into new england. could get damaging winds and hail from thunderstorms late this afternoon and into early this evening before that, upper 80s to near 90. more of the same tomorrow, but diminished chance of afternoon storms, small chance as well on saturday and sunday. ashley, how is the thursday morning traffic? >> we are starting off with a big issue. in the overnight hours we had a serious accident that occurred on 5301 headed eastbound. all eastbound lanes are shut down at badeel drive. here is the pace along route 50 approaching the chesapeake bay bridge no trouble spots there. eastbound route 50 is going to be blocked. east bound 5301, i should stress. all eastbound drivers are forced off on to route 2. other places are quiet. 66, dulles toll road, 50, greenway, looking good out of virginia. good shape there, but 50 eastbound shut down. back to you. >> thank you very much. you may want to plan extra time for your commute if you take new york avenue into work. crews are still working to repair that road after yesterday's water main break. the water main burst at about 3:00 a.m. in the morning. fixing it has been difficult because of gas and electric lines in the area. about 60,000 vehicles a day use that portion of new york avenue to get in and out of the district. a 16-year-old girl is dead several days after being shot in the head in greenbelt, maryland. the shooting happened on cherry wood lane before 8:00 p.m. on memorial day. police have not released her name. more witnesses are taking the stand in the trial of three men accused of covering up the murder of robert wone. prosecutors are trying to prove dylan price, victor ward and victor zaborsky committed the crime. yesterday sarah morgan testified that all the men seemed to get along with wone. she also brought up the possibility of an intruder said house mates had been known to leave doors open in the past. police in fairfax county need your help to figure out who shot at a couple of school buses as well as a car at a county high school. they say the vehicles were parked behind oakton high school on sutton road when they were vandalized. somebody appeared to shoot the windows out of the buses and the honda civic with a bb gun. they believe the same person may have shattered the window of an suv when it was stopped at a traffic light on tuesday. >> senator richard lugar's wife has pled guilty to drunken driving. charlene lugar was arrested last november after she crashed into a parked car. she registered a 0.11 on the breathalyzer. for the next year lugar is only allowed to drive to volunteer work, alcohol safety classes and only during the day. let's take a live picture right now of bp's camera on the sea floor of the gulf of mexico. right now crews are getting ready to use a giant pair of sheers to finish cutting that leaking pipe. engineers hope to get a clean cut later today so the cap can have the best fit possible to start capturing the oil. the slick continues the two people who are believed to have disappeared in the river on monday. family members say olga gaspar and emily arotinko were swept away by strong river currents. a warning to drivers in arlington county this morning, in less than two weeks the red light cameras that were turned off five years ago will be turned back on. craig melvin has the details. >> reporter: arlington county police say they are bringing back red light cameras to prevent accidents like these. they provided this video. >> most people know someone that's been involved in a car accident. and many car accidents happen in intersections. >> reporter: so the county is installing new cameras at four intersections. this one at lee highway and north line a few feet away from the old one. here's a look at the one at lee and washington. workers started laying the foundation at north gray and fairfax. all four cameras will go active at 12:00 a.m. june 12th. >> i'm not a big fan at all. it's good for safety, but i mean, it's not going to -- it's going to get a few more tickets, and it's a great way for the county to get more money. >> reporter: not true says arlington county police. >> what we're the cameras go online. >> citizens will receive a warning violation so they realize what they've done and can hopefully change their behavior. >> reporter: the grace period will last 30 days and most drivers we met seem okay with the idea. >> i think it's probably a good thing. i drive this every night, and i see people running -- particularly this left turn light all the time. if they're running the light, they should get tickets. >> reporter: craig melvin, news 4 today. in six months, arlington county police will look at whether the red light cameras are working. that's when they could decide to move them, or they could decide to add more. after that grace period, drivers who are caught will be fined $50s. this morning teachers are showing up to work with a new deal and more money in their pocket. a new contract was passed on more than 1,000 votes it includes a 20% bump in pay over five years. the teacher also also get an 11% retroactive payment for the last two school years. the average teacher's salary would go to about $81,000 a year. the d.c. school leaders say they're happy with the teachers vote. >> we are absolutely thrilled. we think this is a wonderful contract for teachers. but also for kids and schools across the city. we think it's unprecedented in terms of the recognition and the rewards it will give teachers. >> the contract still needs to be approved by the d.c. council. there is controversy brewing over costco's plan to build a new gas station and store in wheaton. they want to spur economic development with the new store. residents around that area have been putting up with traffic for years, now they're worried about air pollution and noise. >> i'm against it because it will bring that many more people in here. there are concerns about the residue and air pollution and stuff like that coming from it. >> residents say they wouldn't object to costco if gas pumps could be put on busy veersville road, but there are already 14 gas stations in the area. some indicators point to the economy making a slow turn for the better. president obama says the economy is getting stronger by the day. but for those still looking for a job, tracie was once charged with killing an american teenager in aruba is now being sought for killing a woman in peru. >> peruvian police are on the lookout for joran van der sloot in connection witthe murder of 21-year-old woman in lima. >> reporter: joran van der sloot is being sought in the sunday killing of stephanie flores at a hotel in peru, the same joran van der sloot who was previously arrested in the 2005 disappearance of natalie holloway. the peruvian girl's father said van der sloot appeared in a video with his daughter at a lima hotel on sunday. police believe she was killed in a hotel room at about 8:00 a.m. that morning after a struggle. >> translator: this is the murder of my daughter. we have information this is not the first crime he committed. in 2005 he committed another crime in aruba and the bodice appeared. but i think now with the evidence of what happened with my daughter, we can prevent this murderer from killing more people. >> reporter: immigration authorities told nbc news they believe van der sloot left peru on monday, flores's thought said van der sloot was traveling to chile. peruvian police they are trying to confirm van der sloot's identity with the dutch embassy. van der sloot was twice arrested in connection with the disappearance of holloway but was released for lack of evidence. holloway disappeared on a high school graduation trip in aruba and her body has never been found. chris clacken, nbc news. natalie holloway's mother spent years trying to keep the case of the birmingham teenager active, but the family says it has no comment on this new case. metro says it is bringing in an expert to help keep its escalators from breaking down. metro says a consultant is expected to spend several weeks assessing the problems. the transit agency says that there have been continuous issues with escalators and even the elevator. the problems are at the woodley park, bethesda, dupont circle and foggy bottom station. metro has 588 escalators and 270 along 5301, the issue is bay dale drive. serious accident investigation continues at this hour. it's now causing did he plays, eastbound traffic is stopped at route 2 for 50, that's causing delays to stack up near the seven river bridge. not as lengthy as the picture implies there. elsewhere dealing with accident activity across the 14th street bridge inbound, along the right side. also still dealing with the issue on new york avenue headed outbound at west virginia/montana, the broken water main. the roadway is still under repair, so you are doing the half circle again outbound. more on that breaking new now out of anne arundel county, a state highway worker has been killed while working in annapolis overnight it happened near route 50 and bay dale drive. megan mcgrath joins us on the phone with more on this story. what happened? >> good morning. what we are being told by police is that the person who was killed is a subcontractor who was doing some work for the state highway administration on route 50 overnight. so there was a work zone set up, we're told, on route 50 eastbound just before exit 28. that's bay dale drive. apparently there was a tractor trailer that was traveling through the area and struck this individual in that work zone. and the worker was killed. we're not exactly sure what kind of work was being done. all we know is the person who was killed is a subcontractor for the state highway administration and was out there overnight. so early this morning in the darkness performing this work. a dangerous situation. we don't know, however, who is at fault in this accident. but it is a fatal accident. in terms of the traffic impact, eastbound route 50 is closed at this point. that may continue to be the case at least through the early part of the rush hour. the accident reconstruction team is doing their work. traffic is being detoured at the route 2/450 exit, at route 50ing, you can only go as far as route 2 450, and will you have to we've on some of the back roads for a time before you jump back on 50 east it is not effecting traffic on the westbound side of 50. we're not sure how long police will be out there or the closure will be in place. we're not sure exactly what happened, who was at fault and how this tractor trailer came to hit and kill this individual. back to you. >> megan, thank you very much. we have another traffic alert for you this morning out of northeast washington. your trip out of the district may still be slower than usual along new york avenue. crews are still working to repair yesterday morning's water tolling me here on the scene that they're hoping to have it open by 6:00 a.m. to eastbound traffic. look here at what's happening at montana and new york avenue. we had some serious issues yesterday after a 12-inch water main broke here and caused a major mess with water pouring down new york avenue. but it looks now like they are able to take care of that and get the repairs under way here. and it was a bit of a mess after they actually got into new york avenue and started to do some digging. they found they had lots of gas lines, also electrical lines there around that pipe. so they had to do hand digging and not rely so much on heavy equipment. that's what took so long. they are saying this is about a 70-year-old pipe. they had issues with it last year further down the road. this time it broke at montana and new york avenue. i was told by the contractors here that when they got into the pipe, they found the crack that must have been like 20 inches long. they say it was very difficult for them to get that pipe out and get it repaired. but now they have, as you can see. they are putting down that cold asphalt there. that's part of the last phase of what they need to do here. there's more clean-up they have to do. then they have to get their equipment out of the roadway here. they're hoping that by around 6:00 a.m., new york avenue should be open for traffic, so considers to be torture. senator richard lugar's wife pled guilty to drunken driving. charlene lugar was arrested last november after she crashed into a parked car and sped away. she registered a 0.11 on the breathalyzer. for the next year lugar is only allowed to drive to volunteer work, alcohol safety classes and only during the day. the trial of former illinois governor rod blagojevich is expected to begin today. he's accused of trying to sell president obama's former senate seat along with other corruption charges. rahm emanuel is expected to testify. he was a congressman at the time. the indictment says blagojevich ordered an associate to pressure emmanuel to have his brother raise campaign funds. the associated press reports that emmanuel was subpoenaed by lawyers for blagojevich. today president obama will meet with arizona governor jan brewer in washington. they will discuss border security. tracie potts is live in capitol hill with more on this meeting. given the background and that bill just passed and signed by the governor, you wonder how friendly the meeting will be. >> reporter: it could be interesting. this is unprecedented, he is taking a unilateral meeting with the governor of arizona in the midst of this huge continue versity both nationally and in arizona over immigration. governor brewer is expected to tell the president that her state is under siege, not only because of immigration but also because of drug trafficking at the border. border states like arizona, california, texas having a real tough time dealing with this. president obama has said he believes the new arizona law is misguided, he has got the department of justice here looking at it as to whether it could possibly be illegal, the fact that officer there's can stop someone on the paper and ask for papers ask about their legal status. governor brewer says she wants to focus on federal help, that her state needs more help from the federal government to get those drug traffickers and to get those illegal immigrants out of her state and off the border. president obama already promised 1,200 new national guard troops and others to go to the state but she says of a passing shower. ashley linder, how is the traffic? >> i come bearing good news. as you travel along 5301 headed eastbound, we had all lanes blocked for a significant period of time due to an earlier accident at bay dale drive, right now we are getting by to the right. solid delays from the seven river bridge as a result. traveling around the capital beltway, the headlights on the inner loop doing fine. we have problems out of the district. new york avenue outbound is effected at montana, also the ohio drive closure will effect drivers again today it will effect drivers in the eastbound direction as you go behind the lincoln memorial. if you are traveling along independence, it will cause delays. as for now volume is not a big problem. more on the breaking news concerning route 50 in annapolis a state highway worker was killed while working there overnight this happened on route 50 at bay dale drive. megan mcgraph joins us on the phone with more about this accident. good morning. >> reporter: good morning. yes. this is an accident that involves a subcontractor doing some work for the state highway administration. he was apparently working at 1:00 a.m. on eastbound route 50 when that person was struck by a tractor trailer traveling east. that worker was killed. route 50 is closed in the eastbound direction, but in the last 20 minutes or so, they have been able to open up the shoulder area and get some of the traffic through on the shoulder. what i'm being told is they will try to get a regular lane open on eastbound route 50 in the next 15 minutes or so we still have the accident reconstruction team on the scene. they're still here with equipment and blocking lanes and the like continuing their work that will be the situation for a little while as they continue with their accident reconstruction to piece together what happened here. no word on who was at fault. one person is dead, we're told that individual is a subcontractor for the state highway administration, was doing some kind of work out there on route 50 in the overnight hours. we're not certain was type of work it was. but the -- that person was struck by a tractor trailer and killed. westbound route 50 is not effected. all lanes in the westbound direction are open. however there are extensive backups in the eastbound direction as we came across the old seven river bridge. we looked across to the newer seven river bridge a bit down the river, it was stacked up. the traffic was terrible in that direction. not moving on that bridge at l all. that's quite a bit before the accident itself. this will be a very difficult commute for people headed on route 50 trying to get across the bay bridge it is jam packed in the eastbound direction. i don't know they will get anywhere for a while. they are getting lanes open, but not there yet. >> thank you very much. we have another traffic alert this morning if you are driving through the tysons corner area, you will notice a different traffic pattern on the outer loop of the beltway over loop 123. all four southbound lanes were shifted overnight on to a new bridge. this is what the bridge looked like yesterday before it opened. it's part of the beltway hot lanes project. you can expect more traffic headaches this month when parts of 123 is closed for a weekend while the old bridge is demolished. you may want to add time to your trip if you are taking new york avenue out of the district. yesterday's water main break along new york and montana avenues is causing headaches this morning. tracee wilkins was the first reporter on the scene. she is live there this morning with the latest. good morning. >> reporter: things are coming along on new york avenue. take a look behind me at this work. they are putting down the cold asphalt there. that's the last phase of what they need to do before they go ahead and open up the eastbound lanes for outbound traffic. yesterday it was a mess, but they're saying they could have this wrapped up by 6:00 a.m. >> reporter: repair work is wrapping up on new york avenue after a major water main break yesterday. when the 70-year-old 12-inch main gave way around 3:00 in the morning t caused backups that started with the a.m. rush and continued into the evening. >> it's awful. >> reporter: traffic was backed up into downtown as drivers tried to head east on new york avenue. >> i understand traffic is backed up downtown. we are working as diligently as possible to get this done as quickly as possible. >> is terrible. the traffic is awful. from one block to get to another block, a good 20 minutes. everybody is frustrated. everybody is trying to find another way to get to where they're going, which i did. i tried finding another way. >> reporter: once on the ground, officials say repair work at montana and new york avenues was more complicated than anticipated. >> one section of pipe is blown out. it looks like we're going into a second. they're expanding the excavation now, but there's a lot of electric and gas utilities running in the excavation area. so we have to do a lot of hand digging which is slow. >> reporter: again, they're hoping that by 6:00 a.m. they will have the outbound lanes open for traffic, folks trying to leave washington, going towards maryland. they think they should have the lanes prepared for them by then. we'll wait and see. i'm tracee wilkins, back to you. another water main break is causing problems this morning as well. this is in alexandria, king street at wakefield street is shut down because of that break. right now crews are continuing to work on the cut and cap procedure. let's take a live picture of bp's camera on the sea floor of the gulf of mexico. oil is still gushing out of the sea floor on to -- into the gulf. engineers will use giant pair of sheers to try to cut the pipe a little later on today and try to capture -- cap it with one of two mechanisms to start capturing the oil. the slick continues to head towards one of the nation's top tourist destinations. kristin dahlgren has more from pensacola, florida. >> reporter: on the pristine white beaches of the northern gulf there is now a giant cloud. the oil lurking off shore and on the minds of everyone here. >> we are going hour by hour, as opposed to before it was it's not going happen for weeks. >> reporter: with oil spotted seven miles from here, there's a feeling that vacation may soon be over. work has already started in the bays and estuaries. laying boom to protect fragile shorelines, while in the rougher waters of the gulf, officials think there's little to be done to boom the beaches. >> our state resources have determined that the oil sheen with it are thousands of tar balls. skimmers have been deployed near pensacola. >> reporter: hundreds of miles away and one mile beneath the surface, robotic subs are continuing work for the cut-and-cap, after that plan on wednesday hit a snag. >> the saw got stuck, not unlike if you were sawing through a piece of wood and it binds up. >> reporter: now they hope to finish the slice but plans may change again. >> we would like to optimize that and put what we call a top cap on it. if we don't get as clean as a cut we want, we will put a top hat over it, which is a little wider fitting, but you have an increased chance of oil coming out around the installing new cameras at four busy intersections including this one at lee highway and north lynn stree street. >> the main thing with the cameras is that the public is aware. >> the cam also a start working at 12:00 a.m. on june 14th. there will be a 30-day grace period. after that, drivers who are caught will receive a $50 ticket. >> a road in arlington is still closed this morning after a car crash sparked a fire and a series of other accidents. a car knocked down an electricity par on north carlin springs road near the boston common shopping center. two power lines snapped and fell on to a tree which caught fire. three transformers attached to the pole also fell into the street and began leaking oil. a woman who lived in the house where robert wone was killed is talking in court. prosecutors are trying to prove victor zaborsky, dylan ward and victor price tampered with evidence. wone was stabbed to death inside their dupont circle row home in 2006. yesterday in court the defense cross examined the woman who rented a room in home. sarah morgan testified that all the men seemed to get along with wone. she also brought up the possibility of an intruder saying the doors had been left open in the past. police in fairfax county need your help figuring out who damaged a pair of school buses as well as another car at a county high school. they say the vehicles were parked behind oakton high school on sutton road when they were vandalized last week. police say it appears shot the windows out of the buses and the honda civic with a bb gun or a similar weapon. they believe the same person may have shattered the window of an suv when it was stopped at a traffic light just down the street on tuesday. this morning teachers are showing up to work with a new deal and more cash soon to be in their pockets. members of the washington teacher's union approved a new contract it passed by more than 1,000 votes. the contract includes a 20% bump in pay over five years. the teachers would get an immediate 11% retroactive payment for the last two years. the average salary would be about $81,000 per year. there's a provision to allow for teachers to voluntarily allow their pay to be based on performance. d.c. school leaders are happy with the decision. >> we are thrilled, we think this is a wonderful contract for teachers, but also for kids and schools across the city. we think it's unprecedented in terms of the recognition and the rewards it will give teachers. >> this teachers contract still needs to be approved by the d.c. council. this morning the principal at robert frost middle school in montgomery county is talking about the school's response to a recent bomb threat. the school received a bomb threat back on may 26th. the school's 1,300 students and staff members were evacuated. they were forced to sit outside for more than two hours in the heat. during that time 24 students were treated for heat-related illnesses. some questioned why the students did not walk to a nearby high school. in a letter to parents, the principal said unfortunately the determination that it was safe to return to the boiuilding too longer than expected. during the evacuation we monitored the students well-being and provided them with assistance as need. there was no bomb in the building. the incident is still under investigation. getting bumped from your flight can be frustrating, but it may soon be profitable as well. airlines would have to give passengers as much as $1,300 for being bumped from a flight involuntarily. passengers must receive up to $800 under the current rules. under the proposal, airlines would also have to prominently disclose baggage fees, they would have to give passengers timely notice of flight status changes as well. it makes headlines when a pitcher throws a perfect game, of course. so this makes headlines as well. this morning everybody will be talking about a pitcher who was almost perfect last night. >> will beltway, new lane shift in progress. it actually occurred last night, that's on the outer loop traveling between the dulles toll road and 123. new accident on the inner loop blocking the left side of the roadway, and see that car under water? we have 395 -- truly king street between 395 and quaker lane shut down due to a broken water main there. and still dealing with broken water main activity on new york drive, take the traffic circle in order to get around. metro says it is bringing in an expert to keep escalators from breaking down. metro said the consultant will assess several weeks assessing the problems. the transit agency says there has been continuous issues with the escalators and the elevators. the problems are at the woodley park, bethesda, dupont circle and foggy bottom station. metro has 588 escalators and 252 elevators. more than 70 are out of service. a man suspected in a series of home invasion also now spend 60 years in jail for one of those crimes. in one case, an 81-year-old man who lived in the home thought he was opening the door to police. but that's not the way it worked out. jackie bensen has the victim's story. >> about 131 stitches. i had stitches in my gum, my lips, my eyebrows, and my chest. right here, they laid my hand open where i was trying to defend myself. >> reporter: jack ensor is an 81-year-old korean war veteran. a former military policeman who stood 6'5" before losing a leg due to complications of diabetes and a snake bite a few years ago. on december 5th at:00 a.m. he opened his door to what he thought were police officers. they were not. and they set about beating and robbing him. >> i was knocked out and they kept coming back over and beating me with an automobile wrench about 12 inches long. >> reporter: mr. ensor was left for dead but found by a neighbor. two days later terrell williams and steven riddle were arrested by prince georges county police. they had been under suspicion for other home invasions. >> leonard riddle pled guilty, he's going to get 60 years in jail for the series of crimes he committed. they were very serious, very violent, unprovoked crimes. i think it's a good sentence. >> reporter: as for jack ensor, he wishes he would have shot the intruders with a gun he keeps in the house. not just for what they did to him, but because they tore apart and destroyed george's house. the family home decorated with love by his late wife. it's the reason why he can't leave here, as much as his children would like him to. >> it was so pretty when my wife died ten years ago. it still quaker lane is shut down due to a broken water main. breaking new outs of anne arundel county, a state worker has been killed while working in annapolis overnight it happened near route 50 and bay dale drive. megan mcgrath joins us on the phone with more. what's the latest? >> reporter: the latest is they have been able to reopen one lane of route 50 in the eastbound direction. that's the far right lane just reopened within the last few minutes. all other lanes on route 50 eastbound are blocked before you get to bay dale. they will detour you or actually the earlier detour was at 450 and route 2. they are now allowing traffic to go by on -- by the accident scene on the right -- in the far right lane. but it is a slow go for folks this person was out here on route 50 at 1:00 in the morning and was struck by a tractor trailer traveling through the area. it's unclear who was at fault in this accidents but that subcontractor who was doing the work was killed. now, the subcontractor's truck is about to be towed away. the subcontractor remained on the scene and is talking to police. no information as to exactly what happened what the worker was doing at the time they were hit. westbound route 50, not effected at all. all lanes of westbound route 50 are open, but it's an extremely slow go headed towards the eastern shore on the eastbound side of route 50. it is well. this is in alexandria, king street at wakefield street is shut down because of that break. taking the outer loop of the beltway through tysons corner today, your drive will take you across a new bridge over route 123. all four southbound lanes were shifted overnight on to the new bridge. here's a look at the bridge yesterday before it actually opened. this is all part of the beltway hot lanes project. you can expect more traffic headaches later this month when part of route 123 is closed for an entire weekend while that old bridge is demolished. right now crews are preparing to use a giant pair of sheers to finish cutting a leaky pipe. here is a look at bp's camera on the sea floor. oil is gushing out into the gulf. engineers hope to get a clean cut today so the cap can capture the oil. the slick continues to head towards one of the nation's top tourist destinations. kristin dahlgren has more from pensacola, florida. >> reporter: on the pristine white beaches of the northern gulf deployed near pensacola. >> reporter: hundreds of miles away and one mile beneath the surface, robotic subs are continuing work for the cut-and-cap, after that plan on wednesday hit a snag. >> the saw got stuck, not unlike if you were sawing through a piece of wood and it binds up. >> reporter: now they hope to finish the slice but plans may change again. >> we would like to optimize that and put what we call a top cap on it. if we don't get as clean as a cut we want, we will put a top hat over it, which is a little wider fitting, but you have an increased chance of oil coming out around the woman. chris clacken reports. >> reporter: joran van der sloot is being sought in the sunday killing of stephanie flores at a hotel in peru, the same joran van der sloot who was previously arrested in the 2005 disappearance of natalie holloway in aruba. the peruvian girl's father said van der sloot appeared in a video with his daughter at a lima casino on sunday. police believe she was killed in a hotel room at about 8:00 a.m. that morning after a struggle. >> translator: this is the murderer of my daughter. we have information this is not the first crime he committed. in 2005 he committed another crime in aruba and the bodice appeared. but i think now with the evidence of what happened with my daughter, we can prevent this murderer from killing more people. >> reporter: immigration authorities told nbc news they believe van der sloot left peru on monday, flores's thought said van der sloot was traveling to chile. peruvian police they are trying to confirm van der sloot's identity with the dutch embassy. van der sloot was twice arrested in connection with the disappearance of holloway but was released for lack of evidence. holloway disappeared on a high school graduation trip in aruba and her body has never been found. chris clacken, nbc news. natalie holloway's mother spent years trying to keep the case of the birmingham teenager active, but the family says it has no comment on this new case. the trial of former illinois governor rod blagojevich is expected to begin today. he is accused of trying to sell president obama's former senate seat along with other corruption charges that he faces. rahm emanuel is expected to testify. he was a congressman at the time. the indictment says blagojevich ordered an associate to pressure emmanuel to have his brother raise campaign funds. extended family and medical leave and coverage for relocation expenses could be extended. also full health care benefits could be extended. this is the president's latest benefit to support of gay rights since repealing the military's don't ask don't tell policy. this morning washington awaits the monthly report to see how many employers were hiring last month it suspected to include over a half million new census workers, but those are temporary. >> won't be a real recovery until people can feel it in their own lives. >> with one in ten americans still jobless, unemployment is shadowing other good news. layoffs were flat from april to may, home sales are up, and automakers like general motors are bouncing back. getting bumped from your flight can be frustrating but it may soon be profitable. airlines could have to give passengers as much as $1,300 from being bumped from a flight involuntarily under new rules the white house is proposing. passengers must receive up to $800 under the current rules. under the proposal, airlines would also have to prominently disclose baggage fees, they would have to give passengers timely notice of flight status changes as well. the new rules could take effect this fall. free wifi will now be standard on all amtrak acela trains. amtrak says after a three-month trial run it got strong customer reaction. officials say amtrak will offer the service to everyone riding the high-speed acela express train from d.c. to new york to boston. a warning to drivers in arlington county. in less than two weeks the red light cameras that were turned off five years ago will be turned back on. police say it's not a way of collecting money but a way to keep drivers safe. the county will start installing new cameras at four busy intersections including this one at lee highway and north lynn street. >> the main thing with the cameras is that the public is aware. >> the cameras will start working at just as you were tossing to me. so now the intersection's completely open after this 12-inch water main break happened yesterday. it was a big mess. a 70-year-old pipe went yesterday morning about 3:00 a.m. it took them all day yesterday to clean it up, caused a huge mess for the evening commute. they wanted to have it done by the evening commute, but once they got into the ground and started digging around the pipe, they found they had to do a lot of the work by hand instead of using equipment because of the gas lines and electrical lines in the ground. they have been anxious to get this open as soon as possible. this is the time to do it because this is about the time that traffic picks up here at montana and new york avenue. for everybody heading outbound and for folks worrying about the evening commute here, it will be fine. the road has been reopened. >> that's a relief to a lot of commuters. another water main prak bre causing problems in alexandria. king street at quaker street is shut down. a 16-year-old girl has died, two days after being shot in the head in greenbelt. the shooting happened on cherry wood lane before 8:00 p.m. on memorial day. police have not released her name. u.s. park police found what they believe is a body in the potomac river. the discovery was made yesterday in the glen echo area. it's not clear if the body believes to either of the two people believed to have disappeared into the river on monday. family members say olga gaspar and emily arotinko were swept away by strong river currents. more witnesses are taking the stand in the trial of the three men accused of covering up the death of robert wone. prosecutors are trying to prove victor zaborsky, dylan ward and victor price tampered with evidence. wone was stabbed to death inside their dupont circle row home in 2006. yesterday in court the defense cross examined the woman who rented a room in the home. sarah morgan testified that all the men seemed to get along with wone. though she was a witness for the prosecution, she bolstered an argument for the defense, that an intruder killed wone, she said that the doors of the house had been left open in the past. right news in anne arundel county. a state highway worker was killed while working in annapolis overnight. this happened near route 50 and bay dale drive. megan mcgrath has the latest for us. >> reporter: well, the good news here is in just the last couple of minutes, they were able to reopen all lanes of eastbound route 50. that's been an ongoing situation all morning long since 1:00 in the morning. a fatal accident. someone struck on the road, the eastbound lanes of route 50 early this morning just before bay dale drive. for hours, route 50 was closed. good news here for commuters. they just reopened all of the lanes in the last few minutes. in terms of the accident itself, it happened around 1:00 in the morning. police say a subcontractor for the state highway administration was out here on the roadway for some reason and was struck by a tractor trailer and killed. the driver of the tractor trailer did stay on the scene. the investigation is ongoing in terms of exactly what happened. it's unclear whether there was an official work zone was going on here or what type of work may have been happening. we are told by police that the person who is killed is a subcontractor for the state highway administration and they're trying to piece together what happened. good news for commuters, lanes are open, but keep in mind the traffic tie-ups are extensive through the area. it will >> starting off with issues around the region, king street between the 395 corridor and quaker lane that will be shut down because of broken water main activity. police are out there to help direct you. elsewhere, construction going on along rock creek parkway and independence. drivers headed in the southbound direction making your way approaching the lincoln memorial, two-way traffic is being carried in the southbound la lanes. northbound lanes will be blocked from memorial bridge and 23rd. and on independence at 17th, lanes are blocked. 395, volume is on the increase leaving the capital beltway, up towards shirlington. joe and eun, back to. we are continuing to follow breaking news out of anne arundel county. the eastbound lanes of route 50 are now back open after a deadly accident overnight this happened around 1:00 a.m. near bay dale drive. police say a subcontractor for the maryland state highway administration was out on the roe roadway when he was hit by a tractor trailer and killed. the driver of the truck did stay on scene. drivers should still be aware of some heavy and long delays in that area. we do finally have news for commuters this morning. eastbound traffic is finally moving again on new york avenue this morning after a water main break which took over 24 hours to repair. that break was along new york avenue and montana avenue in northeast washington. tracee wilkins is there live now with the latest. good news, tracy. >> yeah, good news. the road is back open and drivers are moving quickly down new york avenue like nothing happened here. over there, that's where the water main break happened yesterday. the 12-inch water main break, a pipe about 70 or 12 inch water main, the pipe is about 70 years old. they say they had problems with the pipe before. this time it broke at new york avenue and montana. because of that they have work to do between yesterday morning and this morning. they were able to get the road open again about 10, 15 minutes ago. so drivers are making their way eastbound on new york avenue. there shouldn't be any issue force commuters for the rest of this morning and definitely not for this evening's commute as well. tracee wilkins, back to you in the studio. >> thanks so much. now 6:55, here are the morning's other top stories. a 16-year-old girl has died three days after being shot in the head in greenbelt, maryland. the shooting happened on cherry wood lane just before 8:00 on memorial day. the victim spent the day at a holiday outing. police have not released her identity yet. so far, nobody's been arrested. and bp hopes to stop the oil spill by capping it. and president obama meets can arizona governor jan brewer in washington today. brewer wants to know how the president's plan to deploy up to 1,200 flash nanational guard tr the mexico border will effect her state. she is expected to ask for a complete border fence. let's get an out the door forecast from tom kierein. >> good morning. dress for a hot and humid day. loose fitting, light-colored clothing if you will be outside today for an extended period. by 9:00, 80. by noon, mid 80s. afternoon mid 80s to near 90 with humidity in place. a weak front drifting in from the north will likely trigger scattered storms beginning around 4:00, 5:00 p.m. there is a risk that an isolated storm could produce damaging winds and hail between 4:00 and 8:00 p.m. lingering storms are possible after that until midnight with frequent lightning and brief heavy downpours. drying out tomorrow, but still steamy friday, saturday and sunday. i'll be back with frequent updates through out"the today show". >> thanks, tom. >> "the today show" is next. wake up with us tomorrow morning. we start bright and early at 4:30. see you then. >> bye.
