service are under investigation for misconduct in colombia than first thought. as brian mohr reports now the white house and congress are demanding answers about just what happened there. >> reporter: as many as 20 members of the secret service are now under investigation for what they did when they were not preparing for president obama's weekend summit trip to colombia. the allegations include alcohol, hookers, and a wild party in a five-star hotel. >> unbelievable. anybody who watched a spy movie knows, you know, you go in with the girls. you plant the bugs. you compromise the agent. what were these guys thinking? >> reporter: members of congress are demanding answers and so is the president, whose summit agenda was over shadowed by reports of the secret service shenanigans. the agents involved were not part of the elite presidential protective division. but some reportedly were part of what's called the counterassault team. five members of the military were also caught up in the scandal. >> we're embarrassed by what occurred in colombia though we're not sure what exactly it is. >> reporter: while the secret service is promising a full investigation, the agency itself is facing scrutiny again. back in 2009 the secret service was under fire after a reality tv wanna-bes the salehis crashed a white house state dinner. but this is different. >> there is no question this is the biggest scandal in the history of the secret service and these agents could have been black mailed by these prostitutes to let a terrorist in. >> they're out there and representing a lot more than just the secret service. they're representing america. >> reporter: allegations of a wild night threatening to taint the name of the secret service. while members are congress are talking about the possibility of hearings, they are looking at broad problems with the management of secret service. on capitol hill, brian mohr, news 4. >> those agents involved are now on administrative leave. the agency has revoked their top-secret security clearances. there was an apology today on capitol hill in the midst of a spending scandal linked to the general services administration. that apology came from the former chief of the gsa. meanwhile former gsa executive jeffrey nealy invoked his fifth amendment right during the congressional hearing. he has been placed on leave. he is allegedly responsible for spending $832,000 for a conference in las vegas in 2010. an investigation into that conference shows taxpayer money was used to pay for a clown, mind reader, and other things. >> i personally apologize to the american people as the head of the agency i am responsible. i deeply regret this. i will mourn for the rest of my life the loss of my appointment. lawmakers accused johnson of sitting on the findings for 11 months after she received an interim briefing from the inspector general. neely could face possible criminal charges from the justice department. dozens of people who have survived gun violence are on capitol hill today to push for lawmakers to pass a bill that would keep guns out of the hands of convicted felons, domestic abusers, terrorists, and those considered dangerously mentally ill. virginia congressman jim moran joined the activists today. they all marked the fifth anniversary of the shootings at virginia tech. >> back since that day in 2007, 12 more mass shootings. it didn't stop. it continues. and it will continue unless we have sensible, responsible legislation. >> the activists today said on average gun violence kills 32 people in this country every single day. it's the 32 victims killed in the virginia tech shootings who are being remembered at the blacksburg campus today. the campus community is reflecting on how far it's come in the five years since that tragedy. julie carey has more on that and a look inside the hall where the mass shootings took place. >> reporter: it is a day of reflection and remembering here on the virginia tech campus. for the first time since the shootings classes are being held on this april 16th. still, for so many students the day involves a stop here at the memorial to pay respects. large floral displays were placed at the memorial's markers but as visitors streamed past today, the stacks of flowers grew. most of the students on campus in 2007 have graduated and moved on. but even the newest freshmen say they feel the lasting impact and a tie binding them to april 16th. >> just today on this campus i woke up and it was like you could feel the hurt and the pain and it was for me a mixture of i also feel that hurt and pain but i want to be there for these people and i want to -- near the memorial norris hall the second floor classroom the place where he killed 30 victims and himself. now the rooms have been transformed into the center for peace studies and violence prevention. inside the student center now on display newly commissioned port rates of each of the victims. this virginia tech alum has visited the campus on april 16th three of the past four years. >> i am a true hokey and love my school, love the hokey nation and just my way of honoring the victims and the survivors. >> reporter: the five-year mark did not bring all sadness though. a community picnic was set up on the drill field. a chance for hokies to celebrate the unity and resolve to help the campus keep going. stamped on many a hand? we remember. >> just like the fact that we're a community and we will always prevail and remember no matter what. it just sets the tone that even though it was in the past, it still affects the future. >> reporter: the five-year observance concludes here tonight on the drill field where thousands are expected to come for a candlelight vigil. in blacksburg, julie carey, news 4. we'll have coverage of tonight's vigil on news 4 at 11:00 this evening. six people killed and dozens injured after tornadoes ripped through the midwest over the weekend. in woodward, oklahoma tornado alert sirens were knocked out by a storm just hours before the more severe weather hit. officials say the advance warning from forecasters prevented a bad situation from being even worse. in most areas, cleanup is already under way. the weather channel's jim cantore is in iowa now with a look at the cleanup effort there. >> reporter: for the second day in a row people that live here in iowa as well as the volunteers poured in and just about cleaned up everything. here in this park right across the street yesterday we saw a lot of debris, picked up a lot of big limbs, even small ones. today they were in here with rakes just fine tuning if you will and that looks like a pretty nice park we even saw a couple kids back on the playground. the biggest asset if you will is power especially to the homes that are still standing and have power attached to them. you can see the power trucks just lined up through here. this pole which is right here to my left, they just turned this one on. it was put up last night. they put a transformer on it and just came and turned this tower on. great news. we're slowly but surely coming back here. it's going to take a while. a lot of extensive tree damage and half the homes here sustaining pretty major damage as well. reporting in thurman, iowa, jim cantore. back to jim and doreen. >> awful what happened in the midwest. but here the story is temperatures that make it feel like summer time out there. veronica johnson, we going to enjoy this a while longer? >> i'm trying to remember. that's a relic. >> an antique. >> thanks, pat. >> reporter: it works. >> yeah. we noticed. coming up on news 4 at 6:00 a warning about a new diet trend. some women are using it to drop 20 pounds in just days. >> violence at a sweet 16 party left a teenager fighting for his life in a hospital. >> millionaires and billionaires, some pay at a lower tax rate than middle class americans but that could be about to change. >> we'll explain the jaw-dropping performance by the late rapper tupac over the weekend. coming up in sports live at verizon center game three between the capitals and the bruins. meanwhile in philadelphia the broad street bullies in full afghan media says a militant network is responsible for a series of brazen and coordinated attacks in kabul over the weekend. the militant group is said to have ties to the taliban and al qaeda. the intense attacks lasted 18 hours. they targeted embassys, government buildings, nato bases, and hotels there. three civilians and eight police officers were killed. 36 insurgents also were killed. the taliban says those attacks had been planned for months. they were in response to nato commanders calling the taliban weak. a man who admits that he killed 77 people in a rampage in norway last summer went on trial today in oslo. his name is anders brayda. he gave a fascist salute in court today and later cried as prosecutors outlined his extreme right wing beliefs. authorities say he set off a bomb that killed eight people in downtown oslo back in july. later that day he went to a summer camp and there he shot and killed 69 people, most of them teenagers. today he entered a not guilty plea. he acknowledged the murders but says he committed them in self-defense. he has a well documented antagonism to islam muslim immigrants, multi culturalism, and women's rights. some of baseball's heavy hitters could be in the lineup of potential witnesses for the perjury trial against roger clemens. the jury selection in that case got under way today here in the district. it is the government's second attempt to convict clemens. the first one ended in a mistrial. clemens is accused of lying under oath to a congressional committee about whether he never used performance enhancing drugs. the prosecutors say they may call former players barry bonds and jose canseco. the senate is voting right now and is expected to block president obama's so-called buffet rule. the rule was named for billionaire warren buffet after he said his secretary should not pay a lower tax rate or a higher tax rate than he does. republicans are strongly opposed to the rule but democrats see political benefits in the fall. steve handelsman reports. >> reporter: democrats pushed the senate vote to hike taxes on millionaires. >> when the richest few are making more than ever before they can afford to shoulder their fair share of the burden to keep this country prosper. >> reporter: the republicans charged it's not about fairness but votes in november. >> while wasting so much time on this political gimmick that even democrats admit won't solve our larger problems, it's shown the president is actually more interested in misleading people than he is in leading. >> reporter: polls show the plan backed by president obama and his billionaire buddy warren buffet is popular with voters. the buffet rule. to tax families making a million a year at least 30%. 433,000 u.s. households. it would raise just $47 billion in ten years. >> one week's interest on our $15 trillion national debt. that's it. >> reporter: but it makes the point that mitt romney is megarich. he was at a red sox game today expecting to pay just 15% in taxes on $21 million in 2011 income, half the buffet rule rate. last weekend romney was overheard by reporters revealing he wants to lower tax rates for the rich so small businesses that pay those rates can hire more workers. romney said he would eliminate deductions so the rich would pay about what they pay now. the buffet rule, falling short in the senate, was the democrats' plan. president obama will charge that romney and his republicans favor the rich. i'm steve handelsman, news 4, capitol hill. >> veronica is here with more about our unseasonably warm weather. we're a little suspicious of the 96-degree reading at dupont circle. >> yeah. you know, those always read way more. always. if you want the official temperature you've got to get it from reagan national or bwi. >> it looks good in the background. >> of course. it looks like we're out here melting. and that's what a lot of folks have said today on twitter is that they are either melting or they've been working on their tans which means they probably were not having to go to work. >> evidently. >> lovely, right? >> 89 degrees. that was our high temperature today at reagan national airport. the average high 67 degrees. a lot of locations. not just here in d.c. but right on up the coast were some 20 plus degrees above average. the other thing of course that we're talking about is the lack of rainfall over the last 30 days. we've only had 17% of our normal rainfall. just looking ahead for the rest of spring and summer it's not looking right now very good. the pattern because it does look as though we're going to stay on the dry side. 87 degrees the temperature. the wind out of the south at 16 miles per hour. gusts at 24 miles per hour. that warmth just getting pushed right on in here and again up the coast. boston, massachusetts today at highs in the 80s for the running of the boston marathon. a lot of folks had to drop out of the race today. for our evening it is going to be warm. there will be a few clouds around. 85 degrees by 5:00. but still short sleeves, short pants for your evening. 80 degrees. at 7:00. 75 and 71 for 9:00 and 11:00 p.m. while there is nothing on our radar in the immediate area, a few showers that have been breaking up advance eastward toward the mountains. just showers there. big time storms, thunderstorms still hitting the south just south of jackson, mississippi. south and east. look at the storms off the coast. way down in texas today, only three reports of tornadoes compared to 135 on saturday. and there is some cooler air coming in behind the system. the proof? oh, on the radar, storm 4 radar showing snow up again right around marquette and ironwood as far as rainfall goes our average rainfall 10.57 inches. so far we've gotten less than 5 inches, so dry still through here and a moderate drought coming into maryland. again, it is not looking very good for the rest of spring and for summer. we really need some appreciable rain. i think our best chance is going to come the weekend. so not so much with this system here as it comes through tomorrow. only a few sprinkles, light showers. we're partly cloudy tomorrow. then there is the rain. it's going to stay mainly south of us around southern virginia, around the northern neck, and cool is the word for wednesday. we're only going to have highs in the 60s on wednesday. your evening? george's county over the weekend. >> police say two teenagers were stabbed after a group of people crashed the party and a fight broke out. it happened about 10:30 saturday night on poplar ridge road in brandywine, maryland. they say there was an argument between teens at the party and the party crashers. two teens were stabbed. three others suffered less serious injuries. police say the uninvited guests had heard about the party on twitter. >> we want parents to be aware of social media. that seems to be the big thing today that a lot of parents are not aware of social media, not aware of the different types of social media out there. and it's definitely a learning experience. >> the teenage stabbing victims are expected to be okay. police say they expect to close the case quickly. right now at least 20 secret service agents and military officers are under investigation for alleged misconduct in colombia. the agents are accused of taking prostitutes to their hotel rooms and holding wild parties just before president obama's weekend visit to that country. today marks five years since the massacre at virginia tech university. a bell rang out 32 times this morning in memory of the victims who were killed that day. today was also the first time the university has held classes on april 16th since that tragedy. governor mcdonald is expected at a candlelight vigil on campus tonight. summer appears to have come early in d.c. temperatures up today to near record highs. suddenly warmer weather was welcomed by many people across the area. especially those who skipped work. the virginia department of motor vehicles sent out a warning to drivers saying you're not supposed to wear sandals or flip-flops when you drive. a xrepg story in montgomery county. police are warning of a robbery scheme in which victims are lured from their cars by a staged accident. >> police say they are investigating two incidents, one ending with a man duct taped and then thrown into the trunk of his car. darcy spencer is at the police headquarters in rockville with more. >> reporter: jim, montgomery county police issued this press release earlier this afternoon outlining the very disturbing details. this was not just a robbery. it was an abduction. those responsible are still on the loose. on two separate occasions montgomery county police say drivers were intentionally hit from behind by another vehicle here on jones lane in potomac. in the first case on april 3rd at 11:30 p.m. the woman who was hit in a range rover didn't stop. instead, she called 911. it turned out to be a smart move. >> the woman was hit from behind but didn't feel it was a legitimate hit from behind. she felt maybe she had been rammed. and therefore she contacted police instead of stopping her vehicle. when the suspect saw the woman on the phone they actually made a u-turn and left the scene. >> reporter: the second victim wasn't so lucky. the man driving his volvo around 12:30 saturday morning on jones lane got out when he of rammed. that's when he was knocked down by two masked men armed with a long gun and a knife. the victim's ankles and wrists were duct taped. he was thrown in the trunk of his car. >> they put him in the trunk of his own vehicle and then drove him around to several atms where they obtained money from his bank accounts. >> reporter: an hour later the robbers parked the volvo with the man still in the trunk at the poplar grove baptist church on jones lane. the victim was able to use the trunk release to free himself. he drove home and called police. this is sort of a ruse to fake an accident to get people to pull over and rob them. >> that is what detectives now believe, that these suspects are striking vehicles from behind thinking that the occupant will stop the vehicle and it'll be an easy victim. >> reporter: montgomery county police do believe that these two cases are connected. both victims describe a white or light colored truck or suv with maryland tags. reporting live from rockville, darcy spencer, news 4. two bikers in two separate crashes were killed over the weekend. both accidents happened in joplin road in manassas. derrick ward has our report. >> the weekend was tragic to say the least. >> reporter: the first crash happened around 10:00 a.m. saturday near the intersection with park headquarters road. police say a driver was attempting to make a u-turn when he crossed in front of a motorcycle. >> the collision occurred. the driver, the operator of the motorcycle was pronounced dead at the scene. >> reporter: the motorcyclist has been identified as 34-year-old christopher capeo of dumfries, virginia. the following day about 7:00 p.m. about eight miles away another crash. again involving a motorcycle in a car. this one happened near the intersection with aden road. >> the motorcycle operator crossed over the lines into oncoming traffic and into the path of a vehicle. >> reporter: the motorcyclist has been identified as 22-year-old darren mitchell kirby of stafford, virginia. he died at the scene of that crash. joplin road is popular with motorcyclists. >> there are bad, nasty hills and curves so you really got to watch out on that road. >> reporter: john simpson suited up and took us for a ride from a two wheel perspective it is a road with little margin for error and little room for forgiveness frchlt a four wheeled vehicle the same is evident. the crash scene investigators returned to the scene of sunday's crash and it wasn't too far from a crash last summer where a motorcyclist lost his life. folks who live around here and the police say that, yes, this road does indeed have a reputation. police also warned it's not necessarily the road. it's the people on it that make it safe or unsafe. >> there are warning signs all along the road. there are safe, posted speed limits on the road to warn drivers. >> reporter: now there is yet another tale of carnage, of lives lost. to ride with those who ride joplin road. you're driving for two on a motorcycle. you watch everything around you intensely. it's about paying attention. >> reporter: derrick ward, news 4. >> police say they don't believe speed or alcohol were factors in either of the crashes. the investigations continue. some agriculture department workers had an unexpected day off today. an overnight electrical fire and gas leak shut down three usda buildings in downtown d.c. today. those who reported for work found the whitten, south, and reporter's buildings all closed. the closures were announced on the employee information line but not everybody got the word. the usda says employees should keep checking the hot line to find out their building status for tomorrow. the number is 800-932-1902. three prince george's county sheriff's deputies are being honored today for helping pull a family out of a burning home. it happened back on february 4th on hilmar drive in forestville. officials say the deputies were first to arrive on the scene and ran inside to rescue two children and an elderly man in a wheelchair the assistance you provided the occupants prevented what could have been a tragedy. your response to the situation was above and beyond the call of duty and is worthy of recognition. >> reporter: the deputies were awarded certificates and letters of commendation. final preparations are under way today at the kennedy space center to send the space shuttle discovery here to the washington area where it'll be on display. on its way it will fly over many of d.c.'s most famous landmarks at a low altitude so almost anyone can catch a glimpse. erika gonzalez has a preview. >> reporter: after 39 successful missions, the space shuttle "discovery" is making a big entrance into the smithsonian. tomorrow it'll make its way atop a boeing 747 from the kennedy space center in florida to the national air and space museum in chantilly after being retired. >> do your kids get a get out of jail free card if they come to see this at the smithsonian? >> i have to say yes if i am missing school to be here today. >> the observation deck will be one of the best places to see "discovery" flying low at just 1500 feet. >> the planes come in from this distance and they come in right over these trees and will touch down on that runway and then they're going to tow it across the airports. >> reporter: it'll then take the next two days to get "discovery" off the 747. if you don't feel like take go-to drive to see it, you can catch a glimpse from any one of these locations. but in order to make room for discovery, something will have to go. >> this is the enterprise, the very first space shuttle that was built. >> reporter: if you want an up close and personal shot of discovery you have to get here early 8:00 a.m. to be exact or when the doors open here at the smithsonian tomorrow and they'll close on wednesday and reopen the doors at 8:00 a.m. on thursday for the grand procession ascent price gets wheeled out and "discovery" comes in. >> how big is this? >> this is huge. >> reporter: the 122-foot-long orbiter will go to the intrepid sea, air, and space museum in new york. it will gently be tugged out of the hangar on thursday. >> we will have these doors open. >> reporter: its 57-foot-tall tail will have to go through here. you're just going to take out the one day of celebration today for emancipation day in d.c. 150 years ago, president lincoln officially ended slavery in washington. today's events started with a prayer breakfast. before noon a parade kicked off on pennsylvania avenue between 12th and 14th streets. that was followed by a street festival and free concert. mayor gray says today's fun had an important educational component. >> with so many visitors from other places in the nation's capital, people who are here and people who have come for the cherry blossom festival, it is a great opportunity for us to educate them as to the experience for other people in the city. a celebratory moment and educational moment. >> d.c.'s emancipation day events will wrap up with fireworks on pennsylvania avenue and 12th streets. that'll be at 8:30 tonight. coming up we'll tell you what forced an emergency landing where passengers had to evacuate on the slides. and a warning about a new feeding tube diet that looks painful. coming up in bruins, ba 15 people injured in an emergency landing in london today. a virgin atlantic plane headed to orlando, florida was forced to return to the airport. there are reports that a small fire onboard the plane caused the emergency landing. it stopped all air traffic in and out of london's gatwick airport for about an hour and a half. airport officials say that created a ripple effect which created delays all day long. here is the newest extreme thing that some women are trying to slim down in a hurry. doctors are allowing women to get a feeding tube inserted for up to ten days at a time. the procedure allows women to drop up to 20 pounds in just days. the new procedure is creating a lot of controversy. >> getting 800 calories is too low for anyone but getting them from lean that it's going to get a lot easier for the capitals. that hasn't necessarily been the case in this year's playoffs. the home teams not always getting home cooking so to speak. but the momentum definitely on the capitals' side after that double overtime win in boston thanks to nik backstrom's game-winning goal, a much-needed win. the caps' goal going into the series? at least split the first two games in boston and that's what they did thanks to backstrom's game winner. holtzby has helped the team to just two goals in two games. the games happened to be his first two playoff starts. the bruins who seemingly have been frustrated with the caps' defensive minded play and patience, two words not often associated with the caps the last few years but times have changed and now it's time for home cooking. >> it's exciting to play in front of your home crowd and, i mean, it is still going to be a tough game. i don't think it matters if you play home or away. in this kind of game you play right now because there's not a lot of chances out there. it's fun to have your fans behind you. >> we did what we wanted to do and at least get a split on the road and we're a pretty tough team in our own building with the crowd behind us and we love playing here so it should have a lot of good momentum going forward into the start of this game. so, you know, at least we got to get off to a good start tonight. keep the momentum hopefully and just get a good push at the start of the game. >> if you see through the stanley cup playoffs there i think the home team's record is not as good as the teams on the road so we have to take advantage oufr fans and get a good push. >> a wild weekend of hockey in the nhl and i'm not just talking about boston and washington. we're talking about the pens and flyers. this game had 12 goals but that wasn't even the main story. the big story 158 penalty minutes combined between the two teams. it was a circus. early first period, check out sidney crosby number 87 in white. knocking away the helmet with his stick. claude giroux doesn't like it and the two go at it. crosby not known as a fighter but got a nice little uppercut here. while that is going teemu and chris going at it. 72 minutes and 18 penalties in the first period. he's hit by aaron asham who pummels shen. asham was ejected from the game. fighting continued into the third. scott hartnell and craig adams fight. adams gets some of hartnell's hair. adams has been suspended for one game and his coach dan blysma fined $10,000 for adams' actions a total of 158 minutes assessed in the game on 38 penalties. the flyers win it, 8-4 and now lead the series, 3-0. all right. we're talking baseball now. the nationals still at home and it's a good thing because they've been playing pretty well despite the fact that their five-game winning streak has come to an end. the nationals have the third best record in all of baseball at 7-3 and they start a new series with the astros tonight by sending none other than their ace to the mound. steven strasburg has been spectacular this year. strasburg's two starts? pretty good. 1-0 with a 0.69 e.r.a. last wednesday strasburg pitched six innings of two-hit ball to defeat the mets 4-0. he struck out nine while throwing a career high 108 pitches. strasburg starts the opener against the astros tonight and things aren't looking good for the nationals so far. the redskins have officially announced london fletcher is in the fold. he signed a five-year contract but it is really a two-year deal with a little over 5 million guaranteed. london one of 60 to 70 redskins at redskins park this afternoon as they started their first off-season training program. all right. let's hit the hellie pad. a michigan man is now a repair a fracture in his left finger. the wizards visiting the bulls tonight. the bulls have the best record, 46-14, in the nba. the wizards the polar opposite at 14-46. so we're just hoping they play hard tonight and maybe work their way up in the lottery or something. >> you expect the crowd at verizon will be on their feet most of the game? >> i think they are so excited, guys. it's finally playoff hockey. it's been such a rollercoaster ride of a season. the fans are coming in already. and i just hope no matter what happens that it's as good of a hockey game as the first two games of the series have been and if braden holtby that rookie goalie in hockey they call it standing on your head when you're playing great. he has been standing on his head for two straight games. we need him to do that for a third. >> what a way for a youngster to make his bones in the league. this kid has been out of sight in that goal in that net. >> he has been phenomenal. i just overheard in the press room that if he was with the hershey bears which is where he spent most of the year he might not even be starting in their playoff series. so the fact that he is starting here as the capitals' third
