went in his home. at a memorial service wednesday for prominent lawyer vinney cohen sr., declined comment on the report tuesday night. that report said sources say thomas' attorneys and prosecutors are close to a plea agreement where thomas will plead guilty, resign and serve time in prison. you are pursuing whatever you had to in your own time? >> we can't talk about anything. it's not the time anyway. >> reporter: the memorial service forced a delay in the plea discussions because vinny cohen jr. is an attorney prosecuting the case. some say thomas was secretly indicted. >> none of the deal could be reached by the end of the week. thomas did not show up for a counsel session on wednesday. should he resign soon, an election to fill his seat could be held april 3rd. they want to wind up negotiations this week. thomas and p 30$300,000. he used the money to fund his lavish lifestyle. again, our sources say a thomas plea bargain is near, but not a done deal. if it gets worked out in the next weeks, it has to be approved by a judge. it's not clear if he would resign his council seat or how it plays up. it's close to a done deal. >> he didn't snow show up today, right? >> we were someone under the age of 16 is a victim of sexual abuse. failure to do that could result in a $300 fine or 90 days in jail. kwame brown wants to require all students to apply for a higher education. he plans to introduce a bill for all d.c. high schoolers to take the a.c.t. or s.a.t. tests before they graduate and they would have to apply to at least one college. he wants mandatory workshops to teach them how to apply for schools or financial aid. there's an on-time graduation rate of 43%. the weather is freezing out there last night, cold this morning, but warmer weather is on the way, in los angeles believe that he was angry about his mother's legal troubles and extradition back to germany and may have fueled the arson spree. he shouted i hate america and was arrested on monday. smolding embers from a fireplace. the embers that started a deadly house fire in connecticut were taken out of the fireplace so the children wouldn't worry about the safety of santa claus. the fire killed three children and their grandparents on christmas morning. the girl's mother survived the fire. there are new reports today that the contractor doing work on the house was not registered with the state to do home improvement. police in great britain are trying to figure out the identity of a murder on the estate owned by queen elizabeth. she's been dead for some time. we have the report. >> reporter: wrap iping up her long holiday weekend, the queen went for a ride on horseback through the grounds of her estate where the whole family, including the newest princess spent christmas together. that same night, the queen and husband prince phillip, recovering from minor heart surgery got most disturbing news from police. >> a member of the public had been walking their dog in the area and found the body of a female in a wooded area. >> reporter: the body of a young woman found on the grounds of their estate a mile and a half from their main residence. police are calling this murder. >> what do you know about what's happened to her? >> very little at this time. >> more than 19,000 acres of sprawling country side north of london including towns, farms, woods. a 500 acre park with footpaths which is accessible to the public. now, the public watches a murder mystery unfold on royal land. stunning as police delve into it for clues. the queen remains in residence. what do we know about the victim? she was young. her body was here between one and four months and police say the autopsy showed no evidence of accidental injury, shooting or stabbing. back to you. >> will operate from 10:00 to 6:00. the deadline to register for help, march 6th. the quake hit august 3rd. health officials are called to occupy d.c. after complaints of an increase in rats in the area. they will visit mcpherson square and freedom plaza. they will make sure the kitchen and bathrooms are being kept clean. the the temperatures dropping drove some of the protesters away. the d.c. health department want to make sure those that are there are keeping warm. suggests on how living conditions can be improved will be made to the city. more women in this country are giving birth to twins. health officials say one in every 30 babies is a twin. it's a big increase over 30 years. in 1980, one in 53 newborns was a twin. experts attribute it to medical treatments and procedures that help couples. women in late 30s have twins at a higher rate. one of the most infamous cold cases. what prompted police to continue their search for a woman murdered 15 years ago. why some honda owners say of a plea bargain agreement with prosecutors. thomas is under investigation for misspending $300,000 in city funds. sources say he's going to resign from the council and serve prison time. no agreement has been reached yet. weather created problems during the commute this morning. metro was forced to single track trains because of the cracks on the yellow lines. all the tracks have been repaired. a drop in temperatures overnight could bring new troubles tomorrow. it's been more than a decade since an alexandria woman was murdered. her body has never been found. today, police combed woods in prince george's county in the ongoing search for the victim. her family was also there and as pat collins reports, they have not given up hope. >> reporter: with each churn of dirt, there's a sense of hope this will be the time, that this will be the moment that they find her and bring peace to the family. >> i don't want to come out here to memorialize her. i want to bring her to the final resting place where we can go every year. a correct place. this is not it. >> reporter: on this bitter cold day, a search in these ft. washington woods for a body in one of the city's most infamous murder cases. 23 years old, she went missing back in june, 1996. she's never been seen since. january, 2008, 12 years later, the case finally solved when michael dickerson, her estranged boyfriend confessed to the murder. she has information linking dickerson to a murder and he didn't want her telling the cops about it. so he kills her and buries her in these woods. there was even a time they brought him out here and he pointed to a spot in there. nothing found. at the scene today, alexis dickerson. she was 7 months old when her father killed her mother. recently, she said she spent time with the police chief. did she promise she would try to find your mom? >> yes. she said she would do whatever she can to help and find her. >> reporter: what is your feelings out here today? >> um, i don't know. i don't feel bad about it no more, just hopeful. >> reporter: it's expected they will return to the scene tomorrow. i'm pat collins, news 4, ft. washington. >> the suspect is in prison serving a 17-year sentence for her murder. in frederick county, a man has been accused of leaving his young children in a car while he went shopping. it happened yesterday at the walmart store in frederick. police say he left his 5-month-old and a 4-year-old in the car for 20 minutes while he went shopping. it was 24 degrees outside at the time. he's been charged with child abuse. the kids were unharmed. they are now with their mother. lots of students across the area went back to school today. for kids at three schools that means upgraded facilities. seven locks, garrett park and cannon road have had renovations. an entire second floor added to garrett park. they got a new gym, cafeteria, computer lab and library. they now have their own hallway and lockers. >> the little ones are excited about lockers for the first time. we had an assembly and they asked about the lockers. >> it's all new and all new supplies and everything's like, new. >> the modernization project took 18 months to complete. three more schools are undergoing similar renovations. people who make harassing phone calls could find themselves in jail. the virginia general assembly is considering a bill that makes it a misdemeanor for somebody to call or text a person with the sole purpose of annoying or harassing them. it stems from a case involving a man in virginia beach who used his phone to harass several women calling their homes and cell phones over and over again. shoppers may be able to load grocery carts with beer and wine. lawmakers are calling for alcohol sales to bring in new business. derrick ward takes a look at the idea. >> reporter: vacant grocery stores outlived their usefulness to chains. in bowie, trader joe's. >> almost to a person they said to do that, we need the authorization to sell beer and wine. >> reporter: prince george's lawmakers introduced legislation to allow some to sell beer and wine. only a few in the entire county can do it now. >> it won't be general motors sold over 2.5 million new cars and trucks last year, a 13% increase over the year before. >> every single one of our brands was up for the year. in the fourth quarter, chevrolet started to drive the business. >> reporter: chrysler was up 26% selling 1.3 million vehicles. wall street analyst says the demand and decided to replace ageing autos are helping the sales increase. >> we estimate there's 4 million buyers that haven't bought since the recession hit. those people are slowly coming back into the marketplace. it's helping sales. >> reporter: nissan motors post add 15% increase for the year despite experiencing disruptions after the earthquake and tsunami that struck japan in march. one more check on the weather, doug. >> a little bit of snow out there mostly to the west and north of the district overnight tonight. if you are in the west, west virginia or western portions of virginia, you may be seeing that snow now. take a look at the map. you can see it on doppler radar near winchester and making it to the panhandle of west virginia and hagerstown. it will try to move in here, but we have a dry atmosphere. light snow showers but that's about it. the
