reporting. a woman is in critical condition tonight after being hit by a car in bethesda. it happened on river road in the intersection with river falls parkway. police say the 76-year-old woman was not in a cross walk when she was hit. the driver involved in the accident did stay on the scene. traffic on river road has been seriously impacted because of the investigation there. >> the man in charge of the nation's air traffic control is out of a job after a series of incidents in which air traffic controllers fell asleep at work. >> nbc news has learned there have been five incidents in less than two months including the one at reagan national airport on march 23rd. kristen dahlgren reports on what federal aviation leaders are doing about it. >> 2:00 a.m. wednesday a medevac'd plane circles reno for 16 minutes, trying to contact air traffic control. >> we have a pretty sick patient. we may just have to land whether they approve us or not. >> reporter: the controller was sleeping. it may have happened as many as five times across the country in just the last seven weeks. >> it's been kind of a quiet fact known for years that the graveyard shift at the faa and air traffic control centers in some places is a slumber party. >> second controllers have been added to late-night shifts nationwide. as the transportation secretary announced a new push to identify problems. >> the administration and the president of the union are traveling the country, controllers are doing a top to bottom review and we will not rest until these control towers are as safe as they possibly can be. >> the controller's union says new staffing may mean changes as airports adjust and try to limit fatigue. >> we will have to pull some off the day shifts in some circumstances. we may have to change hours of operation in facilities and maybe turn over some of the airspace to the busier facilities. >> officials insist the end result will be safer skies and for the flying public the wake-up call is a welcome relief. >> you don't want to be at 38,000 feet to find out there's nobody home on the ground. >> back here on capitol hill, the house transportation committee is planning a clos closed-door meeting to discuss recent events as they modernize the nation's air traffic system. kristen dahlgren, nbc news, washington. it was three weeks ago that two commercial flight his to land on their own at reagan national airport. the controller in the tower there was suspended for being asleep on the job. a woman charged with killing her co-worker inside bethesda's lulu lemon will have to wait longer to face a judge. >> brittany norwood will face a uj judge, but the defense waived that date. norwood staged a crime scene making it seem like she and murray were attacked by two masked men. the state has until the middle of next month move the case from district court to circuit court. norwood's lawyers were unavailable for comment today. tonight, we're learning more about a possible motive in the murder of a fairfax county barbershop worker. the suspect may have explained the motive of yesterday's shooting in several letters he gave to a friend. chris gordon is live in alexandria with details. >> according to a friend, the suspect was hurt and humiliated by an insult he received here from a co-worker at the barbershop. police say the shooting occurred at 2:15 yesterday afternoon. the manager walked over to the barbershop not knowing she was about to become an eyewitness to murder. >> there was a man that ran in front of me and started running across the street and thought he was heading to the bus and it didn't mean anything to me, and i looked in the window and i saw my friend and my fellow friend and neighbor barber falling to the floor. >> the barbersho remains closed. the suspect, a former employee, 44-year-old hoang nguyen turned himself in and is being held without bond for the second-degree murder in the death of lee hoang. sonny ha has known nguyen four or five years. he says nguyen lived with him for the past week. he says the night before the shootings nguyen was drinking beer and gave him these nine letters. >> this is his mom in vietnam. >> the letters are written in vietnamese. sonny ha read the one nguyen wrote to him. in it he says that nguyen complains recently one of the coworkers at the barbershop threw out his lunch. sonny ha explained nguyen took that as a serious insult. >> i think about i had to do something with him. i go to die or he go to die. >> sonny ha says nguyen traveled to vietnam last month to see his family for the last time although he didn't tell them it was good-bye. he says nguyen seemed obsessed with dying. >> he very, very hard and he don't know -- he don't want to live anymore. >> reporter: at the shopping center where the shootings occurred, longtime customers are paying their respects. >> i just left a bouquet of roses and nowers in his memory. >> reporter: you can see the small memorial here out in front of the barbershop for murder victim lee hoang. he leaves a wife and a child and in a final, sad note, according to the letters from the suspect it was not lee hoang, the victim, who threw away his lunch, who caused the insult and who caused the suspect to come here because he was hurt and humiliated and seeking revenge with a gun. that's the latest. back to you in the scholarship voucher program that most leaders here don't want. it's all part of the budget compromise being approved by congress today. the mayor says the voucher is worth $7500 for the each child in the program to attend private schools is a slap at the home rule, but some citizens like the school program. in the right of the people who live in the city. the 600,000 people who live in the district of columbia to be able to make these choices. we've watched children excel in the program and we've watched children who probably would not have graduated from high school graduate. >> they least 23 civilians have been killed. french and british officials are asking nato to do more to help protect civilians. in upstate new york the family of a distraught young mother is speaking out after she drove herself and her children to their deaths in the hudson river and there are new details tonight about those final moments when one of the children managed to escape. michelle franzen has the story. >> reporter: the family of lashanda armstrong in mourning and struggling to understand what made the 25-year-old mom load her four children in a minivan and drive into the hudson river. >> something that undid her any clipped her where she felt that there was nothing left. >> reporter: the three youngest, ages 5, 2 and 11 months died. her oldest, 10-year-old lashaun fought his way out in the final trantic minutes by rolling down the window and swimming to safety. >> i am just so proud of my nephew, lashaun to have the strength and the courage to get out. >> reporter: he then flagged down navy ryan who was driving by the scene at the time. >> he was waving his hands frantically and his face was full of fear and he said would you please help me, please help me, please help me. >> reporter: ryan droeft boy to a nearby fire station. he says he told her his mom held them together in the backseat planning to die, but changed her mind. >> at the end she wanted to go to the driver's side and try to reverse out, but it was too late, but he saw his mother going up to the driver's side saying i made a mistake. i made a mistake. >> police say they never know what made armstrong snap, but they're looking into a possible domestic dispute between the mom and the father of the three youngest children that occurred before the tragedy. in the final weeks the usually cheerful armstrong began to show a different side. more nervous, afraid and overly apologetic. >> she tartstarted calling fami and apologizing and saying sorry and nobody knew why. >> reporter: a family left with so many questions along with the pain of losing so much. michelle franzen, nbc news, new york. arlington national cemetery officials say they're making some changes to avoid any more burial mistakes. a house subcommittee grilled cemetery leaders after unmarked and mismarked graves were found there last june. cemetery officials say it's added more staff and equipment and set new burial rules and tightened up operations. one lawmaker says more needs to be done. >> our nation's heroes deserve better. today this committee is demanding better. >> the hearing comes a day after we learned of even more errors at arlington cemetery. authorities say they recently found eight cases in which family members were buried at the same grave site, but not all of the name his been added to picture, it will not be much overnight tonight. the difference will be during the day tomorrow. clear skies overnight tonight, but we are going to see the cold front from the north make its way down and what that will do for us is cool us down a little bit and back to around the 60-degree mark and some looks sticking in the upper 50s and we should also bring cloud cover by tomorrow evening and watch for those clouds and by saturday that cold front that came down will actually move back to the north as a warm front. normally that means nice and warm weather, but in this case it means the potential for showers and thunderstorms ahead of yet another storm system that is going to be a strong storm and we'll watch out for this one very closely because there's a good chance that we'll have strong to severe storms on saturday and they could be during the afternoon. we could see heavy rain from this if it sets up right. we'll be watching out for this one very closely on nbc 4 for you. finally cleared the 2011 budget and the debate on how to wipe out our nation's $ trillion deficit is still going strong. a top official has resigned and this comes after five recent incidents in which air traffic controllers have been caught sleeping on the job. from now on controllers will not work alone on overnight shifts. >> workers at a barbershop ended in murder. hoang nguyen turned himself in. the suspect wrote letters about a problem he had with one of his coworkers after his lunch was thrown away. now to a news 4 exclusive, several local high school students were hurt while attending a football camp in the area. >> one player fractured his skull. his father spoke to pat collins about how the injury has impacted their family and the boy's future. >> reporter: on the football field last year carlos lamont baldwin made his mark, four catches a game, more than 15 yards a catch, six games, eight touchdowns. this is a familiar picture they have of him in carol. crossing the goal line and football raised up high. this is what he looked like after he was injured in a football combine at the dulles sportsplex. >> when he did come out of icu one hour he knew us and two hours later he was crying because he couldn't tell us who we are. >> that's gregory baldwin, lamont's father speaking out for the first time since the incident. >> i witnessed my child having to walk again. i witnessed my child have to learn his name, his date of birth. >> reporter: it happened april 2nd at the dulles sportsplex. there was a football combine. lamont and other players were out on a passing drill. there was a violent collision. two of the players suffered concussions, lamont, he suffered a fractured skull. he was in the icu for two days and he was in the hospital for about a week. at one point during the interview lamont's father reached for his sunglasses to try and hide his tears. >> it's hard to talk about it? >> yeah. >> reporter: because his football future -- >> shattered. >> reporter: his dream -- >> shattered. >> reporter: what's that going to do to him? >> lamont is strong. lamont still watches football tapes. lamont will come back one day and shock the world. >> reporter: lamont's father says he's hired attorney joe camarota to investigate this incident. mr. baldwin says he doesn't want another young athlete to suffer like his son. i'm pat collins, news 4, washington. wayne yarbour owe is the man who organized that football event. he says he's sorry about what happened. he says the parents signed waivers and that they knew the risk. we're hearing for the first time tonight from a hotel employee who lost an eye during a brawl at the dmv music awards in arlington last month. this is amateur video of the attack. the victim who was a bartender wishes to keep his identity private. he told the arlington county police department that he's had two operations since march 5th and he expects to have one more for a prosthetic eye. he says his recovery has prevented him from working and that forced his family into debt. >> my morale is low. i get stomachaches. i feel stressed and i try not to think about the problem. i wake up for one or two hours a night. >> reporter: these are images police are releasing of their female suspect. they're offering a $5,000 reward for an arrest and conviction in the case. plans to cut metro service on the weekends are moving ahead this morning. metro's finance and administration committee voted to have public hearings on the proposed service cuts. they're looking at having trains run every 20 minutes on sundays. that's opposed to the 12-minute weekend intervals. some bus routes could also be cut. riders will have a chance to weigh in on the proposals when public hearings began in may. there are new rules tonight for people who drive hybrid vehicles for at least another year, you could use the hov lanes on i-95, 395 and 66 as well as the dulles toll road, but as julie carey explains, changes are on the way. >> for virginia drivers this is the license plate that means the different between a gridlock commute any a much quicker trip, but where hybrids can drive has changed over the years. this plate was issued to drivers before 2006 and allows them to drive solo in all hov lanes during rush hour. the good news for those drivers. that will continue for at least another year. >> yes. the general assembly did approve it so if you have a hybrid vehicles you can use the hov lanes until july 1, 2012 and there are a lot of caveats and you have to know the rules before you get on them. >> a brand new rule is getting crowded with hybrids. these plates that allow drivers to drive solo will no longer be available. >> they estimate that about 20% of the hov traffic on 66 is made up of hybrids and that's enough to where they need to cap it to keep those lanes first and foremost for carpoolers. >> back along i-95, carpoolers have a mixed view about the decision to continue granting hybrids free passing during rush hour. >> i don't mind. the whole point of the hov is to save gas and emitting bad gasses into the air. >> if they're not admitting anything, i get to work on time. >> i don't like it. it jams the h osh v laps for us that r a car so i don't like it at all. it could impact the tealers in not selling high bride. he hates to see the hov rules tighten on hybrids. >> it works against us because the states have incentives to buy the green hybrids and they're putting tax dollars and it doesn't cost the state anything and they'll take a away a reason to buy a hybrid. it doesn't make sense to me. >> reporter: there's one road where they can use the hov lane without special rules and that's the dulles toll road. julie carey, news 4. hybrid owners with down in florida. this incident happened atollive garden in lake landz. a couple of weeks ago the boy's mother ordered orange juice from the toddler and was given tropical sangria. she learned of the mixup from the restaurant's manager. the president of the olive garden called her to apologize. the 2-year-old boy is doing just fine. ford is extending the recall of the pickup trucks. they're being fixed air bags that could deploy without warning and possibly injure drivers. the recall covers trucks from the 2004 to the 2006 model years and in february, ford agreed to recall nearly 150,000 of the trucks. ford f-series pickup truck is the top-selling vehicle in the u.s. we have a former baseball player who does sports and just sports. no weather, right? >> no. just sports. >> he's the and doing good things then you're ready for it. >> ryan zimmerman is still out on the d.l. nursing an abdominal strain. he's feeling better, but he has to give it time. it's hairston, jr., who will
