this afternoon. the electricity is back on now inside the two affected terminals but some people trying to get out of town are still feeling the effects. john schriffen has the latest. >> reporter: tonight we have good news and unfortunately, we also do have some bad news. first good news. as you said, the power is back on inside this terminal. as you can see, the long lines that wrapped around the building have all gone away. the bad news, unfortunately, those delays that cause so many people frustration earlier, those delays will continue on into tonight. with no power to check, computers were down, escalators were stalled, and people were frustrated waiting in line after line after line. how long have you been waiting here at the airport? >> about an hour and a half. it feels like longer. >> reporter: melissa was trying to get home to kansas city but her four young kids were growing impatient waiting for the power to come back on. what has it been like sitting around in the had talked himself out of a third year probation. today a federal judge in phoenix heard the first of several requests to block arizona's new immigration law. but a bigger showdown is expected next week. when the judge hears six other lawsuits, including the one brought by the justice department. virginia is formally siding with arizona. the commonwealth has joined nine other states that have followed friend of court briefs. that's according to the attorney general. the arizona law requires police while enforcing other laws to question a person's immigration status if officers have a reasonable suspicion that the person is in this country illegally. that law takes effect july 29th. maryland governor martin o'malley told news4 today, he believes that new arizona law could be the beginning of a dangerous path. >> i think the arizona law creates a very dangerous precedent for requiring all citizens to have to carry immigration papers, status documentation, or face being detained for no other reason but that. it kicks the door open for racial profiling. >> governor o'malley made the comments on news4 midday. he said he believes the country needs immigration reform but minors. in its revision, the vatican doubled the statute of limitations in abuse cases from 10 to 20 years from the victim's 18th birthday. the new rules include possession of child pornography and the sexual abuse of mentally disabled adults are added to the list of crimes. the revision does not, however, contain measures to hold bishops accountable for abuse by priests on their watch. it does plenty sticky. plenty steamy. and yesterday, newton, iowa, had one of the highest dew point temperatures i've ever seen. up to 88 degrees. that helped to fuel some storms. today that pocket, dallas to witch dark st. louis still. and memphis. now we'll see the higher heat index values right here coming our way for the next couple days. and for the weekend, the pattern that is unchanged. we'll be around the low to mid 90s around the area and still quite sticky. today storms in michigan. yesterday they were in wisconsin. let me show you the wind damage as well as the heavy rain that picked up. there were about a half dozen reports of tornadoes. some high winds around kenosha. up to 60 miles per hour. quite a bit of damage. as far as the rain goes, milwaukee, they've really had the rain. nearly four inches from severe storms that quickly turned those streets into parking lots and cars into boats. so what can we expect around here? well, we'll take a look at ocean city forecast for the city leaders say will make a rec center safer. the arrests were aimed at cleaning up street crime traffic. >> the drug traffic had been holding a local rec center hostage over the last few months. jacky benson joins us with more on the story. >> reporter: this started when people in the neighborhood began complaining they had this beautiful rec center. the kennedy rec center here at seventh and o streets. but people had stopped using it. that's because the good kids in the neighborhood were afraid to walk through here because they had to walk past an open air drug market. people standing around with guns in the waist bands to get here. d.c. police and dea agents started serving arrest warrants this morning. dozens were arrested. and officers recovered guns and drugs including an astonishing amount, about a kilo. this was a concentrated effort that we put in during this summer initiative to specifically look for those folks who remain in this community that are firing guns out here on the street while the kids are out here trying the play. those selling drugs, you heard the. a drugs recovered in this operation. the ones that are hanging in front of the rec center and selling drugs, or walking around with guns in their waist bands, those are the people we targeted. >> reporter: now what police tell us is there was a shooting just two days ago here right in front of the rec center. two young men were shot in the foot. they survived. back to you. d.c. police are searching for a suspect in the deadly playground shooting. it happened about 9:30 last night. that's the same rec center where a former congressional intern, joshua hopkins, was killed over the fourth of july weekend. last night's victim has been identified now as 39-year-old craig thompson of capitol heights. a d.c. school was put on lockdown today while police searched for a gunman. an 18-year-old was shot in the hand at raymond elementary school on spring road in northwest. he was visiting friends there at the school who were taking part in a city jobs program. police tell us, two groups of teens got into a fight. one of them pulled a gun and shot the victim in the hand. the school was put on lockdown while police searched for a suspect and a weapon. no arrests have been made. two police officers are under investigation for allegedly using excessive force while making arrests in two separate incidents. the first case involves officer trevor hodges, a four-year veteran of the forceful he was turned in after the person witnessing a forceful arrest. and a six-year veteran was suspended after an incident at the mall at prince george's county. he was investigated on the same charge in 2009 but an investigation at that time cleared him of any wrongdoing. there is new criticism of kwame brown, the candidate for d.c. chairman who has been sued for $50,000 in personal credit card debts. news4 first reported that brown's financial problems were happening last week. today, an opponent of brown's says those credit problems would hurt the city's image were brown were to be elected. tom sherwood has the latest. the former ward five councilmember now in the race for chairman touts his own financial experience as a lawyer and accountant. >> i am going to bring leadership, maturity and accountability. >> reporter: he charged faye the $50,000 of personal debt on three credit cards acknowledged by his opponent kwame browne as first reported by news4, could endanger the city's reputation on wall street and capitol hill when it come to defending the city's finances. >> clearly, it has a severe impact. poor judgment for him to not have cleaned that situation up. and having a surprise. it is a surprise on the citizens of the district of columbia. >> is this a person interested in wall street? is that a person you want to send to congress? we want to send our best available people. i believe if he was to go there, he would be the weakest link. >> reporter: he told news4 last week, he takes responsible for the $50,000 in debt. saying his family lived yonz beyond its means. >> we're now living within our means in a very disciplined budget. >> reporter: but he declined on thursday to come on camera and respond to the criticism. or disclosures that he owns a 42-foot boat named bullet proof at a boat club along the river. he criticized the name as inappropriate in a city fighting a violent crime image. >> he has a boat call bullet proof? he was visionary. he changed his team from the bullets to the wizards because it is about image and perception. >> reporter: in response to the new questions, brown's statement said only, our campaign is about unifying this city. and providing leadership required to deliver what voters tell me we on his pitching elbow last year. initially, doctors told him he would be out of baseball for 18 months. zimmerman is working toward a return in only 12 months. his target return is more mid-august one year since the injury. last night, zimmerman and the potomac nationals against the indians. it started well for him. zimmerman not wasting any time. there later in the inning, zimmerman gets an indian more than a decade since the fda last approved a weight loss drug and there is no twlelg the public will see one again. >> i think if we had had longer follow-up, i probably would have voted the other way. >> reporter: an fda panel of experts has voted tonight recommend the approval of the drug citing concerns over side effect like depression and birth defects. they pointed to a rocky history of weight loss drugs with severe complications like liver damage and heart problems them say they need to see more safety data before going forward with it. >> i'm equally concerned that the erosion of the public's trust every time we approve a drug and don't get it right. >> reporter: it is a combination of two appetite suppressants including one called phentermine it was. considered safe but was part of the notorious fen-phen that was taken off the market years ago after it was linked to heart problems. two other drugs are in line for review. both will get their turn in the fda's hot seat later this year. nbc news. >> the fda will consider today's vote before making a final decision in the coming months. the agency isn't required to follow its panel's recommendations, but it usually
