Pat collins, news4. They are there to protect you if you get into an accident. But thousands of guard rails across virginia may hold a h hidden that could make a crash worse, even deadly. Transportation reporter, adam tuss, joins us live from fairfax tonight with more on the danger and what vdot plans to do about it. Adam . Reporter hey, jim. Virginia is now the first state in the entire country to say that it will replace detective guard rails. Take a look here on route 50 in fairfax. Of course, we drive past these kinds of guard rails on a daily basis. Dont think twice about them. But there could be a real danger with the design. When you hit a guardrail, the head of the rail is supposed to absorb the impact and push all the metal away from the vehicle. But Transportation Leaders say a company that manufacturers rail heads, as theyre known, made a costcutting Design Change in 2005, without telling federal officials. And that Design Change could turn rail heads into weapons. In essence, the metal could act like a spear, piecing straight through cars. Serious enough, more than a dozen states banning new purchases of this product from texasbased trinity industries, the rail heads are in use in maryland and virginia. And virginia is now the first state to say it will remove the guard rails. Drivers say there should be no shortcuts when it comes to safety. I think theres some Safety Standards required for the guard rails. And i would think whatever the mandated Safety Standards are, they should be honored and implemented. I wouldnt give exceptions. Reporter heres the real problem. Most of these rail heads, as theyre called, were put in by contractors around the state. Vdot doesnt have the records to show where the improper rail heads are. So now they have to go out and visually inspect each and every one. Now vdot sent this statement, saying since 2006, vdot has paid for and installed over 11,000 card rail end treatments throughout the commonwealth of virginia on construction contracts. Vdot does not have an inventory on specific brands of the gr9s used throughout the state. So now the lengthy work to identify the guard rails begins. And back here now live along route 50. New at 5 00, just days after this substitute teacher was charged with having sex with a student, she may not be the only teacher in hot water. We now know that another teacher saw the two flirting and did not report it. Lengthy Court Documents claim simone green performed oral sex on a male student inside a classroom on her first day of teaching at option charter school. This comes the same day as a new 3 million lawsuit is filed by the boys mother. Its against green, its against the Options Charter School and its against the Employment Firm that hired her. Family and friends from both sides testified today in the case of a former virginia marine who has admitted to killing his wife. Caleb crew shocked everyone yesterday when he pleaded guilty to the murder of his wife, andrea. Crew confessed to police, he had strangled her and dumped her body in the occoquan river. And no other nation is doing as much to make sure that we it contain and ultimately eliminate this outbreak than america. President obama today says america cannot shy away from ebola. Doctors say what they have learned successfully treating people here in the u. S. Is helping Health Care Workers in west africa and here in the states. Lawyers for nurse kaci hickox say she was treated inhumanly and became the first person quarantined under the states rules for workers who had contact with ebola patients in west africa. Hickox was released on monday. She is now in an undisclosed location in her home state of maine. Her lawyer says she is taking time to decompress. In response to that controversy surrounding the mandatory quarantines, the cdc is giving guidance who needs to be isolated. Doreen gentzler has details on who the cdc is saying is highrisk and lowrisk. Wendy, as you know, there are so many questions and concerns about this whole issue right now. These new guidelines are not as strict as what we have seen in new york and new jersey. They are meant to bring more uniformity to how Health Care Workers are treated. Cdc Officials Say theyre trying to find a balance between safety and Civil Liberties now requiring Health Care Workers or people who have been near ebola patients to do an inperson checkup and phone call with their local health department. The new guidelines also establish Different Levels of risk. And this is an important change. Those at high risk include people who have had direct contact with the bodily fluids of an ebola patient. They would be placed in isolation at home, and barred from public transportation, workplaces or any public areas. They would also be monitored in person by health officials. Those at some risk would include Health Workers returning from africa, but were not exposed directly to the virus. They would receive inperson monitoring to check for symptoms developing like fever. Restrictions on public activities would be on a casebycase basis. Low risk would include hospital workers here in the u. S. Caring for ebola patients. And they can be monitored by telephone, according to these new cdc guidelines. But this is important. These are just recommendations from the cdc. They are not laws by any means. States, individual states, still have the authority to do what they believe is best when it comes to how the people in the state respond to people returning from west africa. Wendy and jim, this is still a very fluid situation, and i think its an evolving set of guidelines that will change as we learn more about ebola in the u. S. Probably can count on that. When there are concerns about irregularities, technical or otherwise. So im confident the state board of election will be able to address the issue. I spoke with an official at the state board of elections and they have taken three Voting Machines out of service as a result of investigating news reports of vote flipping. One in arundel, one in frederick and howard counties. Five other machines were taken out of service for unrelated issues. The review of state Education Department enrollment records shows at least 20 Public Schools in maryland are operating more than 140 recommended capacity. Our school macfarlanes reporting reveals more than 100 newportable classrooms were deployed at local schools in just the past two months to handle the new load. 220 million. Thats how much its going to take to fix the School Overcrowding problem in Montgomery County. School superintendent joshua star says tonight they desperately need that money to deal with the space crunch in their classrooms. We know that if we dont figure out how to deal with the bursting of the seams of Montgomery CountyPublic Schools, we will not be able to give our children the instructional spaces that they deserve. News4s Zachary Kiesch tells us where that money will go. Reporter Montgomery CountyPublic Schools need help. The School Superintendent announced today, theyre asking the state for more money to keep up with growth as more parents choose schools in the county. One day we drove by and all the kindergartners came out and i said thats the place we want to be. Reporter for teata, mother of two, diversity and Community Involvement is what drew her to Montgomery County schools. But shes not alone. There are 3,000 new Public Schools students this year and 16,000 more than in 2007. Here at bell elementary is a perfect example. The numbers are real. The school is only designed to hold about 650 students and theyre already over800. And i realized how many kids are actually at each elementary school. So i was a little shocked. It means renovations, ex packses and in some cases brandnew middle and high schools will be needed to keep pace. Four high schools in particular will face large space deficits. Montgomery county blair, einstein, kennedy and northwood. In the coming years, those schools will have 1,300 more students than capacity. She is optimistic. And as pta president at bell, an active participant. But with an oldest child in middle school, alarmed. There are, i believe, 32 or 34 kids in some of his classes. How portable classrooms are being used to deal with student overflow. Reporting in rockville, Zachary Kiesch, news4. Montgomery county is using more than 400 portable classrooms this year. Most of them are at elementary schools. A nanny stole more than 400,000 from the family she was caring for. And now shes going to prison. She was sentenced to three years. The maximum sentence was 20. Prosecutors say she forged her employers signature on more than 100 checks between 2011 and 2013 while working in gaithersburg. And she used the 430,000 to gamble in West Virginia and to buy a home in africa. She was also ordered to pay back all of that 430,000. Who say theyre too heavily regulated. While internetbased car Services Like uber are adding more cars on the street and taking business from them unfairly. Council voted 121 to accommodate the webbased car services in a city with more than 6,000 cabs and 20 million cab rides annually. Council Transportation Committee chairman mary che says the new law ends a yearslong battle over how to regulate the new services.
