Ambulances and First Responders. News4 first reported these problems with these new tablets that have been installed in the fire trucks and the ambulances. Mark segraves has been working the story. Hes live in northwest. Mark . Reporter wendy, you know, the smart tab lets are just like our ipads and our laptops, and they do a lot of functions for fist responders. One of the most important is they allow the 911 dispatch center to know where every First Responder is and what their status is. And today the mayor acknowledged theyre not 100 reliable. And she said what shes going to do to fix them. We thought it was important to let everybody know what we foumd. Reporter what the mayors review of the Fire Department found were a number of problems all contributing to longer response times when people call 911 for help. The increased number of calls that weve experienced in our system over the last 12 to 18 months. We have almost 100 ambulances and we have about half of them that are available for use. Reporter the review also found two big problems with the new computer tablets installed late last year in every fire truck and ambulance. The first problem, firefighters werent properly trained. The second is more of a glitch which is that theres been connectivity issues with some of the tab lets. Reporter if the tab lets lose connectivity with the 911 dispatch center its like that fire truck or ambulance doesnt exist. Testing last weekend revealed three instances of tablets losing keblgtconnectivity. For a moment in time that could be an hour it could be five minutes, youll have the dispatch center not being aware of a particular fire engine or ambulance that is available. Reporter the deputy mayor was asked if the tablets are to blame for the recent incident involving the closest paramedic to a choking child not being dispatched. Were still looking at what caused that particular incident and i expect it will be some mixture of training or acceptance or an issue around connectivity but were still looking at that. They have identified the goods. Now lets get the goods fixed and provide the confidence that the citizens of the District Of Columbia expect. Reporter firefighters are being retrained on these smart tab lets. Theyll continue to use them until the Bowser Administration can fix that connectivity problem, but in the meantime theyll also use their radios to call in and update their location and status. A large debris field is all that remains. 150 people including 18 children were killed. Nbcs tom costello is working this story for nightly news tonight. Tom, what do we know about the time line of this crash . Yeah. Its really confusing here. Let me tell you the search for now has been suspended for the night because it is dark there of course. Its extraordinarily rugged and dangerous for crews to get in there. But theyve already established that theres nobody alive on the scene and theyve also recovered the black box, the cockpit voice recorder. They still need to get the flight data recorder. The time line you asked about, we know that this plane took off from barcelona at 10 00 a. M. Within about 25 to 30 minutes it was at cruising altitude 38,000 feet. But then very quickly, and i mean within just a couple minutes, it started descending and what appears to have been a programmed descent. In other words, using the auto pilot. At 4,000 feet per minute. Thats a rapid ascent not extreme but very quick. And then it only took them eight minutes to get down to about 6,000 feet and it slammed into a mountain. Never during that entire period did the pilots ever call air Traffic Control, never keyed the mike to say mayday we have a problem, were descending none of that. So the question is what happened that caused somebody on board, probably the pilots to program in that ke deathdescent and why did nobody communicate to air Traffic Control . Were the passengers and crew simply incapacitated . Was there a smoke event or maybe a lack of oxygen because of some sort of a cabin pressure issue . All of that will be hopefully on the flight data recorder and the cockpit voice recorder and that hopefully will tell us what happened to this plane. But it is a real mystery tonight. Presuming that they had some sort of an incident that caused thome realize they needed to descend, why did they not communicate . Did they lose the ability to communicate . As you can see, there are lot of questions here. This is really a very strange incident. Back to you. Tom, any indication of foul play . Can they rule that out . U. S. Intelligence is saying they have no indication of terrorism, and European Police organizations are saying no indication of terrorism. All suggestions are, and the German Airline is saying it believes that this was an accident. Its just really a mystery. You mentioned those children who were on board. They were in fact kids coming from a high school trip to barcelona. These were High Schoolers coming back to germany after spending some time in spain. They were all killed. Police think he just walked away and maybe got lost. Theyre now working in 12hour shifts to try to find him. It takes on a certain significance for all of us. Every one of us have pursued this investigation as if noah was our own boy. There is no stone thats being not turned over. I assure you that. Police say they do not suspect foul play in this case. Noah is in kindergarten and counselors are helping students parents, and teachers at his school. Wendy . The uva student bloodied during that arrest in charlottesville will be meeting with state Police Investigators on thursday. Governor Terry Mcauliffe asked state police to look into martese johnsons arrest by officers with the alcohol beverage control. First at 5 30 he was trusted to work with young girls. Now a former girl scout troop leader is charged with child sex crimes. Tonight place are hoping to talk to others who have may have had contact with chad miller a his Northern Virginia neighborhood starts to react to this. Kristin wright has the details. Reporter chad miller was a girl scout leader in Spotsylvania County virginia until he was arrested accused of sexually abusing a 14yearold girl and sending her inappropriate text messages. We knocked on millers door in fredericksburg and no one answered. But we did obtain indictments against him. The former girl scout leader is also charged with 30 counts of possession of child pornography. The Sheriffs Office says the teenager told her parents and they called police. A 14yearold victim had been receiving inappropriate texts, emails from miller basically guiding her to child porn sites. Reporter news4 as learned 47yearold miller was in a leadership role with the girl scout troop for eight months. Men are permitted to volunteer with conditions. In a statement, the scouts told us in part the National Guidelines of girl scouts of the usa require that girls are leld by a minimum of two troop leaders at all times who are not related by birth or marriage to avoid situations that may put girls at risk. The Sheriffs Office says millers wife was also a scout leader. This if theres another child out here that is suffering this type of trauma in their life bring it to an adult. Take it to the Law Enforcement. Reporter sheriffs investigators say they found the child pornography on millers home computer. This is all a surprising and disturbing ordeal for some neighbors. Extremist videos and writings are at the heart of the prosecutions case today at the Boston Marathon bombing trial. They were focused on similarities between messages downloaded on Dzhokhar Tsarnaevs computer and what he scrawled while he was inside that bulletriddled boat where he was captured. An expert serving for the prosecution argued that tsarnaev was paraphrasing al qaeda propaganda. Tsarnaevs legal team has said that their client was under the influence of his older brother who they say also masterminded that attack. A violent rampage unfolds in a Prince Georges County neighborhood. Why this case has local leaders calling for more help to fight Domestic Violence. Reporter david colgaty is now waiting sentencing after he was convicted of arson, firstdegree assault, and the use of a handgun in the commission of a crime. This all started when his wife tried selling their home after their divorce last may. I just dont know what came over him. He didnt have to get this to the point where he think he needed to burn the house down. This is a case where clearly, you know we didnt find out until we started investigating about the divorce and that the house was to be sold. Reporter spokesperson for the Prince Georges CountyStates Attorneys Office says this situation is a good example of why they are turning to Community Resources like local churches to offer counseling for homes and families in trouble. And these kinds of things are happening in our families, in our houses and our neighborhoods, and were not becoming aware of the issues and challenges that are leading to situations like this until Something Like this happened or until someone is killed. Coley surrendered to police. But a number of cases similar to this one led to an increase in domestic homicides last year in prince georges. We have been pushing for stronger laws on Domestic Violence and more laws to help address some of the challenge, but, again, thats an issue that, you know you cant enforce the law until it comes to the courthouse or until someone is arrested and theyre in a police station. Great falls man suffered a massive heart attack earlier this month. Northern Virginia Bureau chief julie carey was with the victims wife as she met with those who saved her husband. My dear husband had a heart attack at her home. Reporter tears of gratitude shed by susan castle as she thanked the Fairfax CountyPolice Officer who helped save her husbands life. This was jim castle on march 1st hours after a massive heart attack at his great falls home. It was the sunday of the ice storm. Officer nathan keysore was first to arrive. He looked like a dead body. He department have a pulse, he wasnt breathing. I assumed he was dead. Reporter susan had already been doing chest compressions. I was so exhausted from doing cpr and right literally i was saying a prayer for strength and officer keysor walks in the door. Reporter he took over the cpr. I started the cpr and just amazingly he started breathing again. And i kept it up and the Fire Department got there. And they asked me to continue cpr while they got their stuff ready to go. Reporter Fairfax County fire and rescue medics were next to jump in to what they call the chain of survival. This will come down here on the chest. Reporter and this new cpr machine was put to work. We had this attached to him the whole time. We got a pulse back inside the house. Reporter jim cassell was rushed to reston hospital put in a medically induced coma. Eight days later he awakened and had a kiss for his wife. Its truly a miracle. Theres in other word for it. The icu nurses even have called him the miracle man. Reporter today she came to station 12 to personally thank everyone involved. And thank you very very much. Reporter Fairfax Countys fire chief gave the officer a lifesaving award. But he says his biggest reward was seeing jim cassell alive and well in the hospital. So i wept by the hospital and met him, and it was weird. Those tests found that she, too was a carrier and eventually had her ovaries removed after she had a couple children. I started thinking gosh this is something i need to do. I have two little kid at home. They need me and i need to be here for them. When women have their ovaries removed it significantly reduces the risk of developing Ovarian Cancer by over 80 . Reporter beth is a genetic counselor at georgetown cancer center. She says women who carry the gene have a higher risk of developing both breast and Ovarian Cancer but doctors often urge them to have their ovaries removed first because the testing for Ovarian Cancer is not reliable. But a lot of women are reluctant to do that because it fortss them into early menopause. So its a simpler surgery than having the breast removed but the quality of life implications can be very significant. Reporter 55yearold lauren says that was one of her biggest fears when she had her own ovaries removed 15 years ago.
