breaking news in decision 2012. multiple sources tell nbc news that mitt romney will name wisconsin congressman paul ryan as his running mate this morning. romney announced that he would reveal his pick for vp at 9:00 this morning in norfolk, virginia, his first stop on a four-day bus tour. the running mate announcement will be made at the nauticus museum which is home to the "uss wisconsin" another hint that romney will pick ryan. the 42-year-old house republican is serving his seventh term in congress. he has a strong fiscal background and serves as the chairman of the house budget committee. in that role, he offered a budget plan in 2011 called the path to prosperity aimed at significantly put k lly cutting deficit. it changes the medicare system to a voucher system. >> this could make the ryan plan a centerpiece and it's had mixed results. there were a couple of special elections in house races where the medicare plan, ryan's plan, was the reason that republicans lost the seat. with ryan as a pick, there's a sense of enthusiasm in the base of the party. you have a young leading figure in the party. that was lacking as well. for mitt romney, this is risk. and it's risk that he probably needed to exert. >> republican strategists say ryan could also bridge the gap between the gop establishment and tea party conservatives who have yet to fully embrace romney. >> as we mentioned the announcement kicks off a four-day, four-state bus tour for romney after holding the rally with ryan in norfolk, the new republican ticket will make their way to ashland just outside of richmond, then around 4:00 this afternoon, they'll hold a rally in manassas, but they won't be the only bus on the road. rolling just ahead of romney and ryan will be this bus created by the democratic national comm committee. the slogan for their trip, romney-economics, the middle class under the bus. the bus will head to the same battleground states planned for romney's tour, north carolina, florida and ohio. >> meanwhile, no reaction from the white house on today's announcement. president obama heads to chicago later today to hold some high price fund-raisers on sunday. he's scheduled to attend four separate fund-raisers including one at the family's chicago home. that one will cost $40,000 per attendee. the president joined the muslim community last night for the annual ethtar dinner, that marks the month of ramadan t holiest month in the muslim calendar. he talked about the sikh temple shooting saying that no american should have to fear for their safety because of everybody wanted, but still nearly eight inches behind for rainfall for the year. even rain on a saturday still have to be tolerated, at least a little bit because it's so dry across the area. the good news is the second half of your weekend is looking noticeably drier than the first half. that being said, the first half might be a little soggy for you down into southern maryland. if you are the forecast this weekend. you folks north and west of town will have a lot more sunshine and many more dry hours where from washington southbound into southern maryland could be on the soggy side. there's rain drops moving through annapolis. a rumble of thunder could be heard across charles county and cal vert county. these are aiming right into southern maryland. if you are living in st. mary's county and it is not raining now, it will be raining shortly. back of the blue ridge, most of the moing east of the mountness you folks from winchester a noticeably drier day for. you kind of wet to get you started but gradually the rain drops leave north and west and the rain drops sneak their way out of southern maryland as well. there will be a drying trend through the weekend but if you're headed on out to the beaches a noticeably cloudier weekend at the coast line for the weekend than we'll have around here. sunshine returns by tomorrow afternoon. looks like we'll get off to the who robbed a d.c. superior court judge at gunpoint. two men with guns came up behind judge ronna beck. they had just left the tennis tournament in rock creek park. the robbers took off with purses, wallets, about 100 bucks in cash and the keys to a lexus. longtime residents say the area's typically a quiet neighborhood. >> police patrol. you know, we don't want judges being held at gunpoint. >> beck was the judge who oversaw the south capitol street murders trial. no one was hurt in the robbery. new today investigators are looking into possible corruption involving the d.c. lottery. "the washington post" reports the fbi and the u.s. attorney's office are looking into the bidding process in the district's $228 million lottery contract. in 2009 the office of the chief financial officer awarded the contract to a multinational lottery firm called intralot. that firm then subcontracted to a local firm. at the time there was controversy because the d.c. council rejected the first bid. a gaithersburg woman is recovering this morning after a swarm of bats attacked her in her own neighborhood. dina knolls received six rabies shots yesterday. she was just walking her dogs when the bats swooped down and attacked her. in an exclusive interview, she talked to news 4 about the terrifying moment. >> there was probably like five of them or so and they were acting really aggressively. so you know, i was really nervous. especially with the dogs. so i felt, you know, i got hit in the back. i was just like instant pain. it was like kind of a sharp stabbing pain. >> doctors say noels will be okay in a couple of days. she'll still walk the dogs at night but probably take them earlier in the evening to avoid another attack. members of the mount pleasant baptist church say they will rebuild their church that was destroyed by fire. around 4:30 yesterday morning the fire spread through the church on lee highway. when firefighters arrived they found flames shooting through the roof. no one was inside at the time. the inside of the church had extensive smoke and water damage but two bibles inside remained intact. church members are calling that divine intervention. >> the firemen came out and said, here is your bible, they were able to save the bible off a table. >> this is our community church and all of us feel, you know, it's not a total loss, rematch from 2008. brazil dominated the matchup taking home the gold medal. today tae kwon do match wraps up in london. but i learned some of the techniques. she won the gold in tae kwon do but can will stick around longer the farther east and south you go. annapolis, st. mary's county, out towards the beaches more cloud cover lingering longer there today. back out to the west of i-81 sunshine will be appearing even earlier. first thing this morning the roadways are wet around town. most of the rain down across southern parts of anne arundel county. chesapeake beach, shadyside, diehl, then down around i-95 quantico down through fredericksburg, stafford, all the way to the richmond area, another little batch of rain getting into southern virginia, that may travel east of the mountains and grace southern maryland and the southern suburbs of washington in the next six to seven hours. not a lot of sunshine unless you go back to the west. later today the cold front just down to the south should turn most of the rain off but again down around the lower parts of southern maryland and the eastern shore clouds and shower chances will linger much, much longer there today than out to the west. everybody gets a taste of sunshine back to finish off the second half of your weekend. heading down to the beach, the best day to get there. showery weather tapers off tomorrow. but again the further east you go down to the beaches, could be a cloudy affair this weekend. around town mostly cloudy, rain likely here this morning. rain mainly to the south and east of town by later on today. then overnight tonight showers gradually coming to an end, lows in the 60s. then for tomorrow a noticeably nicer day. highs staying in the 80s tomorrow. drier than today but no superhot stuff until we get into the early parts of next week. 93 tuesday. another weather front that could bring in rain the second half of tuesday, then to wednesday. kind of typical for mid-august weather after to love some good old new york drama. one team is looking to defend their super bowl title, the other have a quarterback controversy brewing. the jets have mark sanchez as their starter but most believe he's just a mistake away from being replaced by tim tebow. tebow making his debut against the bengals. it was a rough one. after a three and out for the offense, conley in to punt for the jets. here come the bengals busting loose. cedric pearman recovers it in the end zone. they take the lead and go on to win this one 17-6. tebow finished 4 for 8 for 27 yards and 1 touchdown. and we might as well go check out the super bowl champ new york giants. they were down in jacksonville taking on the jags. eli manning wastes no time, finds victor cruz in this one. gets the first down. check out that y-a-c, yards after the catch. giants led by as many as 17, but here come the jags. jags going for two and the win. palmer to vilma. and the jags pull out the late upset. and they win 2012 this morning. in just a few hours mitt romney will have a running mate. nbc news has learned he'll choose paul ryan as his choice. >> he starts off a four-day tour through critical swing states. steve handelsman has more on the big announcement. good morning. >> reporter: if you're tired of the personal attack ads and the petty politics of 2012, you might welcome paul ryan to this presidential campaign. even democrats up here on capitol hill who hate his fiscal proposals say ryan is a big thinker about big ideas. republican sources tell nbc news this is the team, the 2012 republican ticket. congressman paul ryan campaigned with mitt romney in april in wisconsin, ryan's home state. >> the next president of the unite, governor mitt romney. >> reporter: romney, sources say, will introduce ryan in virginia this morning. he's a self-described republican young gun, a staunch fiscal conservative, charismatic and energetic. as chair of the house budget committee, ryan proposed a tax and spending plan that would cut so deeply even some republicans including romney didn't buy it. a plan to turn medicare into a private voucher program that analysts say would raise what we pay for health care as it cuts government costs. and the ryan plan would lower the tax rate on the wealthy. >> you need really spending cuts and real spending controls going forward so we can road test a four-day bus trip starting today in virginia. live from washington, i'm steve handelsman reporting. all right, steve, thank you very much. steve talked a little bit about that bus trip. mitt romney and paul ryan kick off a multi-state bus tour today as the two will campaign for the first time as a presidential ticket. but democratic leaders will be one step ahead with a message of their own. news 4's melissa mollet explains. >> reporter: this bus will be on the same route. the message is from the democratic national committee that the republican is throwing the middle class under the bus. the tour bus is wrapped with white right wriing and the image of a road. in one lane it says tax cuts for the rich. in the other tax hikes for the middle class. the tour is called the romney economics, the middle class under the bus. it starts here in alexandria. though this bus will run a day ahead of mitt romney, the tour will last four days and copy his weekend stops in virginia, north carolina, florida, and ohio. >> we don't want to directly confront his events. he deserves an opportunity to have his say when he has his events, but we're going to make sure that we get our message out as well. >> reporter: on board officials with the democratic national committee and at the stops dnc chair debbie wasserman schultz, lawmakers from the state romney used to govern, house has not responded to romney's vp pick. president obama will travel to chicago for a weekend packed with fund-raiser. the president will attend four separate fund-raisers tomorrow, including one at the family's chicago home. the price tag for that one, $40,000 per attendee. he'll also attend three other fund-raisers at private homes, each costing thousands of dollars per person. stay with weekend. they just won't be here at the front of it. outside now cloudy skies. the rain has tapered back just a touch first thing in washington. but there's still rain down across into southern maryland. current temperatures are in the 60s to near 70. storm 4 radar here shows that we do have a chance for showers. southern maryland especially. even a couple rumbles of thunder now. not too far from california and st. mary's college and southern maryland. look for a couple rumbles this morning. rain crossing over to the chesapeake bay bridge heading out to the eastern shore. and more rain out towards charlottesville and to the west of fredericksburg. we'll continue with showers here this morning, get a break, then a chance for a little bit more rain later today. rain chances will remain the highest to the east and the south of washington. basically the i-95 corridor south and eastbound, more rain this weekend back out to the west less rain this eked. we'll break it down more carefully in a few minutes. for now back to you. >> now to breaking news in india. rescuers are on the scene of a bus crash that killed at least 39 people. police say the driver lost control of the bus at a sharp bend on a mountain road in northern india. the bus plunged more than 300 feet into a gorge. police say the bus was crowded at the time and the death toll could rise. a traffic alert for drivers in northern virginia. the east and westbound ramps from i-66 to southbound fairfax county parkway are closed for pave. the southbound fairfax county parkway is down to one lane between fair lake circle and the route 29 interchange. drivers may want to avoid the area altogether. the roads will reopen for the morning rush on monday. just a couple of days left in the 2012 olympics but there are still plenty of big events on the calendar. the u.s. will look to add to their medal count in a few different sports. news 4's zachary quiche joins us in the studio with more on that. >> good burroughs continued his dominance on the mat collecting a gold for america. burroughing won in the final seconds capturing the gold to win his 48th straight match. he has a chance to keep the streak alive. he says he's going to compete in the 2016 games in rio. in our area continues to produce over in london bringing home medal after medal. alexandria native terence jennings taking part in tae kwon do. jennings in red trail brad ilian then jennings delivered a kick to the head. check that out, which gave him the win and the bronze medal. after the match, he talked to news 4's dan hellie about the thrill of winning an olympic medal. >> a little bit of just disbelief. once they put it around my neck, that's when it hit me and i smiled. it's real now. so it's a big deal for me. just to >> a little bit shower activity first thing them, then a break and then we may have to contend with more shower chances later on today. but on the whole most of your weekend will be usable for outdoor activities but you just can't guarantee that it will all be the best possible. the good news is the grass is wet this morning. so a lot of people planning on mowing the lawn, you don't have to do that now because the grass is too wet to cut. cut it tomorrow. it will be a better day for lawn mowing tomorrow than today anyway. outside on your saturday morning off to a cloudy start. the rain drops have ended in washington at least for now although i'm not 100% sure that we're done with rain chances for the day yet. it will bolster my opinion for why i think the rain chances are not yet done. for now the sun is just coming up. temperatures hovering at 71 degrees. winds southwesterly at 5 miles an hour. not expecting much of a breeze for today. southerly winds ahead of a weather front that will gradually turn the raindrops off from west to east during the course of the day. current temperature now 68 in hagerstown, 70 in leesburg and ashburn. and 71 degrees in capital heights and district heights. here's your saturday planner, cloudy with lingering rain drops the front half of the day. as we go through the day, the day will trend to be drier and drier, but with a little sunshine and enough moisture around we might be able to cook up a few more afternoon showers chances. first thing this morning, there's the light rain now south of washington and east of washington and in to parts of southern maryland. that's where the rain will be the steadiest and probably last the longest for you folks in southern maryland. raindrops leaving the city of annapolis. but more rain coming through fredericksburg this morning. that's all headed into charles county, brandywine be on the lookout for more rain drops coming your way. then a break in the action. these showers are primarily heading for southern maryland today. you folks down into st. mary's county probably not going to see a whole lot of sunshine whereas if you go out towards martinsburg, west virginia, you will probably get sunshine back fairly shortly. a showery start today as the front slips farther to the south that will allow more and more dry air to come on in. if you're headed down to the beaches for today, not the best beach day for tomorrow. tomorrow promises to be a touch better, but all the way at the beaches it does look like the clouds and the rain chances will linger through most if not all of the weekend. around here today, plenty of clouds here this morning, rain showers likely this morning. then rain primarily to the east and the south of i-95 by later this afternoon. tomorrow promises to be the better outdoor weather day. more sunshine, warmer, drier tomorrow. chance of a few showers still mainly to the south of town on your sunday. but even then won't be a washout. the all-important seven-day day forecast. most of that chance is in the front half of the day. most of us, if not all of us, will be dry tomorrow. and turning a little bit toastier as we head into the monday/tuesday time frame. keep that in mind. we're not completely done with summer. but we may be done with the 98s and 99s. >> that's when you test out the tan suit. >> i won't be able to wear it much after labor day. what is it tan after labor day? wisconsin congressman paul ryan as his running mate at a rally in norfolk. the announcement will be made at the nauticus museum with the "uss wisconsin" as a backdrop. p ryan is expected to join romney on a bus tour through four swing states. president obama is set for a whirlwind of fund-raising. he's set to go to four different fund-raisers tomorrow including one held at his home. they're expected to raise millions as some of them cost as much as $40,000 a person. from american politics to team usa with two days of events left the u.s. will end the games with the most medals and the most gold medals. right now the u.s. has 41 gold with china in second at 37 and the u.s. leading china by 13 total medals 94-81. this is the fifth consecutive summer games the u.s. has led the total temperatures in the upper 60s and low 70s right now. there are showers moving back into the city of washington here. raining on the western side of the capital beltway right now. and pretty soon those will be migrating into prince george's county. if you are making the trip out this morning, rain drops aplenty. down into st. mary's county, you'll probably be stuck in the rain chances for much of the day as our northern and western viewers from hagerstown to martinsburg not as much of a rain threat for today. everyone is cloudy this morning. showers will linger longest to the south and to the east of town. highs today will gradually climb back into the mid and upper 80s. just a little bit of cloud cover left over by this afternoon. even though it's not going to rain all day long, still a good day to watch the olympics. see you in a few. >> right now police on both coasts are working to figure out who killed a maryland man in southern california. the body of 45-year-old dwight henley turned up in an suv in southern california back in may. he'd been beaten to death. investigators from the los angeles county sheriff's department are in maryland, and they're trying to find out why henry was in california in first place. his family is pleading for anyone who talked to henley before his death to come forward. >> he didn't ask people for anything. all he did was gave, just give him peace. let him rest in peace. >> dwight henley ri was popular in the local socky community. investigators are turning to his fellow athletes to see if they know anything. >> this morning police are looking for the men who robbed a d.c. superior court judge at gunpoint. two men with guns came up behind judge ronna beck. they had just left the tennis tournament in rock creek park. the robbers took off with purses, wallets, about 100 bucks in cash and the keys to a lexus. peck was the judge who oversaw the capital street murder trial. no one was hurt in the robbery. sflanchts new exhibit hope opens today. the exhibit is called still standing, still free. at the pentagon. it helps mark 11 years since the deadly attacks. it features photographs from local photographers and even includes some never-before-seen pictures of the attacks. the exhibit is free and runs through the middle of september. members of a northern virginia church say they will rebuild their church after a fire destroyed it. the historic baptist church went up in flames. that fire caused extensive smoke and water damage. no one was inside the church at the time but two bibles remained intact. some are calling that divine intervention. still no word on what sparked that fire. a gaithersburg woman is on the mend after bats attacked her after she was walking her dog. dina noels said she needed six rabies shots. she was walking her dogs when a swarm of bats swooped down and she says attacked her. doctors say knolls will be okay. >> i could never imagine. i don't know what i'd do. >> the time is no telescope or anything? >> all you have to do is look up. it won't be terribly hard, but the problem may be cloud cover. because two things that can really interview with meteor shower viewing are clouds and, of course, light pollution. i've got two strikes against me. i live in the city and we've got cloud cover. i am probably not going to get to see any. >> maybe 2126. >> i think so. we might get to see them sooner than that if we're lucky. if you look up now, all you will see are clouds and, for some folks, mother nature you in the eye with a raindrop or two first thing this morning. outside as you look live over washington, a little sliver or two of sunshine trying to sneak its way through the pretty thick deck of clouds we have in place. the sunshine will gradually win out later on this afternoon, but for now, not a whole lot of sun this morning. 71 now in reagan national airport, humidity at 90%, winds out of the southwest at 5 miles per hour. temperatures mostly hovering right near the 70-degree mark but out to our north and west and out to the west and south. 68 in culpepper this morning. so your saturday shower chances are confined primarily to the front part of the day except for you folks in southern maryland. down into st. mary's county more chances for rain lingering much further into the day. showers primarily south and east of town. you can see it on doppler, steadier moderate rain showers moving into parts of southern charles county, northern st. mary's county. you folks in culver county, those are coming your direction as well. some rumbles are being heard across southern st. mary's county and more rain back down to the south and west. the trajectory of the rain drops is to take it mostly across southern maryland and the further west you live, the sooner the dry air will make its way into your area. low pressure up here in the great lakes, that's what's driving this whole storm system to the east. as it pulls away, it will drag this cold front through. it will take most of the day to get the front down to southern maryland where it will ease its way down to the coast line. everyone will get more sunshine to tomorrow than today although the possibility of a shower or two in southern maryland tomorrow. if you are headed out to the beaches, not the best beach weather today. tomorrow gets better and improving still as you get into monday. around town today mostly cloudy this morning with some rain drops around on the front half of the day. pm rain showers mainly to the south and the southeast of town. bluer skies and drier air should allow for a nicer day. if you're headed to the beaches you may have cloud cover to deal with. tomorrow will be the pick of the litter for sure. back up to 90 on monday and low 90s tuesday with another chance for needed rain showers. you can stay ahead of the weather by following me on twitter @chuckbell4. facebook out to radar images and things like that to keep you posted of where the showers are. >> i like the flight graphic you posted earlier this week. very nice. the time right now, nine minutes away from the 7:00 hour. next, where and when you can find dining deals at some of the most popular restaurants in the district. in case you missed it, the nats won last night and beat the arizona diamond backs 9-1. they go for seven wins in a row tonight. whether you live in maryland or virginia there's likely a county fair for you to go to this weekend. the montgomery county agriculture fair opens at 10:00 a.m. you'll find demolition derbies, tractor pulls, carnival rides and games at the montgomery county fairgrounds through next saturday. the 63rd annual prince william county fair is also open. that fair opens at noon at the prince william county fairgrounds just outside manassas. and the fair culminates with a monster truck show next saturday. d.c. is becoming a popular destination for celebrity chefs. starting monday you can get a little taste of some of the amazing restaurants in town you've been waiting to try. jim hanly and fresh fm's kelly co-lass has more on the week. >> you grew up in washington, i've been here for year. we know this is a big deal in the summer, what is restaurant week all about?
