>> what we found out yesterday particularly in the area where we are now, we had an underground situation, a blown joint. with any other ground situation we had to go through over three dozen manholes. close to 40. we had to search mile by mile to determine where the fault was, which is where the time problem started. we have a fault just to the north and east on h street. those numbers going down now as we continue to restore peer. >> you can see the staging area we have going on. this has been going on since yesterday. is the system overtaxed because it was suddenly so hot? >> i wouldn't say the system was overtaxed. whenever you have a situation under grouped, whether it's a small or large area, it takes time to find the fault. areas in kennel worth there was a situation there that heat related. we continue to investigate that. >> if we look at the video, clay, this is a neighborhood off north capital street. having a tough night. no air-conditioning. no power. restoration is today but you don't know for certain. >> well, it will be today. we have to test the system. yesterday overnight we control underground. >> thank you, clay. we'll be all set. as you know, and pepco has said before, it takes time to find the problem, diagnose the problem and fix the problem. that's one of the reasons this outage has lasted so long. news 4's kimberly suiters. back to you in the studio. emergency crews are worried about responding to calls because fewer ambulances the d.c. firefighters association says a half dozen of basic life support transport units in the shop for repairs, creating a dangerous problem. that's 21% of the total fleet of 25. but the chief of the d.c. fire says they're being made quickly. >> there's not as many ambulances as usual. >> at one point we were down 10. right now we're down 2. in the next 60 minutes we will have those units back in service. >> firefighters association says some ambulances have air-conditioning problems. they say the units heat up, making it hotter inside the ambulance than outside, putting patients at risk. >> and this 90-degree weather is affecting trash pickup in the district. recycling crews will start their shifts early this morning in beat the extreme heat to protect the health of its workers. and that's a good thing. good move. >> we turn to veronica now. i guess the question, how hot will it be or how hot will it feel? >> reporter: well, aaron we have learned a little bit from neighbors, talking to them this morning. first of all, a neighbor told me inside this home there was a husband and a wife and a grandmother, a couple of kids. she said this was a very tight-knit family here. so now we know whether it more about what was going on inside of this house. before we didn't know who lived in this home or who lived in this home. we have more information on that now. they are guarding this house. it is still considered a crime scene. let me show you what happened here just a little while after we arrived. montgomery county police took this vehicle away as evidence. they did not say what part it was playing in the investigation. they did tow the vehicle. they are releasing very little information on this case. what we want 7:30 last night someone called reporting an injured child. when police arrived they found the body of a child and ruled it suspicious investigating as a homicide. we know it was the body of a little girl but we don't know how long the body had been inside the house. police aren't releasing that specific information at this point. they say they are awaiting autopsy reports. they also have not releasing suspect information at this point. they say they will be investigating friends, family, and also neighbors to see if they can get closer to what happened inside that home. tracee wilkins live in gaithersburg. aaron, back to you in the studio. >> tracee, thank you. police are looking for the gunman who shot and killed a man behind a school. someone opened fire on a basketball court behind carrollton elementary school. he was rushed to the hospital, where he later died. no word on his identity or whether police have a motive. three people, including a 16-year-old boy dead after a car they were in crashed into a tree. police believe speed was a factor on schoolhouse road. the driver lost control of her car, careened off the road, and hit a tree. she and two other passengers were killed. two additional passengers were seriously hurt. no one in the car wearing a seat belt. we're learning more about that bizarre mid flight fight after midnight sunday. the cause of the fight, the reclining seat. fighter jets from andrews air force were scrambled and escorted the plane back. the. >> you always want to pop that guy behind you but you don't do it. just deal with it. >> take a deep breath and relax. quick response from the government after a bus crash along the highway. men and seriously injured several other people is how could this have happened? 5:00 a.m., sky express bus en route from north carolina to chinatown suddenly veered off i-95 near fredericksburg, virginia and rolled. the revelations that the bus driver, 37-year-old chung, may have fallen sa sleep and the company has numerous safety violations raises another question. does anyone regulate the so-called safety at chinatown buses. the answer, according to industry experts, is disturbing. >> there is limited information provided by the government on their website. but you have to understand the government only has the resources to look at 15% of the 700,000 motor carriers out there. >> reporter: the department of transportation wants new laws to make such buses safer, making it harder for a company that's been shut down to reorganize nice under another name. the agency is more rest stop inspections. it wants a driver's commercial driver's license known as a cdl in his or her been returned. hurricane season begins. national hurricane center in miami predicts this hurricane season will be busier than normal. we could see as many as 18 named tropical storms. three to six tax payers and dulles toll road drivers will be paying for most of the project. defense secretary robert gates finds himself in the middle of another transportation controversy in virginia. this focuses on the new mark from. warner and webb joined jim moran and gerry connolly in sending a letter to robert gates urging the pentagon to delay the opening of the building. they claim i opening it this fall will cause more traffic problems on 395 than they already have. they want it pushed back a year drama in the courtroom at the casey anthony trial. she is accused of killing her daughter caylee in 2008. cindy anthony cried as she listened to her own voice in a 911 call. she described an overwhelming smell when she found out her granddaughter had not been seen in 31 days. >> i just death. he's denied that allegation. the so-called 68 vandals spray painted that number on another vehicle in loudon county in the lansdowne area. dozens of cars in sterling and ashburn have been spray
