there is a ferocious storm heading towards the washington region. within the past few hours it's killed four i in the midwest region. this is brand-new video just into our newsroom from arkansas. it also spawned a tornado in southern oklahoma. melissa is live in the newsroom with a look at the damage. melissa, good morning >> reporter: good morning to you, eun. a 24-year-old man and his 18-month-old daughter. also an elderly couple in oklahoma. take a look at the destruction there. a large tornado ripped through the tiny southeastern town of tushka. debris flying about. piled up in spots. two people who died in tuskha. efforts to assess the damage have been hampered since the tornado hit after dark and downed power lines and trees made traveling out of that area fairly difficult. the storm cell is part of a system that prompteded tornado watches and caused damages in kansas, missouri and arkansas. the man and his little girl died five minutes before strong winds caused the tree to come crashing through. he packed up his wife and kids and went to a shelter at an elementary school. he thought about warning that family but did not want to wake anybody. as soon as we get any information on injuries or damage, we will pass that information along to you. >> well check in with you soon. melissa, thank you. d.c. firefighters on the scene of a fire in the city's west end neighborhood. flames broke out at 24th and n streets northwest. proof sprinklers work, they had put out the fire by the time the firefighters arrived. the search is on for a missing woman from bethesda. 94-year-old miriam buttrock sumberg was involved in a car accident on the beltway on river road. police say she exchanged information with the other driver involved but never returned home. she suffers from dementia and has the beginning stages of alzheimer's and drives a silver nissan sentra, pbt-961. anyone who sees her should call police. a woman died after a car hit her while crossing the street in the 5000 block of river road in bethesda. police say 76-year-old nancy lawless of west virginia died from her injuries at the hospital. the driver of the vehicle stayed at the scene. no word whether he will face any charges. two virginia men are going to court hoping to save you money when you take the dulles toll road. they filed a class-action lawsuit arguing that the metro authority does not have the right to set tolls for the dulles toll road. they claim recent toll increases exceed the cost of maintaining the roadway and that would make the toll hike an illegal tax because it is not a government entity. >> the bill is passed. without observation motion reconsiders late upon the table. >> the house approved the bill 260-167. a short time later, it passed through the senate. the bill, which cuts $38 billion from the $3.8 trillion budget was the result of negotiations involving the white house and lawmakers from both parties. that deal was made just in the job. who is now saying naps are necessary. and the major delays on metro this weekend. why you may have to change your plans fo 6:15. ment nation's entire traffic control system is under review after a half dozen incidents of air traffic controllers falling asleep on the job. the faa and the controllers union will visit facilities nationwide to reinforce standards in air traffic control towers. the latest incident happened this week when a controller in nevada fell asleep. former controllers are speaking out. they said the grueling schedules and sitting in dark rooms have made taking naps on the job almost necessary. the man who runs the faa air traffic control resigned yesterday. reagan national is now has two controllers working the night. washington looks to take a 2-0 lead in their first round playoff series against the new york rangers. the caps tied the game with only six minutes left to force overtime. that's where simmons sent the fans home happy with the o.t. winner. game 27:30. go caps! it's a busy weekend in town. it could be a long one for fans trying to use metro. five orange line stations will be closed. tracee wilkins joins us live from the new carrollton metro station. >> reporter: good morning. this is not only work that's needed but highly recommended by the national transportation board. you know they're going to want to take care of this work. it will mean inconvenience for some folks. you will have to plan around some of the closures. there's going to be major changes on the orange line. metro has a way for you to get around all this but you need to plan some extra time. from 8:00 p.m. tonight until monday. no service in landover, new carrollton. this work is recommended by the national transportation and safety board. so there will be repairs and resurface work done on 17,000 feet of rail. they will replace 500 track fasteners and 300 rail ties will be repaired. they will repair escalators and elevators as well. now, there will be free shuttles to help get people around all of this mess but you will need to plan an extra 40 minutes if you're planning on traveling the system. also, there may be delays on the red and blue line as well. so be prepared for that. they're saying trains that are running from vienna will run up to stadium armry. if you want to continue on the orange line you will have to take a shuttle. >> thanks very much, tracee. it could take longer to get to your destination every weekend on metro. they are scheduling public meetings for next week. they are considering scaling down its weekend train schedule to save $72 million. trains would run every 18 minutes on saturdays. sunday, every 20 minutes. then after 9:30 at night the wait would be even longer. 25 minutes between trains. right now trains run on a 12-minute interval on the weekend. public meetings and town halls are scheduled to start mid-may. right now brand-new in the crisis in libya, a joint message from the u.s., britain and france. leaders of the three countries, including president obama, issued what they call libya's pathway to peace. it's a joint op ed piece running today in europe. the u.s., britain and france pledge to keep up the military campaign until leader moammar gadhafi leaves the area. foreign officials are meeting in berlin to work out how operations will be carried out. nato and its partners must keep up the military campaign to protect civilians and push gadhafi out. it says tens of thousands of lives have been protected but the people of libya are still suffering terrible horrors at gadhafi's hands each and every day. a massive search effort is under way in tennessee this morning for a 20-year-old nursing student who was abducted from her home. holly bobo's brother tells police a man dressed in camouflage came into their home and kidnapped her wednesday morning. he said the man dragged her through a carport and into the woods but he couldn't catch them. police are now testing blood that was found outside the home where the struggle took place. meanwhile, members of the community are passing out flyers and praying for her safe return. >> please try to get home to us. if anybody knows anything about her, please, please help us find her. >> it might have been somebody close, somebody that kind of knew her routine, knew when i left, when she left, my daughter left to go to school. >> members of the community are offering a $25,000 reward for information about holly bobo's disappearance. >> a new study released overnight shows nearly half of the u.s. meat supply is contaminated with staph bacte a bacteria. researchers studied more than 100 samples, including beef, turkey, chicken and pork from grocery stores around the country. they found half was tainted with staph, a bacteria linked to several human diseases. researchers stress that most of it is killed with proper cooking. this morning several teachers are waking up on the roof. chopper 4 is live over shutdown is finally over because a budget deal that will fund the budget has been approved and is now on its way to president obama's desks. both the house and the senate approved the bill yesterday. the bill cuts $38 billion from the $3.8 trillion budget was the result of negotiations involving the white house and lawmakers from both parties. and there are a lot of people who don't like that budget, especially here in the district because that budget bill restricts how the district can spend its own money. megan mcgrath joins us live from capitol hill where in a few hours they plan to let lawmakers know just how angry they are. >> reporter: they're not happy at all with what has happened and bars the district from using locally-generated funds for abortion services and imposes a controversial school voucher program on the district of column bee. district leaders have called on residents to rise up and to demand voting rights for the district of columbia. you may recall a group called d.c. vote held a rally on capitol hill. mayor vincent gray and several council members were arrested during that rally and protest. the mayor called on residents to keep up the pressure and to continue to demand full representation for the district of columbia. there is another rally scheduled for later on today again on capitol hill. there are a number of student groups that will be participating. it's going to help at 11:30 this afternoon at second and c. whether the mayor will be participating, we're not sure at this point. whether there are any acts of civil disobedience we're not sure. we will keep an eye on it and let you know. 6:34. a warning for women in fran cone yeah after a mom was sexually assault indeed broad daylight. police say the 62-year-old victim was taking out the trash when she was attacked outside her home along water lily court and valley view drive on tuesday. she was grabbed from behind and assaulted in a secluded area. her attacker then took off. the victim was hurt but is expected to survive. she was not able to give a good description of her attacker because she was attackeded from behind. >> her 11-year-old son was attacked by the director of the charles barrett recreational center in alexandria. the boy says gordon started choking him. his mother believes him and wants gordon prosecuted. >> that could have been anybody else's child. and i just see it like, you know, i'm looking out for my son. >> gordon has worked for the city of alexandria 24 years and now is on paid administrative leave. news 4 has learned metro employees are getting parking tickets after being caught not paying the meters. cars were parked 15-minute waiting zones and expired meters at the brookland station in northeast washington yesterday. many had metro stickers or orange vests displayed in the car windows. the discovery came 24 hours after we noticed the same problem at huntington station in alexandria. metro transit police are issuing tickets. metro said its employees must pay for parking just like everyone else it is 6:36 right now. right behind us, ladies and gentlemen, the world famous sun. take a look at this freak accident caught on this is something you don't see every day, thank goodness. a man in southwest turkey is lucky to be alive. this was a shack that fell right on top of him. the man was walking along the street when the structure blew right over him. see him on the sidewalk on the left. the shack weighed a ton. he did have to go to the hospital but he survived. >> reporter: they do have ways to help folks get around all of this with free shuttles. riders don't have any issues with free shuttles. you're just going to have to plan for all that's going to be happening. the orange line. metro will close the orange line from stadium armry, newcarol to know 8:00 p.m. tonight until monday morning. deanwood, chefferly, landover, new carrollton. they will conduct safety and reliability work on the orange, blue and red lines. but the orange line will be the only one to shut down. this is work recommended by the national transportation safety board. so they need to get it done. it will be repairs and resurface sundays. right now the trains run 12-month intervals. at night, the wait times would extend to 25 minutes between trains. metro said the proposal could save $72 million. public meetings and town halls are scheduled to start mid-may. a temporary repeeve if you drive a hybrid and live in virginia you'll be able to keep using h.o.v. lanes on most area freeways for another year. vdot said hybrid drivers will be able to use h.o.v. on 95, 395 and the dulles toll road through june of next year. i-66 will be open to hybrids but must display the new clean fuel license plates. those must be issued before july 1st. >> they estimate that about 20% of the h.o.v. traffic on 66 is made up of hybrids. and that's enough to where they need to cap it to keep those lanes first and foremost for car poolers. after july 1st, vdot will issue clean fuel plates so police officers will be able to spot them after they receive the deadline. officers will ticket violators. pepco is making progress to improve its reliability. the utility says it has trimmed trees on more than 1,600 miles of power lines, replaced 70 miles of underground cable and upgraded power lines that have had the most outages. they also hired more customer service representatives and added more phone lines. they have been under fire after thousands of customers went without power for days after storms last year. the
