They are getting heavy downpours and into Montgomery County and Prince William. A look at how much longer this will last and the threat for that Severe Weather. The sevenday outlook in a few minutes. As tom reported, we are getting reports of flooding. Richard jordan has the latest. The storm this morning did pack a punch and we are starting to see the impact. The first report from the loud on county sheriffs office. They say there is flooding on route 7 between the dulles greenway to east market street. Flooding on route 7. This is the area of concern. Thats where you see the standing water build up. Drivers are urged to use caution. The rule of is if you come across the flooded street and cant tell how deep the water is, its best to turn around. We will keep monitoring them. Im richard jordan. A Group Pushing for the redskins to change their name is bringing their fight to the district. Members of the Indian Nation are in georgetown as the owners will gather later today for the annual fall meetings. Melissa is live with more on that. Melissa, what is happening out there right now . Just a couple of minutes ago the meeting started at 11 00 this morning. A couple hundred people inside. A meeting is expected to last 1 1 2 hours, wrapping up before 1 00 this afternoon. This is about the change the mascot movement. This is happening later today. The nfl will start their fall meeting. Right now lawmakers and native american leaders and activists talking about how the 80yearold redskins name should be changed. The president said he would think about changing the name because it offends a sizable group of people. The name change is something that redskins owner vowed to never do. Thank you, melissa. The government shut down now in day seven, but thousands are back on the job. They ordered employees to be back at work. The house ands enal senate are g the shut down. The court said it will operate normally unless the shut down drags into next week. Meanwhile this was the scene at the pentagon where it looked like business as usual. Hundreds of thousands of federal workers are still at home because of congress not being able to agree on a budget known as a cr. Not the votes in the house to pass the clean cr. Put it on the floor. I would bet there the votes to pass it. Congress may have a bigger battle on its hands in the next week and a half. Jack lew said they must raise the debt ceiling or we could default on our debt. We are working to learn more about what led to a deadly accident that shut down the inner loop of the beltway earlier this morning. The crash happened around 3 00 between New Hampshire and the exit for i95 in college park. Two cars were involved and the driver of one died. The other is expected to be okay. The inner loop was shut down for the early part of the rush hour and is back open. Surveillance video may help provide answers about whether street racing injured 11 people. Troopers gathered from businesses along route 301 to see how this crash happened. State troopers say a car hit a pick up head on, causing a Chain Reaction that involved as many as six cars. Two people were flown to the hospital and at least four children were hurt. The road was shut down for more than six hours. All metro trains are running on a regular schedule after a fatal welding accident over the weekend. He was contracted to help with track repairs when a large piece of track hit and killed him. Two other workers were injured. One has been released from the hospital and the three were working to replace part of the rails in the tunnel between Union Station and judiciary square. Right now the new parking garage at the twin brook station is open. There 426 spaces at the metro west garage. It will still cost you 4. 75 to park there on weekdays. You can get in from chapman avenue. The existing parking lot will be converted into retail, office, and residential space. Teams are participating in a very realistic drill in gaithersburg. Megan is live there. They went all out for this drill. You can see behind me, Montgomery County had access to an old warehouse that needed to be torn down. What the Fire Department did was go into the warehouse and planted dummies and mannequins and other things inside and then they did a controlled collapse. The urban search and rescue is getting great practice. Huge chunks of concrete and twisted rebar and debris. Beneath it, a car and possibly the driver. John lowers a fiber optic camera into the void space to check for signs of life. It is a training exercise. But a very realistic one. The way we practice is the way we participate when we go out into the field. You work out the bugs here so when its real life, we dont have snafus. To set the stage, the liquor control warehouse in gaithersburg was collapsed. Task force one, Montgomery Countys search and rescue team will use dogs, cameras and other technology to locate and recover humanscented mannequins buried in the rubble. We use the ka 9s to give us an indication of the victims and where we focus the rescue group to delayer and to put a hole in and put a camera in and identify that there is a victim there and we remove the victim. The drills are required by fema, but this is actually very special to the team. Its not every day that you get access to a warehouse like this and get this kind of experience. We heard john boehner on sunday where he said that the white house and president obama needs to have concessions to be able to get an increase in the debt ceiling. Then we have seen an ad that a house republican, tom cotton who is running for Arkansas Senate has hitting his democratic opponent over obama care and other things. So far there no reports of serious jurisdiction. Storm team 4s tom has been watching storms in our area. Tell us what to expect. We had heavy rain west of washington and northwest of washington. We had reports of flooding in loud on county and we have a large area under a tornado watch. A tornado watch means the potential for tornados to develop. We dont have any now, but the conditions are ripe for potential tornados by later this afternoon. This includes most of Northern Virginia from charlottesville to frederic fredericksburg and most of maryland and east of washington county. Around the bay to the eastern shore. In effect until 5 00 p. M. Look at the Conveyor Belt of rain. This is the most rain since the middle of last summer coming in here now, advancing along the front getting closer to the west and the leading edge of that rain is very heavy. All these areas in the orange is coming down hard in montgomery count tow near potomac and south of there across the river. Right across most of Fairfax County from herp darn don and fairfax city and getting very heavy rain. This is advancing to the east. Now light rain in washington and the areas in green. Light rain in Prince Georges County and northern prince georges cowny and Charles County as well. They will be arriving over the next half hour or so. Heres the timing on the leading edge of this rain. It should be into clifton and fairfax city in a couple more minutessons corner should be into annandale and right into washington. Expect heavy rain to come through. In addition we have temperatures that are balmy in washington. 79 on the eastern shore. Behind this front its down to the upper 50s to 60 this could trigger severe storms with details on that, lets go to chuck bell. Good morning. We had the threat for Severe Weather because of wind shear and we had a south wind now. That comes around to the west and the northwest. You can get a little bit of a rotation. As a result we have a low risk of tornados. We had warning this morning out to winchester. Still a bit of a damaging wind threat. Straight line winds and thunderstorms and also a flash flooding threat. Places could get to two inches of rain in a short period of time because of urban and rural flooding. Strong wind gusts are possible with these storms. Most of it coming to an end by early this evening. Heres the timing. It looks like the last of the rain will exit the metro. Much of heavy rain should be east of washington and by 3 30 on the eastern shore. Thats this band of yellow. This area in green may be lingering lighter rain until around 5 00. Most of the rain exiting the area and cloud cover breaking up. Temperatures that are now in the mid to upper 70s will drop back as soon as the rain commences into the 60s and temperatures continue to drop tonight all the way down to the low to mid 50s. We just got word that star oerd now have a Severe Thunderstorm Warning there. They could get damaging winds and heavy rain and its a slight risk of an isolated tornado. Thats a warning. Thats about the next half hour. Strong storms rolling through and may have damaging winds. The cooler air moves in and should be dry for the next couple of days. Towards the weekend, friday, saturday, and sunday, each day there is the possibility of showers and temperatures right around 70. We will be back with frequent updates for the next half hour or so. We will check in with tom for storm warnings for us. Tom . We had a severe thunderstorm and a Tornado Warning just issued for stafford. All associated with this line of severe storms with heavy downpours. The storms are not severe north of us. Heavy rain in western Howard County and western fairfax. The threat of Severe Weather is south of washington down 95 and Stafford County. All these areas under a Tornado Warning until noon time. There is the potential and radar is picking up spin in the atmosphere anywhere in this red zone from the southwest heading northeast and near fredericksburg. Over the next half hour or so, just to stay inside, you see the Severe Weather threatening where you live, get away from windows and go to the lowest floor and stay away from windows. Tornado warning until noon. That includes much of the county. Ba back with another update shortly. 11 27 is the time. Warning for stafford and spotsylvania counties. We dont have much in the way of lightning and thunder, but heavy downpours along this line from howard through Montgomery County through central Fairfax County. It looks like the spin is associated with this line that is just now coming into star oerd county and western spotsylvania county. Route 1 looks like this is the zone that will be under this Tornado Warning until noon. We have a tornado watch out. All these areas in yellow up to the district and much of maryland. Tornado watch until 5 00 p. M. This is a warping that includes stafford and spotsylvania counties associated with this line. Here are the cities that will be affected. It looks like between here and right along 95 heading off to the north and east. Chancellor and wood bridge by 11 50. If it holes together, crossing the potomac near indian head and ft. Washington. We do have a Tornado Warning in stafford and spot sill vsylvani counties. Dont stand and look out the window. Get away from the windows. This is a line of storms that could produce danieling winds and could have winds in excess of 60 Miles Per Hour embedded in this line. Perhaps little spins in the atmosphere. Here again are some of the towns that will be affected over the next 15 to 20 minutes or so between now and noon time. It does include cross the Potomac River into Charles County by noon time if it holds together around that track as it advances off to the north and east f. We can go out a little bit wider, we can show the areas getting storms to our north. We are going to be looking at the potential to produce danieling winds in Montgomery County. This is a line of heavy rain. That is now coming into the northwest. Dont have thunder or lightning, but a lot of rain and history of flooding. We had reports of over two inches of rain from this line earlier this morning in the Shenandoah Valley. Flooding along route 7 between fairfax up to leesburg along route 7. Route 7 are under water. There will be flooding problems in Montgomery County all the way down to Fairfax County. This line has a lot of heavy rain. If we can track it down further south, look at the radar down towards fredericksburg and stafford and spotsylvania. The other graphics in 29, we want to show you what to do in case of a tornado. These are the tips that you need to be aware of. If you have a basement, go to the lowest level and do not open your windows. If you live in a mobile home get out and get to the lowest floor if you can. This potential line is producing some spin in the atmosphere. This is based on radar estimates. No reports of any touchdowns. We can go back to graphics 22, we can show you the latest radar now as it is showing that heavy rain continuing to advance off to the east. That heavy rain could have some spin associated with it. We are looking at here the shear in the atmosphere. These zones is where we could have a little bit of spin in the atmosphere in the blue zones. We added that and that includes much of Stafford County and the line here all the way from the Prince William county line through stafford and further south to spotsylvania county. The red zone is the line that is the potential for tornados. This is the tornado watch area. It is in effect until around noon time. We do have the latest towns now. We posted them there. Into fredericksburg by 11 45. We take a look at northwest washington, we are getting really heavy rain, this is a live view of the camera here from the northwest washington. We are getting some very heavy rain associated with this line coming through. Dont have Severe Weather. Its straight down rain. Dont have strong winds right here in northwest washington. Maybe winds around 15 to 20 here locally. Look at the rain really pounding down here in northwest washington. Thats what the radar is showing. That heavy rain again extends further south and we have the potential that right along this line in Stafford County down to spotsylvania county, we can look at the towns in line here right now that are getting the heaviest wnpours. We can zoom in and show you the towns associated with the heaviest rapes. It covers just about all of Stafford County west of i95. They are getting really heavy rain. These are the towns here that are sparsely populated. It is really coming down hard. We have many creeks and streams in this area. The rural roads could be getting flooding. This heavy rain is continuing to come down there. Further south towards fredericksburg in another five minutes or so. Another area of very heavy rain. All the areas you see here in the red is extremely heavy rape. This may be one of the cells that might have rotation with it. This is advancing northeast moving at about 45 miles an hour. It will probably be right into fredericksburg in the next couple of minutes. You can see the line stretching all the way up into fairfax and Prince William and across the potomac into montgomery. It is advancing rapidly to the east in the district of columbia, we are getting very heavy rain, but no Severe Weather associated with it. Further north nothing in the way of winds. It is continuing to advance quickly off to the north and east. This first line coming through will probably be gone in a matter of about another ten or 15 minutes. It doesnt like that line. It should be into oxen hill and clinton and Prince Georges County and bu i by noon time between then and around 12 15. Waldorf and south of there will be there around 12 20 to 12 30. It is a line of mostly very heavy rain. It does look like the threat may be localized flooding for this rather than damaging winds. The danieling wind threat is further south and in spotsylvania, the red zone we see there. That is the Tornado Warning in effect until noon time. If we are getting reports of more spin in the atmosphere, that may be continuing further north. Fredericksburg looks like it will be in by 11 40 and a little bit further to the east of there across into charle another update here shortly. Thank you, tom. Getting heavy rain in the metro area now. That is a live view of 270 at tuckerman lane in Montgomery County. There has been really heavy rain, but the traffic seems to be flowing okay. Look at the road spray quickly picking up probably an inch of rain or more in just a matter of a half hour to an hour or so. It is coming down really hard. We can see that on the storm team 4 radar. It is raping very heavily. All these areas in the orange raining heavily from the marylandpennsylvania border through carroll and Baltimore County and much of Howard County into Prince Georges County. Just now through washington and right along 95 all the way down to fredericksburg. We did earlier have indication of some rotation in the atmosphere. You can see a couple of rotation marks here right in Stafford County where there may be a couple of small tornados here. This is just right along 95 and the route one corridor. There could be some rotation there and maybe a touchdown of a tornado. We dont have sightings of that, but it is raining very hard across much of spotsylvania county. Getting thunder and lightning there as well. The Tornado Warning is in effect for stafford and spotsylvania counties. You can see this in spotsylvania and stafford, this is almost to the potomac. This may be extended to the north and east. What to do when the tornado threatens, we will have the storm team 4 weather center. Chuck . I want to update you to a Severe Thunderstorm Warning. The same cell that generated, that storm is planning to go over the potomac and a severe thunderstorm warping that includes portions of Charles County, Prince Georges County, King George County and spotsylvania county. This new warning goes until 12 30 and you can see on the radar where the most intense part of the storm is going. We are going to stop the loop here and i will circle it so you will know where we are looking. This southern portion of Prince Georges County and the western half of Charles County and King George County, virginia. This is all for the cell coming across the river. This is the same dangerous storm that generated the Tornado Warning about 15 minutes ago. We will be watching this carefully here over about the next two to three hours as it works across the river and into 0 heavy rains with the possibility of damaging wind gusts moves over the potomac and Southern Maryland. Be on the look out there. We still have the Tornado Warning threat. Heres what you need to do when you get a warning issued for your area. Go to the lowest level interior room of your home. A hall closet or low level bathroom away from doors and windows. Dont waste your time going near the window let alone opening it. That will waste your valuable minutes. If you live in a mobile home, this is your opportunity to get out of it and go somewhere else that is more secure of a structure. Also if you dont have to be traveling here over the next while especially portions of Southern Maryland with this line of heavy rain and bad weather, if can delay for about an hour or two, the worst of the weather will be gone. Stay weatheraware for the next little bit as heavy rain will make travel very, very dangerous across the region. For looks like the main threat could be flooding because of the heavy rains. Over two inches of rain fell in the Shenandoah Valley and its raining harder now than it was there earlier this morning. We could quickly pick up a couple of inches of rain from this line that is rapidly advancing off to the east. Thats the view from the storm team 4 Prince Georges County camera. Look at that cloud rolling on through. Doesnt look like any tornados coming in, but that one is producing heavy rain. That is what we are looking at right here on the radar. Thats this one area of heavy rain. We had some rotation showing up on radar here. No reports of funnel cloud sightings. Just a few minutes ago on the radar, now showing that actually hay have dissipated there. There was an indication of a location in the radar and spotsylvania county. It is settling down a bit. Chuck . We are taking a close eye on the storm from the camera. You mentioned that at national harbor. You get a sense of the low hanging clouds racing over the river now. As you look live across the river on to the capital beltway in the foreground. As i move the camera around, these low dark clouds enveloped pretty much all of the metropolitan area. The heaviest of the rain has not reached into that part of Prince Georges County yet. Do be ready, folks. If you live in the district or portions of southern Prince Georges County down towards Charles County, thats where the worst weather will be in about 15 minutes or so. There is another Traffic Camera on i95 in Northern Virginia. You can see and hear on these brief flashes of video, look at the splash coming away from the cars. The water is very, very deep and there is a lot of ponding and hydro planing will be an issue. If you dont have to travel, go ahead and delay your travel plans. This will have a Ripple Effect on parts of the air travel as well. If you have flights going out later on this afternoon especially up the earn seaboard, a lot will be substantially delay. Back over to you. We just saw from the storm team 4 hd city camera, we had that line of dark clouds coming through and dont have any funnel clouds in the district. In this red zone is is where we have the risk of tornados. This is a warning zone in effect until 12 30. It does look like it marrowed from what it was earlier. This is from spotsylvania county. Here is the Potomac River. There is Charles County where they have a Severe Thunderstorm Warning, but no Tornado Warning. The red box is the tornado warping area. This is for about another 15 minutes or so. As we look at this line, its about to hit Reagan National airport where we have a live view from the city camera. Look at the dark heavy clouds looking on the edge for any funnel clouds. I dont see any funnel clouds coming from this line. If we were going to get some, they would be am can be from this line coming through. It looks like its raining moderately. Not terrible visibility, but on the right of the screen, that is a really heavy downpour there. That reduced visibility a lot. It is raining really hard right now in alexandria from the city camera and further north as well. We are getting a lot of heavy rain. Storm team 4 radar is zoomed in tight. There is baileys cross roads. Raining really hard now. Again no reports of Severe Weather this Fairfax County or montgomery or the district. This area in the red is where it is raining hardest right now from fairfax city down towards springfield. It lightens up a bit down towards this area. It is heavier again down route 1 and right along route 1 and route 95 from wood bridge further south. It is raining really hard. This again is in Stafford County into spotsylvania. Just about to leave spotsylvania county. This is the latest action in Prince William county and Stafford County. Another area of really heavy rain south of fredericksburg about to move in. We are continuing to work the radar and watching the heaviest of rain about to move over the river. If you take a check here on it. You can see the line of showers and since we have been talking about the Tornado Warning. The National Weather service continued the tornado warping for portions of spotsylvania county. This is a couple of minutes ago they had a location where they thought was near fredericksburg. If you live near Stones Corner and leland and Spring Valley and stafford towards garrisonville, you are under the Tornado Warning. You have to go back over the safety tips. You should be on the lowest level, most interior part of your home. If you have a basement, thats better. Stay away from doors and windows and dont go around the house opening windows up. If you live in a mobile home, this is your chance to find safer shelter somewhere else. If you dont have to travel over the next couple of hours, this band of rain will make driving on the roads treacherous. Hydro planing and flash flooding as well. Some of the local sites to the west of town reported more than two inches of rain in less than a twohour time frame. There is a lot of flooding out there. If you come across a watercovered road, turn around and dont drown. The number one way to get yourself in trouble is driving in bad weather when you dont need to. If you are coming across a creek or streamflowing across a road, do not attempt to drive through it. The other problem with this potential is that the ground has been so dry over the last couple of months. Its like concrete in some areas. A lot of rain is not soaking in, but run running off into the lowlying areas. We have that potential for flash flooding creeks and streams. In places like fourmile run and spot run. Cameron run. They could be coming out of the banks because there is so much rain falling in a short amount of time. We are zooming ins as we look the dark red. These are the towns that will be in line for this really heavy rain about to move in by noon there. There is Charles County and may be moving into southern Charles County. Perhaps in about another ten minutes as it is moving about 40 to 45 miles an hour. Quickly moving off and should be there around 12 15 to 12 20 and further east into southern Charles County around 12 25 or so. This is not a really strong storm as far as a lot of lightning or a lot of wind, but its mostly very heavy rain. There may be a little bit of spin in the atmosphere and small tornados trying to touchdown. This is in Stafford County where it does look like they have the heaviest rapes. There is an area of heavy rain in Prince William county between wood bridge to dale city. Further north into Fairfax County they have also very heavy rain falling there from springfield and further north of there where 66 hits the beltway. 95 hits the beltway. They are getting heavy downpours. We are continuing to zoom in on the radar. Western Charles County, you need to be ready in the next 10 to 15 minutes for this very heavy rain to move over your area across the river. You need to be on the look out over the next 15 to 20 minutes. The severe warning continues for parts of Charles County and Prince Georges County until 12 30 this afternoon. The severe storm potential, there is a thread for flooding and damaging winds. We have that for the remainder of the day. What should you expect . The rain locally very, very heavy. One to two inches is bad enough. It just doesnt have time to drain off effectively. As a result we end up with a lost ponding and makes travel very, very dangerous. Its the beginning of fall foliage and there leaves starting to fall down as well and they clog up the drains a little bit. Be careful if are you going to be outside and if you can delay travel, thats probably the best thing you can do. The roads are getting slick too. It has been a long time since we had that much rain. A lot of oil embedded in the pavement comes up with the wet leaves. That makes for very slippery conditions. You think its just rain. You can easily hydro plane or spinout of control. This is v dots camera along 495. This is the beltway in Northern Virginia. Traffic seems to be flying right along. It does look like they are moving at speed. A lot of road spray there. You can easily spinout of control when you are trying to get off on to a side ramp like that, going that fast, you can spinout. Lets look at the radar. It is advancing to the east and most of the rain tapered off with light rain further west of washington and 95. It is tapering off. The heaviest rains along 95 and Howard County into northern prince georges. You are getting very heavy rain and further south, that heavy rain is coming into western Charles County. This was the line here that in spotsylvania and stafford that might have had a spin on the atmosphere and now it being looks like that may be breaking down a bit. The main threat is all this heavy rain might have brief gusts of wind up to around 40, 50 miles an hour. The line itself is advancing around 45 Miles Per Hour. It is moving quickly, but unloading rain in a short amount of time. As we look at the radar, there it is in washington. Northeast and southeast will be moving into prince georges county. Upper marlboro and those areas, ft. Washington and Upper Marlboro and brandy wine should be getting that heavy rain in another ten minutes or so. If it hasnt hit your neighborhood, it will shortly. Charles county as well should be moving into waldorf and further south of there over there as it advances to the east. We dont have new warnings. Just this tornado warn that is confined to Stafford County for a few minutes or so. That may be expiring shortly. All the areas in the yellow here, that is the zone under a severe warning. This is in effect until 12 30. All of southern Charles County and into king george as well, you could be getting brief gusts to around 60 as this line does come on through. Tor ants of rain and not much lightning, but the line does move on through from the west and heading off quickly to the east. Heres a wider view of this line. Should be moving through the rest of Southern Maryland and the eastern snore about another hour or so. More rain coming in. Quickly we had to two inches of rain here this morning. Barbara .
