First tonight, a local family says they called 911 over and over last night and got no answer. All while their loved one was suffering a medical emergency, and he later died. This happened during a twohour stretch when callers to montgomery countys 911 got a busy signal. Only news4s Jackie Benson spoke to that family and she is live. Jackie . Reporter 40yearold jack was undergoing kidney dialysis. Late last night, he had trouble breathing. He said, help me. Reporter he describes his brother marlins pleas last night as the family dialed 911 over and over and over again from their rockville home and from their cell phone. Every time he was calling 911, he was being disconnected. Reporter they estimate the agony of waiting, trying to help the 40yearold as he gasped for breath lasted well over an hour. In the desperate drive to his parents house, louis says he finally called city of Rockville Police directly. They dispatched an ambulance that was there when he arrived at the police station. They said, im sorry, but your brother is gone. They received radio hes having trouble breathing. Yes, sir. They called us. Reporter they said the system that failed was actually a backup for the primary system which was being upgraded. Well have answers as to whether or not there was a correlation to the deaths, and what we have done wrong, if anything. And how we can prevent this in the future. Reporter marlins family is still in shock. I never in my life knew that 911 phones were not working at all. Reporter the county Executives Office confirms a second person, a 91yearold woman, died during the 911 outage. The circumstances of her death were not immediately available. Live in rockville, jackie bensen, news4. Wendy, back to you. Last nights outage started at 10nu night and lasted until 1 09 this morning. And it didnt just affect 911 calls. It also affected the dispatch centers nonemergency line. Investigators think an airconditioning failure in the i. T. Room caused the system to shut down to prevent overheating. County Officials Say they did their best to notify people through the alert montgomery warning system, but if youre not signed up for that system, the only way you can find out is through social media. The county did activate its 311 call center to help answer those emergency calls, and that has since been deactivated because the problem has been fixed. In dallas tonight, thousands came out for a prayer vigil to honor the five officers killed by a sniper on friday. Tomorrow president obama will travel to dallas. Hell be joined by former president george w. Bush at an interface prayer vigil. Also tomorrow there will be a public visitation for Sergeant Michael smith. The funerals form held later this week. Rallies against the recent killings of black men by police are not slowing down. Tonight hundreds gathered for a black lives matter protest in chicago. Police were out in force. But demonstrations were peaceful. Protesters also lined the streets of atlanta tonight, and in louisiana, some are criticizing police for arresting too many peaceful demonstrators during rallies there. Here in our area, police and city and county leaders say there is a renewed focus on strengthening the ties between officers and the communities they serve. A Law Enforcement officer on the panel wanted me to tell you that two potentially deadly interactions that police have with the public are doing domestic calls and traffic stops. Police say johnson was no novice and was determined investigators are now combing through his past to figure out why he did it. In an interview with the blaze. Two more lawmen were shot to death today, this time in an escape attempt at a michigan courthouse. It happ during a Court Hearing for the suspect. Law enforcement sources tell nbc news he grabbed a bailiffs gun and started shooting. Four people were shot. Two bailiffs and the gunman all died. 27 Law Enforcement officers have been shot and killed in the line of duty so far this year. Already up 16 from a year ago. Sto and a young man who worked for the Democratic National committee gunned down a block away from his home. It happened in the bloomingdale neighborhood in northwest d. C. 27yearold seth rich was walking down w street, talking on the phone with his girlfriend about 4 00 in the morning on sunday. Before he got home, he was jumped and shot in the back near flagler place. News4s pat collins spoke to richs mother by phone. They never took anything, so it even on top of being totally ridiculous, if it was a robbery, they didntve the acting Police Captain of the Fifth District says he cant comment on whether the killing was related to some recent robberies in that neighborhood. Two more illegal guns on d. C. Streets. Tonight the fbi and d. C. Police are trying to recover two guns that were stolen from an fbi vehicle in northeast washington. The fbi says somebody broke into an agents car and took one handgun and one long gun. The fbi will not give the exact location where the guns were stolen, nor the types of guns they were. Its also not clear if the agent was on duty at the time. We usually are complaining about the heat of the night right about now, but it doesnt get much better than this in july in washington.
