Reporter a very emotional Charlottesville Police chief you just heard there. I want to show you some video now. This is something we gathered this morning. This is what brought us to the point were at now. Youre looking at video from an Apartment Building just ten minutes off of grounds from the university of virginia. In this is the property that police came to around midnight. They got a tip the vehicle that was parked out in front of that Apartment Building belonged to this man theyre looking for. So they towed that vehicle and searched it offsite. Then they got a second search warrant to go in that Apartment Building, that unit, and carried out several bags of evidence. And we now know they also encountered three people inside that Apartment Building. [ inaudible ] we seem to be having some technical problems with our live shot from david culver in charlottesville. The woman credited with helping to turn around the d. C. Department of corrections was remembered today by city leaders, communicativists and everyday citizens. A funeral was held for Carolyn Cross in northwest d. C. She was found murdered in her home in alexandria earlier this month. She was the Deputy Director of operations for the department of corrections. She worked in corrections for more than 35 years and had an impact on the lives of hundreds of people. We know that there is going to be no way to replace Carolyn Cross and what she did for this city. Mayor vincent gray brought cross family the d. C. Medal of honor. Police have not revealed a motive. Who dropped the ball in the relisha rudd case . That was the focus of a contentious hearing in d. C. Today. Tonight, city leaders are taking a second look at how they handled the case of the little girl who disappeared from a city homeless shelter earlier this year. News4s Mark Segraves has more. Reporter the deputy mayor defended the district over and over again, saying they did all they could, despite acknowledging some d. C. Employees knew of abuse and did not report it. You dont think that would have made a difference in the outcome of the welfare of this child . Yeah, based upon our review of the facts, no. Reporter the one bit of information the deputy mayor did provide had to do with the criminal investigation. We continue to investigate relis relishas disappearance. And charges against relishas mother and others were referred to the u. S. Attorneys office. Reporter after the hearing, graham renewed his concerns. You know, these folks appear to have no accountability whatsoever in terms of those on the ground staff who knew of a problem and did nothing. I think thats a major lapse in responsibility. Reporter as for the deputy mayors, they wouldnt stop to answer reporters questions after the hearing. Do you have any employees who break the law and no discipline and no repercussions for that . Reporter now Council Member graham said hes going to have another hearing and may use subpoena power to get more information about what agencies knew and what they did before relisha rudd disappeared. He also said that he wants d. C. General shelter to be closed but thats unlikely to happen before this winter. Mark segraves, news4. Thanks, mark. Tonight president obama signed the bill that provides funding to train and equip Syrian Rebels to fight isis terrorists. The pentagon says it could take a year to turn those rebels into a ground force. Nevertheless, the air war is moving forward with help from french fighter jets. Steve handelsman has our report. President obama said today that no one should turn away from the knowledge that one in five women is sexual assaulted during her college years. They make it on to campus, only to be assaulted. Thats just a nightmare for them and their families. Not just an affront to everything they have worked hard to achieve, an affront to our basic humanity. It insults our most basic values. More than a dozen schools are working with the White House Task force on ways to prevent sex assaults on campus. Georgetown university is offering antibiotics to any student that came into close contact with a sophomore who died of bacterial meningitis. Andrea jamie died after contracting the highly contagious disease. The University Says Close Friends have already received antibiotics. They want to make sure that anyone else who may have had contact with her is protected. Meningitis is transmitted through sneezing, coughing, kissing or sharing utensils. A local teen allegedly tormented for months by a man she met on facebook. Well tell you who finally tipped off police. They were not waiting for iphones. Truth is, when the home girl came back home, thats when we started winning. Doreen arrived in 1989 as no stranger to washington. She spent her early years in warlg ton, then moved south. Then after college, honed her skills in foreign markets, like chattanooga, charlotte, cleveland, and philly. But it was back home here in d. C. Where her star shined brightest. And viewers in d. C. Have basked in that glow for a quarter century now. Much has changed in our town in 25 years. Administrations, institutions, demographics, the urban landscape. And through it al doreen has been something of a touch stone. A calm, reassuring presence. Somehow making sense of it all. And when national and International Events spun in ways that seemed incomprehensible, hers has been the those of reason. And even hope. Even if she had to travel far afield to bring the message, as was the case on a hospital ship, layover in the persian gulf during the iraq war. Im on the Navy Hospital ship the comfort in the persian gulf. Reporter doreens compassion for the afflicted and her passion for storytelling have led as it only could to her awardwinning franchise as the station and indeed the citys premier health reporter. It is a labor of love and in it, she has no peer. People can tell when someone loves their work. Its obvious doreen does. But it is not her first love. That would be her role as mom. For more than 20 years, the lead story in doreens life has been her two kids. And while she has nurtured and counselled and disciplined and watched them grow, we here at channel 4 are so grateful that her love is so big that she does the same for us. Doreen has never been too busy to talk, listen, help anybody in any way she could. Some of us have no idea what we would do without her. Good evening, im doreen gentzler. And im jim vance. Today the commissioner, Roger Goodell, stepped forward to answer questions about the criticism the league has received. Jason pugh here now with more on that. Jason . Reporter vance, i want to list a few names here. Ray rice, greg hardy and the latest case now, jonathan dwyer. Roger goodell in the nfl, they have been under fire lately because of how teams have handled Domestic Violence allegations involving these players. Today goodell apologized for a second time and said some changes are on the way. I got it wrong in the handling of the ray rice matter. And im sorry for that. The same mistakes can never be repeated. We will do whatever it is necessary to ensure that we are thorough in our review process and that our conclusions are reliable. We will get our house in order first. Among the changes happening, there will be new training for every nfl team on the prevention of Domestic Violence. The league plans to form a conduct committee to definitely evaluate league policies. Goodell also promises to work with the Players Union to change personal conduct policies on how players are dealt with when the rules are broken. New allegations of bullying inside a local high school, but the students arent to blame. Tonight the new calls for action against a maryland principal. We are following breaking news in the search for a missing university of virginia student. Heres news4s david culver from charlottesville. Reporter we heard from an emotional police chief here in charlottesville with a powerful message standing right there surrounded by more than two dozen cameras, putting out his message he wants to know where this person of interest is. Police know who he is, they know his name. In fact, they went to his apartment earlier today, but now they have told us that that person was the last one seen with Hannah Graham and it happened to be right on this downtown plaza, this pedestrian mall that were standing in. Heres what the chief had to say. And so my point is this. People saw hannah. And people saw him and people saw them together. I will always be hopeful until we find hannah. And i cant speak for her mom and dad. But i can tell you in every Human Interaction ive had with them over the past couple days, theyre hurt. Theyre concerned. Theyre frustrated. But not for one second have i ever discerned that they have lost hope in finding their daughter. Reporter so what led up to this point, to this press conference . Overnight, police executed a search warrant on a vehicle parked outside this charlottesville Apartment Building. Its no longer there. In fact, police towed it to an offsite location so they could then search it. They then got a second search warrant around 10 00 this morning to go inside that Apartment Building. They carried out several bags of evidence as we stood there. They were there for most of the day. Now we have also learned that overnight, as they were executing that first search warrant on the vehicle, they came in contact with throw people who were inside that Apartment Building. Those three people have since left. Police did not detain them, they did not question them. And one of them, one of those people, matched the description of the person of interest that theyre looking for. The man they say was last with Hannah Graham. Why did they not arrest him . Why did they not detain him or question him . Police chief Timothy Longo telling us they did not have probable cause at the time. Now continuing tonight, registration for searches is going to get under way. Its going to continue tomorrow morning. Thats when a Big Community search here in charlottesville is going to kick off. A 17yearold girl strikes up a friendship with a man she meets on facebook. And what happens next is a scenario that many parents worry about. Derrick ward reports from falls church with details of a sex trafficking arrest. Reporter 27yearold Manuel Contreras in jail facing an abduction and defiling charge and a charge of contributing to the delinquency of a minor. Police say he friended a 17yearold girl on facebook and convinced her to meet up with him. That meeting turned into a terrifying ordeal for that teen. A 17yearold female was victimized and sexually exploited. Reporter police are calling this a sex trafficking case. The teen was held for an extended period of time. This Case Highlights the prevalence of human trafficking, even in places Like Northern virginia. Unfortunately, it is an issue in the area. Reporter Fairfax County police have produced a Youtube Video aimed at making teens and parents aware that predators are out there. They say its important to inform the public to be proactive, because usually by the time the police get involved, someone has already been victimized. With social media being so prevalent, particularly among teens, you know, it is good for parents to see who their contacts are. And facebook. Reporter the teen in this case was not reported missing. A tipster at the home informed police, which led to the rescue, a rescue police say they would rather not make. Neighbors are shocked. Its kind of scary. I mean, this is like i said, a nice neighborhood. And its that shouldnt happen. Reporter now police say while this case remains under investigation, the important thing is that teen is safe and the suspect has been charged. Live in falls church, derrick ward, news4. Thank you, derrick. Picture tonight of sarah and jacob hoggle, the two germantown children who havent been seen in almost two weeks now. Tonight Montgomery County police tell us theyre shifting their investigation from largescale searches to smaller, more methodical groups. The childrens father is planning a search of his own over the weekend. He says he and a large group of volunteers will search the germantown, darnestown and clarksburg areas. Anyone out there who has them who see this is this, be turn them over. I dont care who you are, it doesnt make a difference. I just want my children back. The childrens mother, catherine hoggle, was also missing for nearly a week. Tonight she is still in custody and so far hasnt said what happened to her children. Tonight there are accusations of bullying at a school in prince georges county. But this has nothing to do with the students. Some of the staff at Largo High School say their principal is the bully. And it is not the first time she has faced such a charge. County bureau chief Tracee Wilkins reports. Were going to be dismissing from lunch in a couple minutes. Reporter dr. Angelique simpson marcus came to work for Largo High School in 2007 as principal. Three years later, a group of employees filed complaints of harassment and bullying against her. Some went to the naacp. A counselor at Largo High School came to our office, complaining about harassment, hostile work environment. Reporter then one white male teacher filed a case alleging reverse discrimination and won in federal court this past august. Then this week there was another settlement involving a school secretary. The outcome of that case is sealed. Given that there has been a judgment already against this principal at largo, 350,000 judgment, another settled suit in at least one or two more in the pipeline she needs to be term naeted immediately. Reporter county Council Member mary lehman is calling for her removal. In a letter, she wonders why more officials arent saying the same. We have to have a zero tolerance policy against discrimination of any kind. And that is what i implored dr. Maxwell and dr. Davis to come out and say publicly, that we will not tolerate racism in any form. Reporter the naacp is also calling for remember his nation. Prince georges County School spokesmen say they are not prepared to talk about this on camera, because its an ongoing investigation. As it stands, they are standing behind this principal. In largo, im Tracee Wilkins, news4. A terrifying scene moments after takeoff, but what happened next was anything but textbook. Well show you what it took to get everyone to safety after a planes engine apparently exploded. Reporter from Parking Spaces to parks. Its happening all around the area. Im adam tuss. Ill tell cell phone videos shows something close to panic on a jetblue flight moments after takeoff. A plane had just left Long Beach Airport in california yesterday when passengers heard a loud bang. It was the sound of a blown engine, and that sent smoke into the cabin. The scary part here, passengers say the oxygen masks did not deploy. Instead, the flight attendants had to do that manually. That flight made an Emergency Landing. Reporter in this city, taking away Parking Spaces is not exactly welcome. But not today. Today some Parking Spaces turned into mini parks, an annual chance to show off what could be in a spot usually reserved for four wheels. The cool thing about parking day, you can pretty much of do whatever you want, with your parking space. As a matter of fact, Consumer Reports to do the testing on these phones has had the phone in their lab all day long. Lets break down what they found. When this comes to camera and display on the 6, this is going to be comparable to the 5s, which is good. This according to Consumer Reports there is one new feature that allows you to record smoother video on the 66. It works pretty good, but unlow light conditions, the image quality becomes deteriorated, again from Consumer Reports. Another thing they are saying, its a good balance between larger screen and easy to handle. The one thing were going to have to wait a few more days on, battery life. Thats what everybody wants to know, is this going to give me more time to use my phone without having to keep it hooked up. You add that with the fast pace and hightempo offense and it could give any defense around the league a lot of trouble. We found this interview with her Elementary School coach at mckinley Elementary School in arlington, virginia. Its a long time ago. Way long time ago. Heres what he had to say about doreen back in the day. Extremely aggressive, and very self confident. And real loud. Loud . I was loud . Yes. I guess that would be a nice way to put it. In a very nice way. When you played something, you played very hard. And other girls would just go through the motions of it. Aggressive. Confident, loud. Playing hard. Intimidating.
