roads elementary school. heather hills elementary school, rock ledge elementary school, and vocational hills high school. officials will let us know by 6:00 a.m. if the schools will open today. as soon as we get that information, we'll let you know. meantime, all schools in calvert and st. mary's county will stay closed because of power outages. 15 schools in anne arundel and one school in howard county. as always, a full list of closings are scrolling across the bottom of your screen. >> more than 70,000 power customers in our area remain without electricity. 40,000 are bge customers. 40,000 in anne arundel county. 5,100 in prince george's county. 2,500 in calvert county. dominion is close to full restoration of its power customers this morning with just over 1,000 customers remaining in the dark. smeco has more than 17,000 customers without power in southern maryland. and allegheny power reports 114 outages. pepco, on the other hand, has only about 26,000 outages systemwide this morning. 1,500 in prince george's county. about 960 in the district. and only about 250 in montgomery county. pepco's made a lot of strides during that storm. that number has been consistently falling over the past two days. news 4's tracee wilkins is in northwest washington right now, where pepco is working. tracee? >> reporter: good morning, joe. we do have crews behind us this morning and crews all over our area working for pepco to try to get the power up. let's remember where we were when the storm hit, 220,000 people without power, and now as you just said, we're down to about 2,700 customers without power now. that's coming a long way. just yesterday morning we were looking at 21,000 people without power this time yesterday. clay anderson joining us again. a lot of work was done yesterday, and a lot of work has been done this week. >> what we're doing right now, this is the difficult work. we're going street by street. here we are, one block is out, the next block up. they have their power. so we have our crews out. we're going to go neighborhood by neighborhood today to try to bring the remaining customers back as quickly and safely as possible. >> reporter: and this is what you all have been talking about before. you try to hit the larger grids and get the people who are out the most, for instance, an entire neighborhood versus a block, and then you kind of narrow it down. >> yes. that's why the restoration process, when we started out at the height of the storm, we had to make sure the substations were properly energized because, if you go to a street like this and you try to put the power on, if the power's not there upstream, then these folks are not going to get power. we have to go to our major substations, our major circuit feeders, and then we get down into the neighborhoods. these folks in a few hours will have their power back. >> reporter: let's take a look at what some of the crews are doing down the street. this is some of the difficult work we've been talking about. they've had issues with trees coming down and bringing down entire power lines and snapping poles in two. we've been seeing it all week. that's the situation down here? >> absolutely. what you're looking at in northwest is trees came down, took down a lot of power lines. a lot of wires have been down. they still are. these crews are out in force safely but in the dark, looking to get the lines restrung, deenergizing, making sure everything is safe to work bringing up the wires, making sure the transformers on the poles are secure. when everything is correct safely, then we'll reenergize. >> reporter: one more question for you, clay. it looks like this time around, pepco's been doing a lot of stuff right, a lot of communication. explaining what's going on with the numbers, what's going on with restoration, and getting the power back up more quickly than in the past. would you say that's because maybe you didn't get hit as hard this time around with the storm, or is it that some things have been changed and pepco is working more efficiently? >> i think we realized the path of hurricane irene would make a difference. those in prince george's county for sure will tell you they did see a lot of damage. not as much the further west you go with the storm. that's the dynamics of the hurricane. for us, we were definitely impacted. what we learned is we have to communicate sooner, coordinate better, and work together to make sure our customers know. the robocalls are really some of the things our customers didn't like it when they heard it, but they realized a day and two days in that it made sense. >> reporter: thank you. clay anderson there. if you're a pepco customer and don't have power, they're working very quickly and could soon be on your street. tracee wilkins live in northwest. back to you in the studio. more than 700 people had to be rescued from fast moving waters in new jersey. this is in patterson. mandatory evacuations began, and as many as 40,000 people could be evacuated from patterson today. fema officials will take a tour of new jersey and new york. they'll tour storm damage by helicopter and meet with local officials and first responders. and banks are stepping up to help victims of hurricane irene. chase says it will waive fees for customers in 13 states through sunday. wells fargo says it will do the same through friday. other banks, including the bank of america, capital one, citi, and pnc bank say they will waive fees on a case by case basis whenever customers are facing hardships as a result of a natural disaster. the woman accused of murdering her co-worker inside a bethesda athletic store now says she suffers from mental illness. lawyers for brittany norwood say they are considering multiple concussions from playing soccer in college may have played a part in her mental illness. they say it is one possibility in their insanity plea. norwood is accused of beating jana murray to death inside the lululemon store where they worked. police say she then tried to cover it up by tying herself up and saying two men attacked them. the judge denied a motion to delay the trial. it is scheduled to start october 24th. 64 degrees at 5:08. the chip mix-up that caused a scare at a local school. plus the party prince at it again. what president obama considered canceling the raid at the last minute. the new documentary "targeting bin laden," reports that president obama received information days prior to the raid that contradicted osama bin laden was actually in the pakistani compound. they did not believe the terror leader would take such a risk. the discovery network's "targeting bin laden" airs next week. specialist douglas green of sterling, virginia, is one of 66 u.s. service members killed in afghanistan this month. his body returned to dover air force base in delaware. yesterday specialist green was just 23 years old. his mother talked with news 4. she said she's proud of her son's patriotism, courage, and selflessness, but it makes the loss no less painful. >> my worst fear came when those two men came into my door sunday night, and i looked down the hallway, and there they were. i knew why they were there. i knew why they were there. i said, you don't want this house. you want somebody else's house, not my son. >> specialist green served a year in iraq and was just months away from his four-year enlistment in the army at the time of his death. his father said he died protecting two members of his unit. this morning they're taking measures to identify and fix mistakes at arlington national cemetery. they're using iphones to snap pictures of 250 grave sites. they're entered into a computer program that compares them with cemetery records. so far no discrepancies have been found. this all started after widespread record keeping problems were discovered at the cemetery. today general david petraeus retires from the army to lead the cia. the 58-year-old petraeus led the u.s. forces in afghanistan and is credited with successes in the iraq war. a retirement ceremony will happen later this morning. then next week he'll be sworn in as the new director of the cia. the obama administration removed or reassigned two top officials involved in a widely criticized u.s. operation to trace the flow of illegal guns into mexico. the acting director of the atf, ken melson was reassigned to a policy office. and dennis burke, the u.s. attorney in arizona, resigned as well. it's over an operation called fast and furious. atf agents were instructed to watch but not to stop illegal gun sales in the hopes of gathering intelligence as to how the smuggling worked. as a result, it wound up in the hands of mexican drug gangs, and two of the weapons were involved in a shooting that killed a u.s. border patrol agent. former utah governor jon huntsman will be at a metal fabrication plant in new hampshire today. he's the first republican candidate to offer a blueprint to forward job creation and will do it just days before the president is set to announce his plan for job creation. an adviser says the plan includes big changes to make the tax system more simple. potential republican candidate sarah palin continues to show up in some very interesting places. the former alaska governor will attend a tea party rally in new hampshire on labor day. palin has not made a decision on whether to run in 2012. she has stated she will make the call before the end of summer. frederick county schools are goi apologizing this morning for serving the wrong kind of chips. they realized the nacho chips they were serving at lunch were made from peanut oil. the chips were quickly removed from the lunch line and contacted parents of children who do have peanut allergies. the school has a policy of buying products that are peanut oil free and are trying to figure out how those chips made it into their system. as the redskins prepared for their final preseason game tomorrow, they made their first round of roster cuts. wide receiver malcolm kelly was let go. a former second round pick was a disappointment mainly because he couldn't stay healthy. in three seasons with the redskins, kelly had 28 catches and zero touchdowns. the 24-year-old told reporters he understands the team's decision. too bad, but we wish him the best. for a team that wins the stanley cup, each player gets to enjoy a day with lord stanley's cup. >> one player's day with it didn't go quite like he arrested the two men. see how calm he was, though? they pled not guilty, though. >> just like being on "cops." the nationals are playing for pride the rest of the season, but next tuesday night the stadium will certainly be electric. stephen strasburg will make his season debut for the nats, more than a year since he tore his elbow ligament. the 23-year-old flame thrower will take the mound again. very exciting. a nationals park beer vendor is being hailed as a hero after saving a little boy who was choking. >> in a game against the diamondbacks, the boy began choking on a piece of chicken. marleau spotted the boy and came to the rescue. he had taken a course in cpr and knew exactly what to do. >> the boy was blue and was choking on something. he was panicking and didn't know what to do. i had experience with this, so i went over to give him the heimlich, and a piece of chicken leg this big came out of his throat, and he was able to breathe. he went to first aid, felt a little better. and then i went back to work. >> marleau says he's done this before, saving one of his own family members from choking. he did the heimlich maneuver, not cpr. prince harry spotted on camera having a wild night in croatia before he comes to the u.s. this cell phone video shows prince harry dancing by a pool at the club. he was walking around barefoot snapping photos with fans. the night ended with harry jumping into the pool fully clothed. and the prince will reportedly train to fly apache helicopters in california and arizona. no word on when that training will begin. maybe he residents in this laurel neighborhood none too happy. you don't have to look too far behind me here to see why this morning. they have been out of power since 4:30 sunday morning because of this pine tree that took down power, cable and phone lines. when crews showed up yesterday, neighbors were thrilled at first until they were then told those crews really couldn't do much. >> the right hand doesn't know what the left hand is doing. verizon comes, well, we can't do anything. that's public works. public works comes. we can't do anything. there's wires there. bge needs to come and take care of the tree. >> the tree has a lot of strength. so everything on this -- there's hazards everywhere you look on this job. everything has to be done one step at a time, and safety is the main priority with this job. >> reporter: now, bge says they are trying to figure out which utilities have been out here at this point and hope to have power restored here quickly, perhaps as early as sometime this morning. you may hear in the background a little bit of a humming. a couple houses along this street have generators going. melissa mollet live in laurel, news 4, back to you. government officials rushed food and water to a dozen vermont towns cut off from the flooding from hurricane irene. more than 250 roads and 30 state bridges in vermont remain completely or partly closed from the flooding. emergency managers say 13 towns were entirely cut off as a result of road damage. fema and the national guard are helping any way they can, they say. >> told to get out where they're trapped and making sure, quite honestly, that people don't travel on roads that would put them in danger, keep them away from streams and things like that. >> at least four people in vermont lost their lives as a meanwhile, amtrak service is nearly back to normal this morning. yesterday there was no service between philadelphia and new york city because of flooding on portions of the track on new jersey. today acela service from washington to boston all the way will be operating. the amtrak train from lorton, virginia, to florida will also begin running today. amtrak still has service outages in new england and between newport news and richmond because of power outages, flooding, and debris on the tracks. it is 5:36. the peak of hurricane season is still about two weeks away, but hurricane fatigue is setting in. now the country is keeping an anxious eye on tropical storm katia. the storm is expected to become a hurricane today. it is far too early to tell where katia is headed. tom will have the august the 2nd. giordano has not been charged with a crime. today the judge could decide whether there's enough evidence to hold him for another two months. if not, he could be set free. the woman to "the washington post," the problem is with wup of dr. king's supposed quotes n a sermon two months before he was assassinated, dr. king delivered a sermon about what his eulogy might be like. he said, "yes, if you want to say that i was a drum major, say that i was a drum major for justice, say that i was a drum major for righteousness, and all of the other shallow things will not matter." the quote was shortened and carved into the north face of the 32 foot tall granite statue and reads, as a paraphrase, "i was a drum major for justice, peace, and righteousness." angelou told the post the quote makes dr. martin luther king look like an arrogant twit. he was anything but that. he was far too profound a man for that four-letter word to imply. angelou says the shortened inscription is happened within the last half hour or so, 222 miles northeast of tokyo. it was a 4.7 quake. the one earlier was a 4.6 reported around 1:00 eastern standard time. the closest city to these quakes is sendai, japan. the depth of the earthquake, 33.8 miles. there are some reports of rat e rattling windows in tokyo. we'll keep a close eye on this. you may remember, of course, the major earthquake on high alert this morning after finding a window at his office shot out. a spokesman for congressman gene green says windows were fired out at his houston office, breaking a window. police say the shots may have come from a pellet or bb gun and do not believe that green is a target. d.c. officials say that money meant for an hiv/aids program was used to open a strip club. the stadium club opened on queens chapel road last year, after a nonprofit group called miracle hands incorporated got nearly $330,000 in district funds. the money was to convert that space into a job training on the 1400 block of north royal street in alexandria will shut down by next october. neighbors say they're happy the plant is finally closing for good. they complained the plant caused health and environmental problems. alexandria's mayor says he wants to see a mix the commercial and residential development take its place on 25 acres of very valuable waterfront property. 120 people at the plant will lose their jobs. it's as close to a washington landmark as a barred could could be, and now it's closing down. after 40 years the iconic hawk and dove is closing. the bar and saloon has been closed. the owner is turning the bar into a locally sourced seasonal bistro with a 50 5 4-foot exhibition bar. it will have 24 beers on tap and 16 wines by the glass. october 2nd will be last call at the hawk and dove. >> it's a shame to lose such a historic place in washington. imagine if they had tapes of all the conversation that's went on in there. >> i heard somebody -- one of the is going to keep it westerly for the next couple of days and then shift it northwesterly by the weekend and likely become a major hurricane, category 3 hurricane with winds of 125 miles an hour by the time it's way north of puerto rico, though. the latest extended track, the extended outlook is going to keep it out to sea. looks like it's going to keep curving and then head to the north and then maybe a bit northeast and perhaps go way up into far eastern canada, maybe up around labrador. there's bermuda. it's going to be coming close to bermuda first part of next week. thankfully, looks like it will stay off the atlantic coastline as it does intensify over the next number of days. over the last several hours, we've had high clouds coming in from the west. that's from a cluster of showers and a little bit of thunder and lightning now going on in indiana up into southern michigan. that will not be affecting us. for today, temperatures right now in the 50s throughout most of the region. we're in the low to mid-60s in washington and right by the bay where there's a bit of wind off the water. away from the waters in eastern shore and southern maryland and northern neck, low to mid-50s
