this is a live look at the broken well. while there are signs things are going according to plan, oil is still slipping out. today president obama insisted his administration is taking an aggressive role in managing this crisis. jay gray is in venice, louisiana, with the latest. >> reporter: good afternoon. while there have been positive signs, bp engineers will only say they are encouraged and continue to stress the top kill is still far from over. there is a lighter plume pouring from the frequent toured well now. evidence some scientists say of an oil mix which could mean the top kill is beginning to work. >> it looks to me like the -- amount of oil coming out of the guiser is considerably less. >> reporter: engineers and officials with bp will only concede everything is going as planned. >> we are in an arm yelling match of two fairly equal rated forces. or taking two fire hoses and driving them together, trying to overcome the other. >> reporter: as that battle to stop the flow continues, today federal research teams announced the spill is two to five times larger than previous estimates. using the most conservative numbers, scientists still say close to 19 million gallons of oil are floating in the gulf. dwarfing 11 million spilled from the "exxon valdez" and defining this spill it is a worst in u.s. history. >> my job is to get this fixed. >> reporter: increasingly on the defense of the administration's response and conning control of this disaster, today president obama looked to deflect some of that krit sis. >> many even if we got a perfect organizational structure, spots are going to be missed. oil is going to go to places that maybe somebody thinks could have been prevented from going. there will be damage that is heartbreaking to see. >> reporter: damage to the marsh and welands. damage to beaches. thick toxic goo that continues to spread on top and under the water here. >> once the oil gets into the fragile and very important eke on systems it will be there for years and possibly decades. having long-term impact. >> reporter: impacting the environment, the economy, ultimately the lives of so many along the gulf coast. evidence of that lingering problem today scientists uncovered a new underwater plume of oil that stretches for 22 miles from the well head towards the alabama coast. in venice, louisiana, jay gray, news4. a top weather official says loop current that's been talked about so much over the past few weeks has changed. it is no longer circulating in the gulf of mexico. that means the oil will likely stay in the gulf. at one point there were fear it is current would pull the spill flew the florida keys and into the atlantic ocean. president's comments today were made during a news conference in which as jay great noted he defended his response to the spill. he acknowledged he should have moved aggressively before the spill to fix what he called a cozy and sometime st corrupt relationship between federal regulators and the oil industry. the president also said that his administration, not bp is in charge of the effort to contain and clean up the damage from the spill. and he noted the problem will be with us for some time. >> this is going to be hard. not just right now. it is going to be hard for months to come. the gulf is going to be affected in a bad way. my job right now is just to make sure that everybody in the gulf understands that this is when i wake up to in the morning and this is what i go to bed at night thinking about. >> the president also announced a six-month i can tension on the moratorium on drilling permits. he also suspended some explorations already planned and canceled some oil leases, including the one proposed for off the coast of virginia. julie carey will have more on that in just a few minutes. two fairfax county families are devastated and neighbors worried after somebody poisoned two dogs in their own backwards. somebody apparently tossed tainted meat knee three yards at olddale road in centreville. aaron gilchrist has the story. >> a big pool of blood around her. she had been bitten. but -- she -- just -- not moving or anything. >> jeremy looks like a tough kid but he couldn't bear to let people see him fighting back tears talking about his pit bull puppy, annie. >> always played, made me happy when i came home. >> reporter: three homes in the sully station subdivision were targeted. two cases, families let their dogs out in their back yards. within minutes wednesday afternoon, annie and the neighbor's terrier lucy started having seizures and throwing up blood. thursday morning, animal control and police officers canvassed the neighborhood, talking to residents and looking for clues. >> looks to me like it is a hamburger product, meatball, put out. bright red spots in it. >> reporter: lucas says this is what the dogs got ahold of. samples of the toic meat are being analyzed by the state lab. this community of dog owners is on edge. >> i came straight here. and went out in the backyard to survey and look and see if there's any meatballs or meat products. >> reporter: brad rushed back home from work and canceled his travel plans when he heard what happened down the street. his basset hound usually has free rung of the backyard through a doggy door. >> working from home the rest of the day to make sure there's nothing squirrely going on. >> reporter: one of the dogs that died was treated at caring hands animal hospital. it posted signs in the neighborhood about the poison. >> keep your dog on your leash. don't let it run free even in your backyard for the next few days until we know what's going on. >> reporter: two dogs that died were sent to the state lab for animal autopsies and animal control here in fairfax says it could be several days before they know for sure what killed those dogs. in centreville, aaron gilchrist. >> police are asking pet owners in the sully station area toyb respect their yards carefully. if you find anything suspicious or if you know anything about yesterday's poisoning, they ask you to call police right away. fare hike will go into effect for ain't in june. they met to decide just how much more the riders will pay to use that system. under the agreement reached today, riders will pay a five cent boarding charge. passengers who do not use smartrip cards will pay 20 cents more. and reserve spaces in the ain't parking garages will go for $65 instead of $55. derrick ward is outside ain't headquarters with more on this. >> reporter: those are just some of the things add order by the ain't board after recommendations came down from the finance committee. you know, we have been telling you about the 35% increase in the base peak fare. that so-called peak of the peak fare. to cent increase that goes on 90-minute periods. those things actually all get voted on next month by ain't. if approved as it is now, everybody is going to feel a little pain. ain't bus and rail riders were bracing for more fare increases. riders were already stung by emergency hikes earlier this year. >> i'm only taking the ain't now because i'm going to a convention. i started driving to work now because -- it doesn't make sense. >> all in favor say aye. >> aye. >> opposed? no. >> reporter: ain't board today unanimously approved some fare and fee hikes not as large as expected. but tight nonetheless. the biggest a $10 increase in reserved parking fees. a sting to board members whose constituents will feel that the most. >> every single board member here struggled with this. event are you single board member here didn't want to raise fares. did not want to adjust services. and was struggling with limited local resources. and was trying to figure out how we can continue the mission of this organization with very, very limited dollars available. >> reporter: rail ridelers see a five cent boarding charge added and even transit riders will feel some pain. some riders say they are being nickelled and dimed to death to get around. >> flat rate $2 like new york. we can work with that. >> reporter: now final approval will come on june 24th by a vote here at the board. one thing board members did say that they were pleased with the way they all worked together across jurisdictions, maryland, d.c., virginia, not always easy to do with until 6:45. so storms are moving from north to south. if have you the darkening skies just north of you, you know that you have some heavy rain, slightening that will be moving your way. right now those storms move along, very slowly. heading into areas like highpoint, great falls, mclean, wolf trap, tysons corner in the next couple of minutes. storms are capable of producing quarter-inch sized hail as well as frequent lightning and heavy rain.6:45. severe thunderstorm warning for montgomery county and fairfax with a watch that remains up until 9:00 p.m. the president's responsible to the oil spill crisis is a big defeat for some elected officials in virginia. the president's decision to indefinitely put virginia oil exploration on hold will mean millions of dollars in future transportation funding will be lost. julie carey is here with more on all of that. >> virginia had hoped to pull in tens of millions each year by selling lease tosz explore for oil. that money was supposed to go to transportation. but now all of those plans are in limbo. whether there is oil or natural gas beneath the waters off virginia's coast will remain a mystery for now. today president obama canceled plans to allow the quell to move forward with oil exploration. he is putting things on hold until experts can figure out how to avoid another disastrous oil spill like the one in the gulf. >> it is going to take some time for the experts to make those determinations and in the meantime, i think it is appropriate we keep in place moratorium i already issued. >> the president's decision is a huge dispimt for governor mcdonnell. less than two months ago me and many of virginia's elected officials celebrated when the president designated the commonwealth as the first east coast state to auction leases for oil exploration sites. the governor hoped to use the revenue for transportation improvements. lieutenant governor bowling said the president's response is an overreaction. >> we don't believe that it is any reason to abandon our commitment to move forward with the safe exploration and development of our offshore resources. >> reporter: maryland senators who oppose the sales cheer the decision. they say the spill illustrates how disastrous drilling 50 miles off the coast could be. what we see now, this terrible thing happening in louisiana, when oil starts to leak, it does not know a boundary. >> reporter: new nationwide poll conducted by the commonwealth university finds a divided public. 45% favor increased drilling and 44% opposed. when americans are asked if environmental risks outweigh the benefits 51% find the ricks as to high. virginians seem divided as well over the president's decision to halt lease. >> i think it is a bad idea. country can use the oil. and i think this was a fluky accident and i don't think it reflects they can't do it ripe. they just have to be better at making sure the safeguards are taken. >> you can see the -- effects that have been caused in the gulf. environmental effects. and so we would back them on that. i was never a fan of offshore drilling off the coast of virginia in the first place. >> reporter: governor mcdonnell declined on-camera interviews today. he said he understands the president's decision but does not believe outright cancellation was the only choice. especially since those leases weren't going to be auctioned off until 2012. buying spree on wall street today put the dow jones average back above 10,000 today. the dow closed up 284 points to end at 10,259. the nasdaq closed up 81 points at 2277. the s&p 500 closed up 35 points at 1103. scandal erupted in russia regarding the parliament there. politicians were debating a new drinking and driving bill when it was time to vote, several lawmakers started running from seat to seat pressing the voting buttons of their absent colleagues. video of the mad dash was shot by a russian tv station last week. measure passed overwhelmingly with a vote of 449 out of 450. but there were only 88 politicians in the room. >> wow. coming up on "news4 at 6:00," there are concern about another volcano in iceland that may be about to erupt. >> lawmakers looking for answers about the biggest children's medicine recall in history. >> veronica is back with another check on our turbulent weather. another volcano in iceland could present a threat to the tourism this summer. the volcano was next to the one that erupted in march. the ash clouds from the eruption forced airlines to cancel thousands of flights. seismologists are now concerned that another volcaume kacano iso erupt. officials in iceland are warning governments and airlines across europe to prepare. >> here we go again. let's get another check on our volatile weather from veronica and also the holiday weekend weather, too. >> right. that will have us smiling. maybe not so much today or tomorrow. the fact we still have rain in the forecast or rain. let's start first by getting you updated. it was supposed to go until 6:45. i was looking at the cell. it was weakening fast. it is now no longer in february. that was from montgomery and fairfax until 6:45. weakening quite rapidly. no longer there. we still have rain down around potomac and langley. as well as a group, an area of showers justsying down to the south around election why. and these are still slow moving cells. only about ten miles per hour. so this one cell around friendly area will be pressing south further down towards areas like waldorf and accokeek. slow moving. producing a lot of rain in a short period of time. let's go ahead and talk about the heat from today. hit 93 degrees. near record heat today. record for today is 95. woe started out mild. 71. so far today, it is the hottest day of the year. we now have four days that have been 90 degrees or higher. 86, the temperature. wind out of the east-southeast at 12 miles per hour. ing see temperatures there from manassas at 91 to 91 in frederick. but cooling under storms. it is in the going to help get rid of the humidity which made it feel so hot today. high humidity and heat. where most of the storms are, it is just off to the rest of the area. you can see that area of -- the cluster of storms there with frequent lightning. these are moving off to the east. meanwhile, most of the storms that are associated with this cold front up to the north and east of us, throws moving south. the storm near the mountains, more graphic and firing as they lift, hot, humid air lifts over the mountains. but later tonight we could see more storms starting to become more widespread across the area. certain lynn creasing in coverage as the cold front drops in on us. there is some more heat off to the west but at least for the next couple of days we will stay with seasonable temperatures. the heat returns monday. memorial day. you can see the severe weather associated with that system north. that's the reason the storms that fire could bring some hail to the area and real strong wind. on the lookout for that the next couple of hours as the watch goes until 9:00 p. msks. severe weather tomorrow, well south of us. down through the carolinas. here is your future cast the next 48 hours. some storms across the area during the overnight period. first thing tomorrow morgue, you think we are cloudy. might be a few isolated showers around. and then through the day tomorrow, there might be another scattered storm that fires and saturday maybe some early showers until we start clearing out. this evening, some heavy rain and in a few neighborhoods. and with any neighborhood that does pick up this rain from any of these storms, you may get a little bit of flash flooding in your area. flash flood watch is in effect, too, covering the viewing area. by tomorrow morning, we will have a diminishing storms. mostly cloudy skies. limited sunshine. we will get more by the afternoon. from today, 90-some degrees. tomorrow only a high of 75. but at least we get a chance to cool off. by saturday, morning showers. it will be moving out of the area. high 73. 80 degrees for sunday. lots of sunshine. and right now, monday, couldn't be prettier. little hot, though. yank we will have much humidity but hot with a high of 90 degrees. mid portion of next week we will be story tonight. the expert witness is former fbi evidence technician. >> douglas diedrich is his name. he did tests on the crime scene evidence in the case of the washington lawyer who was found dead in the due upon circle home of three other men. those three are on trial accused of covering up the murder. pat collins has our roar. >> reporter: on the night robber won't was found stabbed to death in this swan street home, on a table near his body, police found a kitchen knife. it had blood on it. but investigators believe that knife was a plant. they believe someone from the swan street house took a towel, dipped it into mr. wone's blood and rubbed the blood the kitchen knife and left it near the scene. on the stand today, doug detrick. wail-known hair and fiber ex-perfect. he is a consultant now. but for decades he worked at the fbi. he was a witness in the o.j. simpson case. detrick said he examined the knife found at that swan street home and found a dotted pattern on the blade. using horse blood, a similar towel, and a replica knife, detrick said he managed to produce the same dotted pattern found on the swan street knife. he said cotton fibers found on the swan street knife looked similar to the fibers found on that swan street guest towel. joe price, victor zaborsky, dylan ward. the three swan street house mates charged with covering up the stabbing death of robber. they claim an intruder came into their house, that he took a knife from the kitchen, went to the guest room, and stabbed mr. wone. they claim that they had nothing to do with mr. wone's murder or the cover up. now that towel and knife experiment is called a fabric impact test. the defense attorneys argued hard to have this evidence thrown out. they say it is not scientific and it is not reliable and it shouldn't be considered. i'm pat collins, news4, washington. >> diedrich is expected to return to the stand for more tomorrow tomorrow. litt police determined that the bus driver was not trying to kidnap a little boy. the charges have been dismissed against 51-year-old carl rice. he was in jail for more than a week after a child identified him as a man that tried to lure him into a truck. since then the man that actually did have an encounter with the boy has come forward. police have determined that that man was only trying to help the boy. not assault him. still rice's lawyer says the ordeal was tough on his client. >> he is an average guy pulled out of his house and arrested for something he didn't do. everyone's worst fear and it is the reason why everyone needs to be vigilant about mistaken identification. >> police say that despite the case of mistaken identity they want to encourage children to come forward with any information about suspicious behave job. popular gym teacher and youth soccer coach has been acquitted of sexually assaulting a little girl. sean lanigan was arrested in january. he was teach when a student there accused him of molesting her but in court, the girl admitted she made up the story because she had a grudge against lanigan. >> what happened to me has been tragic, me and my family. on the flip side, what happened to her as well. she will have to live with this the rest of her life. i'm not bitter at her. i'm not bitter -- relieved that i can get to my family and try to get back what we lost. >> sean lanigan says he hopes he will be able to go back to coaching soccer. elderly woman from reston claims she is the victim of numerous money scams both by telephone and mail. she says she was scammed out of $50,000. john schriffen reports. >> when i first tipped off -- she tried to mail some thousands of dollars to puerto rico. >> daughter of the victim who wishes to remain anonymous, for the past two years are homeowners have been swindling her mother. the familiar floynd out this past month after checking bank statements and discovering the 55-year-old police who call elizabeth was out $50,000. >> she had stopped working and was in the house -- by herself for long periods during the day. and i think that's when a lot of the phone calls came in. >> she said elizabeth who suffers from material stages of dementia received various soliciting mail and would answer as many as 18 calls per day. on the other line scammers telling her she just won the lot and so needed a down payment to secure her winnings. fairfax county police department has a dedicated unit for the financial crimes and says as soon as then the they covered 60 people who collectively lost over $200,000. investigator says he oversees scammers particularly targeting elderly people and prey on their emotions. >> favorite grandson. oh, yeah, bobby, it is you. i'm stuck in canada. i was here in a car wreck and need you to wire me a fairly small am of money, $1,200. once they do the first wire transfer it goes up from there. >> reporter: while it is difficult to stop the calls police say to protect your loved ones, the first thing you can do is check their bank accounts to notice unusual transactions. it is important to have their mail forwarded to your house so they ever never read the skrams. check their credit reports. if necessary, put a temporary freeze on their credit. police say, unfortunately, if you wired money overseas, there is no way to get the money back but they are hoping through this story people are more aware of the scams to prevent the crimes from happening in the future. police officers and firefighters will join thousands of other employees in montgomery county who are forced to take unpaid vacations next year as part of a budget agreement made today. depending on their salaries county workers will now take three to eight unpaid days off in the fiscal year beginning july 1. about 12,000 of those workers could see a 3% cut in their yearly earnings. school employees have been spared furloughs. anyone making under $50,000 will get a three-day furlough. those making $50,000 to $100 thousand will get a five-day furlough. any of those over $100,000 will have an eight-day furrow. >> police are targeting problem areas where drivers are the least likely to buckle up. last year there were 101 deadly accidents in prince george's county. half of those involved weren't wearing seat belts. officials say maryland has the highest seat belt compliance rate on the east coast. but say troopers are aggressively working in parts of the state where compliance is the lowest. >> coming up, youngest climber ever to reach the peak of mt. everest says she is ready for something else. >> researchers say this could be an active upcoming hurricane season. >> veronica is back another check on that severe weather situation out there, veronica. >> we do have storms that are firing out there. i have been looking in and around our area for severe thunderstorm activity. you mo, right now no warn rings in effect. just the watch that goes until 9:00. soon, though, we will be watching the atlantic waters for the development of any tropical systems. you see the 2010 atlantic hurricane season could be one of the worst on record. active to an extremely active season that starts june 1. national associate yannick and atmospheric administration is predicting between 14 and 23 named storms. 14 hurricanes and three to seven major hurricanes. the average is two. and it is being compared to the 2005 hurricane season in which we had katrina. we went past wilma and up to 31 named storms. part of the reason is the el nino effect. dissipating in the eastern pacific. what that means is we get warmer waters in the atlantic and caribbean and allows the storms to continue to develop further and temperatures in the atlantic are running four degrees above average. less wind sheer than last year. so less to tear these storms apart. they are expected to form and form early and hold together quite well. what we are seeing now is frequent lightning mainly off to the west of us. we have storms that have been firing ask around d.c. but dissipated. up around howard county, one cell, that's headed towards clemons crossing and columbia area. and other than that, again, few as 2008. erica edwards reports. >> what went wrong that caused one of the largest makers of children's medicine to recall millions? >> reporter: that is the million dollar question. one many moms and dads have been asking since the division of johnson and johnson. recalled more than 40 inpant and children liquid medication because of quality problems. those include tylenol and motrin and allergy medications, benadryl. representatives from the food and drug administration testifi testified. they revealed bacterial contamination of ingredients and potential for some medicines to become too poet en. >> we consider these quality problems to be quite significant and want to fix them before it becomes a point where we are counting the problem in hospitalization and injuries instead of bottles recalled. >> reporter: so far no one reported serious injuries from the medicine. colleen says the company has changed the leadership at the plant and brought in outside experts. she defended the apps are not so free after all. his name is frank mendez and downloaded a free iphone app called catfish. a kids fishing game. he let his 7 year old son play it. the game allows you to take care of a fish tank by cleaning it up and feeding the fish. you can add more fish to the tank by clicking on the proper button. as mendez found out every one of those clicks will cost you. his itunes account was billed $613 for a bunch of imaginary fish. since the account was linked to his debit card that money came right out of his checking account. mendez disputed the charge and he is getting a refund of $450. he has deleted the catfitap fis pho phone. >> they always have to get you.
