from outer loop to 295 is closed. tracee wilkins is there. any improvement at all? >> reporter: just a few seconds ago they did reopen the ramp. they're allowing traffic to squeeze by in the far right-hand lane. as you can see the overturned tractor trailer carrying those blue berries is still there on its side. when maryland state highway tried to turn the truck up, the roof started to split. it was about to make a huge mess. they said we're going to leave it for now. it's not blocking the far right lane. folks can come on through. after rush we'll do the work necessary to get this truck upright. let me show you what traffic was looking like a little while ago. this is the issue. they want to make sure they're keeping traffic moving. so if there's an opportunity to move traffic past accidents like this one, they're going to do it. so what that will mean is drivers heading down the off-ramp from northbound 95 on to 295 northbound in oxen hill, they're going to get the opportunity to see the bottom of a tractor trailer. that could mean some rubber necking and some slowing down here. for more information on how to get around this mess here's jerry edwards. >> very good news with one travel lane open. that certainly is going to help the commute. there's a couple other options certainly you can use. the easiest option is outer loop of the beltway, stay with the beltway, north on route 210. that's the indian head highway. turns into south capital street. right into town. very easy work around. let's see how that's doing volume wise. headed into town, wide open from the beltway to the inbound douglas bridge. right lane open on 295 a hopeful sign that things won't be as bad as they possibly would have been. we'll keep you updated on that. switch gears, more survivors. so far the news has been grim. 116 people are dead. 400 more on injured. that takes it the deadliest single tornado to strike the u.s. in more than 60 years and the ninth deadliest on sunday to witness the destruction firsthand. he gave a three-minute statement letting everyone know, quote, we're here for you. the american people are by your side. we'll stay there until every neighborhood is repaired, every neighborhood rebuilt. rating the twister as ef-4, 198 miles per hour. the local hospital itself faced an emergency. five patients who were in critical condition died as a result of this tornado. a hospital visitor was also killed. even with the threat of rain you mentioned, eun, lightning, severe weather, the search for survivors continues today. ordinary residents doing the heartbreaking work of finding the dead. >> i ended up pulling two bodies out of the rubble. i helped a guy get out of his office. >> it's tough. it's very tough. they're with the lord now. so i feel comfortable about that. >> we're just devastating. they tell us another front is coming in so we're going to try to leave town. >> very late last night thunderstorms in joplin. a flash flood warning has been issued for joplin because of all the rainfall. normally after a huge storm like this you get a bright clear sky. not in this case. lightning hampered rescue efforts. two rescuers were severe weather in the midwest from meteorologist tom kierein. >> there is a high risk of tornados in this zone i've circled from southeastern kansas, eastern oklahoma, western arkansas and extreme northeastern texas later this afternoon. here's joplin, missouri. it's close enough that unfortunately there is a risk there of severe storms later this afternoon. right now it does look like the highest risk will be to the west and to their southwest for some perhaps tornados to develop in this zone. very high risk zone there. however, from there all the way to our region, there is a slight cleanup in missouri. in 10 minutes, live to joplin to get a better look at the damage on the ground. we have learned one of the two pedestrians hit by a car last night in montgomery county has died. >> she and her husband were struck on viers mill road. news 4's megan mcgrath is live in wheaton with the latest. good morning. >> reporter: well, good morning. it could take some time. a couple weeks possibly for the state attorney to decide whether or not to charge the driver involved in the hit and run accident. he has been identified as 29-year-old pierre michelle. it took police about two hours after this accident to actually locate him and his car. this all happened a little before 10:00 last night. there was a husband and wife who had just gotten off a bus. veirs mill, center street. they were walking across the street to go to their home which is in the neighborhood just on the other side of the roadway here when they were hit by a white bmw traveling eastbound on veirs mill. according to police, the driver of that vehicle stopped for a moment following the collision, then jumped back into the car and kept going. police fanned out into the neighborhood and a little while later they did eventually find the car and the driver and a passenger 37. >> the vehicle was located by patrol officers in a nearby neighborhood. we later found them in the neighborhood. >> at different locations. >> two different locations and not in the vehicle. >> and the wife who was struck has died as a result of her injuries. we got that word overnight. her husband is listed in critical condition at an area hospital. again, the investigation continues and it remains to be seen whether any charges will be filed. it's not usual for someone to be interviewed and released and destruction. 17 have been pulled from the rubble and rescuers are hopingg for more success today. khsb sloan howard joins us. sloan, good morning. >> reporter: good morning. well, i'm joining you. this is really the center of it all. of course there was a six-mile swath that the tornado hit just two days ago. and you can see it's unbelievable to think these were actually homes right now. there are neighborhoods where you can see shelves of homes -- shells of homes, rather. but look at this. this is just unbelievable. you can see the cars toppled. there are trees under them. this is what you're seeing block by block by block. and i can tell you yesterday they actually did three sweeps kind of throughout the day and then another sweep. they were looking more through apartments in the evening. but what made everything a lot more difficult, of course, is we were having just torrential downpours throughout the day. that of course made it more difficult for rescuers to dig through all of this rubble. i know they definitely continued their efforts but it definitely hampered it. >> sloan, what are the conditions this morning? have you seen any severe weather? >> reporter: so far so good, actually. we've been up for about two hours now and it's completely dry. and we're hoping that it's going to stay that way for at least a little bit longer. i know i looked at the forecast and it looks like there's about 30% or 40% chance of severe storms later today. i know we're all just kind of crossing our fingers that doesn't happen. again, it's going to make it a lot easier for the rescue workers to go through this rubble when it is dry. >> they have a big job ahead of them. sloan, thank you >> we have learned the president will visit joplin on sunday. the president and first lady will meet with prince william and kate at buckingham palace. the obamas arrived late last night for a two-night stay. a welcoming ceremony is planned for about 200 royals and dignitaries. the president will meet with british prime minister david cameron as well. yesterday he spoke to thousands of people in dublin. the washington convention center he told the influential lobbyist group his country cannot go back to 1967 borders, as president obama suggested. lawmakers on both sides said the u.s. supports israel security and criticizes any palestinian ties to terrorist groups. >> also today, congress will hear suggestions on how to keep air traffic controllers from falling asleep on the job. a senate subcommittee is holding a hearing on air traffic control safety. faa administrator randy babbit and paul ronaldi are set to testify. a sleep expert from washington state university is also expected to tell committee members on-shift napping may actually be the best way to prevent fatigue. a low-flying performance grounded the blue angels and jeopardized a tradition in annapolis. four of the six f-18 hornets flew too low in one formation at some point during this air show in lynchburg on sunday. as the team reviews what happened it can't perform at the naval academy tomorrow. they performed almost every year since 1954. the team also might not get to do their traditional flyover on friday. four blue angels pirates happen to be graduates of the academy. today the case against casey anthony will finally begin. the 25-year-old is accused of killing her daughter caylee nearly three years ago. the child's body was found buried near the anthony home in orlando five months after she disappeared. casey anthony claimed a babysitter kidnapped caylee. jurors were picked overturned tractor trailer is slowing down traffic on the beltway. some traffic is now getting by on the ramp from the outer ramp to i-295. tracee wilkins is live with an update on conditions. good morning, tracee. >> reporter: good morning, joe. let me start by saying this was a single vehicle accident. we're told the driver is okay. let me show you what it's looking like on the off-ramp. the truck is still there. it's going to remain there until after morning rush. so they're allowing traffic to get by in the far right-hand lane. this is the northbound 295 off-ramp from 95 heading over the woodrow wilson bridge, into maryland. if you take the 295 off-ramp, as you drive by, you'll see the bottom side of this tractor trailer on your left-hand side. it's going to stay there for now. because as they try to get this truck upright the tractor started to fall apart and the top started to come off a bit. a now it's going to make a huge mess. what they decided to do was allow morning traffic to come on by. they will lift it upright later in the day after the traffic dies down a bit. what that is going to mean is a backup into d.c. there are ways around it. we go to jerry edwards. an ef-5, which is the very tippy-top of the fujita scale. even with the threat of rain and lightning and more severe weather on the horizon, we know that the search for survivors continues overnight. it continues today. and ordinary citizens are doing the heartbreaking work of finding the dead. >> i ended up pulling two bodies out of the rubble. the people that were trapped, there was one i kind of shoved a wall to help a guy get out of his house. >> this hits more at home. you know, it hits to the soul. it's tough. it's very tough. but they're with the lord now so i feel comfortable about and several walls collapsed. seniors had just received their diplomas on sunday when the tornado hit. luckily they were across town on campus of the local college. well, this morning montgomery county police say they have now found and spoken with the driver who hit a couple crossing the street, killing the woman and critically injuring her husband. news 4's megan mcgrath has been on the scene all morning long and joins us with the very latest. megan. >> well, joe, this happened right before 10:00 last night. the husband and wife had just gotten off a bus. they live across the street on the other side of veirs mill road. they were headed across near center hill street when they remember struck by a white bmw traveling eastbound. police say the driver of that bmw initially stopped but then got back into the car and left the scene. the woman died as a result of her injuries. her husband is in critical condition. police responding to the accident began to fan out and the community looking for the driver. they found the car on a nearby street here in the neighborhood surrounding the area where the kurd. a little while later, two hours after the accident they found the driver and the pattern who was in that car. they were in two different locations in that neighborhood surrounding the area where the accident occurred. that driver, the person they believe was driving the car at the time is identified as 29-year-old pierre michelle. police have talked to him, interviewed him. he's been given a breathalyzer and then released. basically what we've been told is the state attorney has to look over the evidence and decide at a later time whether or not charges will be filed. one person dead. another person in critical condition as a result of the accident. joe, back to ground. investigators say that harris suddenly stood up and then fell on the metal grate. police charged him with drinking in public and assault on an officer. the maid at the center of the needed. strauss-kahn is currently out on bail and staying at a guarded manhattan apartment. 6:49 is the time. gasoline prices are dropping once again and have hit a five-week low. the department of energy says the 12 cent drop since last week is the largest weekly drop since december of 2008. the national average dropped another two cents to $3.82 per gallon. d.c., the average is $4.08, down a penny. price dropped two cents to $3.87. and two cents in virginia to $3.76. that's almost a 20-cent drop from last week. also new cars will be getting better gas mileage and they'll be lighter but morning hours on the ramp from the outer loop of the beltway on to route 295 off woodrow wilson bridge. for a while that ramp was completely closed. traffic getting by. one lane on the ramp. very getting reports of an accident on the outer loop as you head around the dulles possibly as far down as tysons corner. you can see coming down from the american legion bridge towards tysons, traffic jamming up really quickly. of course the accident on 395 northbound, duke street. out of the roadway. but look at that. delays begin as you head north out of larton. 395 to the 14th street bridge. heading out to catch a train, check your trails this morning. right now metro, vre, okay. marc penn 403 and 892 delayed. >> jerry, thank you. this morning one of two pedestrianing hit by a car last night in montgomery county has died. the woman and her husband were struck while crossing veirs mill road in wheaton. her husband is seriously hurt. now officials are deciding whether to charge the driver, who left the scene. megan mcgrath is live with the latest. megan, good morning. >> reporter: good morning, eun. this was a hit and run accident that happened a little before 10:00 last night. as you mentioned, a husband and wife were crossing the road on the way to their house in the community on the other side of the road. they had just gotten off the bus when a bmw traveling eastbound on veirs mill hit them. the wife died as a result of her injuries. the husband is listed in critical condition. police say the driver of that bmw initially stopped but got back into the car and drove away. police responded to the scene, fanned out in the surrounding community. a little while later they located the car. two hours later they found the man they believed to be the driver and the
