motive and no suspect in the case. the ñiinvestigation, it continu on. doreen, back to you. >> pat collins reporting from leesburg. a child was hit by a car this afternoon. it happened near the 3900 block of south capitol street in southwest d.c. police say the driver of the suv involved in the accident stayed on the scene. no word tonight on whether he or she will face charges. the child is expected to be okay. there is a call for action after the murder of a college student who was shot and killed near sherman circle while riding his bicycle home from work. now a member of congress and otherñi officials are doing wha they can to make that community in northwest d.c. safer. derek ward is in the area with more on this story. >> reporter: jim, you can see sherman circle is an inviting place in the cool of the evening. we have spoke to folks who lived around here for a while who say after dark it is strictly off limits especially after what happened this weekend. efforts are under way to change that. about 12:30 a.m. sunday catholic university student was riding his bike home from his job. someone began shooting at him and he continued on amid a hail of bullets until he fell dead in sherman circle. >> we had a tragedy. we don't know if lights would have prevented it. we do know adding light will make people feel safer going forward. >> reporter: the things that make this park so attractive, low hanging trees can make it menacing after sunset. the call for more lights from beyond the circle. >> what was astonishing is half of the parks in our neighborhoods do have lights. when you consider almost all of our parks are park service parks. they do a wonderful job keeping it up, but you have to be able to enjoy it. >> reporter: lights are only part of this equation. these grand circles were designed br cars and traffic. beyond that, a sense of community, of people out in numbers can deter wrongdoing. >> we know people who shut their car door and run up the steps go in the house. it is really a shame that society has brought us to this point in the nation's capital. people are afraid to be friendly. but then gain, with crimes such as this, you don't want to trust everybody you see on the street either. >> reporter: you get a sense of this community, in petworth, two or three blocks west of georgia avenue, illinois, kansas, they converge here. the folks who have lived here for a while say this isn't the first time something bad has happened in the circle. sadly, so many times it takes something tragic to happen for change to happen. they hope now the time has come. live in northwest, now back to you. amtrak says service is now back to normal after power problems brought trains to a halt in the northeast corridor this morning. low voltage troubles forced amtrak to suspend service between d.c. and new york city and philadelphia and harrisburg. delays ranged between half an hour and two hours. commuter trains in new jersey were also shut down. they are focusing on an area between washington and perryville, maryland. it made for a scary start to the school day. a d.c. school bus caught fire with children onboard. the mid size bus was engulfed in flames when firefighters arrived. theçóñódriver, adult aide and several children escaped safely. it happens in southeast d.c. the bus was destroyed. there is no word on what might have caused thisñi fire. schools in d.c. and maryland are among the winners in a federal competition to improve education. part of the education's department race to the top program. children in eight other states also will share in the $3.4 billion in grant money. the race to the top program rewards states that pass new teacher accountability policies, that lift caps on charter schools and make other ambitious changes to improve schoolsxd an to close the achievement gap. the head of the montgomeriry county school system is stepping down. dr. jerry weast announced he is retiring atñr the end of the school year. weast has been a superintendent for 35 years, serving the last 11 years in montgomery county. he says he is looking forward to a new challenge. >> i'm eager to maybe take a break and think about things for a while and see if i can, you know, have as much passion for education in some other area. hopefully i will get to see my family a little bit more. >> the montgomery county school system had the highest graduation rate of a large district in the nation during weast's tenure. shirley sherrod isñi moving on. tom vilsack announced sherrod will not accept a job offer to the department. after sherrod was asked to resign after allegations surfaced she made racist remarks. those allegations turned out to be false. >> reporter: thanks, but no thanks. former u.s. agriculture employee shirley sherrod rejected an offer by agriculture secretary tom vilsack to return. that after she was forced to resign last month following a racial controversy. >> the secretary did push really, really hard for me to stay. >> reporter: sherrod was asked to step down by vilsack amid allegations she made racist remarks in a speech that caught the nation's attention when portions were posted on a blogger's website. those accusations turned out to be false when the full context of the speech showing sherrod wasñr offering a lesson onçó ho overcome racial prejudice. since then vilsack has been in the hot seat with the public and president obama who called sherrod to apologize. >> this is my responsibility. i disappointed this administration, the country, shirley. i have to live with that. >> reporter: he offered her former job back or a role in a newly created position. sherrod was tempted but could not accept. >> he apologized. i accept that. a new process is in place. i hope that it works. i don't want to be the one to test it. >> sherrod may work with the department as a consultant. until then sherrod will be busy. she plans to accept requests from around the country to speak about her experience. and shirley sherrodñi announced she will move forward with a lawsuit against the blogger who posted the edited excerpts of her speech. the justice department will appeal a ruling that blocks federal funding for stem cell research. on monday a federal judge said the obama administration guidelines that were released last year violate an existing federal law somebody may be getting rid of pet alligators by dumping them in theçó chicago river. an alligator spotted was captured near the belmont bridge there. it is the second gator captured there this in her bed. the rape has unnerved many. one woman told us by cell phone her mother is living with her rather than staying at the center. >> everybody's reaction is they are terrified. that has never happened, like i said. that is the first time something like that happened. >> reporter: this is the second time a violent rape of this type has happened in this neighborhood against an older woman. the first one occurred in june. in that incident the victim was a 68-year-old woman who lived on the first floor of the beacon field terrace apartment across the street from the senior living center. the 68-year-old victim helped police come up with this sketch of her attacker. police are investing the attacks to see if they are related they are not drawing any conclusions. >> both times early morning hours, both times victims in their bed. the suspect has a similar description, 18 to mid 20s, a thin build. >> reporter: police believe the latest attack was a crime of opportunity. the window asking for more help from the public. anyone with information is asked to call the police. virginia's attorney general is joining others in condemning the adult services section of craigslist. ken cuccinelli says it is a safe hachb for sex trafficking and prostitution. craigslist is the world's most popular site for classified and personal advertisements and one of the most visited sites on the internet. emotions are running high in flint, michigan. some say police waited too long to warn the public about a serial killer targeting black men. eight people attack, five killed. three attacks happened in leesburg, virginia, another in ohio. flint, michigan, police defended their response at a foor rum hosted by the naacp. >> i have nephews that walk the street at nights. you think it a van. >> reporter: friday a trusted volunteer van pool driver did something out of character. he got behind the wheel of his commuter van after drinking. larimer was driving eight passengers back home along i-95 to a commuter lot in spotsylvania. someone rotted a red van weaving in and out of the lane. state police pulled the van other. the trooper's report says he smelled alcohol coming from the van. larimer is more than 100 drivers certified to drive for commuter express. the owner was stunned. >> i have been in this business almost ten years. ki honestly say this has never happened will no longer be driving a van. >> larimer is scheduled to be in court in october. thousands of drivers in virginia have been caught in the latest state police crackdown on the highways. it is part of something called operation air, land and sea taking place on 66 and 64. state police are targeting speeders and reckless drivers and catching impaired drivers and drug and safety belt violations. last weekend was the fifth effort involving troopers and cruisers and motorcycles. helping to keep virginia's highways safe. the contractor delivered home heating oil to the wrong address in alexandria, virginia. that home's fill pipe is not connected to an oil storage tank so that oil that was pumped out of the truck, 325 gallons went into the basement. it happened on colonial avenue before the mistake was noticed. firefighters were called in. a majority of the oil went down the drain in the basement into the sewer system. nobody was hurt but it was quite a mess. >> sounds awful. cool. coming up, an update on t u.s. safety regulators are stepping up their investigation of toyotas but stopping short of announcing a recall. those investigators are conducting what they call an engineering analysis of 1.8 million corolla and matrix cars, model year 2005 to 2007. the national highway traffic safety administration is looking at two possible problems in the production process. the first problem might be improper coating on circuit boards. the second one is cracks in the glass coatings. toyota is cooperating fully with the investigation. the source of a nationwide salmonella outbreak remains a mystery tonight. it has sickened more than 1,000 people over 20 states. congress is gearing up for its own investigation. leanne greg has the story. >> reporter: investigators are still looking for the source of salmonella contamination at wright county egg and hillandale farms in iowa that sparked the largest egg recall in recent history. fda teams plan to conduct hundreds of inspections of other egg producers to ensure they adhere to safety rules implemented after the salmonella outbreak. if they were in effect earlier it could have prevented the recall. >> these new rules are adapted and patterned after what we have been doing for the last 20 years and our company was a pioneer in developing these rules and we know it works. i can tell you firsthand that when we first started the program, we had about 30% of our chicken houses were positive for salmonella and now less than .5%. >> reporter: the majority of eggs produced are safe the recall impacted the entire industry. >> it is difficult and nerve wracking to have this happening for the rest of the industry and for the consumers out there to understand how this can happen. >> reporter: one issue under investigation, sanitation. iowa's top poultry veterinarian says mice could be a prime suspect. >> if a chicken consumes with the feed with the mouse fee cal pellet, the chicken becomes infected and subsequently the chicken will transmit this bacteria in its own droppings to other birds. >> reporter: infected hen cans transmit salmonella directly their to eggs. the fda doesn't think any other
