As we have been talking to the road crews, they have been telling us that snow is the fluffy snow that we had in some of the recent storms where you could brush it off with a broom is a different story, but the ice, yeah. Here in virginia, vdot has something best described as a syruptyped substance called chem shield. Call it the witchs brew for road crews. You can see there, it goes right in like that. Reporter this is something called chem shield. Chem shield and some people call it pine tar, but it is not exactly pine tar. It acts as an adhesive to actually keep the for the mal brine which is mixed with the normal brine 23 salt and 77 water on the road for up to seven days. Reporter and he says when you have to keep battling the storms like we have, that is invaluable tool. And we have been applying it on route 7 and 15, and we have pictures to show that it is clearly that we can clear the road easier. Reporter but even with the new chem shield this storm is going to present a challenge, because we are talking about the ice, and the drivers dont like the word ice. And that word got lisa montalk stuck in the mud. Well, it was snow and off of the gravel path a little bit and i was stuck in the mud and kept Going Forward and reversed until i got out. Reporter and crews all over the area are out and about pretreating the roads, and most will see a salt brine mixture and salt and sand are constantly being shipped in for crews and some agencies are mixing the salt and the sand together to put that down on the roads. Back here now live in leesburg, and yeah, we said that it is salt and sand and that is constantly shipped in, because a lot of the material has been used with the numerous storms that we have had this winter season, and do the local road crews have enough in the tank . Tonight, a bizarre case of a kidnapping, robbery, and chase and man with no clothes. It happened in laurel a block from the police station, and pat collins is in laurel with more on how this unfolded. Pat . Most unusual. We had an armed robbery, a kidnapping, a naked man, a crime spree with a nascarlike finish. It ended with to get away car crashing into the ford escape, and Dodge Journey and a toyota minivan and it took a mile and a few minutes for the police to track down the suspects in this bizarre crime spree that began in a most unusual way. It happened on fifth street and laurel about 1 30 in the morning. A car going down the road with no lights on. And 1 30 in the morning. No lights. Do you know what is on 5th street and laurel . The police station. That car without the lights on went right past the police station. You think they didnt notice . Follow that car. The car without lights goes the wrong way down a oneway street. And the cops are right on his tail. It is getting serious now. On route 1, the car with no lights comes to the brief stop and as it does, a man jumps from the car. A naked man jumps from the car. I will get back to him in a minute, but in the meantime, the chase is still on. At the laurel shopping scenter, that suspect car without lights trying some nascar moves to shake the cops, but when that didnt work, it was back to route 1, and off to howard county. Here is the car america dealership, and the car hits a toyota before running into a pole. Turns out that the car belonged to the naked man who was robbed by the suspects who forced him to strip. They wanted to make sure that he had nothing else to steal. And he was stark naked . Stark naked. Or taken to the hospital, and charged with kidnapping and other charges are more likely. Well, the police may have a hard time solving the latest smash and grab robbery in Montgomery County, because somebody broke into the subway in burtonsville, and took cash, and the safe and more importantly, they took the security cameras recording. It is the second time that the restaurant has been robbed in three months, and there have been more than two dozen similar cases in Montgomery County and Prince Georges County since november. A new report that an suv belonging to a missing reservist in virginia might have been to getaway car in a violent robbery. A man says that he was robbed and the man took the off in a silver toyota fourrunner. That is the same suv that belonged to officer jonathan quick. Police are fearing now for his safety. Now to a fastmoving investigation after a student is shot after getting off of a school bus. Today, the concerns about violence move to the school, itself. Police used dogs to search the scene in chillham yesterday after that shooting that injured a 16yearold. And now the dispute involved students from two high schools in that area, high point and northwestern, and Prince Georges County bureau chief Tracee Wilkins has the story. We saw increased security at both schools as police say they are closer to catching the suspect. Reporter today, the security watched as the high point students were dismissed and the reason why has this parent concerned. It is sad of the violce, period. Reporter a 16yearold High Point High School student is recovering after he was shot after an afterschool fight. They say that the argument escalated after the kids got off of the school bus there at the creek park area. He was shot in the arm. Reporter and the police are leading the investigation into the shooting, but they say it is not appearing to be gangrelated and they are close the i. D. ing and capturing the suspect. It turns out that the shooter possibly went to another school, and was not in school at all, because he appears to be a little bit older than the other student students. Reporter and Prince Georges CountyOfficials Say that a letter will be going home the high point, and northwestern parents. Some of the students involved in the fight may have been involved from northwestern, but parents are disappointed. Kids should be learning and doing what they are supposed to be doing instead of hurting each other. Reporter high point parents should have their letter tomorrow. They let out school before they had the opportunity to print it. And the question is was the gun on one of the school buses before this shooting happened . A man survives after being lost in the ocean for a year. And now his family here in maryland are speaking out about the miracle at sea. And president obama returns to Prince Georges County because he says that one of the local schools there is an example for schools across the country. Im david culver and live in norfolk, virginia, where inside of this courthouse, a federal judge could soon rule on the future of virginia samesex marriages. A rule in virginia on the samesex marriage ban could come any time. Much of the nation is watching closely. And we sent news4 david culver down to norfolk, because the ruling could have a huge impact across northern virginia, and he is live outside of the u. S. District court there. David . That is right, wendy and pat. There is one thing that both sides of this case agree on, and that is that this case puts the state of virginia on the same side of the samesex marriage debate. This case will likely leave this court and go to the u. S. Supreme court. Both parties walking out of the court after two hours of arguing. The diverse opinions carried outside of the courthouse, and evidence of a state divided over gay marriage. Across the street, those who want to strikedown the virginia 2006 ban. And here is what the case focuses on, tim bostick and his partner tony london. They wanted to marry, but they were denied a license. And these two women who were married in 2008 in california, and they warrant virginia to recognize their marriage, and they are represented by tim olson and tim boiz who are known for successfully arguing against californias prop 8, and also, attorney general mark herring on their side, and meanwhile, two court clerks are defending the law. They maintain that it is one man and one woman to maintain that as best as possible every child has the possibility to have a relationship that their mom and dad. Reporter and then the assembly was told that marriage is to provide structure and stability to a child, and marriage is not all about children, but it is about freedom and lib erty was the other argument. And it is great to be in court finally, and to hear our attorneys state our case, and we are very hopeful. Reporter now a big focus in the case has been the roil of the new attorney general mark herring, and just outside of court when he walked out, he was swarmed with the protesters and apg angry at him to take the side of the plaintiff. And what about the other half of the guys as we talked about the weather, and yes, i did say for you folks in Montgomery County, we could see it a little bit of a delay tomorrow. I would not with be surprised t a delay in Montgomery County, and other school closures. We will talk about that, but right now, current temperatures at 38. And winds out of the east northeast at 6 miles per hour. That will help to trap the northern component in our area. The colder the air, and the bet ter chance for freezing rain. Look at the numbers. They are already at or below freezing. 32, baltimore. 32 inga gaithersburg, and 38 in leesburg, and 28 in hagerstown, and this is the area that we are worried about. Fredericksburg, you are 38, so not worried about the areas to the south because of the storm. And storm team 4 radar is clear at the moment, but when you widen out, you will see what is happening to the west. Big snow around kansas city, and chicago will see a lot of snow and st. Louis, and then it is the ice in the middle here around memphis and arkansas hit very, very hard. Numerous accidents, and im worried that it could happen around our area. Lets time it out for you, 6 00, the chilly conditions. And tonights rush hour is not going to be a problem at all through 10 00. But then we start to go dunhill quickly. Here we are at 11 30, and notice that here is i95 from baltimore to d. C. And quantico and fredericksburg, and if you are south and east of i95, maryland and the northern neck, you are okay, just rain. But everybody to the west, it is freezing rain. Culpepper, and manassas, and herndon, and gaithersburg, and rockville, and up to columbia, and back to the west, the freezing rain, and then the temperatures will rise, and the line will move back towards the west. Now we are talking about the rain in d. C. Around 3 00 a. M. , and rain around gaithersburg, and leesburg, and still some patches of ice, and the freezing rain moves back around i81 around hagerstown and martins bug, and winchester, and that is why we have the winter storm warning that is in effect for tomorrow morning and for rush hour will be just rain. He says that he was lost at e sea for more than one year, drifting 6,000 miles in the pacific from mexico to the Marshall Islands where he washed ashore, ragged and heavily bearded thursday. Thousands of miles from there in a brick home in Silver Spring, a family is crying tears of joy. They are the fishermans relatives. After so long they felt they were dead and our Sister Network telemundo was there when they first heard his voice. He says that he was lost at sea. He says that his friend died at sea, and that he was out there alone for a year. [ speaking Foreign Language ] reporter they say he was found, and where he, doesnt know where, but now he is going home to el salvador, and he asked how his mother is doing, and they say fine and more tears and i love yous. Tonight, he is on Marshall Island trying to recover and authorities are trying to ver y his story. And that 1 trillion farm bill is headed to the house to be passed. After years in limbo, it includes 8 billion in cuts to the food stamp program. The president says many of the nations Top Tech Companies will spend more than 2 billion to close the Technology Gap in the nations schools. Reporter Public Safety workers are often praised for the dangerous work, but in the district, the First Responders have been in labor dedisputes for six years or more for across the board raises. Nelly decker is married to a police officer, and he has been on the job for three year, and he loves to be an officer, but he feels unappreciated. It is tough to think that every night your husband goes out to put his life on the line for the joshgs but it seems like the job does not give back to him. Reporter and now an arbitrator has sided with the city gaiagainst the police unio approving a 4 pay raise, but without three years of backpay, the officers had sought. And for our family, it is hard. You know, we both work fulltime job jobs and we have a 5monthold son, and it is hard to pay for the day care and making the ends meet reporter and police chief cathy lanier praised the overall arbitration system that increases the compensation 13 through 2017, but the pay decision prompted an angry exchange between the union office, and the mayors office. He said that if he had not stood in the way, his members would have received raises years ago and the lame duck comments are irresponsible sour grapes. And Chris Baughman lashed out at the chief of police. You have a mayor under criminal investigation under most of the tenure, and he is a disgrace and embarrassment to the city. The Council Voted on the measure this afternoon and gave it p preliminary approval, and this means that possessing less than one ounce of marijuana would become a civil offense. And that bill now faces a final vote, and mayor vincent gray is expected to sign it. This is introduced to stop the high number of minority youths in d. C. From being put in jail for drug offenses.
