Just today, a Fairfax County School Board Member ordered a formal review of how aunch the School District revokes licenses of problem teacher. Its coming off the iteam found a former teacher was convicted of assaulting a student, but he kept his license and found a job in another classroom. Inside randallstown high school, Baltimore County, brad tenth Grade Student said norton sexually assaulted him inside the classroom. He plooeded guilty to assault and a fourth degree sex offense in court. The victims father whom were not identifying said the case had an enormous impact on the family. I think people naivy assume that educators are there to protect our kids and far too often we see theyre not. Jennifer is a Maryland Community activist who counsels tougher background checks. It happens in all socioeconomic classes, all races, all religions, all neighborhoods. This was no common case, and brad norton was no common teacher. He had a secret. Down the road in virginia, a secret now being made public by the iteam. In 2004, he was teaching english here, heyfield secondary Fairfax County public school, but only briefly because in 2004, he was arrested. The details are strikingly similared. Arrested, booked, charged. They allowed him to resign. He avoided jail time but was ordered not to work in a job where he would interact with children. In this document, Fairfax County schools formally notified norton it would recommend the state Education Department revoke his teaching license. It would red flag norton he would be unable to work in Public Schools not just in virginia but other states, too, yet he managed to get the teaching job years later in Baltimore County. How . David foster is former president of the Virginia State board of education which votes to revoke licenses. Something went wrong for this to happen because the whole system is designed to prevent this happening. The iteam found answers in emails and memos that found Fairfax County Public Schools failed to follow through. Faileto paperwork to suspend his license to the state department of education in richmond. The Agency Charged with formally revoking the license. The state department of education sent this reminder letter and a hand written note saying no action can occur until fairfax sends over the necessary paperwork. The state has to get notification from the School District. Correct. The state said it received no written response so nortons license remained in tact and he he applied for the job in Baltimore County. After his arrest in Baltimore County in 2012, that county called sfar fx with questions about the former teacher. Shortly after, a Fairfax County School Administrator wrote this email to the Virginia Department of education asking, can you advise if you have any record of a license cancellation for bradley norton. It is not listed on the agency website. A state administrator wrote back, it was not received and school division. Ill entertain a motion to revoke the license of bradley norton. Is there such a moment . Not until 2013, nine years after his arrest there, did fairfax schools finally submit the necessary paperwork to the state board to revoke his teaching license. Fairfax county Public Schools declined to answer questions about why he slept to the clacks, instead, sending a the processes it uses for teacher license revocation and filed all of the paperwork in an expedited manner.
