good morning. >> reporter: good morning. for a stretch of road that sees 90,000 vehicles going from four lanes down to six is going to be quite a big adjustment. joining us from ddot is the project manager out here. what is your expectation for today? i know it's a little nerve-racking for you guys. >> almost reduced the capacity of new york avenue by two-thirds. we are keeping it at two riverside, reducing it by one-third. new york avenue from six lanes will go to four lanes. this will create can backlog and heavy traffic. we have made all the planning for that and we try to get the word out. and at the same time we have provided paying people $50 a month. >> do you think people will be apt to sign up for this bridge bucks program once they see out here? >> our experience is that. when the traffic starts to get heavy, people start signing up for it. >> physically what are you all doing first? what's the first step here? >> the first step is actually new york avenue bridge, two bridges side by side. we have closed the north bridge. we're going to start with demolishing the north bridge, reconstructing it, and switching traffic, demolish the south and put all the traffic on the north bridge until it's done. that takes a two-year process. >> are you avoiding this area? >> i will take metro generally most of the time. yes, the best idea is to take public transit and try not to drive this area. that's the best help we can get. >> of course there are lots of alternate routes. instead of coming down here through this mess as they say it's going to be for those routes, four of them actually, we have those listed on nbcwashington.com. also a link to a twitter. so you can sign up to perhaps get a little more information about problems that might be out here. george's county. 1:00 a.m., officers responded to a shooting in the 700 block of cady drive in fort washington. when they arrived they found a man lying in the street with a gunshot wound. he was taken to a local hospital where he was pronounced dead. police have not released information bay possible suspect. emergency crews rescued a man pinned underneath a car after a crash involving three vehicles. police say the man was walking when a car hit him. it happened last night in the 2600 block of naylor road in southeast washington. police investigators searched for crews. emergency crews checked out a second person with nonlife-threatening injuries. the cause of the crash remains under investigation this morning. 6:06 our time. grief counselors will be on hand at battlefield high school in virginia to help students deal the death of a classmate. 15-year-old kendra kaylene tucker died last wednesday after the car she was riding in with four other teenagers hit a deer and then a tree. speed was a factor in the crash. none of the teenagers was wearing seatbelts. two others were killed on that very same road last august. today maryland politicians and residents will pay tribute to one of the most colorful politicians in that state's history. william donald schaefer will lie in repose at the statehouse in annapolis. current governor martin o'malley will greet the casket at 9:30 this morning at the statehouse. the rotunda will be open from 10:00 a.m. to 2:00 this afternoon. his casket will then be taken on motorcade tour of baltimore before his body lies in repose once friday. she suffered a gunshot wound to her head and is undergoing treatment in houston there. her doctors now she she can stand on her own and even walk a little. she is married to mark kelly, the commander of the endeavor's final mission. wikileaks revealed new information about guantanamo bay inmates. the u.s. government believes that many of them are terrorists. the records contain details of more than 700 detainee interrogations, including evidence collected by the united states. they also provide new insights into the prison's most notorious detainees, khalid shake mohammed. the government called the release of all this information unfortunate. right now 6:20, libyan officials are assessing the damage of moammar gadhafi's compound. several missiles hit that compound destroying a library, office, and resepgdz hall. gadhafi's whereabouts at the time of the strike are not clear but security forces say at least four people were injured. several members of congress have called for more air strikes in an effort to push gadhafi out of power. a man is under arrest for trying to hijack a plane and fly it into libya. the man assaulted a flight attendant on a flight from paris to rome and then asked the plane to be diverted to tripoli. flight attendants were able to overpower that man and the pilot notified police, who arrested the man when the plane arrived safely in rome. the man was from kazakhstan and armed with nail clippers. folks in st. louis beginning to clean up after a massive f-4 tornado ripped through the city. inspectors from fema will determine if the city is eligible for federal relief funds. more than 700 homes were damaged. luckily, there were no deaths from that storm. the lack of major injuries is thanks to a 40-minute lead time about the tornado. i talked to a lot of relatives in st. louis and they said there was plenty of warning and several relatives were in shopping malls at the time this began to hit. they were all guided to underground areas where they were safe. >> do they have sirens. >> this was a warning coming through other channels but they do have sirens that go off in st. louis. >> pretty good tracking. >> indeed. radar technology improved dramaticly. we are able to get warnings out much sooner than the past and that's a good thing. no severe weather threat as we start off this morning. pavement is following the release of this a rally held tonight in response to this beating caught on tape. it happened last month at a baltimore area mcdonald's. 22-year-old chrissy lee polis a transgender woman. 500 prisoners have escaped from an afghan prison. most of them were taliban fighters. afghan officials say the 476 prisoners escaped through a tunnel they dug under the prison walls in kandahar. 100 escapeees are taliban commanders and the others are fighters with the insurgency. according to the governor, a massive search operation is under way and several prisoners are back behind bars at this show the pain at the pump may be peaking. lumber survey shows the rise in the last two weeks. some drivers may not exactly agree with the news, however. nationally the average is right at #$.86 a gallon of regular. d.c., prices have already hit $4.09, up four pennies just overnight. maryland 3rbgs$.88. virginia still has the cheapest price. it's $3.78 in the commonwealth. and in west virginia, it is $3.91 per gallon. with gas price going up, bob mcdonald is challenging virginians to go green when it comes to daily travel habits. he wants everyone in the commonwealth to walk, bike or car pool at least once every two weeks. the governor says this challenge is to get people to change how they look at their commute and try to make it more environmentally friendly. montgomery county is close to naming its next choice for school superintendent. the county's board of education meets tonight and will officially announce its choice to the new position. that person will need to be approved by the state superintendent of schools. current superintendent dr. jerry weisst is retiring at the end of june. he headed the school system for 12 years. new d.c. residents will now have to pay up to make sure the trash gets picked up. starting today new trash containers and recycling carts will cost $45. before new homeowners could get one of each for free. it is to help fight the budget deficit and let the district replenish supplies. tomorrow a special election here in the district. voters choosing a new at large member of the d.c. council. nine candidates vying for that seat. it's been left open since kwame brown was elected to council chairman's position. absentee voters have until 4:45 to cast their ballots. just as walmart is moving into several parts of our area just mentioned. reports say the retail giant launched a new service in san jose, california, called walmart to go. you can buy stuff online and have it delivered for five bucks. the company does have a successful online delivery business over in the uk. also this morning, apple started prepping retailers for the launch of its much anticipated white iphone. apple stores received promotional information featuring the device long delayed, as you know, because of manufacturing issues, the stuff like keeping the paint from peeling under intense heat, the basics. announcement could come on manassas, zero visibility. quarter mile visibility in charles county, across the potomac, king george, stafford. but elsewhere visibility not too about in the rural areas of virginia and maryland, near zero visibility. out of the mountains, near 50 degrees. mid-60s around the bay and lower part of the eastern shore, low 60s. as we look at what's been happening the last 12 hours, showers and thunderstorms passing to our north. those will stay there today. >> however, late this afternoon a small chance of fog. by later today, up around 80 degrees. we'll have a small chance of isolated storm. for most of the event at the white house and zoo should be dry. if you hear thunder, get everyone inside. mid-60s tomorrow morning. tuesday, near 80. wednesday and thursday, both days could get storms. wednesday afternoon and evening through midday thursday. some possibility of isolated severe storms on wednesday. cooler thursday. finally, a dry pattern friday, saturday, sunday. small chance of an isolated storm. how is traffic now? >> over on the beltway in virginia we're starting to find brake lights leaving springfield as you head up through braddock, i-66 on the inner loop with the lanes open. outer loop still moving along well. i-66 down towards the springfield interchange. the accident in northern virginia had been out of the roadway with no fire department activity. however they just arrived. double backed on i-95 northbound. accident leaves only one travel lane getting by to the far right, which means those of you coming out of triangle, may want to consider route 1 as alternate until this gets cleared out. woodrow wilson bridge, both ways, no delays. sunshine i do believe will be a factor as time marchs on. earlier problems on metro have cleared. no delays on vre.
