from the district are paying their final respects to one of their own. larry hutchins is being laid to rest. he was shot and killed last week as he prepared to begin his shift. tracee will kins is live and has more for us now. >> good morning, barbara. this is an emotional scene. over my shoulder that is the trash truck that larry hutchins drove for years. we see a mixture of friends, of course family, loved ones, city officials, all here to say good-bye to this man. >> reporter: dpw vehicles surrounded t temple of aise church in southeast today as family members, friends and co-workers paid their respects to larry hutchins. >> we all hurt. we all hurt. [ inaudible ] he was a nice guy. >> reporter: the 51-year-old husband and grandfather known for his laughter and hard work was shot andkilled more than a week ago shortly after arriving at the brentwood dpw facility. a second worker also shot is recovering from his injuries. for hutchins, co-workers, the shock of his murder is still- >> nightmare for everybody that works for the dartmentf public works. >> reporter: hutchins' killing brought to life the ongoing issue of lax security onw sites. despite police recommendations to improve the ca facility's security risk, changes were never made to broken surveillance cameras, bad lighting and a gate so delap tated that the entrance needed to be closed or guarded with armed security. it's the same entrance the shooter used. since the shooting, now it's protected. >> shouldn't have had to take a death for this to happen. this is something that should have been in place because our yard is open, you know. it's just something that shouldn't have had to take somebody to die for this to happen for us. >> reporter: as the search for hutchins' killer continues day, the 24-year department of public works worker is laid to rest as ci government begins to focus on the future. >> it's very unfortunate that it happened obviously, and we're now going toook at that and try to make the changes that are necessary in order to ensure our people can come to work safely and be able to work safely. >> reporter: government officials were planning to meet today to review some of the issues at the dpw site, specifically brentwood as well as other government agencies, but because of the funeral they have postponed that meeting until tomorrow. in southeast, i'm tracee wilkins. back to you in the studio. >> thank you for that report there looks like tomorrow morning may be our coldest morning of the fall season. get preped for that. right now, though, it's warming up a little bit, but it's still in the cool to chilly side. just near 60 in washington and the nearby burbs. 62 at national airport. and we've had some clouds coming through, some sunshine in and out as well, out of the mountains, 50s in western maryland and west virginia, around the chesapeake bay, southeastern virginia and northern neck it's in the low 60s and over the last 12 hours, the cloud cover we had this morning break up a bit. other clouds coming through, there's a weak front entering weern maryland. they've had a few sprinkles in garret county this morning and that weak front will be coming through and before it does arrive we should be warming too the mid 60s or so in the next couple hours. after that front goes by, it's going to be turning muc cooler tonight and into tomorrow. sun and clouds in and out, blustery wind out of th northwest gusting to 20 to 25 after the front goes through. before that we should make it into the mid and upper 60s are here next couple hours. i'll ll you how much cooler it's going to be turning tonight we'll talk about that as well as the weekend forecast as well as the winter outlook. thnational oceanic atmospheric climate prediction issued their winter outlook for our region and i'll show you that. >> will you it tell us when we ll get our first snow? >> can't do that. a general idea of what the outlook is. >> thank you. crews are still trying to figureut what caused a gas leak in gaithersburg this morning, along route 3 55 near professional drive around 4:00 a.m. the northbound lanes were complely closed for most of the morning rush hou while crews worked on the leak. traffic was moving slowly in that area, but the work has since been cleared up. leaders in montgomery county are meeting to talk about pedestrian safety. over the last few weeks there has been a rise in the number of pedestrian acciden throughout the washington area. news 4 has more on the plan to improve safety. >>eporter: thereave been a number of high-profile pedestrian accidents in the area in recent weeks but this is not a new problem. every year more than 400 pedestrians are struck on montgomery county oads. officials this morning came together to strategize, to figure out ways to reverse this trend. mok officers respond to a pedestrian accident on stone bridge view drive thismorning. police say a woman was trying to cross the street and was struck by a car. she was not in a crosswalk and it's a scenario that plays out all too often. irwin mack the chair of the montgomery county pedestrian and traffic safety advisory board and a year ago he hit a jaywalking pedestrian. >> it was an ungodly experience to find a human being in your windshield who was jaywalking and whom i didn't see until it was too late. fortunately the person didn't get seriously hurt. >> this is an update. >> repter: mac and other transportation and law enforcement officials came together in rockville this morning to discuss the problem of pedestrian accidents and come up withtrategies for preventing them. all agree that education is key. >> we need to educate folks to know they are in the danger zone when they cross the street need to be aware and follow the rules and try look for a crosswalk and we need to educate motorists to be aware of pedestrians, to yield the right ofay in a crosswalk and so forth. >>eporter: in addition to education, transportation officials say they are pushing forward with engineering improvements. like better traffi signs and crosswalk lights. but as useful as technology can be, officials say the bottom line is respoibility, both drivers and pedestrians have to llow the rules and cut down on distractions while on the road. police officials hope new hands-free driving laws will help. >> recent laws, i think, have helped as well. i think we start looking at that distracted driving, ithink that has a huge carryover effect in pedestrian safety. although it's too early to start working towards how this law will afft we like it as far as law enrcement having a tool it to get people to pay attention. >> reporter: if you talk about who's at fault, if you look at the overall numbers, police say it's 50/50, the drivers and pedestrians are equally to blame. in montgomery county, megan mcgrath, news 4. montgomery county officls released a list of high incident streets for pedestrian accidents. topping the list were piney branch road, geora avenue, rockvl pike and wisconsin avenue. those were followed by four corners, ready drive and ndolph road. all those consered high incident traffic streets for pedestrians. we're going to check the mid day traffic baltimore/washington parkway, southbound there was an accident just inside the beltway before you get to 410 river dale road, slowing things heading inbound. that cleared seconds ago. everything is open but there's road work northbound on the parkway after the beltway and that's blocking a lane as well. watch for delays both ways on the bw parkway. er to silver spring now, an accident, this is coalsville road south of 29. the cruisers in the southbound direction blocking the right lane. the accident activity slowing you down before you get to the beltway after university boulevard. and over recovering after being struck by a hit-and-run driver on the beltway. it happened around 7:30 last night in the outer loop lanes just before river road in bethesda. the trooper stopped to hand al minor accident, when police say a passing car struck the ooper, knocked him on to the hood of his cruisers and the car kept going. he's expected to be okay, the policefficer is. police were questioning a driver who later shed up at the state police barracks but there's no word if any charges have been filed. two children are dead after a fire swept through a house i frederick county, virginia, on tuesday. 3-year-old cameron mckenzie and his cousin 4-year-old madiso parker, died from their injuries. their grandmother is fighting for her life in critical condition at washington hospital center. the fire broke out in the living room of their home west of winchester. fire fighters say the home had no working smoke detectors and police are still investigatin how the fire might have started. a jury may finally be selected today for the trial of the man accused of killing washington intern chandra levy. prosecutors believe ingmar guandique attacked levy while she was jogging in rock creek park in may of 2001. in the couroom yesterday, guandique's alleged membership in a gang was brought up with potential jurors. some questioned said they would want protection if the case the vice president will attend an event for the governor in chevy chase, and then forme predent bill clinton will hold a rally at federal hill park in baltimore at 2:00 this afternoon. o'mall is, of course, running for re-ection. president barack obama will campaign for democrats in california and washington state today. the president is in the middle of a four-day, five-state western stwoing build a fire wall for reliable democratic candidates in the state's tight races. president obama campaigned in oregon while vce president joe biden campaigned in nevada yestery. senate republicans say the leaves falling. it's been so dry we've had muted color reports coming in from the mountains where there's color but not the vivid colors we normally see. let's take a look outside right now. we are seeing someutumn colors showing up. clouds coming through and that's the live view from the sky watch camera. downtown national airport it's 63 and the dw point has dropped a bit, meaning it's dried out and the winds are now west/southwesterly 12 to 15 and shifting to the west and northwest by later this afternoon as a cool front comes through. the national oceanic and atmospheric administration, your x dollars at work, the climate prediction center has issued their winteroutlook for the mid-atlantic region. we have equal chances for colder or warmer than average weather. and above or below avage snowfall. i know this is maddening and may seem meaningless on its surface and face, but it could have been we have a higher chance than average that it will be colder or we have a higher chance than average that it will be snowier, or it could have been the other way. it could have been that we have a lower chance for a lot of snow or a lower chance for a lot of cold weather. so we have equal chances so snow lovers, there's hope. we have maybe a 50% chance we could have an above average winter. this is rather maddening. we don't want to see another winter like last winter. otherwise people will be forming on the front forks and torches and don't want to see a winter like that, which happens abouonce every 100 years. we'rnot kely t see a winter like last winter bute have a chance for above average snowfall winter and a colder than average winter. all right. let's take a look at temperatures now. it's been chilly this morning. it's now in the 50s to near 60 degrees around the region and we've got the winds beginning to pick up a ltle bit in intensity as we've had a cold front enter the motains in western maryland with a few sprinkles that way. hagertown down to 59, only mid 50s in central west virginia. over the last 12 hours the front has been producing a few spnkles now across upstate new york, new gland,through new yo city and there are a few sprinkles along the front which is draped now right across the pennsylvania border about to sweep through here in the next two or three hours. and the wider view showing that front did produce the rain. quickly moving off to the east. and as we go forward over the next 48 hours, this front after it ds go by, will bring in chillier weather for tonight as this area of high pressure is zooming down out of canada is ing to bring in a blast of some very chilly weather for the 22nd day of october tomorrow. by tomorrow morning the high will be just to our south and that will pump in some of the chilly air over us during the day tomorrow. but then the high does drift to our south on saturday and as it does, we'll see r winds shifting into the southwest on the western flow of that high pressure system and that will bring in warmer weather just in time for the weekend. for this thursday afternoon, some clouds in and out, som sunshine in and out and we'll have the winds picking up after that front goes by in a couple hours. may see gusts around 25 to 30 and then the winds will diminish a bit overnight tonight after we reach highs in the 60s, we'll be right back down into the 50s this evening. a bright nearly full moon lit sky. by dawn near 40, sunny, cool, blustery winds, highs near 60. saturday warmer after a chilly start in the morning, highs near 70. sunday, partly cloudy, into the low 70s. and clouding up sunday night, first part of next week, a chance of me rain. now, m attitude about this coming winter is i think we have a chance for a snowier than average winter but nothing like better. when you're running, keep the feet up, get the knees up as high as you can, palms open, because -- and bend over because that way you use the abdominals more. >> a look at us running the stairs out there. here y are running. this gets the heart bumpg. -- pumping. >> heart, abs and everything. look at you running. that's the perfect form there. look how light you are on your et. >> i'm one of their own at a funera for larry hutchins, the public works employee shot and killed last week at the beginning of his shift. his killer is still on the loose. and montgomery county officials are meeting to try to figure out how to cut down on pedestrian accidents. transportation officials say they're pushing forward with engineering improvements like brighter sig and crosswalk lights. but they say the bottom line is simply responsibility and cutting down on distractions. police say the fault is 50/50 as drivers and pedestrians need to both pay better attention to the road. this morning the miitary's don't ask, don't tell policy is back in effect. a federal appeals court stayed one judge's order to require the military to allow openly gay troops. news 4 joins us live with details of the change. >> good morning. new guidelines are expected to come out later today. the stay is temporary. its rpose is to maintain the status quo until the policy can be formally reviewed. the obama administration wants to repeal don't ask, don't tell, but wants to do it through coress, not the courts. opponents have until monday to file an appeal and among those fighting to overturn the policy, lieutenant dan choi, who wa discharged under don't ask, don't tell a year ago. >> i do not intend to lie anyme about my life, my identity or partner. >> seeing essentially chaos in the military, imposed as a result of the decision of one judge. >> it's not clear what effect this latest ruling will have on the pentagon which has already informed recruiters to accept enly gay cruits. the in great britain as the country is forced to make cuts across the board, including letting go almost 500,000 public sector workers. prime minister david cameron says he's following through on his campai promise to help prevent the country from going bankrupt. in addition to the layoffs, welfare benefits are being cut and university students will have to pay more to go to school. defense will be cut by 8% and an entire fleet of fighter jets will be grounded because of the cuts. cameron insists the cuts are not politically motivated but necessary to save the country. >> we're not doing this bause we want to. there is no ideological deal zeile in doing this. we are doing this because we have to. >> a hard road but it leads to a better future. we are going to bring the years of ever rising borrowing to an end. >> even the queen will take a hit. e royal household will lose 14% of its budget and the staff annual christmas party this year is being canceled. meanwhile in france, more riots and strikes or a government plan to increase the national retirement age. protesters set fire to several cars and police responded with tear gas. they've arrested about 1500 protesters in the past week. the violence has even forced singer lady gaga to cancel a concert there. french presidentarkozy is increasing the retirement age from 60 to 62 to prevent a ballooning deficit in retirement funds. in addition to protests strikes by transportation workers mean gas stations have been emptied and flights ncelled. following a developing story out of ecuador this morning where rescuers have now recovered the bodies of all four miners who went missing last we there. two were found over the weekend. the her two were found last evening. the four miners became trapped last friday when a tunnel collapsed in a ld mine in southern ecuador. rescuers had hoped at least one of them had survived. until yesterday. anita hill is still not talking about that unexpected call she received from supreme court justice clarence thomas' wife. virginia thomas left a voice il for hill this month asking her topologize for accusing her husband of sexu harassment 19 years ago during thomas' coirmation hearings. hill released a statement calling the voice ma inappropriate and had little else to say yesterday as she left her home in the boston area. >> i am on my way to teach my class and idon't have any comment at this point. and i really would like for you to get out of the street because i don't want anybody to get hurt. >> hill now teaches at brandice university. some of her students say they'd never heard of the scandal that made their professor so famous two decades ago five chilean miners will ar wedding. five of the 33 rescued a week ago got down on bended knee and proposed at a party. one vowed to marry his wife in a church, recommitting 25 years after their civil ceremony. the party was the group's first public reunion since the rescues. we're gog to check in able to get to yourdestination faster without breaking the law to do it. the commonwealth is raising the speed limit on nearly 700 miles of highway instead of 65, you will be abl to go 70. the goal is to ease congestion. the increase includes i-66 west of route 15 in hey market, 95 south of fredericksburg and on interstate 81 as well. the changes will be in effect by the end of the year. well, it's a scene straight out of an action movie. a man jumps across the rails at the virginia square metro station to save a stranger. it's a move even veteran metro workers wouldn't try. news 4 craig melvin has this amazing story. >> reporter: keep your eyes on the guy in the white shirt. dazed and wobbly he falls into the tracks at the metro station. while some passengers start waving frantically for the train to stop, 57-year-old leaps from the other side of the platform and helps hoist the man to safety. the retired marine lieutenant colonel downplayed what he did. >> you just don't think you do. i jumped on the tracks and jumped over the third rail. >> reporter: that pontially deadly third rail is precisely why william turner who's worked for metro for eight years, would never have done what he did. >> the thd rail, you have to watch yourself on that. the way that guy jumped off the track, he could have tripped and fell on that third rail and been fried to death. >> reporter: he says one of the main reasons he leapt to save the stranger, was because he thought he might fall and hit the third rail. he has been haled by mosts as a hero for helping save a guy who had an ep lettic seizure, we couldn't find another passenger who would have done the same. >> i don't know. that's bravery. that would be aery difficult thing to figure out at the last minute. >> do you think you that's helping us out. barbara. >> okay. steve, thank you very much. big changes could be coming to downtown d.c. developers are in talks to completely revamp part of i-95. they're looking to cover the exposed parts of 395 ne massachusetts avenue. that according to the washington examiner. the new area would reconnect f and g streets and include space for businesses,retail and housing. if maryland starting next year, drivers can call 511 for detours and delays. maryland's traffic updates will be availabl on the state highway administration website. 511 service is already available in virginia. there's been a bit of a mix-up at the dmv in the district. apparently several residents received a letter warning their vehicle registrations had been suspended because their insurance information was incomplete. now e dmv says it was a computer glitch and they're looking into it. the agency will send a follow-up letter to those who are affected. you've heard stories of kids throwing temper tantrums because they don't want to eat their dinner one 10-year-old in chicago might have gone a little bit too far as he called 911 because he didn't like his food. he was unhappy with the noodle soup and was so upset he got on the phone and dialed 911 and hung up. police called back and evtually came over to dissolve the dispute. by then the son had realized he had made a the economy hiring more than 600 local workers to staff the store. customers told news 4 they're thrilled about the new location of wegmans so they don't have to travel to virginia to stop at their favorite supermarket. >> this project does all of the things we look for. the site was large enough to accommodate a store our size to provide adequate parking. it has eat regional access. people drive long distances to shop at wegmans and we have to make sure theycan find us. a density of population we look for to support a store this size and find enough employees to work in the store. and from yesterday's rally. stocks are a bit higher. the dow up about 40 points. asian markets a little lower overnight, but green arrows in europe. like you mentioned first time claims for jobless benefits fell by 23,000 last week to 452,000. we like to pay attenti to those continuing claims, those also fell, that's a positive sign for labor market. a step at least in the right direction. and earnings parade marches op. airlines continue with southwest and jet blue beat wall street estimates. delta did so earlier this week. mcdonald's earned $1 a share. 4 cents above estimates. for those bump up in results they're crediting thelended drinks. apparely it's working out for them for the bottom line. we have a new recall to tell you about from toyota this morning first. the automaker is issuing a voluntary safety recall of1.5 million vehicles worldwide. 740,000 of which were sold right here the u.s. toyota says that in the u.s. acon recall it's possible that brake fluid could leak from the plaster brake cylinder and drivers would start noticing sort of that soft brake feeling on the brake pedal. the recall affects certain avalon, highlander and lexus models and tota will notify drivers by mail next month. if you think you have a car that might be affected please make sure you're on the lookout for that notice. chrysler is recalling more than 26,000 vehles because of a problem with the power steering pressure hose that could cause fluid to leak on to the engine. at would pose a fire hazard. it affects newer models of the dodge ram, charger, challenger, avenger and museum of the marine corps in triangle, virginia. prince william countpolice say the department's search and rescue team will be out on i-95 tomorrow morning around 8:00 and they'll be conducting an extensive search for evidence on both the northbound and southbound side of the highway. no one was hurt and none of the artifacts were ruined in this incident but itill cost about $20,000 to replace
