Crews are trying to figure out if this is just trash on the tracks or one of those arcing insulators. Services is suspended at Eastern Market and Lenfant PlazaMajor Overhaul on the rail system is expected to be announced tomorrow morning. Well have our announcement on our nbc washington app for you. This will mean long delays for thousands of commuters. Mark segraves. Reporter this is actually going to be more than just a rehab. This is going to be almost a complete rebuilding top to bottom of the metro rail system. That means it is going to take time and cost money. We are running on tracks and ties and cables, et cetera, that were laid in the early 1970s. Reporter metro Board Chairman jack evans says metro is the only major subway system in the United States that hasnt had a complete rehab and we cant wait any longer. Its not fixable by the way were doing it now, three hours a night during the week and two hours a night on weekends. Its left the system worsf reporter metros new general manager has scheduled a press briefing for friday morning to lay out his plan to completely ov overhaul the system. Well have to have more closures. From what i hear, were going to be single tracking trains and closing segments of lines in order to work on them. Reporter while there are no plans to close the entire system, portions of metro will likely be shut down for days or even weeks. That could mean some stations will be closed as well. Large portions are expected to be reduced to single tracking for as long as a month or more at a time. It adds up to delays and inconvenience for the hundreds of thousands who depend on metro every day. Most riders agree the system needs to be fixed, but some are skeptical. Its hard to know whether he is right or not. Reporter others worry about the impacts of its going to have a Ripple Effect on the rest of the traffic. Theyre going to be on the roadinroads and other means. Reporter metro plans to use fleets of buses to help fill the gaps if stations have to be closed. The project will impact every line of the system. 15 years of neglect. This is what happens when people in the past didnt do their jobs. Reporter well learn tomorrow morning when construction will start and which lines will be impacted first. The cost of this project is going to be into the billions of dollars. He was taken from his mother after she got a fight with his father. That led to a region wide manhunt. The mother and child reunited. News4 Meagan Fitzgerald joins us live. Reporter wendy, deputies arrested 28yearold Joshua Williams just after 1 00 today. Were told hes being questioned by investigators and he is cooperating, but investigators say, hey, look, we know this guy. He has a long violent past. But we went to this guys neighborhood he once lived in and neighbors there said they didnt realize he was violent. An entire region was told to be on the lookout for 3yearold zion highway signs were updated and fliers were passed out. On wednesday night, zions father severely beat his exgirlfriend who is also zions mother. Captain jeff pierce with the Spotsylvania CountySheriffs Department says the assault happened inside the car while the toddler was in the backseat. The mother got out and thats when deputies say williams drove off with zion and an amber alert went out. It was also determined and discovered that mr. Williams made previous threats to seriously serious seriously injure or kill the child. Reporter he was dropped off at his grandmothers house. We dont know who dropped the child off, but he was returned reporter moments later investigators found and arrested williams who was hiding in a home a few miles away. We made contact and he came out and surrendered. Reporter neighbors who live in the suspects hold neighborhood say theyre shocked. Ive had a couple of encounters with that guy. Hes always been a nice guy. Reporter Joshua Williams is facing serious charges for abducting his son and beating his exgirlfriend. Deputies say williams will be charged with felony abduction and malicious attack for allegedly attacking his exgirlfriend. Coming up at 6 00, deputies talk about how they were able to locate williams to make that arrest and they talk about the resources they were able to call in to make this happen. Back to you. He was found dead in his bed at his familys he had been stabbed in the chest. Northern Virginia Bureau chief julie carey joins us live with the revelation that this attack didnt take place in his home. Reporter this search warrant obtains some troubling information. He was viciously attacked at a party, but instead of calling 99 911, his friends drove him back to his house and put him in bed where his family discovered him dead the next day. He had been studying at george mason university. On april 24th, his family found him dead in his bed. The autopsy showed he died from a stab wound to the chest. No arrests have been made yet, but this search warrant details the alarming facts. Court documents report lee went to a large party the night of april 23rd that lasted into the earl m 24th. He was physically assaulted by a mob of 10 to 15 individuals. They saw people stomping, kicking, and punching lee while he lay motionless on the kitchen floor. He was then stabbed, but instead of calling911 for help, his friends reportedly put him in the car and drove him bleeding back to his townhouse where they placed him in bed. Last week police went to serve a search warrant on this townhouse looking for possible evidence connected to the attack. The front door at that home still ajar. As Police Continue the investigation, hundreds came together a week ago to mourn the loss of steven lee. Lee was a volunteer and a small group leader. One of his closest friends has set up this gofundme page to raise money to help his family through this very difficult time. Police are considering Malicious Wounding and destruction of property charges, but those charges could change as the investigation continues. Now four people were injured here. People who are behind the yellow crime scene are not allowed to leave right now and people on the outside are not allowed to go in. Keep in mind, police are trying to figure out exactly what happened here. Again, we know that one person is dead, one person is injured due to a shooting. However, we do not know if it is students or teachers or an outsider is involved. Keep in mind, Prince Georges CountyPolice Spokesperson has yet to come. Right now, we see a mobile command center coming here. Officers plan to be out here for quite sometime. Theyll be coming in and out of that command unit. There are students on the other side of that big command unit, which is black, side over there. One told me she heard shots. Thats all we know at this point. He got the maximum, a maryland man who shot and killed his stepfather learned his sentence today. The victim was a police detective. The shooting, a dispute over yard work. Tonight were seeing newly released Surveillance Video of the fateful day. Were hearing emotional reaction from both sides of that family. Reporter today, Antoine James got the time served. This case divided a family. The sentencing brings closure, but there is still a lot of pain. Im happy he got ten years, even though it feel like it should be way more. Reporter the daughter broke down after sentencing after the Prince Georges County courthouse. Today Antoine James got ten years for shooting to death his stepfather. Ten years is not enough. Reporter the States Attorneys Office released video of his violent death. Antoine james shot him 18 times during a dispute over yard work at their home in 2015. James was charged with murder, but convicted of Involuntary Manslaughter last year. She said to her son, demons are real. She believes her sons sentence was fair. People believe in angels, but they dont believe in demons. Again, demons are real. Reporter that day three years ago split apart two families, but jamne newell thins she can finally move forward. I think i can finally get closure. Im just happy that it is finally over so we can just heal. We dont have to deal with it anymore. Reporter with credit for time served, Antoine James has about seven years left in prison, although he could get out on parole in about two. What Antoine James has said to his mother about the shooting since being in jail and also how she is trying to make something positive out of this whole awful situation. Allegations of rape tonight at Spellman College down in atlanta, and it is causing a this all began with an anonymous twitter account called raped at spellman. The person said she left spellman after being raped by four students at spellman university. She says the dean of the historically black college brushed her off. Since the posting, others have shared their thoughts with the hashtag raped by spellman or raped by moore house. Montgomery county Police Released this sketch of a man they say tried to sexually assault a 16yearold girl. The man followed the girl into her apartment complex on castle boulevard in the briggscheney area yesterday. He grabbed her, expose and tried to pull down her pants. She screamed and her brother heard and came to help. He ran off. The company is facing a new lawsuit. The attorney general filed the suit against blue skies films. Reporter right now, were here at High Point High School. Moments ago i just spoke to a student. She tells me that she was there when this happened. She says that she heard the shots fired. She had a High School Softball game. Then all of a sudden the shots rang out. She believes that it happened in front of the school. She says that she had a softball game against duvall high school. Then the shots rang out. She started crying. Her father tells me that hes obviously upset. Hes coming here now on live television. Whats going through your mind right now . Right now, when you feeling kind of scared. Making sure that shes okay. Couldnt get ahold of her at first. She didnt have her phone on her. Theyre not allowed to. Finally i got a hold of her. Youre hearing from other parents make sure nothings wrong with your kid. Reporter i want to thank you for joining us. Im glad that your daughter is okay. We hear that one person is dead. Another is injured. There are people who are saying this was domestic. Other people are saying otherwise. Police are out here. Were waiting for a spokesperson to give us more information. There are people inside. Parents have arrived and theyre waiting for their kids to come outside of the school. Many of them concerned. Whats interesting is many of them told me they moved out here to this area because they said this is a good school. Now that this happens many of them are realizing, acc them, crime can happen sometimes anywhere. I just received this from our assignment desk. One adult is fatally shot. The second wounded. This appears to be domestic related. I was actually periscoping bringing you the latest details on this shooting. Back to the studio. Im going to pick it up here at the live desk where were getting some new information about a metro shutdown and seeing some incredible new video on what caused it. Lets get to that video first. Youre going to see an explosion inside the Federal Center station. There it is right there, that flash. Then you can see right there as the train comes in that flash on the third rail. That causes the explosion. That was an arcing insulator earlier today. This is the second arcing insulator in one day. Now were getting some look at some video from up top above that station, aboveground. Emergency responders, first responders, police there all on the scene.
