breaking news on the beltway this morning. a tractor trailer crash and hazmat situation on the ramp for i-295 from the outer loop. tracee wilkins is live on the scene with the latest. good morning. >> reporter: good morning. let me step out and show you what we're dealing with. that is the tractor trailer on its side that is the off-ramp from the beltway headed north into maryland from virginia from the woodrow wilson bridge. as you can see there, that tractor trailer is literally on the off-ramp to 295. so you're not going to be able to use the off-ramp just yet. they are hoping to tip that truck back over and hopefully soon. they've got a crane there on the scene. they're ready to move it as soon as they can do it. but this is the other situation here. they have blueberries actually all over the highway that they have to clean up as well. so even after they get this tractor trailer up, they still have a cleanup situation that they have to deal with. now, we're told that the driver in this tractor trailer is actually okay. he just had a couple of scrapes and bruises here. this was a single vehicle accident. no other cars were involved. we're told by folks on the scene it appears that the tractor trailer kind of drifted off the road. they will have to investigate and find out what caused all that. of course this is a major issue for people commuting this morning and take this way. jerry edwards is live in the studio with information on how to get around this mess. >> very easy work around for those of whou normally use the outer loop to go north on 295 in oxen hill. what you do, stay with the outer loop of the beltway past the point where 295 exit is and just exit 210 northbound which turns into south capital street. that will take you up into the district. route 210 has traffic lights and it doesn't carry as much traffic. the capacity is not quite as much. however, that will work. however, if you normally exit the outer loop of the beltway to 295 north stay with 210 northbound. that will take you into the district by way of south capital street and the douglas bridge. again, important to remember that the lanes on the beltway are open i both directions. now we had trouble on the beltway in virginia in the way of overnight road work and accident. inner loop, braddock road, new lane configuration. very sharp curve. volume right now just increasing. >> jerry, thanks very much. emergency management officials in missouri knew it would be grim and it is the most deadly u.s. tornado in 60 years. 116 people are dead, more than 400 injured in the town of joplin. news 4's kimberly suiters is joining us. >> reporter: good morning, joe. many in joplin say they had at least 17 minutes of lead warning time to go ahead and take shelter. but the storm was just too powerful to avoid loss of life and property. a preliminary report rates it ef-4, 198 miles per hour. it slammed straight into st. john's regional medical center. the hospital itself faced with its own on emergency. five patients in critical condition there died as a result of the tornado. one hospital visitor was also killed. now, even with the threat of rain, lightning and more severe weather, the search for survivors continues today. and ordinary residents are doing the heartbreaking work of finding the dead. >> i ended up pulling two bodies out of the rubble. people were trapped. one i shoved a wall to help a guy get out of his house. >> it hits more at home. it hits to the soul. it's tough. they're with the lord now, so i feel comfortable about that. >> we're just devastated. they're telling us another front is coming in, so we're going to try to leave town. >> and that second front happened late last night. there were severe thunderstorms in joplin but no tornado watch. on top of that, a flash flood warning in joplin because of all the rainfall. normally after a storm you get a bright, clear sky. not in this case. lightning hampered rescue efforts throughout. and there are so many heroes we're starting to hear about. one police officer was burned from a lightning strike and hospitalized. another officer was slightly injured in a near lightning strike but kept on working. joe, back to you in the studio. >> that's a scary situation. kimberly, thanks very much. the news gets even worse for some people in the midwest. the busy storm system is not yet finished. tom is back now with a look at the threat they're facing today. tom, more troubles. yes. a high risk of thunderstorms with some tornados exist in this circled area from southern kansas across most of oklahoma into extreme north texas. here's joplin, missouri. they're right on the edge of this very high risk zone. this is for later today. these counties in pink are severe thunderstorm watch in north western kansas, as well as east-central oklahoma. they're beginning to diminish as they head off to the east. predawn they have a severe thunderstorm watch out there. this is the zone of the highest risk for strong storms and tornados later today. eun? >> tom, thank you. the damage to the hospital in joplin has washington area medical centers reevaluating their plans for a worst-case scenario. washington hospital center a makeshift triage center can be set up a couple hundred feet from the emergency room complete with portable respirators and carts of supplies. hospital officials say the triage room has only been used so far for training purposes. 5:07 is our time. this morning a woman is dead and husband hospitalized in serious condition after they were hit by a car. the couple was hit last night near the intersection of viers mill road in wheaton. they found the car abandoned a mile away. megan mcgrath is live with the latest. good morning, megan >> reporter: good morning, joe. this was a hit and run. the driver initially stopped after hitting the husband and wife here on viers mill road but left the scene. didn't stick around for police to arrive. now, they have located that driver. they have talked to him. the driver has undergone some alcohol testing but has been released at this point. as you mentioned, the wife was killed. she was killed in this collision. her husband is in critical condition. this all happened on viers mill road near center road. kind of talk about how this happened. >> sure. like you said, the husband and wife team had just gotten off the bus. they were actually struck by a white bmw as this is crossed the eastbound lanes. the driver of that vehicle initially stopped and then actually left the scene. >> talk about how you located that person. >> circulating officers in the area found the vehicle in the vicinity and a short time later the driver and passenger were also located in two separate locations, not in the vehicle. >> where does it stand now with the driver, charges. >> the driver and passenger have both been interviewed. our investigation is ongoing. we'll be consulting with the state's attorney's office to decide if charges will be filed. >> is that unusual? >> no. this is a lengthy investigation. these types of investigations really do take a lot of time. that's the why these investigations work. >> thanks for joining us. again, the wife has died and the husband is in critical condition but they have located the driver. back to you in the studio. joe? >> any explanation why charges would not be brought after someone has died and the car was found a mile or so away? >> right. we have asked that question. apparently it's standard procedure that certain protocols are in place. you interview the person that you believe is involved in the accident. then you gather your evidence. you take that to the state's attorney and it's up to the state's attorney to make that decision. it's not something that happens quickly. it can take some time. just the fact that he was interviewed and released at this point does not mean charges will not come. that's just something that takes a doing for the morning commute. it's closing the ramp that would take you from the outer loop of the beltway to go north on 295. that carries an awful lot of traffic during the morning rush hour. again, no exit from the outer loop to 295 north headed into the district. pretty easy work around. stay with the beltway until you get to 210, indian head highway. take that north into the district. 210 into south capital street up to the douglas bridge. very easy workaround. outer loop 295 does remain closed. we'll keep you updated on that. let's take a live look headed through downtown, blueberries. they were trying to lift it upright. as they were moving it, the top of the tractor trailer started to fall apart and open up. so here's the deal. they're saying they're going to leave the truck there on its side, return after rush hour, and then move it. because what's important to them is they get this road open as soon as possible because of traffic. it's starting to build up. we got this video just a few minutes ago. as you know, as time progresses we get more and more folks out here. what's most important to maryland state highway folks is they keep traffic moving. if that means they're going to have to open up just the right lane and people drive by this tractor trailer on its side, then that's what they're going to do. back out here live right now you know there's delays. >> thanks very much. brand-new information about a hit and run accident in montgomery county. police believe they located the driver of the car responsible for killing a woman and critically injuring her husband. the deadly hit and run in wheaton. news 4's megan mcgrath is live with more. >> reporter: good morning, joe. it took two hours but police believe they have found the person who was behind the wheel in this deadly hit and run. he's been identified as 29-year-old pierre michelle. he has been interviewed by police, undergone a breathalyzer test. he has been released. no charges filed yet. the state attorney will have to decide whether charges will be filed in this case. it happened just a little before 10:00 last night. a husband and wife were crossing near center hill street. they had just gotten off the bus. they were in the lanes of traffic crossing the street when a white bmw traveling eastbound on viers mill struck them. the woman was killed. her husband is in critical condition. according to police, the driver initially stopped but then kept on going. police officers responding to the accident fanned out into the neighborhood. that's when they found the car and eventually the driver and the passenger. >> the vehicle was located by patrol officers in a nearby neighborhood. and he we later found the driver and passenger in the neighborhood. >> at different locations? >> at two different locations and not in the vehicle. >> and the husband and wife who were struck apparently live in the naked across the street from viers mill. they were apparently going to their home after they exit the bus in this deadly hit and run. they located 29-year-old pierre michelle and the passenger that was in the vehicle with them. both could be facing charges. but at this point charges have not been filed. in case like these sometimes it can take weeks for that to happen. >> police in fairfax county will highlight the dangers of distracted driving. officers will set up a special road course where they will test teenagers's ability to text while behind the wheel. and they will release the results of a nine-month crackdown. a monster tornado tore through the town. the death toll stands at 116, with 400 more injured. it is the deadly tornado in the u.s. in half a century. news 4's kimberly suiters is live with the latest. kimberly, good morning. >> reporter: good morning. the people pulled out of the debris alive, 17. the seven for survivors continues in the dark of morning. it rates this twister as high ef-4 with wind speeds 198 miles per hour. that's 2 miles per hour short of the very top of the fujita scale pap five patients who were in critical condition died as a result of the tornado. a hospital visitor was also killed. now, even with the threat of rain, lightning and more severe weather today, the search for survivors continues. even ordinary residents are doing the heartbreaking work of finding the dead. very, very humane society says its investigation includes surveillance video. she works as a researcher at the bird migratory center. her lawyer says his client denies the accusations against her. new court documents are shedding light on the person who killed 17-year-old ebony franklin. franklin was found stabbed and stuffed in a trash can last november. according to the documents, the investigation was delayed by false allegations in december. detectives received a letter from a man falsely taking responsibility for the killing. a man in prison on unrelated charges pointed the finger to a 16-year-old which proved to be untrue. the most inflammatory charges are franklin's father, robert mcentyre, who was arrested and charged with her murder on saturday, also had sexual relations with his daughter. >> that's crazy. that's outrageous. no. no. >> some of the details presented in the courtroom caused such an uproar some of mcentyre's family left. a metro source tells news 4 the man's two people are recovering after a dowel stabbing in fairfax county. chopper 4 flew over the scene late last night. it happened on oak bluff court. police tell news 4 it appears the argument was within one family. this morning we're learning about possible dna evidence in the sex assault case against the former head of the imf. a source familiar with the investigation say a sample taken from dominique strauss-kahn matches that on a maid's shirt. she claims he tried to rape her in his hotel suite two weeks ago. more testing is needed. strauss-kahn is currently out on bail and staying at a guarded manhattan apartment. some historians support wall a mart's store. the largest retailer plans to open at somerset ridge road, three miles west of the wilderness battle field where walmart originally wanted to build. those plans infuriated historians who called it hallowed grounds. the battle on the wilderness was the first battle between robert e. lee and ulysses s. grant. new from around 70 degrees now from the shenandoah valley all the way to the bay and the eastern shore. closer to washington it has dipped into the upper 60s in washington and montgomery county. arlington and fairfax, near 70 in prince george's county. it is rather humid. you can sense it when you step outside. here are the remnants of the thundershowers that are coming over us, thick looking clouds. but there are showers. a little bit of thunder in north central west virginia. those are drifting northeast into the panhandle of west virginia, perhaps western maryland, northern shenandoah valley the next couple hours. and as we take a look at the view from city camera you can see the sun trying to peek its way through. it's just past sunrise. by 9:00, mid-70s. by noon time, low 80s. and more sun
