No matter which way joaquin heads this weekend, a different system will drench the region with torrential rain. Flooding will be the big threat to us. As of an hour ago, maryland and virginia both in a state of emergency. Out of an abundance of caution, moments ago i signed an executive order to clear a state of emergency in anticipation of Hurricane Joaquin. This is a proactive measure to ensure that all necessary resources are mobilized and areas of our state with the greatest potential need. We have live Team Coverage. MeteorologistVeronica Johnson and well start with Doug Kammerer and amelia segal. The noreaster will be the one that will continue to impact our region as we move on through the afternoon here. We will see winds begin to pick up here later on, but its friday into saturday and then we look towards joaquin. Our eyes are really focused especially later in the day tomorrow and thats when we think the most rain will fall. Thats when we had the Flash Flood Watch thats in effect across the region and storm team 4 radar tracking the rain and weve seen a lot of rain in places like Prince Georges County and almost none down to the south and down towards Southern Maryland and you have not seen much in the way of rain and today would not be a huge day as far as rain is concerned. Tomorrow, a completely different story. Look at the moisture off the coast here and all of this will be brought onshore by those strong, northeasterly winds over the next 24 to 48 hours and those winds coming right off of the Atlantic Ocean and well do a number of things here and well cause beach erosion and well see coastal flood watches and warnings posted over the next couple of days and then it will have the potential to bring very heavy rainfall especially into friday night and thats tomorrow, the day that well be watching and the Flash Flood Watch includes Southern Maryland and d. C. And most of Northern Virginia and once again, what are we going to be looking for. Two to four inches and two to three inches is all we need to give flooding. Anything above that, thats when we get the flash flooding and thats what were worried about for tomorrow into saturday and the latest on Hurricane Joaquin and something weve been watching strengthen over the course of the last day. Weve been talking a lot about the uncertainty in the past and good news. The National Hurricane center continuing to forecast the track further off to the east and heres the latest. Its a powerful category 4 hurricane over the weekend and likely downgrades Early Saturday Morning to a category 3 storm system and as we enter into the upcoming workweek and its off of the carolina and virginia coast and makes its way toward new england Tuesday Morning as a Tropical Storm system. Overall, we think that when the update comes up at 5 00 p. M. This track will likely shift further to the east which is great news here because as you heard from doug, without the moisture from joaquin were already forecasting two to five inches of rain. This storm system having little impact on our wear and the biggest impact will be at the beaches where were talking about high surf and very high waves and some beach erosion, doug. Thats the noreaster part of it and you add jack inand joaquin, the only part of the area that will be affected and we sent Veronica Johnson down there and they say a good rain at the beach is better than a sunny day any day. What do you say today . Reporter well, sure. Why not . Of course, ill agree with you. Were out in the elements and the reason were at the beach is because this is the area that gets battered the hardest whenever you get these east and nor esthers making their way up the coast. Joaquin still in question, but here in ocean city speaking with the mayor and the officials earlier, they are hoping for the best, but preparing for the worst and take a look at the surf out there right now. Things are just getting started, friday throughout the day as well as saturday, that surf is just going to continue to churn and those waves will get higher. Once again, carving away at the coast. Weve already seen that pounding several times this summer and of course, nothing like this and this is the down time of the year for ocean city. Nonetheless, they have been speaking with some of the residents around here about actions that they need to take now. The areas broken down into zones and well talk more about that as well as what the mayor has to say about this latest storm system and ill have that coming up later as well as news 4 at 5 00 and 6 00. Veronica. Alexandria is getting ready for a double whammy, tidal flooding along with the expected rainfall. Northern Virginia Bureau chief julie carey joins us from the sandbag distribution center. Julie . What you see here, just a fraction of the 8,000 to 10,000 sandbags that will be ready to go by the end of the day in alexandria. Just within the past hour city officials made the call to go ahead and offer some sandbags to residents and businesses, but not until tomorrow morning. Thats tomorrow morning and not tonight. Take a look at the scene just down the street and it goes on at this hour and work officials filling those sandbags and in alexandria, they usually have 4,000 bags at any given time, but today they are going to double that, and as we see in most rain events, old town businesses probably among the first to line up to get the sandbags tomorrow. As you mentioned it is a double whammy for them that have not only the heavy rainfall and the tidal flooding to worry about with the potomac river. And the sandbags for alexandria residents and it will be available at 9 00 tomorrow morning and both at this location on Quaker Street and down in old town, but just five per customer. They say there is a limit on that. If you want to go beyond that, you have to fill your own bags. Oh, you could see the storm center were in weather alert mode and we have the rain across the area and the clouds and boy, is it chilly across our region and temperatures only in the mid50s and that coming with the rainfall that we have across portions of the region right now and a lot more rain to come over the next couple of days. This explains whats happening here and simply yuck. 57 degrees and winds now out of the northeast at 14 Miles Per Hour and what you need for a nor easter is an extended period of northeasterly winds and well see them that way right through the day on friday into saturday, as well. Not a lot of rain across our region and down toward warrington and sharlton and weve picked up half an inch of rain today and the heaviest rain coming through loudoun country portions of Montgomery County and i want to zoom in on this area here and i dont know why its doing that for me, and let me zoom on this better and out of leesburg, and seeing some of the heavier rain and gaithersburg and rockville over toward ashburn and all reporting moderate rain and well continue to see that through the rest of the evening and when we start to get into the noreaster aspect of it and look at this out to the east and its just going to make its way in from the ocean right across our region and that will bring with it not just very heavy rainfall and well start to see rather strong winds all because of an area of High Pressure to the north and low pressure around the coast and the strong northeasterly flow. What is that going to mean for that over the next couple of days and it will most likely begin tomorrow afternoon and last until early side morning and strongest winds will be late friday and were talking 30 to 40 mile an hour winds and earlier we were saying three to six inches and we no longer think were going see any interaction with joaquin. The gusts could be over 40 miles an hour especially along the chesapeake and over toward the beaches. Flash flood watch into effect over maryland and Northern Virginia and frederick, maryland, youre not in it doesnt mean youre not going to see heavy rain and heads up in your region, as well and the Flash Flood Watch into saturday. Two to five inches possible and the heaviest rain could be friday evening and two to three inches is what we need to see flash flooding and we do think some areas will see that fairly easi easily. Future weather, typing this out for us tomorrow morning and this is around midnight tonight and the rain just about everywhere across our region and weve got more rain at 8 00 a. M. What we look to is flash flood guidance and we only need two to three inches in some spots especially after tuesday night that got flash flooding. I want to talk about Hurricane Joaquin and this is an incredibly packed storm. Look how strong this is and look at the eye. A very small eye with this storm and the latest advisory at 2 00 at 130 mileanhour winds and i would not be surprised if that was upped to 140 or 145 just based on what im seeing here based on the storm itself. The track and this was the track as of 11 00 and this is very important and it has it coming up as a category three up portions of North Carolina and moving back up the coast and notice how we still have washington in the cone of uncertainty. That will change, i believe, at 5 00, and i think this whole pattern will shift off towards the east and that is going to be very go news for us if, in fact, that does happen. Could this change . Yes, but right now we think joaquin will get out of here and we will not see any effects except for at our beaches and what we will see effects from is the noreaster and thats starting now. Well be talking about two to five inches of rain from that noreaster and we think the heaviest rain will fall later tomorrow during the afternoon and evening hours and you have plans for your friday evening and know youll be dealing with heavy rain and will likely be tracking some flash flooding in spots and download the nbc washington app and youll get alerts sent to your phone if any flash flood warnings are issued and for the Severe Weather risks tomorrow afternoon and evening is all about heavy rain and flash flooding. On tuesday night, Corporal William ferrell was at camp david. He stopped to help another driver stranded in the rain. Investigators are looking for some type of heavyduty pickup truck pulling a car trailer. The man accused in a deadly trunk driving accident is now charged with involuntary manslaught manslaughter. Police say Brandon Williams was drunk when he hit samantha sumpters car last month. A passenger in williams vehicle, Jermaine Jackson is charged with drunk driving. Williams and jackson had switched drivers after jackson had hit another vehicle. Weve learned that one of the two men was shot and killed in maryland had just been released from jail. Police say earnest lott and good afternoona johnson were killed in capitol hots and lott just got out of jail after serving time on gun charges. Take a look at the track and it no longer has washington in the cone and this is good news for us and this will continue to track farther offshore and yes, it still has ocean city and rehoboth in the cone and you notice we are in the clear as far as the cone of uncertainty is concerned and this is something that were watching and earlier the cone did have this part of our region in it and it is well off the coast and it will continue to see and i would expect a few advisories and i would not expect the storm to head out toward the east at 11 00 and further on. However, however, just because its off the coast doesnt mean it will not have impacts on our area. The biggest impacts will be down toward the beaches and Veronica Johnson shes been at the beach all day long and v. J. , joaquin comes in and brings in higher waves. Reporter thats right. Is a real concern for flooding here and we are just off atlantic and as we check out the Current Conditions and it is quite cool here and yes, there is already some very high winds and i clocked gusts at 30, 35 Miles Per Hour, but it is a persistent wind and eventually that east wind will start carving out at the beaches and you can see there is quite a bit of water and a few people out here. Look at the wind, folks. The winds are up at 40 Miles Per Hour and we have a high wind watch for this part of the coast and we also have a surf advisory that runs until 8 00 and what theyre expecting here is for the storm surge to go from as much as five feet tomorrow or six feet tomorrow and back down to five feet on friday. Reporter a flood in spartanburg, south carolina, thursday is a preview of what forecasts expect through the weekend for the atlantic coast. From the storm that has nothing to do with Hurricane Joaquin, but potential for destructive flooding. That storm alone will take a ton of atlantic moisture, throw it back into the southeast and its not going to move for three days. Some areas could get over a foot of rain. A foot falling on alreadysoaked soil on the east coast where governors are declaring a state of emergency. I cannot stress enough that we are talking about the real possibility of deadly flooding around the state. They have begun drudging lakes to make room for the addition additional rain and also worried because of evacuations because of this storm and Hurricane Joaquin right behind him. They need to think about m plans and emergency kits. Forecasters steer the projected path further that the u. S. Coastline thursday and with the possibility of making landfall on the northeast next week and because of experiences with Hurricane Sandy three years ago theyre already shoring up the jersey shore. All Law Enforcement in the area responded immediately to the campus. The active shooter was engaged by Law Enforcement and later confirmed to be deceased. Our number one priority right now is to make sure that the scene is secure and the victims are treated and making sure that we have a complete crime scene and that we continue to make sure that there are no additional threats. The Oregon State Police is combining with all of the local Law Enforcement including the Douglas CountySheriffs Office and making sure that were doing all of the things that the Community Needs us to do. We have set up a command center. We have set up an Additional Center for Media Relations and our p. I. O. Is there and lieutenant bill fugate to assist us in the future. As you know, these type of events become very frazzled and we continue to make sure were communicating what we need to with them as we move forward. I would like to remind the media that these scenes are very dynamic and they change. Our number one priority is to make sure that all victims are safe until additional information. It may take time for us to make sure that we can get that information accurately to you, but our number one priority right now is making sure that we take care of the victims and the families and the community of roseburg. Oregon officials there now on this tragic situation that has taken place on the campus of Umpqua Community college in the city of roseburg about three miles three hours, rather, southwest of portland. 13 people dead and after a shooting there on the campus and we are just learning that the 20yearold male shooter is now deceased after becoming engaged with Law Enforcement. The governor says she was very quick and she said she is on her way to roseburg to be with the people there and right now investigators will start to go through his social media accounts, texts and obviously checking his Mental Health history. Wbals kaye reid has more on a third grader who fell while playing inside the school in darius clark was 9 years old. A third grader at gwynns falls Elementary School. His young life was cut short when a fall at the school led to his death five days later on tuesday night. Why and how it happened is now the focus of a Baltimore Police investigation. Parents of students who also attend the school are anxious for answers. It makes me a little worried about whats going on up there, you know, and im sorry for the parents. Maybe it was instructional play that didnt expect it to go as they expected it to, whatever it was, it could happen to my child. Reporter a School Administrator found darius in some kind of did i stress outside of the school gym on tuesday. They got a call requesting an ambulance at 1 34 and paramedics got there at 1 41, but its not clear how much time passed between the fall and the call for help. The Attorney Says that the childs mom got to the school and found darius slumped in a chair and lifeless. A letter sent home to parents wednesday said that the 9yearold fell ill at school. He suffered a traumatic head injury. The medical examiner will determine the official cause and manner of death. They will schedule a meeting thursday to discuss safety procedures. And the Baltimore School district put out a statement saying our deepest thoughts and concerns are with the family and the entire gwynns falls School Community at this time. We begin with doug and amelia tracking it all for us in the storm center. Hi, guys. And the best news here is were starting to see things a little bit brighter as far as the forecast is concerned both from the noreaster and of course, from joaquin. Right. Were thinking of two to four inches of rain will fall and joaquin is less of an impact because two to five inches is still significant. The highest thresholds now which yesterday looked like some looks could pick up as much as ten inches and we dont see that at all around the region and that should stay down to the south and the impacts will be around five or six and most areas are two to four inches. Weve already picked up half an inch of rain at the airport today and there will be more and right now the heaviest is off Montgomery County and look off the coast and eventually well start to see that moisture drawn right on in from the atlantic and into our region and thats why we will see the potential for heavy rain as we move through the area and all because of that northeasterly flow. Even if joaquin makes its way out to see, the northeasterly flow will create the impacts along the shore points and ocean city is one of those places that could get hammered by joaquin.
