been attack on the streets. showing a camera can make you a target. we've heard about others who have been taken into custody by security forces, put in has not cuffs and questioned as a campaign of from chicago. >> reporter: the national guard has been called in to clear away about 20 inches of snow that landed in chicago overnight. what will be happening tonight is not nearly as dramatic but it is just as dangerous. for the moment, lots of midwesterners are turning lemons into lemonade. with so many businesses and schools close in the chicago, and hardly any cars on the streets, there is time maybe to actually enjoy the snow. but authorities are still working to get the city's busiest streets, lakeshore drive, cleared of cars that were swallowed by the snow last night. hundreds of congressman is very unhappy with the performance after the snow. he is calling for major change in the management of that company. chris gordon is in rockville with more on that. >> good evening. the maryland congressman says his frustration with pepco reflects the many complaints he has received from constituents throughout montgomery county. pepco crews now making permanent repairs after struggling last week to restore power to its customers. elected official at all levels of government are expressing frustration. congressman chris van hollen sent a letter saying enough is enough. the congressman sat down with me to outline his concerns. >> the pat e of failure. we have the storm, we have the outages. after every outage, we have reports, hearings, promises of change. pepco has to let people understand now that they get it. that will require a change in management and leadership. >> pepco is saying. if youing the, fixing this is m personal commitment. last week businesses in kensington, maryland, lost power. this gas station's pumps didn't work from wednesday until saturday. stores throughout the area like manny's pizza and subs could not serve their customers. >> we have to throw away a lot of prepared foods. cold foods. anything in the freezer, the frigs really had to wait. >> they are concerned that the ill pack of long lasting power outages. >> they are very concerned that the residences of the county but also the businesses that have been in effect put out of business for a period of time by pepco. >> next week, maryland lawmakers will hold hearings in annapolis looking into the reliability of pepco's service. montgomery county councilman roger berliner wants legislation holding pepco responsibility for losses due to power outages. >> today i'm going to call on the maryland public service commission to create a restitution fund and to provide consumers who have not been provided service direct refunds from pepco, from this restitution fun. now pepco tell me it will send representatives to annapolis next week. to answer questions from the committees that will be investigating pepco's response to the power outages caused by last week's abuse in our area. 57-year-old garrett orr taught at the prep school. his arrest follow allegations from two former students that they were inappropriately touched by him at the school. he was arrested at his current home in pennsylvania and is out of jail on bond. police say georgetown prep is cooperating in the investigation. the school that it main tanz strong policies and procedures to interacts with our students. the new budget plan includes some significant cuts. the superintendent is proposing to eliminated 1132 positions. his goal is to help close an anticipated $85 million shortfall in funding from the state. class sizes would be increased. perhaps and resources would be cut. he has already proposed pay freezes and the elimination of middle school sports. there could be cyclone yasi hit australia today. it is a cyclone that slammed the queensland region. there were driving rains and winds of more than 186 miles an hour. it is being call the worst cyclone in the history of that island nation. sally filed this report just before the eye of the storm came ashore. >> reporter: its power is awesome and unforgiving. cyclone yasi is ripping through northern queensland. these pictures film before it even made landfall give an idea of what is to come. the eye of the storm, 22 miles wide. quite simply the worst cyclone in australia's history. and this just weeks after a flood of biblical proportions devastated the southern part of queens ladd. throughout the day, the sick were evacuated to hospitals away from the storm while the healthy sought shelter. >> i'm just scared for my kids. i didn't want them to drown. apparently the waves will be up over the house. >> i've never been through anything like this. i'll be 83 next month. >> reporter: they had just hour to escape. >> no one should be leaving home now. the time for movement and evacuation has now passed. people should be sheltering in place wherever they are. >> reporter: and there are people like emma and jesse from cannes who hunker down with their family, speaking to us by skype before they lost power. >> i was born here in 1991. the hospital i was born in has been evacuated and all of the patients have been flown down yesterday to brisbane. we decided to stick it out. we got a strong room in our house. and we're just hoping for the best. >> reporter: it is 118-mile-an-hour winds make landfall, australia watches and waits. >> do the people of far north queensland, i say what is probably the worst cyclone that our nation has ever seen. this is a powerful natural force but the courage of the people of north queensland is an even stronger force again. >> reporter: the extent of the cyclone damage will become clear at daybreak. a common but toxic chemical has been found in the nation's drinking water. today environmental protection agency said it is planning to issue the first limits ever on the substance to lower our rick of exposure. it is a component of rocket fuel, fire work and explosives. the epa said high concentrations have been found in 400 locations in 2:00 states. mostly near military facilities and chemical plants. overand poesh occur cause thyroid problems and other health risks. senate republicans were busy trying to repeal president obama's health care reform law. last month they pass ad repeal bill but senate democrats refused to send it to and this was oklahoma city where they saw heavy snow as well. over a foot tying, at least getting close to the one-day record snowfall there. chicago was actually the third biggest snowfall for them ever. let's look at a couple pictures. do you want to see lakeshore drive? this was connecticut. that roof calm down because of the snow and ice there. you remember we had a little traffic problem there a week ago because of snow? how about this one? 900 cars stranded along lakeshore drive. 60-mile-an-hour winds and they saw drifts that were toppling those cars. at least over the top of those cars. here they call it. snowmageddon last year. third calling the chicago blizz-aster. they're calling it a debacle. the storm moving away from chicago and toward the east. there is still a lot of snow left. toward pittsburgh into portions of west virginia. some good skiing. don't expect any snow here. what we're seeing is the big drop in temperatures. 52. that was the high today. the warmest temperature in two weeks and only the for you time we've seen a day in the 50s, so far this year. down to 46 now with winds gusting upwards of 40 miles an hour. those winds could be a little problem attic for those weaker trees that were brought down from last week's storm. winchester, 28. la plata at 31 degrees. those winds shifting out of the 97 and bringing in much colder temperatures. down to 30. 34 in martinsburg. nothing compared to where we were earlier today. look at the numbers. 68 in richmond. 72 in norfolk. back to the west, 41 in columbus. what do you think current temperature there is now? how about 25? 25 in pittsburgh. that's the cold you are a moving in. that's why we're going to see this incredible cooldown. we will see the 30 to 40-degree temperature drop. the cold air racing in. it is an arctic your of high pressure that will be building in across the entire portion of the country. that cold air will set the stage for the next storm that will move up late friday into the die saturday. i'm not expecting too much from this as i think most of the cold layer begin to retreat sgruft in time for the storm. what does that mean for us? right along the i-95 corridor south and east. it will be an all-rain event. this is not a big storm. back to the north and west we are talking about the potential for ice and maybe some snow. and yes, it could be in parts of our your. we'll continue to watch this one very, very closely. this would be during the day sort as it make its way around our region. this evening, partly cloudy. starting to cool off quickly. like to 56 degrees. tomorrow morning, those temperatures will be way down into the 20s. not just the temperature. it is the windchills. between 10 and 15 degrees. wind out of the northwest at 15 to ambulance units that handle nonthreatening call would be taken off the streets. and staff would be reduced for the hazardous material union. >> let's not do what is convenient. let's look at alternatives. >> reporter: the head of the firefighters union says not so fast. >> we've put together a group looking at some other alternatives to that. >> reporter: since fairfax county's $55 million budget deficit is the issue here, the county spokeswoman, not the fire chief, is authorized to comment at this point. marty fitzgerald said all the departments including police were issued a directive in may of 2010 to trim 1% from the 2011 budget. the directive was not to cut any field positions or absolutely essential programs. every agency has to look at their own services and determine, looking at everything, which would have the least impact if they were to go away? firefighters hope to give their ideas no later than 48. what no one know for sure is now deep the fire department with the police department will have to cut their budgets. that won't happen until the end of march. in fairfax count, john watrel, news4. fairfax county police have yet to reveal where ♪ baby baby baby >> so there you have your answer. justin bieber. had he not said bieber fever, i wouldn't have known. >> i've been dying tonight that. >> that's why i put it in. >> you've got a daughter. you will soon enough, buddy. coming up, celebrating the life of the first some students are paying tribute to winter original tuskegee airmen. charlie flowers died on friday after a long illness. but at the school in springdale that carries his nail, flowers left an impression that will carry on through the people he inspired. >> reporter: it is an impoegz building. it was rededicated charles herbert flowers high school. a tuskegee airman who blaze ad trail and made an impact right here. >> our spirit will be down but we want to carry his name in our hearts. >> reporter: the rotc students here learned of his death friday when he lost a valiant fight against kidney and heart disease at 92 years old. >> he did thing so nice and happy all the time when most people see him. when i heard that he passed away, it was just sad. >> reporter: flowers was the first of 13 tuskegee airmen pilots. the first african-american flight instructor for the airmen during world war ii. he would go on to win for nasa at the goddard space center. late in life, his focus turned to championing education at his school. news4 was along for a visit in 2005. >> if you think education is expensive, try ignorance. ignorance is much more expensive. >> i would be in my office and all of a sudden, he would up the tow in and he would chat. how are thing going?
