including massachusetts where some major storms are rumbling through and we have breaking news out of there. take a look at this video, a tornado has just touched down in springfield, massachusetts, just about an hour ago and it was into the river and moving into the city's south section. the office emergency preparedness tells nbc news there are numerous injuries, but no deaths so far. the fire department says several hundred houses have been affected by this tornado. you can see there we've also had reports of cars overturned and tractor trailers overturned as well and guys, i was just looking at some of the national service pages and a tornado warning just to the south wooster massachusetts. they are still tracking that tornado on the ground and they'll continue to be watching that one as it continues to move to the south and east, most likely well to the south and east of the boston area. again, well south of boston, but right now, well south of woofter and we'll continue to see more video and more pictures coming out of there their region in the next couple of hours. stay with us. >> thank you, doug. the death of a 12-year-old girl in gaithersburg has been riled homicide. jessica nguyen was found dead on raven avenue. tonight that entire community is concerned about what caused the murder of a child? john schriffen is in police headquarters with more. >> reporter: many in that community are on edge because police aren't giving out much information about what may have happened. neighbors say what they do know is the vietnamese family in question was very quiet and for the most part kept to themselves, but at school, friends say the victim was an outgoing, intelligent, budding artist. >> she's always going to be there for me and i'm always going to be there for her even though she's not here. >> reporter: friends of the victim showed up at the crime scene with teddy bears and a note to say good-bye to 12-year-old jessica neweguyengu. she's a nice girl and i've known her a long time. >> reporter: alexis was in her sixth grade. her closest friends were pulled out of class today and informed about the honor roll student's murder. >> it was not -- it was pretty sad. >> reporter: police say around 7:30 tuesday night the 911 call came in for an injured child. when paramedics arrived on scene the straight a student was found dead in gaithersburg. >> i can tell you that there is trauma to her upper body. i can't comment at this time about what type of trauma. >> reporter: montgomery county police officers are tight-lipped as to what caused this 12-year-old's death and who might be responsible, about with many questions left unanswered some neighbors in this quiet upscale community are getting worried. >> it is so disturbing that somebody would harm a child, you know? it's very disturbing and then it makes me wonder oh, my gosh is this person still out here? is it safe for me to be out here? >> reporter: police say as part of this very active investigation they're looking at every possibility. >> we have detectives who are following up on every lead. as always, we'd like to remind citizens to be vigilent in their communities and please contact us if they have any information on this crime. >> reporter: now with this investigation less than 24 hours old police are asking the community for patience and assistance. if you know anything about this murder you are asked to call the anonymous tip hotline. that number is 866-411-tips. once again, the number is 866-411-8477. we are live here tonight at montgomery police headquarters in rockville. i'm john schriffen. jim, back to you in the studio. >> thank you, john. the driver charged in the deadly charter bus crash in virginia is free on bond tonight. 37-year-old kim chung posted bond this morning and he's facing reckless driving charges. four women were killed when the sky express bus he was driving flipped off i-95 near king's dominion early yesterday morning. today the national transportation safety board said the investigation will focus the crash and the driver. >> our human performance group is looking to gather information on the driver's background that includes the history of driving, training, language skills and qualifications and medical history. >> the bus was traveling from greens borough, north carolina, to new york city. most of the victims who were killed were from the new york and new jersey areas. stay tuned to news 4 for continuing coverage of that deadly bus crash. coming up in our next half hour we'll have more details of how the safety ratings system work. power is still out across parts of northwest and northeast d.c. tonight. pepco customers and apartment buildings there and in office buildings lost power yesterday. people have been stuck without air-conditioning now during this awful heat. chris gordon is on north capital street now with more on whether the power might finally be restored. chris? >> reporter: well, the latest development is that the traffic signal here at north capital and m just went out. the pepco power outage hit yesterday afternoon, but it took a long time to find because it was underground. pepco is still working on leaving a lot of people hot and bothered and if you look over there at that building you will see a lot of d.c. fire emergency personnel and equipment still on the scene to help. their car had air-conditioning. their apartment didn't, so they sat in the car with their 3-year-old son trying to keep cool. >> reporter: why are you out in the car? >> ac to keep cool. >> reporter: so you're going to stay in the car? >> we'll stay in the car, basically. yeah. >> reporter: about 1500 residents in the tyler house and sibley plaza located north -- pepco crews are working to repair failures or faults in at least underground cables that are part of the network that serves this area. >> it could have been a combination of the heat, several days of 90-degree temperatures and things expand underground and no surprise there. we haven't completed an investigation, but i wouldn't be surprised if heat does play a part in that. >> reporter: as temperatures topped 100 degrees d.c. ambulance treated and transported victims of heat exhaustion. >> and now we're told by pepco that it's going to probably be eight or more hours or so before they get the power back restored to this area. >> reporter: d.c.'s emergency response team coordinated with metro to bring in cooling busses to give residents without power a place to sit and sleep with air-conditioning, but some resident complained it was too little, too late. >> my mother is a senior citizen over there and she's -- i mean, without no air, no heat, she's got health problems. come on now. >> d.c. fire personnel walked from apartment to apartment knocking on doors to make sure residents who staid behind are okay. using power from their fire trucks, they ran electric fans into the lobes for residents congregating here. in northeast washington, office buildings and d.c. agencies had to close when they lost power tuesday afternoon. on wednesday, many were still dark. >> reporter: and you're looking live at a traffic signal that is dark. it just went dark here along north capital street in the corridor at the corner of m street. so the situation in terms of people dealing with the power outages, even worse, if you will. d.c. is rung a number of cooling centers including its main one at walker jones education center. that's just a block over on new jersey avenue in northwest. they say they will keep that open until pepco fully restores power. that's the latest from north capital street corridor. back to you in the studio. >> chris gordon. thanks, chris. is started with a reclining seat and a slap to the head. the federal aviation administration says it happened after midnight on sunday. the united airlines flight bound from dallas to ghana had to be returned escorted by fighter jets. pat collins has more on this story from dulles airport. >> reporter: you what it's like. the guy in front leans his seat into the way back position. it's not just close. it's creepy close. >> it's like someone taking up your space. >> it's very annoying. >> i rap on the back of their seat. >> civility in air travel is gone. >> reporter: sunday night, dulles airport, a united airlines flight to ghana, 144 passengers onboard. the departure and then -- and then -- not long after the takeoff of that united 767 plane, a passenger leans back in his seat into the lap of another passenger. there's a fight and the pilot decides to turn the plane around. they scramble two f-16 fighter jets from andrews and they flew above the united plane, escorting to back as it landed here in dulles because you never can be too sure. this is how the pilot reported it to the control tower. >> united. supervisor wants to know if the passenger is secured. >> negative. passenger is not secured at this time. the passenger has settled down, though, but an assault has taken place, but at this time he is not secured. >> the plane landed safely, but let's look at the consequences. the cost of the fuel burnoff that the united plane had to make before it could land. the cost of the f-16 escort, the inconvenience to 142 other passengers who had to get off and take another flight. now, as for the two men involved in the fight they were questioned by police, but police found no grounds to press any criminal charges. they were let go. they walked, maybe to fly again. i'm pat collins, news 4, fairfax county. hopefully not one behind the other. >> yeah. coming up tonight a television crew made the news when rising floodwaters led to an unexpected water rescue. another country in the middle east is on the brink of civil war as a power struggle leads to violence in the streets. president obama trying to hammer out a deal with republicans over spending and the debt limit. >> while many americans were sleeping history was made at the kennedy space center. >> lebron james puts the heat on dallas in the nba finals. also, shaq makes a major announcement about his future and lance knicks steals the show [ banker ] mike and brenda found a house that they really wanted. it was in my sister's neighborhood. i told you it was perfect for you guys. literally across the street from her sister. arrested and accused of groping a maid. two weeks earlier the former head of the international monetary fund faced similar accusations from another maid at a different hotel. his name is dominique strauss-kahn. he is currently now under house arrest. president obama met with house republicans at the white house today. that meeting comes one day after the house rejected a move to raise the debt employment. just 38,000 new hires in may, far fewer than hoped. in 75 minutes with president obama republicans pushed to solve that problem. more people working means more taxes paid. >> we can bring the deficit down through added jobs, but we can also get people back to work. >> reporter: no disagreement from team obama. >> there's a lot of overlap in terms of what the goals are here. >> reporter: but republicans insisted again, employers will not add jobs if tax rates might go up. they'd fix the deficit by spending a lot less. >> the spending cuts should exceed the increase in the was sworn in today, the democrat who last week won a special election in what was a republican district in upstate new york. voters there were spooked by republican leader paul ryan's plan to cut capitol hill. bad economic news sent stocks sharply lower today with all three indexes having their worst day in months. the dow jones industrial average dropped 280 points to close at 12,290. the s&p lost 31 points and the nasdaq slid 66 points and this comes after u.s. economic reports exacerbated fears about a slowdown in the recovery? late in the trading session, greece's debt got slapped with yet another downgrade. >> new developments in libya and yemen today. nato officials announced today they're extending their campaign in libya for another 90 days. there is no indication yet from moammar gadhafi, the leader of that country that he plans to step down. the rebels there say a bomb that exploded in a parking lot outside of a hotel in benghazi was meant to frighten western diplomats and journalists who use that hotel. no reports of anybody being injured there. meanwhile in yemen the protest movement appears to be turning into a civil war. some military leaders have shifted their alliance to a powerful and well-armed tribal leader. the president of yemen is a u.s. ally. >> there's new help for troops who suffer from post-traumatic stress syndrome or ptsd. a new program was launched today called the infitity hero foundation. according to the non-profit's website, it's first mission is to provide funding for groups that are affected by the anxiety disorder. a reporter in arkansas helped rescue a woman from high floodwaters all while the cameras were rolling. adam rodriguez and his photographer were covering the flooding yesterday when they saw the woman trapped in her suv. rodriguez waded out to her in his shirt and tie with a rope tied around his waist. the water was up to his neck in some places. once he got to the woman he handed her the rope. a bystander on dry land helped pull them both to safety. everybody was able to escape safely. the woman says she didn't realize just how high the water was until it was too late and that is the story we've heard over and over. we haven't seen many rescues quite like that one. >> no. that's why we say all of the time. do not drive through flooded waters. you can tell she tried to drive through that, and next thing you know, only six inches of water will move your car. >> be careful to help someone. he was wise to be tied to a rope before he helped her. >> things are starting to calm down just a little bit. >> good. >> we have a new severe thunderstorm warning that just popped up and this includes washington and prince george's county around the beltway. let's go to live digital doppler radar. this is what we're looking at. you're looking at rainfall that just came through the region and just came through downtown, but now it's making its way up toward northeast washington, up toward parts of the beltway and over toward prince george's county where we do have the new severe thunderstorm warning. let's zoom on in and that includes the 495 area toward mt. rainier, right along the gw parkway as well. so watch out in this area. this storm continuing to make its way toward the east and it's not moving very fast, about 20 to 30 miles an hour and it will also move out route 50 just like the last storm did. this one has really weakened and that's good news, too, as it is crossing over the chesapeake bay and it's right on top of the chesapeake bay bridge as we make our way down to the south. more storms and this is around the suitland area toward camp springs as well. you can see the latest fire up here around northeast portions of washington as it's moving right on the border between washington and prince george's county and that's where we're seeing the heaviest rain and lightning out of that system as well. that will make its way over to new carrollton in the next half hour. another storm was down toward triangle. that storm has decreased in intensity and some shower activity toward charles county and more showers to the south of culpeper into orange county. this one was severe, too, but no longer severe thunderstorm into that area. this is all part of a cold front that came through earlier. that cold front is going to bring us some relief to the heat, but it also brought us the severe storms and let's widen out here not just in our area and up into new england, we showed you earlier just out of springfield right here. this is the storm right here that produced a tornado that came through the area. a new storm right now is forming over springfield. another tornado possibly right around the same location and we have some video of that tornado as it did make its way right through springfield, massachusetts, hitting the city. hundred of homes have been affected and damaged. there are numerous reports of injuries and fortunately there are no reports of death so far. so we will ton watch this. i'm sure we'll see more pictures of this as it continues to move over the river right there. amazing, amazing pick theures and once again it does not look like anybody has been killed here and there are dozens of injuries and we will continue to watch the pictures up come out and we'll have much more for you on this tornado at 11:00. for us, this storm is going to do some good work for us. it will cool us down. we do have the severe thunderstorm watch in effect until 10:00 tonight and after that, we are done as far as the severe weather is concerned. i also think we're done with the heat. high temperatures today, 98 degrees and dulles set a record at 95. bwi set a record of 98s. it is 90 right now with winds out of the south-southwest at 15 miles per hour pt dew points will start to fall as well and it will get more comfortable around tomorrow. 84 where we've seen the rain down toward culpeper. heat index still up around the 100 degrees and that will continue to come down tonight as well as our front pushes that hot air out, here comes the nice weather in here for tomorrow and really in for the day on friday. friday is looking beautiful. this evening, scattered storms, strong to severe and they're starting to move off to the east. 87 to 92 degrees. some areas will be into the 50s and quite comfortable as we move through the day tomorrow. high temperatures 83 to 87 dids and the next four days, nice on thursday and on friday, and a high of 82 and 88 on saturday and slight chance of a thunderstorm coming up on sunday and not all that bad this weekend as well. i really think we're in for a great stretch of weather after today. >> that will lift everybody's spirits. >> thank you, orioles get a big afternoon from adam jones and the nationals try to steal a second win from the phillies. and shaquille o'neal make a 12-year-old girl was murdered inside her home in gaithersburg last night. it happened about 7:30 on raven avenue. police say at this point everyone is considered a suspect. about 1500 residents in northeast to northwest d.c. are out of power this evening. pepco is trying to repair the outages that were caused by underground wires expanding as a result of the heat. the power is expected to be restored by midnight tonight. >> a fight between two passengers forced the united airlines flight from dulles to ghana in africa to turn around. the plane made an emergency landing. it happened on sunday. the fight started when one guy threw back his reclining seat. a bus company with a history of safety problems was involved in a deadly bus crash outside richmond yesterday and apparently transportation officials gave sky express extra time to appeal an unsatisfactory safety rating. >> without that extension, sky express would have had its license revoked last saturday before the accident. jane watrel with a report now on that company's track record. >> they've had a total of 14 inspections, ten times they were placed out of service for that violation. >> reporter: transportation safety expert bob watkins pulls up a laundry list of federal regulations that the sky express bus company allegedly broke. they're listed on the federal motor carrier administration's website, not easily accessed by the public. on tuesday a sky express driver was arrested for reckless driving after a crash south of fredericksburg killed four women and injured over 50 other passengers. a close look at the company's safety record is chilling. a 99.7% unsatisfactory rating. >> here they give you a history and tell you that of all of the carriers out there they're the 99.7% worst bracket. >> this 99 is not a good thing. we're not close too to a gold star. >> no, the higher the number, not good. >> reporter: transportation officials shut down the carrier, but not before it was revealed that if the feds hadn't given the charlotte, north carolina-based company an extension to appeal the carrier would have been shut down last saturday, three days before the crash. passengers like mirna simons would never r had the chance to buy her $60 round-trip tick fret new york city to north carolina. >> you pay for what you get, but the organization used to be so much better. >> reporter: watkins is working on a private ratings system to help community groups make informed decisions about bus transportation. >> it's disheartening to see so many people who shop price without really knowing the true potential risk that they take. >> reporter: risks experts say that highlight how some bus companies appear to be more concerned with profits than passenger safety. jane watrel, news 4. police and prosecutors in the district will not have a breathalyzer program to catch drunk drivers until next march at the soonest. that word came today during the hearing on the status of rebuilding the roadside sobriety testing. early last year city officials acknowledged that some breathalyzer tests were inaccurate because some of the equipment was miscalibrated. the revelation put hundred of drunk driving cases in jeopardy until the drunk driving program can be fixed and police will rely on urine samples to make their case sglees a prince george's county elementary school became a murder scene today in new carroll torn. police say somebody opened fire last night on a crowd of people playing on the basketball court behind carrollton elementary school. those shots rang out at about 8:45 last night. 23-year-old leucine carbo was shot and killed. no word on who did it and why. three years ago a number of shootings in the trinidad neighborhood in northeast d.c. led to controversial police checkpoints set up there. today trinidad is one of the hottest neighborhoods for real estate in the city. the price of homes there has jumped and they're selling fast. elaine reyes has more on the housing turnaround. >> reporter: in northeast d.c. sits the neighborhood of trinidad, a garden community. recently it's become a mix of original homeowners, renovators and young people. >> i think this is one of the top three most sought out residential neighborhoods in the city. it's one of the last remaining closed-in neighborhoods that is still affordable to folks. >> reporter: buyers can find row houses for under $300,000 and when a house makes it on to the market it's not available for long. >> they're very large houses in comparison to the rest of the housing stock in d.c. a lot of them have basements and they're just really charming houses. the own verse taken good care of them over the years. one of the things people don't realize about trinidad is it sits up on the hill and a lot of these houses from the second story you can actually see the capitol and the library of congress. >> i've lived here since the end of march. last week of march and i moved from columbia heights. >> reporter: scores of young professionals like mike have made trinidad home. he doesn't give much creed tones its reputation of being a crime-icrime crime-ridden area. >> it's a nice neighborhood and everyone is hanging out all of the time. >> one of the attractions of the neighborhood is its proximity to the booming h street corridor. >> reporter: new restaurants, bars and businesses have revitalized the commercial thorough fare. a new street car lined under construction has also added to the area's value. lonny gilliam has lived on train dad avenue for 53 years. he doesn't want to see his senior neighbors taxed out. >> you know, it went from being an older family neighborhood to a lot of times you don't even know who your neighbors are. so it's changed a lot. jo jordan ferris says it was the diverse they drew her to trinidad. >> if you're going to buy a home this is where you need to do it. i see this area a lot like columbia heights. five years ago columbia height his a lot of gang violence and a lot of shootings and now it's very nice and i see this is going to be the next area. >> reporter: elaine reyes, news 4. strong storms are still out there. let's go back to doug for an update. doug? >> they're firing up right now in portions of northeast county and some hail reported around cheverly and riverdale and large hail as well. quarter-sized hail coming down out of this storm. these storms literally blew up in the last 15 minutes to the last half an hour. more storms around the fairfax county area making their way close to alexandria and a closer look here shows around the beltway around new carrollton and right around largo and kettering, and mitchellville seeing those storms. right along route 50 and of course, along the beltway as well. if you're driving along the beltway this heefrning, make sure you give yourself extra time and this is just to the south of greenbelt and another storm as i mentioned just off to the south and east. that severe thunderstorm warning in effect for prince george's county until 7:00. this is a storm that's developing right now moving in towards right around seven corners and that will continue to make its way along 66 as well along the half hour to an hour moving through portion of the district as well and we'll continue to watch these storms as they continue to fire on up as t[ coach ] in albuquerque,p citi pre-approved my >> and still watching the storms coming right through the washington area right through the district. take a look at the capital. you can see rain out there in the capital building and a lot of lightning with these and some hail that was reported around the blatensburg area and now severe thunderstorm warnings for eastern portion of fairfax county and arlington, county and also towards prince george's county and now also a brand new severe thunderstorm warning for anne arundel count pep you can see the storm it's from annapolis all of the way down 50 right into the washington area. so it does include the district of a big time storm. if you're in blatensburg and also down around largo area, you're seeing one storm right now and you'll see another one come through in about the next 15 to 20 minutes or so. that one as well has the next severe thunderstorm warning associated with that. they even a severe thunderstorm off to the west. let's move a little bit to the west right here and you can see it, now right on top of the washington, d.c. area and that's where the one storm is into arlington county and right there along the airport and you look down i-6 1k36 just to the south fairfax, another strong storm, to the east centreville and once again, watching severe storms. we'll continue to keep you updated throughout the next couple of hours as these storms move on through. jim and doreen? >> thanks, doug. an nfl star has become hero to a child whose heartbreaking experience touched people all over the world. it's been two months since lasean armstrong escaped from his family's minivan as it was sinking into the hudson river. his mother drove the family into the water. she apparently was distraught after having an argument with the father of her three youngest kids. lasean is the only one who made it out alive. when baltimore ravens' linebacker ray lewis heard that story, he reached out to the child. he and other pro athletes held a fund-raiser for lasean who has since formed a really strong bond with lewis. >> and i just grabbed him and hugged him and i looked at him and i told him i'm here for you, man. i can't replace what you've lost, but i can tell you that i'm here to go forward with you. >> i first met ray lewis i was, like, shocked. it was so cool. he's like a brother to me, and he says that he misses me, and, like, i'm, like, family to him. >> a happy child. >> lasean says he's really not sure what it is he wants to do when he grows up. he says maybe he'd just like to go and finish
