a live look outside this morning. we have had some rain around the region this morning. overnight, we had heavy rain in some places sometimes. those heavy rains out of the area? >> yeah, they're gone. they were moving rather quickly, 35, 40 miles per hour. a little bit of thunder and lightning. no damage. no damaging winds with that line that came through 2:00 a.m. and 4:00 a.m. it's crossing the chesapeake bay. you can see that area of blue and green on the eastern shore. that line of showers. thunder and lightning pretty much gone. there may be a little thunder south of salisbury. and this is continuing to advance off to the north and east, pulling out of the region. right now temperatures around the area are in the low to mid-60s. and it is humid down to this cloud cover. we've got a steamy situation here all throughout much of the region. all of this due to a persistent southerly flow bringing in the humidity. it will be with us throughout the day today. there's the jefferson memorial. wet pavement in the wake of the storms. sunrise, 5:50. by 9:00, a little sun. partly sunny into the afternoon. low to mid-80s. mid to late afternoon we could get severe storms with damaging tornado tore through killing 26 people. news 4's kimberly suiters is tracking the damage. good morning. this is just devastating. >> reporter: it is definite stating, eun. the month of may is well-known for powerful storms in tornado alley. this flattened parts of joplin, missouri. population is about 50,000 people. many people still unaccounted for. this twister caused a six-mile path right through town. between half and three-quarters of a mile ride. about 10% of the town took a direct hit, including that local hospital where you can see most of the windows were blown out. people living in the area say it looks lick a war zone. even a seasoned storm chaser from the weather channel was astonished by the extent of the damage. >> i'm not sure i've ever witnessed anything like this before in my life. it just shows you the power of tornadoes. >> reporter: also over the weekend, tornados north in minneapolis, reading, kansas. that tornado measuring ef-3 wh winds up to 165 miles per hour. and coming up around 6:30 this morning, we're going to hear from emergency management officials in joplin. they're going to give their first briefing of the devastation there. eun, back in to you. >> we'll check in with you then. kimberly, thank you. >> reporter: you're welcome. today the suspect of a murder of a maryland 17-year-old is expected in court over the weekend police arrested 45-year-old rodney mcentire, the father of the murdered teenager. last november the body of ebony franklin was found stuffed in a trash can in columbia heights. mcentire was considered a suspect from the beginning of the case. there's evidence of a possible sexual relationship between the two. sources tell news 4 that when police found franklin's body she had been stabbed 1 times. 17 times. a 15-year-old is expected to court charged with trying to kill a d.c. police officer over the weekend. it happened saturday morning as the taoepblg allegedly ambushed several officers when they showed up at a house on crittenton, northeast washington. the teen hid under a porch and shot one officer three times. the officer is in good condition. authorities have not released any names of those involved. maryland state police say a motorcyclist may have contributed to a trooper's deadly accident. investigators is a trooper first class shaft hunter may have been been pursuing a speeding motorcyclist on i-95, howard county. the 39-year-old hit a tractor trailer pulled over on the side of the road. state police say hunter may not have had a chance to report it to dispatchers. he was the father of six children and lived in baltimore county. he served as a marine before joining maryland state police. metro transit police are investigating allegations that officers used excessive force during the arrest of a man in a wheelchair. the video posted on youtube shows the incident from last thursday. metro transit police say the man in the wheelchair was drinking outside the u street cardosa refused to leave or accept a citation. he stood up and then fell on a metal grate. some say the officers threw the men to the ground. he ended up with a gash over his eye. one woman said it was what happened next that bothered her. >> what i saw, my interpretation was excessive force was being used. and the way he was treated on the ground bleeding led me to believe brutality was going o. the police wouldn't do anything to stop the bleeding. wouldn't let anyone else help. that is what really pushed me over the edge. rescuers took the man to the hospital with minor injuries. police charged him with drink anything public and assault on an officer. this morning police released the name of a los angeles man they have arrested in connection with the march beating of a giants fan. ramirez is behind bars charged with assault with a deadly weapon. he's accused of beating 42-year-old brian stowe at dodgers stadium after the season opener against the giants nearly two months ago. stowe remains in critical condition. they were led by a tip from the police officer. >> for a police department to be relevant in a city it has to be effective. you have to be able to count on your police department to solve crime and put thugs like this individual in jail. and that's what we've done. >> police are still looking for a second man believed to be involved in the attack and a woman who drove the two men away from the scene. so far this year battle of the beltway goes to the baltimore orioles. o's took two of three from the nationals this weekend after beating washington 2-1 yesterday. jordan zimmerman went 6 1/3. striking out five, only walking one. he made one mistake, a hanging breaking ball to vladimir guerrero that was crushed for a two-run home run. that's all they needed as they won 2-1. they travel to milwaukee for a three-game set against the brewers tonight. gas prices are continuing their downward spiral to start the week. nationally prices are down 10 a developing story in pakistan as authorities say 10 to 15 taliban militants are still inside a naval aviation base after they ambushed it. at least 12 people have been killed as up to 20 militants stormed the base. pakistani police say the attackers burst into the base with guns and grenades and witnesses reported at least 10 explosions within the compound. the taliban took credit saying this was to avenge the killing of innocent civilians, including this past month's raid on osama bin laden's compound. for the first time since november, two american hikers held in iran were allowed to call home. shane bauer and josh fattal staged a 17-day hunger strike after iranians kept them from receiving letters. their mothers say they were happy to hear their son's voices and they sound okay. iran has detained the two since july 2009. sarah shourd was also taken into custody with them but has been out on bail several months. the hikers pled not guilty to charges of spying. they were supposed to stand trial earlier this month but it was abruptly postponed without reason >> president obama is in ireland this morning to learn more about his family's roots. the president and first lady just arrived at the irish president's residence where they will talk about foreign affairs. they will soon travel to moneygal a small village where his maternal great, great, great grandfather whether jared loughner is mentally competent to stand trial. pete williams reports just how important that decision will be. >> reporter: it could be the single most important court hearing for jared loughner, accused of killing six people and wounding 13 others in a tucson parking lot in january at a meet and greet event hosted by congresswoman gabrielle giffords. his own lawyers described him as gravely mentally ill. now, after five weeks of psychiatric evaluation at a federal prison hospital in missouri, both his lawyers and prosecutors concluded he's mentally unfit to stand trial. if the judge agrees, the court proceedings against him would stop without a trial. >> the defendant can't be railroaded. he has to participate in the proceedings. if as a result of a mental disease or defect he's not able to do that, then the proceedings cannot continue. >> reporter: if he is declared mentally unfit to stand trial he would go to a prison hospital for treatment. if he later improved he could be brought back to court and put on trial. if he didn't get better he would stay in the prison hospital and not be released. >> it's happened before. russell westin is still in the prison hospital today, never put on trial for running into the u.s. capitol building 13 years ago and killing two policemen. his attack prompted congress to build a $600 million visitors center where tourists are screened through metal detectors. a declaration of mentally unfit from trial is different from not guilty by reason of insanity. that's a verdict that follows a trial as in the case of john hinkley jr., who shot president reagan. but a finding that jared loughner is mentally unfit would mean no trial in tucson for now d perhaps forever. pete williams, nbc news, washington. tom? >> a jerry, thank you. 5:23. small children could be danned from the dog parks in arlington county. the county's park department is considering a proposal to ban children under the age of 8 in any of its dog parks. those in favor of the small children ban say it will help protect kids from large dogs. those against it say there have been no reports of any child being hurt in any of the parks. the department does not have a deadline on when it will make this decision. this week metro will begin discussions to change station names or make them more dimple simple. you can suggest names for your favorite station. metro hopes to have names reflect areas where they stop. like tinly town or union station. changing station names would require 2,600 new signs and new maps. no word which stations might get the new names or when. friday, the sequel to the smash hit the movie hang over. a pending lawsuit against the movie's producers. nbc's kerry sanders explains. >> reporter: mike tyson, the one-time heavyweight champ of the world, perhaps is well-known these days as the guy with that tattoo on his face. a tattoo that shows up in the upcoming movie, hang over2. it's not the ink on tyson but rather that guy in this is a real tattoo that's the center of controversy. the artist who said he created the original tattoo is now suing the movie producer for copyright infringement. artist whittmill said his design is one of the most distinctive in the nation. and mr. tyson agreed mr. whittmill would own the artwork and thus the copyright. warner brothers pirated the tattoo and it is not only central to the story line of the movie but a big part of the movie's promotion. the artist said he wants an injunction preventing the release and he's an award of monetary damage sufficient to compensate for the injuries suffered. warner brothers response, in 149-page filing, the movie's lawyers days before the national release on 7,000 screens would be devastating. tyson and his tattoo were in the first movie and warner brothers said the artist never objected over the past two years to the use of his tattoo in the first hangover movie. facial tattoos were first inked on warrior's faces centuries ago. this lawsuit raises a new question. when is artwork on the body copyrighted. >> u.s. copyright law clearly protects works of art, specifically pictorial and graphic works. a looks like a bomb went off. that's how one person describes joplin, missouri after a powerful tornado tore through the town. that is a hospital. windows completely shattered by the storm. right now the death toll from that twister stands at 24 but officials fear that number will almost certainly climb. if you take a look at the destruction there, you can imagine that number will probably double at least as the day progresses. there have been stories of survival but just terrible situation out there. let's take a look at what it looks like right here. 64 degrees. daylight. you can see the miss and the haze. a humid, wet day. >> well, it is certainly humid. you'll notice we have probably the highest humidity in the air we have had for the spring so far. it's going to be feeling like a steamy, summer-like day later. radar picking up a few showers on the eastern shore. a little thunder and lightning. they're heading off to the east. temperatures under the cloud cover in the low to mid-60s around the shenandoah valley and the blue ridge. montgomery, fairfax, arlington and prince george's counties it's now 66 at reagan national. near the bay, near 70. eastern shore in the 60s. new video of that deadly tornado. kimberly, good morning >> reporter: good morning, eun. people who make a hobby and sometimes a living off chasing tornados. in the video you're about to see, two storm chasers way too close to the twister in joplin, missouri start to panic. they gave you an idea of the size and power of this storm. >> oh, gosh. that is a monster tornado. get back up and go to that road back there. >> i'm off the road. >> this is bad. oh, my gosh. this is awful. >> i don't know what that was. >> look at that. that is destroyed, completely. >> this twister caused a six-mile path right through town between half and three-quarters wide. that's about the width from the washington monument to the link on memorial. a tornado in a wide. 10% of the town took a direct hit, including the local hospital. most of the windows of the hospital were blown out. people living in the area say it looks like a war zone. you should note joplin's population is 50,000 people. 5:34. many people still unaccounted for. again, 30 people killed by this tornado as the sun rises and the rescue and recovery operation continue, that number is expected to tkproefplt eun, back to you in breaking news in fairfax county. that's where emergency crews are on the scene of a deadly automobile crash on route 50 and prosperity drive. megan mcgrath is live at the scene. good morning, megan. >> reporter: good morning. that accident happened earlier this morning. we're also on the scene here of a very deadly accident just up the road a little ways. take a look at the car behind me, the suv laying on its roof. picket road is closed between colonial avenue and matthew drive in fairfax city because of this deadly accident. it was 1:30 in the morning when folks working in the area heard the sound of a crash. they weren't exactly sure where it happened. they just heard this loud noise and called 911. emergency crews came to the scene. they started to drive around. that's when they discovered this suv on its roof here on the median strip. what we're told is that there were two people inside this vehicle. they are brothers. they were brothers. they believe the driver is the one who died. a 23-year-old man. the 20-year-old passenger, the driver's brother, was transported to the hospital. we're told that he has nonlife threatening injuries. now, it's not exactly clear what happened here. they were traveling southbound on picket road when, for whatever reason, the driver lost control. they clipped two trees in the median, and then rolled the vehicle over several times. the person who was killed was actually ejected from the suv. all still under investigation. they're hoping to reopen picket road within the next hour or so. we're going to have to wait and see in terms of that. of course the investigation continues into why the driver lost control. it's a single vehicle accident, just the one car and the two people involved. joe, back to you. >> megan mcgrath reporting live. megan, thanks very much. in the day ahead, prince george's county will announce a major expansion at the washington harbor. they will add a new outlet center there. tracee wilkins is live with details. good morning, tracee. >> reporter: good morning, joe. this is big news for folks who live in prince george's county, used to making day trips either into virginia or arundel county to do their shopping. they will have an estimated 80 outlet stores coming to the national harbor. a spokesperson confirms a deal has been reached to build a 350,000 square foot building off the beltway as part of the national harbor complex. peterson companies which opened washington harbor in 2008, and tanager is expected to fill the space with high-end brand-name outlet stores. it's been in the outlet business for 30 years. it has relationships with stores like saks fifth avenue, brooks brother, neiman marcus. now, the official announcement is supposed to happen in las vegas at the international council of shopping centers. if all goes according to planned, this outlet center could be up and running by 2013. live this morning in prince george's county. back to you in the studio. airport shut down because of dark skies and fears that ash could damage airplane engines. europe's entire airspace had to close for a week last year, you'll recall, when another volcano in iceland erupted. heavy falling ash is making it difficult to see road markings and farmers are work to go save their livestock. police are urging people to stay inside. that's very dangerous. >> really. we eight dog parks. fairfax county has a similar ban. those in favor of the ban say it will help protect kids from large dogs. those against it say there have been no reports of any children being hurt. the department does not have a deadline on when it will make its decision. according to the washington examiner, the transit agency will review its naming policy this week. it's also taking suggestions to rename some stations. right now station names should have no more than 19 characters apparently or 13 characters for transfer stations. stops like woodly park zoo adams morgan violate that rule many they can also be a bit of a mouthful for metro operators and news anchors to announce. no word yet which might get the new names or when that would happen. thousands of students are achieving a major milestone this spring. graduation from college. but for sioux meck, getting handed a diploma signifies odds. but for sue meck two decades ago she suffered an injury that wiped out all her memory. she's sharing her story in hopes of helping others. darcy spencer has more on her remarkable story. ♪ >> reporter: sue meck plays the drums inside her gaithersburg home. she received her associates degree in music at montgomery college. >> great day. it's a great feeling. >> reporter: you have to go back two decades when a ceiling fan fell on her head. >> when i woke up a week later i didn't have any memories of my life prior to that time. >> reporter: she was 22 years old with a husband and two boys. because of her amnesia they were suddenly strangers. everything was new. >> i didn't know how to count. i didn't know how to read. i didn't know how to dress. i didn't know how to eat. i didn't know how to do anything. >> reporter: after years of getting reacquainted with her family and recreating a new life with them she went back to college. >> susan meck, with honors. >> reporter: she walked across the stage on friday after four years of study. >> i feel, you know, kind of proud of myself. again, i've had so much encouragement from so many people. >> reporter: receiving this degree has helped her regain confidence. >> i did it. i went to college. that's huge to me. >> reporter: meck says she doesn't look too far in the future. she lives more in the moment. but she does know her college days are not over. >> i'm going to be starting at smith college in the fall and we'll see what happens from there. >> reporter: darcy sppbser spencer, news 4 today. >> meck says her brain injury is very similar to what some of your troops are suffered while serving in iraq and afghanistan. she says she hopes she can help them understand and deal with those life-changing injuries. recent college graduates get used to living on the cheap. a report from rutgers reports the median salary for '09 and 2010 graduates was around $20,000 a year. compare that with earnings of those who graduated before the recession, which was $30,000 per year. and researchers say it doesn't look like it's going to improve soon. the report says this trend of lower pay and past graduates might continue throughout their careers. >> i made a whole lot less than that when i
