Even where the radar is not picking up the rain, were seeing drizzle around portions of prince georges county, and right back towards the west. One thing im watching, weve got the light rain right now. But im tracking this area of rain back to the west. This is going to make its way our way. And this will be here by early tomorrow morning. Were talking about the morning rush. That morning rush is going to be a big problem for sure. 6 00 to 9 00 a. M. , expect the rain. Temperature around 47. Temperatures rise. And by 4 00 to 6 00, we get a little bit of a break from the rain but still dealing with rather wet roads. Well see problems on the roadways. Give yourself a little extra time out there. Tonight a young woman from potomac who just graduated from college is dead. Her family still trying to wrap their heads around what happened. Early this morning, a mail truck crashed into her suv. News4s shomari stone talked to them. He is live on cherry hill and Silver Spring, at the scene of the crash. Shomari . Reporter good evening. Witnesses tell us that they actually heard the crash. It was so loud. And a lot of the folks were inside their homes nearby. And it actually shook. They heard it. Now a lot of folks tell us that this young lady was just such a good person. She recently graduated from university of maryland. We tried talking to her parents. And theyre obviously devastated. We did however talk to relatives. And theyre saddened by this tragic loss. We just we just miss her. I dont know how to explain about her. Reporter martha is filled with sadness. Her niece died in a horrific car crash in Silver Spring this morning. Everybody know reporter the university of maryland graduate was driving her suv with a friend in the passenger seat. Police say she turned right from broad birch drive and right on to cherry hill and collided with a United States Postal Service tractortrailer. It flipped on top of the suv. Her friend survived with serious injuries. She died at the hospital. Her brother mikhail admired her work ethic. She worked hard. She went to college. We just graduated together. About six months ago. Very nice to people. I dont know why this is happening. Reporter medics drove the tractortrailer driver to a hospital and he is okay. Police are investigating what caused the crash. We ask for everyones prayer to keep everyone strong. Reporter now her family was already in town from ethiopia for the thanksgiving holiday. New tonight at 11 00, if you live in montgomery county, you could have the deciding vote on how you get your beer and wine. Thats only if a state lawmaker gets his way. Tonight Tisha Thompson in the news4 iteam show why some leaders say that vote could cause the county big money problems. In montgomery county, all of the beer, wine, and spirits you buy must first be sold from this governmentowned warehouse. Which brings in more than 30 million a year in profits. But state delegate bill fricke introduced an alcohol privatization bill calling for a voter referendum to bypass the warehouse. If the voters so choose, privacy licensees, a restaurant, the delis and beer and wine shops would have the option of being able to purchase from a private wholesaler. Reporter starting last year the news4 iteam has exposed Serious Problems with the department of liquor control including theft and complaints from restaurants and businesses unable to get what they ordered. Prompting the county council to craft its own bill allowing for some privatization of special order beer and wine. But employee unions as well as county executive ike legislate and most of the council oppose the bill saying it could eliminate jobs and cause serious financial problems because the liquor money is tied to transportation bonds. I dont think that oversimplifying the issue in a ballot referendum would really explain, for example, that if we dont have the liquor revenue, were probably going to have to raise taxes. Reporter any type of alcohol privatization requires changing state law. Both bills are headed to the Maryland State House where they will be debated this winter. Tisha thompson, news4 iteam. Businesses that want to get a Liquor License in georgetown will have to wait a bit longer. Tonight the Advisory Neighborhood Commission voted to extend a Liquor License moratorium through april of next year. The georgetown Business Improvement district called for an end to the moratorium when it expires in february. But the anc says it needs more time before it signs off on the move. Georgetowns Liquor License moratorium was set up back in 1989 to limit the number of restaurants that can sell alcohol. Three men face several charges for allegedly breaking into 56 Storage Units in rockville. That burglary happened at the self storage plus on south lawn lane last wednesday night. An employee called police after seeing three men breaking locks off Storage Units. Police quickly arrested stefan davis of greenville. Timothy harris and Terrance Sinclair of washington, d. C. Theyre also accused of stealing a box truck. Thousands of arrest. But crime is still on the rise on capitol hill. And one woman wants to know whether its because people arrested are being let back out on the streets. She wants detailed numbers from the federal government. But the feds say shell have to pay for that information, and she is prepared to do it with the help of a bake sale. News4s Jackie Bensen joins us from Eastern Market to explain this. Jackie . Reporter doreen, they want to know what percentage of the thousands of arrests the d. C. Police make result in actual prosecution. And the financial cost of getting that information astonished them. I want to know why we have criminals on the streets when they should be locked up. What we saw happen over the last couple of week, especially in the neighborhood, but across capitol hill. Reporter last month hundreds of residents gathered from anticrime meeting after the hill area was rocked by a series of street robberies, a Home Invasion rape, and a Fatal Shooting in a twoweek period. After officials were unable to answer questions about the prosecution rate, krepp filed a freedom of information act with the department of justice. The answer came back. The Public Information would be costly. 40 an hour for what could be hundreds of hours of research. You know what happens when i told my residents i was going the pay a thousand dollars, they said no youre not. Were going to help you. So we started thinking of ways to raise the money. Today judge Barry Williams asked 75 potential jurors if anyone had not heard or read about the case. Not one person raised their hand. Its just one of the challenges lawyers face as they try to seat an impartial jury. Some people from today will be dismissed. Others will have to go back tomorrow. William porter is charged with Involuntary Manslaughter in grays death. He is one of six officers who will be tried simply. Today Paul Wiedefeld got some sobering news about how riders feel about the system. A new Customer Satisfaction survey shows that just 67 of riders are satisfied with the service. I just dont think that this is the time to be asking people for more money when were not performing to the level that we expect. The rain continues to fall. And its not just rain. Its a light drizzle, a mist, even if you have your umbrella. It still gets at you. Look at the numbers. Only 36 in martinsburg. Only 34 back towards luray. Very chilly towards the west. The good news is as i mentioned temperatures will rise. Not go down. If they were going down, we would be talking about a frozen mess back to the west. But fortunately temperatures should go up. Here is where the rain. Even where its not picking up on radar, baltimore, winchester, annapolis. This is part of a system moving in across the area. Weve got that northerly flow bringing in the cooler air. Weve got flow out of the south. Thats where we have the rain now. Watching this area of rain right here, this is another wave coming in along the jet stream. Moving right towards our region. Thats what is going to hit us tomorrow. Back to the west, bigtime storm bringing a lot of snow. Sioux city, south dakota, picking up upwards of 8 inches of snow so far. And theyre going to continue to see more snow as it makes its way on in. Minneapolis, chicago, its that moisture plume coming right out of the pacific. This is what we see during an el nino year. Thats why were going to see all this rain tomorrow, right on into wednesday. 7 00 a. M. Critical time. Obviously the rush hour. Look at everybody seeing the rain. The darker green means we see some moderate to heavy rain. Look around noon. Some of the yellow rain getting in here. That is heavier rain, right around the time a lot of us are heading out for lunch. Watch out for that. Take the umbrella. Tomorrow afternoon, here we are at 5 00. This is very good news.
