give you a sense of the scene. A very heavy Police Presence now. There are three cars involved. You see the red car, the police are huddled around right now trying to get information on it. Theres another black car behind the police car involved and then guys, take a look at this. You can see over in the courtyard of this apartment building, you can see this white Crown Victoria with the doors open. That was another car involved in the crash. Just to give you a sense of this scene, earlier, it was chaotic. Look at the video that we shot earlier when we arrived on the scene. Firefighters were cutting the doors off of the white Crown Victoria. Now we dont know how many victims were involved in this. Theyre not talking. I can tell you that there was one person cut out of that white car and then we saw another person being worked on about 500 feet away from the accident scene down the hill on the side of this apartment building. They were also taken to the hospital. Right now x i can tell you for sure it was two victims involved in this. The breaking news we were following as you were sleeping. A breakthrough to limit the damage caused by going over the fiscal cliff. Overnight, the Senate Passed a measure that will keep taxes the same for about 98 of americans. That vote came at about 2 00 a. M. A couple of hours after we officially went over the cliff. Now, this deal has bipartisan support in the senate. 89 senators voted in favor of it. Just eight voted against it. Under this deal, taxes will remain the same for americans who earn less than 400,000 a year and families that make less than 450,000. It would also extend longterm unemployment benefits. About 24 billion in spending cuts would be delayed for two months. So the white house and congress can have more time to debate them. Democrats and republicans agreed to a compromise. They say not acting could have had devastating consequences. We dont think taxes should be going up on anyone. But we all knew that if we did nothing, theyd be going up on everyone. It is now up to the house to vote on the proposal. President obama released a statement shortly after the senate voted that reads in part, tonights agreement ensures that Going Forward we will continue to reduce the deficit through a combination of spending cuts and new revenues from the wealthiest americans. I will continue to fight every day on behalf of the middle class and all those fighting to get into the middle class to forge an economy that grows from the middle out, not from the top down. But the house may not be ready to vote just yet. House Speaker John Boehner says his team needs to review the measure before deciding to schedule a vote on it or trying to change it. The white house hopes to have president obamas signature on the legislation by the time the new Congress Takes office at noon on thursday. That would minimize the impact of not having a deal in place by the start of the year. Another spending battle is also brewing on capitol hill. The government is close to reaching its debt limit. Officer chris young was responding to an accident yesterday when he slammed his motorcycle into a minivan on nokesville road in bristow. When the vehicles collided, they burst into flames. Young died. A nearby chickfila manager said young stopped by the restaurant at least once a week. Workers packed 200 sandwiches for the officers and First Responders of the crash, as well as for youngs family. Most of these Police Officers, they come into a restaurant every morning for breakfast or at least once a week. We know them on a firstname basis. When the news got around it was one of the Police Officers that was actually injured and has since passed, we sprung to action. The driver of the minivan was not hurt. Theres still no word if any charges will be filed against that driver. For the first time in 50 years, d. C. s homicide rate is expected to fall below 100. As of yesterday afternoon, there were 88 homicides in the district. That is 20 fewer than 2011. And that is far below the nearly 500 reported each year in the late 80s and early 90s.
