a woman in her own home in the district. it happened in this exclusive neighborhood in the 2700 block of chesapeake street. pat collins joins us live now in northwest to show us what happened and why neighbors are so concerned. pat? >> reporter: this bizarre attack happened around 10:00 in the morning. but why this woman? why this house? why that neighborhood? police, they're working the case. it happened in forest hills. a neighborhood of mansion-sized houses, iron fences, manicured lawns. >> i never heard a cry beyond the sound of loose change. >> dig any tadignitaries and po brokers. it's not uncommon to see police stationed outside houses. forest hills, a stranger to crime like this. >> i've never heard anything like that happening in this neighborhood. it's very safe. >> a home on chesapeake street. >> sources tell the story this way. a man knocks on the front door of the house. you can still see the fingerprint dust on that door today. the man says he has a package he wants to deliver, and when a woman opens the door, he comes after her, sprays her with pepper spray, goes after her with a taser. tries to handcuff her. he touches her inappropriately. hits her in the face, she had some broken bones here. there is a violent struggle. she fights back. and that man. they say the victim is a 60-year-old woman. they say she drove herself to the hospital where she was treated and later released. police worked the neighborhood yesterday. they were back again today conducting interviews, looking for clues that might lead them to a suspect in this case. >> i think we have a description of a white male subject in his 50s with gray hair and possibly leaving the scene in a red car. >> in the meantime, people of forest hills are troubled by what happened here. >> it makes us sure to be locking our doors and looking out the window when someone rings. >> it makes no sense to me why they picked that house, why they would pick a house that's occupied. it's very shocking. >> reporter: police say this is a serious warning to keep doors locked and don't let anyone in your house that you don't know live in northwest, pat collins, news4. tonight one man is dead and another just out of the hospital after they were shot in northwest washington. the shooter is still out there. police investigators combed through the crime scene on 1st place just blocks from north capitol street. smoke that could be seen for miles, even covering the air. in just a matter of hours, frager's hardware store burned down. mark is near that scene. mark? >> that smoke you mentioned last night was so thick, you couldn't even see it from across the street. but today the smoke has cleared and it's easy to see just how devastating this fire was. and we'll learn why this hardware store meant so much to the people in this community. >> the place went up into flames last night. there is a tremendous amount of loss by the. it was affecting us just because it's such an icon in capitol hill and the community. >> everybody uses it. >> the capitol hill institution was known for its generosity, always willing to donate to schools and other organizations. school children from the elementary school across the street lined up to see. >> a very caring institution taking care of all their employees. they've hired hundreds and hundreds, probably thousands, of kids over the years. >> it became a unique thing that reminded people of a simpler time than the big box stores. they're remembering people who worked there. >> they were just very caring folks who were willing to find what you need avenue has now reopened both directions. that's great for commuters trying to get out of the city. tonight, an official just announced that a. so d.c. police, d.c. fire and the a trt -- rescue. frank lautenberg was laid to rest at 5:00 this evening. friends and family have been paying their respects all afternoon. lautenberg served nearly 30 years in the senate. he died today at the age of 89. new jersey governor chris christie said his seat will be served since the fire fly in terror. republican congressman mike. he afforded what he called a significant terrorist case. it was required to turn over private personal records to the security court to stop a terrorist attack in the united states. we know that. >> the order does not involve listening in on conversations. instead the data recalls the location of the caller, the location of the as i had i can't answer. the d.c. council is preparing to pass legislation that would make it easier for transgender people to obtain new birth certificates that reflect the change in thi bureau krakt. >> transmixed -- andy bohne. but also on how trans individuals are listed on official birth certificates. >> d.c.'s laws as it currently admits makes it harder to see their violent. currently must advertise their name changes for lee weeks. >> many are low income and final. >> the judiciary committee voted to wipe away those certificate they got at birth? >> instead of marking the original birth certificate and leave it on file, the original certificate will be sealed completely. there will be no public scene of that document at all. >> so if a woman cuts a man on there, that's what the birth certificate will show. what may have sent paris on the edge. a. a building collapse may have seen a diner of the past. a d.c. couple is robbed outside a restaurant. tropical storm andrea will bring us a lot of rain. i'll show you who gets what . we are still tracking the building collapse rescue in philly tonight. barbara harrison at the live desk with an update on the search. barba barbara? >> police say their search through the rubble of that building in center city is overtonighover tonight. they've been talking about their difficulties in the rescue effort which has been ongoing since the building collapse yesterday, killing six people. from upenn hospital we learned that three other people being treated there are already out of the hospital, and a fourth remains at the hospital in critical condition. again, police are through with their search in that building collapse in philadelphia. we'll bring you the latest updates as we find out what they have to tell us. at the news4 live desk, i'm barbara harrison. for much of the day, rescues were holding out hope they would find more survivors. >> a woman was pulled out 12 hours after the building collaps collapsed. she was able to squeeze their hands. that 14-story building was being demolished when it fell onto a salvation army store, killing six people. one victim spoke to him just 15 minutes before the collapse. >> he was a very loving man. he loved everybody. he never missed his job, never missed a day. he had 160 sick days and he didn't take any. >> it's not known exactly how many people were inside the salvation army store at the time, and the cause of the collapse is still under investigation. some northern virginia students raised more than $10,000 for tornado victims in moore, oklahoma. students from briarwood high school in ashburn came together just days after it happened. they sold candy in school with 100% of the profits going to oklahoma. some students hope to deliver the money personally. >> it's the first tropical storm of the season. by the time it gets here, it may still be a tropical storm. what does that mean for you and me? rain. it's just going to be a big rain event for us. i'm not expecting a lot of winds, though it will be windy at times, but i'm not talking about tropical storm force winds here. this is another system out ahead of tropical storm andrea that's moving through the region. we do have a cold front back toward the west that will drive louisiana into our region. you can see plenty of cloud cover. the rain, though, around the d.c. metro area has stayed to the west. you can see that doppler radar, the rain back to 91. 2 and 3 inches of rain as this rain has just been moving straight across the area. warrenton, leesburg, frederick, you're seeing rain and it's all going to move to the metro area. if you're going to the nationals game tonight, probably not a good idea. you can actually see where that rain is coming from. here's where the heaviest rain is. remember, it's moving right over our direction, and it's going to stick around. this moisture plume goes all the way down to where tropical storm andrea 6:00, everybody seeing that rain, and around 9:00, everybody has a chance of some shower divot. then look around 1:00 in the afternoon. very heavy rain, especially back toward the west into culpeper, fredericksburg, manassas, leesburg. maybe 2 inches across the region. tomorrow the same deal. at 2:00, we're still dealing with that rain. that's why we have that flash flood. maybe upwards of 4, maybe even more in some areas. what to expect. how about washington as we move through here. heavy rain, 1 to 3 inches. winds gusting and this will move out friday night. heavy rain, winds gusting 20 to 30 miles per hour and this will move out friday night. this is for the bay. if you're going toward chesapeake, that's what you can expect there. as far as what we'll see the next couple days, we'll be talking about that rain tomorrow, and then what is going to be a fairly nice weekend. 82 on saturday with a lot of cloud cover and a chance for some showers, but most of the day saturday should be dry. same deal goes for sunday. mostly cloudy, a high of 86 degrees. guess what is? another chance of rain on monday and rain. we'll be talking about a lot of humidity and those. >> thanks, doug. back to school for president obama. he has a new plan that could affect every student across america. there's a way to look young with well, the workout is wrapped up today in ashburn. >> let's check in with rg-3 and how he's doing with his rehab. >> he's doing great. no setbacks. normally these voluntary workouts are relatively unevent ful and even coaches will tell you off camera there's not much to them. but this year we're tracking the progress of robert griffin iii. after three otas, the franchise says his surgically repaired knee is doing fine. >> that's what you want. every day you want to feel better and that's how it's been. i feel comfortable. i know the coaches say i look more comfortable, more fluid, runningwise they say my stride and my gait look a lot more fluid, and that's positive. that's what you want, to always be positive. >> reporter: maybe it's the scrutiny but even the trainers noticed what appeared to be a limp when rg was running today. the quarterback said that simply wasn't the case and griffin didn't actually believe the trainer when he was told they saw a limp. >> i didn't feel like i was limping. it wasn't sore at all, so -- i did think he was joking but he said he was serious, and some people said they thought i was limping, but i wasn't. >> reporter: so as mini camp begins next week, the process for griffin remains the same. he won't be able to participate in full workouts, which for him is the most difficult part of this rehab process. >> watching. that's it. i'm getting all the mental reps i can, helping the guys out as much as i can, talking to them about different plays. your experience helps you, no matter what anybody says. yeah, i only played one year, but that year helped me a lot. so to see it from a different perspective also helps, but it doesn't mean you have to enjoy sitting there and watching, and that's not something i enjoy, so i'm looking forward to getting back out on the field. >> reporter: for now he hopes to be in the center when practice starts in a few weeks. but still the goal is to be playing with philadelphia when the season begins. >> that's the plan if i'm healthy. i talked to the doctors, i talked to the coach, i talked to larry, i talked to everybody who is close to me. if i'm ready to go week 1, then i play. if i'm not ready to go week 1, then i can swallow my pride and not play. it's that simple. that's what i told the coach, that i would be honest with him if i feel i'm ready to go, and there's no doubt in my mind that i can play, then i'll be ready to go. but if there's an ounce of doubt or a minor setback, then i won't play. >> we'll watch his strength and his agility skills to tell me where he's at. these guys know already thinking about next year. tonight they are going to decide on a very controversial policy that determines how students are disciplined. i'm david colbert i and taking a look at what's going on with tropical storm andrea. once again this is not rain from andrea, but it is start to go rain along the d.c. metro area including right along the beltway. right now down south, andrea making landfall just south of jacksonville, florida along the gulf states. it will rain through the night tonight and into the day tomorrow. flash flood effect all day long. some locations picking up 2 to 3 inches of rain. if you're thinking about heading to the beach this weekend, don't cancel those plans just yet. a fast-forward through the headlines. there is an outpouring of support impacted by those at frager's hardware store. people are collecting funds, businesses are offering temporary jobs to the employees, and police say it's too early to say what sparked that fire. a 60-year-old victim heard a knock at the door yesterday. when she opened it, a man came at her with pepper spray, a taser and handcuffs. he hit her in the face and tried to sexually assault her. she fought back and he ran off. it's making it easier for transgender people to change the name on their birth certificate. current law allows people to advertise the change. under the new rule, people can get new birth certificates by providing a simple statement by their doctor. the search for a missing st. bernard soefr today. someone shot her beloved dog. his name was bentley. >> animal control is getting involved in the case. julie kerry has more. >> i always called him my sunshine, literally. that was my nickname for him, my sunshine, because he was happy all the time. >> reporter: that's how megan lotti describes her 150-pound st. bernard named bentley. she's had him since he was an eight-week-old pup. though megan lives in the woods outside front royal, her dogs rarely wander off. but last sunday, bentley turned up missing. >> it was probably five hours later i was officially freaked out. >> megan drove across parts of two counties, putting up flyers calling for her beloved dog. then a glimmer of hope, someone who saw a facebook posting about bentley reported her husband had seen him. so yesterday megan drove all day, searching again. when she got home, a deputy had called. >> he said, i don't know how to tell you this, but your dog has been shot. >> reporter: police were called by a family who lived nearby. they found bentley's body in the woods when they went out to investigate an odor. the bullet cut through bentley's body. >> my dogs are my babies. i feel like my child's been murdered. that is how i feel. i feel like somebody shot him for no reason, just because they wanted to shoot an animal. he wasn't an animal, he was my pet. he was more than a pet, though, he was my best friend. >> reporter: police advised megan not to come see bentley's body. she hangs onto his collar, his dog tag and the family pictures now bring tears to her eyes. near front royal, julie kerry, news4. suspected animal abuse forced officers to seize horses and goats. conditions at the property in severn showed significant improvement after police removed several dead animals from that property. police are still investigating. a man who was robbed at gunpoint while eating out at logan circle is speaking out today. the whole thing was shown on this video just released today. a man walked up to two people si sitting outside a pizzeria. he talked to them for a minute and then pulled out a handgun. the diners handed over cash and other valuables and the suspect took off. >> he comes up to us and he says, hey, do you guys have any money? i made eye contact and i didn't answer at first thinking, oh, no, this guy is just looking for some change. my buddy was like, no, we don't have any money. then he pulls out this chrome pistol, and we were like, okay. and the significance of it all kind of drops once you see that pistol. >> they later found their empty wallets and cell phone in bushes down the street. one person is dead and one in the hospital after a crash in montgomery county. this was along university boulevard near dennis avenue in silver spring. investigators said the driver lost control and went off the road. the driver was killed earlier this morning and the passenger is said to have serious injuries. police have not identified either of them. the "today" show's matt lawyer admit lauer admitted in a tweet that it was a scary moment. a man pulled out a knife and started cutting himself near the "today" show set. because of what happened, they started their show inside the studio rather than outside on the plaza as it typically does. >> in a short time, a man out there attempted to hurt himself with a knife. he did manage to cut himself. he was controlled by a security team. we're keeping that area cleared and we're not going out there at all. >> reporter: the man apparently made it clear he was only intending to hurt himself and no one else. he is now in custody. there is a new way to get younger looking compromise on student discipline, specifically determining when a parent should be involved if their child gets in trouble. >> when we leave parents out of that process, we break the faith with the emergencies, the policy would allow administrators to do just that. >> we're talking about weapons, bombs, those kinds of threats to the students and the school building itself, absolutely. everything must be done quickly and as as soon as possible. >> but for offenses like drug possession -- >> we're just saying parents need to be there. >> there is really no telling how long this meeting will moving in across the region. this is a look from our tower in northwest d.c. current temperatures sitting at 76 degrees and starting to get a little wet. 76 by 9:00. temperatures not going down too much more and we are expecting rain throughout much of the night. if you were thinking about going to the nationals game tonight, i wouldn't do so. here's the rain coming in and around the region. leesburg and fredricksburg, current temperature only 64 degrees. not only is it raining, it's a cool rain for you folks and that rain is continuing. it's continuing to make its way up from the ñisouthwest. a moisture train moving in here and some of this rain will be heavy over the next couple hours. but that's well away from the storm. this is actually part of another system but all this tropical moisture moving up as a result of andrea. andrea has made landfall on the shore of the gulf coast and it continues to move north and east. this is just one computer model through about saturday. over 2 inches of rain in d.c., over 2 inches in leesburg, 2 inches in culpeper. some of the computer models giving us upwards of 4 and even 5 inches of rain through that time. that's why the national weather service has issued a flash flood watch for the days tomorr tomor potential flooding. if you see flooding, do not try to drive through it. by saturday morning, it's already out of here, so that's some very good news. this is going to be a very fast-moving storm. if you're thinking about heading to the beaches, don't cancel your plans, just don't go tomorrow. 74 on friday, 76 on saturday, 80 on sunday. a chance for shower activities on saturday and sunday. the weekend, not too bad. not the worst weekend we've seen. 85 on sunday inland, 86 on monday with a chance of showers just about each and every day. tomorrow will be when we have rain just about all day long. bullying may have contributed to paris jackson's hospitalization. 4 news is reporting she was being bullied at school and couldn't connect with the other kids. paris was taken to a hospital yesterday morning for a possible drug overdose and cuts on her wrist. a spokesperson for the jackson family says paris is physically fine and is being taken care of by the hospital. more bad news for chrysler. 600,000 jeeps are being recalled, and a recall of frozen batteries is being blamed for dozens of hepatitis a cases across the country. plus a crackdown on timeshare resale scams. just two days after receiving a government request to recall for fuel leaks, they're recalling jeeps for other safety reasons. they're recalling about 400,000 jeep patriots and liberties to fix seat problems. and they're requiring them to fix transmission leaks. this is after a refusal to recall 2.7 million jeep cherokees and recall. a warning tonight for owners of time shares. law enforce accidement official you are likely targets of scams. today the federal trade commission along with u.s. attorneys and florida enforcement announced they have taken nearly 200 action against bogus timeshare property resale services. these companies took more than $18 million from consumers who were trying to sell their timeshare properties. fraudulent timeshare resellers ask for up-front fees, claim a sale is about to take place but there are no buyers. timeshare owners, never pay for a promise. get everything in writing first and only pay after your unit is actually sold. good warning for timeshare owners out there. he was mr. spock in an expensive irs training video. today he was in the hot seat on ca tornadoes in oklahoma brought nationwide attention to the need for shelters inside schools. several children died when part of the school collapsed. now a school in alabama is showing off a brand new safe room that can hold all students and teachers in case of an emergency. derrick rose has a look inside. >> reporter: along the gulf coast, we're always preparing for the worst kind of weather. this time of year, hurricanes come to mind, but nature has offered a recent reminder the threat comes in all forms. last month a tornado ripped through moore, oklahoma, killing seven children at an elementary school. >> i had to hold onto the wall to keep myself safe. >> reporter: before that tragedy, the last time a tornado took a life at a school, march 2007, enterprise, alabama. eight students died there. it prompted the state to require all newly built schools to be outfitted with safe rooms. >> it's a concrete bunker. >> reporter: and in mobile county, the first school is not ready to open its doors but is prepared to keep kids safe. >> the roof can blow completely off, the whole school can be detached, and this portion of the wing will still be standing. >> reporter: some of the $9.2 million going into taylor white elementary helped design and finish the room to house all 750 students and staff during a weather emergency. >> if we had a massive tornado hit, the people inside that room could sustain their life for two hours while we're waiting on outside resources to come. >> reporter: whether it's wind, water or both, children learning here now have one less worry. now at 6:00, tracking a tropical storm. andrea doing damage in the south and bringing heavy rain this way. right now, tropical storm andrea already spawning tornadoes. getting ready to dump up to 6 inches of rain in parts of the south. a woman fights off an intruder in her own home who used a taser in an attempt to sexually assault her. an outrage in the news that the government is tracking phone calls. one person says it's already stopped a terrorist attack. first up at 6:00, heavy damage reported across florida from tropical storm andrea. this storm has knocked down power lines, sheered palm trees, taken tiles off roofs. so much scattered damage in palm beach county, officials are looking into whether a tornado may have touched down as well. the red cross is on alert and nbc's jay gray is in florida gathering information about the impact. he'll join us live in about 15 minutes. let's go to doug hammerer now to find out when the rain will get to these parts. >> it's from a different system altogether, but it's a system that will grab andrea and make its way into our area overnight and into the day tomorrow. you can see some very heavy rain starting to make its way through the area. washington metro has not seen a lot of rain today. that's going to change in the next couple hours. on if you heading to the nationals game, don't go. i do not expect this game to happen. here's a storm right now into portions of florida and it's made its way onto land as a very strong tropical storm. winds are at 60 miles per hour. it's moving at 16 miles per hour. it will
