edgewood street in north washington. breaking news. tracee wilkins is also there. she joins us live. >> reporter: good morning, joe. just spoke with investigators. here's the latest information. they're waiting for daylight so they can continue to investigate the crime scene here because of all of the leaves that are out here this morning, they want to make sure they're not missing anything. but a large piece of their investigation is focused right over there behind that cadillac where the body of the victim was discovered. this happened just after 2:00 a.m. this morning. here's what it looked like earlier. police are now saying the suspect is in his 20s. they're still not releasing his name at this point. when they first arrived on the scene, the victim was unconscious. he was taken to the hospital where he was pronounced dead shortly upon arrival. they are still looking for a suspect, but at this time they have no lookout information. police say that, when they arrived to the scene, the victim was there behind that vehicle, but no one else was here on the scene. back out here live, you can see this is a large section that's included in their investigation. it goes from right here behind me all the way to the top of that hill where that apartment building is. again, police are now saying what they're waiting for is daylight to make sure that no evidence has been numbers dropped. texas governor rick perry has seen his support cut in half since his so-called brain freeze during last week's debate. after perry's mistake, pollsters went back to the same voters surveyed within a week and asked the same question. mitt romney picked up five percentage points. he's now on top. newt gingrich saw a 5% increase, but he remained in third place. herman cain, who led at the last poll, fell back to second place. perry saw the biggest drop, now only 4% of those polled support him. president obama told leaders at the apec summit in hawaii that their success is critical to america's growth. leaders from 21 nations throughout the pacific region gathered in hawaii this weekend for the annual meeting to discuss economic issues. the group says freeing up trade is crucial to a lasting global economic recovery. a big highlight of the weekend, a u.s.-backed plan to forge a pacific free trade bloc received a big boost when leaders from canada and mexico joined japan in expressing support for a deal. and when world leaders posed for this year's apec summit group photo, there was something a bit different. they were wearing regular business attire. for the past two decades, leaders have posed together in the costumes of the host nation, making it one of the more memorable moments of the forum. this year president obama decided to end that tradition. no word if russia will try to e revive it when they host the forum next year. we'll know today whether the u.s. supreme court will hear a challenge to president obama's embattled health care law. only 3 of the 12 appellate judges that reviewed the law ruled it was unconstitutional to require all americans to obtain health insurance. the supreme court is expected to announce today it will hear a florida case, which is the largest and broadest challenge to the law. it is going from bad to worse for the redskins. the redskins lost their fifth straight game. shanahan decided to go with rex grossman yesterday over john beck. the team was able to move the ball at times geps the dolphins. just couldn't score. the skins moved the ball to inside the dolphins 40 yard line five times but defensive coordinator accused of sex abuse is also a volunteer for his charity. the one at the center of the case, the second mile. according to the website deadspin. at the arraignment, district judge leslie dutchcot ordered sandusky to be freed on $100,000 unsecured bail. sandusky is accused of assaulting eight boys over a span of 15 years. he allegedly met the boys through the charity group. pennsylvania's governor speaking out about the coach who apparently witnessed sandusky abusing boy in the shower. on "meet the press," governor corbett said mike mcqueary followed the law when he reported the incident to joe paterno. corbett says mcqueary should have done more. however, he did not elaborate. >> he met the obligation of reporting it up, but he did not, in my opinion, meet a thursday. both are accused of lying to cover up the abuse allegations against sandusky. maryland lawmakers are looking to toughen up child abuse laws in that state in the wake of penn state scandal. republican state senator nancy jacobs says she might support a bill that would bring harsher charges against adults who do not report suspectsed child abuse. right now they have a duty to report sex abuse or face a fine. but jay sobs wants violators to face criminal charges as well. they say they want to be known as the toughest county in maryland when it comes to illegal immigrants. council members in frederick county want to prevent undocumented workers from getting jobs and renting homes in the county. it's in response to a high profile murder. the assistant manager of a burger king was killed back in march. jacinta ayala was shot to death while opening the restaurant. a former co-worker was charged with the murder last month. he was previously reported to el salvador after being charged with another crime. police are trying to figure out who broke into several shoe stores in montgomery mall in bethesda. the owner of the xavier dean store said someone broke in and took the cash register but no shoes. at least four other shoe stores were hit in the mall. montgomery county police are looking at surveillance video that apparently shows the burglar leaving with the cash register. today legendary boxer joe frazier will be laid to rest. he'll be buried at a private funeral service in philadelphia. he died at the age of 67, just a month after being diagnosed with liver cancer. the former olympic champion and gold medalist was the first boxer to defeat muhammad ali. ali is expected to attend the funeral. one in 12 adults could have diabetes by 2030. the international diabetes foundation reports that aging and demographic changes woe result in 522 million people having that disease. the world health organization said the study's prediction is possible mainly together for this job. what they're going to be doing is they're going to seal the cracks that were created by that earthquake. they're going to be rappelling down the sides of the washington monument and basically filling in the cracks. they've got a special sealant. this is going to cut down on the amount of water that is actually getting into the monument. they want to stabilize the structure as much as possible. this is not the permanent fix. a ve is just another phase here. it's a temporary fix to really weatherproof the monument as we head into the colder winter season. now, they're going to be keeping a very close eye on the weather for this reason. take a look at this video. when they were doing the assessment of the monument a while ago, they had some pretty strong winds. actually, one of the team members was blown from one face of the monument over the other face. certainly, kind of a dangerous situation. it turned out well, that team member was not injured, but they want to make sure that doesn't happen again. they're going to keep a very close eye on the weather. tom tells us we're not seeing much in the way of the wind. we're seeing 12 miles an hour at that elevation,
