Im steve handelsman, news4. The families of more than a dozen Service Members recently killed in action are being denied death benefits because of the shutdown. The families are entitled to a 100,000 payment. That money often helps cover the cost of funerals and provides Financial Assistance until Life Insurance policies take effect. The house is drafting a resolution to restore that payment. It could be introduced as early as tomorrow. The stock market is down sharply tonight due to the ongoing gridlock over the shutdown and in the upcoming debt deadline. The dow dropped 159 points today. The nasdaq fell 75. And the s p fell by 20 points. Steepest decline in six weeks from both indexes. Doug and his team are tracking the possibility after noreaster that could bring a whole lot of rain to our area. Doug, when might this happen . I think it is going to happen this time tomorrow. I think we will be talking about that rain moving on in here probably by 2 00, 3 00 in the afternoon tomorrow. It will be some time before investigators can identify the three people that died today when their home caught fire. The tragedy happened at a mobile home on Fuller Heights road and triangle, virginia. Northern the Northern Virginia bureau chief talked to friends and family. Reporter three people were killed. Found where they had been sleeping. With the victims bodies still inside most of the day, investigators put up tarps to enclose the scene as they did their work. It will be up to the medical examiner to identify the bodies. But this group, who hung out with the 19yearold who lived here, with his mother and her boyfriend, are convinced that they lost a close friend. Their dprooefing has already begun. It is sweet and always wanted to do stuff and hang out with everybody and hes just always, like, really funny and always made jokes. He was the most bright and energetic guy in the world. He was the nicest guy. He would do anything for you. He just always has a smile on his face. Reporter fire crews were called to the trailer just before 3 30 this morning. Located close to the quantico gates. The Security Officers there made the 911 call when they saw and smelled the smoke. The fire crews arrived quickly but it was too late for a rescue. The trailer roof collapsed. Unfortunately trailers with lightweight construction have a tendency to burn quickly. Reporter the cause of the fire unknown. The friends say that the homes residence were smokers. If i had left for work ten minutes later maybe i could have saved them. Just just awful. Awful. Reporter the teenagers friends stood out the line for a long time today with flowers in hand, hoping to get a little bit closer when it became clear the investigation would wear on. Fire officials escorted them in for a minute so they could drop off their tribute. Tonight we learned that a mother who was flown to the hospital today after a car crash in charles county, maryland, has died. Her name is sharon samms. She was 30 years old. She crashed into a tree this morning on parkway subdivision road. Her 6yearold son and 5yearold daughter also were in the car. They are expected to survive. Investigators say they are not sure yet why the woman lost control of that car. Tonight police say a wouldbe robber remains in Critical Condition after an offduty officer shot him in the chest. It happened early this morning in the d. C. Neighborhood that some residents say has become all too familiar with gun violence. News4s pat collins is in southeast tonight with more. Reporter a man shot and wounded after he tried the to use a free tend finger gun to hold up a cop. We begin our story now with some words from a woman who says shes the suspects sister. Hes my little brother. I have known him all my life and raised him. You know, hes a good kid who was going through a rough time in society now. I just wish somebody can get him some type of help. Reporter police say the suspect is 28 years old. Hes in Critical Condition tonight. After he was shot in the chest by a rookie policewoman. Not far from the water pumping station on minnesota avenue southeast. This is how they tell the story in the official police report. They say it happened around 6 30 this morning and finally, this apartment house in the 1600 block of 18th streoutheast. The policewoman was approached by a man. She said the man had his hand tucked under his shirt like he had a gun. She said the man told her, dont make me pull this out on you. Fearing for her life, fearing she was going to get robbed, the policewoman says she pulled out her gun and shot that man. He said, damn, i was just playing. Then he ran across minnesota avenue and fell to the sidewalk in front of the pumping station over there. This happened in a neighborhood that is no stranger to gunfire. Here now from bill whitner. That woman was forcibly taken away in handcuffs today near 3rd and e streets. It is not clear what led to the fight with the officer. The police say the officer received a minor injury but will be okay. Two carjacking suspects have been locked up after leading police on a highspeed pursuit through prince georges county. The chase ended when the car crashed in landover hills. Officers caught the suspects running away. One of the officers was flown to a hospital with a leg injury. A woman with her infant in the car saw the chase. I was in the car. My uncle was driving at the time. He stopped in the middle of the street. I said get out of the way. They are going to hit us. Reporter officers spot the suv which was stolen yesterday in the district. Latest poll on the governors race in virginia is good news for democrats. Terry mcauliffe is leading Ken Cuccinelli by nine percentage points. The libertarian candidate, Robert Sarvis has 12 of the vote. Hundreds of people demonstrating for Immigration Reform. Eight members of congress have been arrested this evening in an act of civil disobedience here at the u. S. Capitol. They include representatives lewis, ellison, crowley, rangel. It is part after protest today for Immigration Reform. Police began making the arrests at 4 00 this evening. Taking immigration activists into custody for refusing orders to move out of the street. Along the west side of the capitol. 200 people were willingly arrested. Earlier thousands gathered on the mall. This is the rally and march for immigration. Dignitiy and respect. They gathered here on the National Mall for the more than 11 Million Immigrants who are in this country illegally and face possible deportation unless there is Immigration Reform. I have friends that are facing deportation and are waiting right now on for the judge to decide their fate. And we are here to support them. Prince georges county Police Believe they caught the man behind two Bank Robberies over the last two days. They say 43yearold devin admits to holding up the pnc bank on oxon hill bank this morning. He was spotted in the shopping area and allegedly confessed to the robbery before he was arrested. Police also believe devin held up the Wells Fargo Bank yesterday. Nobody was hurt in either robbery. The amount of money that political donors can offer to a campaign, political campaign, could increase. Thats because the Supreme Court today agreed to hear a case. It involves a man from alabama bam that says the current spending cap violates his right to free speech. The cap is meant to prevent political corruption. She says the worst part of the shutdown is not knowing when it will end. That part has been stressful. The uncertainty of it all. You know, friends told me you can just travel. You can do something. Go somewhere. But with the uncertainty it is hard to pick up and leave. Especially with the financial setback. Reporter it is not just the uncertainty of not knowing when she will go back to work. But what happens when her savings are all used up. That will be an issue if this continues on for a while. And they dont vote for back pay. D. C. Mayor gray wants to meet with president obama and congressional leaders as soon as possible. Gray sent a letter today pleading for an end to the shutdown. The mayor says this d. C. Citizens are innocent bystanders. He calls the law keeping the district from spending its own tax dollars simply unconscionable. Gray says d. C. Is the only city where the shutdown could impact safety, health and schools. Newly released Court Documents reveal what miriam carey had in her car when she led police on a highspeed chase from the white house to the capitol. They showed she had a lockbox with a pass fort, foreign currency, Social Security cards for her and her daughter. Officers shot and killed carey after stopping her outside of the capitol last week. The sergeant of the learn ton Police Department that traveled with us says that the gangs are spreading to a much younger generation. How did you know people over there . Because they were here and got deported. Reporter gang related crime in herndon, virginia, has fallen drastically over the last ten years. When he returns there, the sergeant will try to implement what he learned in el salvador but in doing so, he will face a harsh reality. Theres one that steps up. Thats why this gang has grown. Herndon police tell me that they credit the Northern Virginia Gang Task Force they started back in 2003 for the significant drop in gang related violence in the area. The gang is becoming more low profile, as they say, and police say that they are merely living off of the gangs preexisting violent reputation because the crimes they are committing right now are much different than they were back in 2003, 2004. Now they are much more into Human Trafficking and theft versus el salvador where theres just significant rates of homicide there still. Hard to stay ahead of the gang problem here. It is good to know that our local Law Enforcement people are working absolutely. They made a Significant Impact in that community and they say obviously that the Community Support is crucial to it as well. They have done wonders in the area. Okay. Thanks. Police say john Douglas Cornell turned himself in today. He is charged with the murder of roberta duce. He is charged with stealing her van. A Family Member found her dead in her home. News4s learned a lawyer from ashburn, virginia, accused of driving drunk and then killing a couple on sunday, that man had been charged with driving while intoxicated once before. His name is mark sgarlata. He is a senior Law Firm Partner in tysons corner. He is facing charges of aggravated Involuntary Manslaughter and driving while intoxicated. Those charges stem from the deaths of leia and ricky wrenn of ashburn. Now news4 has found online Court Documents that show sgarlata was arrested for driving while intoxicated in march of 2011. That charge was pleabargained down to a reckless driving offense. But he did have a restricted license for six months. We called sgarlatas attorney for comment but we have not yet heard back from him. Straight ahead on news4, a heated battle along old towns waterfront. One solution to a traffic problem there would make it even worse. D. C. Council may come to the rescue of people complain being unfair parking and speeding particular nets the city. They are considering legislation that would give drivers more time to challenge those tickets. Also allowed to submit more evidence in their own favor and any challenge tickets would be voided if the city did not rule on challenged tickets within six months. Right now such challenges can take up to two years. The legislation may come up for a vote later this year. Theres controversy brewing on the fairfax countyLoudoun County line. It all has to do with one troublesome intersection. The Virginia Department of transportation wants to replace the fourway stop intersection at braddock road and Pleasant Valley road in centreville with a roundabout. Some say if traffic flow increases, then more traffic from Loudoun County could start flooding into fairfax county. Vdot will be holding a public hearing on that issue tomorrow night in centreville the city of alexandria is making a power play to end the long and bitter fight over some valuable waterfront property. The land is owned by the Old Dominion Boat Club in old town, alexandria. The city has been negotiating to get it for the past 15 years. As Northern Virginia Bureau Reporter david culver tells us their patience has run out. Reporter a place to walk, bike and just sit to admire the view. This is what the city of alexandria wants for all of old towns waterfront. But they say that this, boat club parking lot, at the end of q street, is keeping that from happening. But members of the historic Old Dominion Boat Club say it is more than just a parking lot. It is their access to the potomac. If you lose the lot, it is going to be problematic to sustain operations here at the boat club because people get boats in and out of the water.
