some action in furtherance of jihad. >> reporter: that included attacks on american soldiers in iraq and afghanistan, the training for which he would receive at terrorist camps overseas. and for attacks on american shoppers at malls in the u.s., with training coming from the d.c. sniper case. >> it is alleged there were multiple conversations about obtaining automatic weapons. the planned activity inspired by the d.c. sniper incidents in 2002. >> reporter: the newest charges accuse mehanna plotting to attack at least two executives who once worked at the white hoe. >> neither of these government officials who were specifically identified by name are presently with the executive branch and neither were in any danger at any time. >> reporter: the 27-year-old meehana is a u.s. citizen and comes from a supported family in the boston area where his father is a chemistry professor. he is charged with providing material support to terrorists. that first started when he was a teenager in the wake of 9/11. kris clack ebb, nbc news. >> federal investigators will not identify the two former white house executives who allegedly were targeted. hundreds ofeople turned out for a swine flu vaccine clinic in montgomery county today. this was the scene at the picard health center in rockville. people started lining up after midnight for a clinic that started 9:00 this morning. by mid morning, hundreds of people were in a line that snaked all around the building. the county would not be able to vaccinate all of them. there were only 1,200 doses of nasal mist vaccine and 200 shots. officials don't know when they'll get more. >> we know the state is placing orders daily, but we do not know what's going to be shipped out from the central supply. >> another swine flu vaccine clinic held in arlington today drew crowds. the clinic was held for a select few. arlington is followed cdc guidelines saying the shot should first be given to young children and pregnant women. as more people waited in lines, members of congress are trying to find out what can be done to meet the growing demand for the vaccine. tracie potts has more on that story. >> reporter: federal officials tell congress there is a backup in the pipeline. >> delay, not shortage. >> every day they come in, we are pushing them out the door. >> reporter: 13 million doses of h1n1 vaccine are ready now. by month's end, officials will be 25% short of what was expected. >> when would you expect them to be caught up? >> senator, i have no idea. >> reporter: outbreaks shut down a few schools, but not nearly as many as last spring. >> our guidance has been clear, whenever possible keep schools open. >> reporter: colleges are seeing a surge. american college health association reports over 7,000 new cases last week, up 9% from the week before. base college in maine went from 6 to 265 cases in weeks. quest diagnostics sampling more patients shows the swine flu is spreading from kids to more adults and even seniors. tracie potts, nbc news, washington. president obama went to prince george's county today to talk about a new plan to help small businesses expand and hopefully create new jobs. the president made this announcement at a place called metropolitan archives, a storage facility in landover, maryland. under the initiative small business entrepreneurs would be able to borrow money more easily and at lower interest rates. >> from the midful 2007 to the end of 2008. small businesses lost 2.4 million jobs. because banks shrunk from lending the midst of the financial crisis, it's been difficult for entrepreneurs to take out the loans they need to start a business. for those who do own a small business, it's been difficult to finance inventories and make payroll or expand if things are going well. >> the president called on law makers on capitol hill to ip crease the amount of money that small businesses can borrow. on wall street, stocks began the day with solid gains, but then dropped dramaticay in the final hour. analysts say a late sell-off in financial shares and a wider than expected loss from boeing aircraft disappointed investigators. when the closing bell rang, the dow was down 92 points. the nasdaq off about 12 points and the new york stock exchange closed 51 points lower. >>. >> detectives are searching for a missing 7-year-old florida girl. they say they found the body of a young child in a georgia land fill. 7-year-old summer thompson was last seen monday walking home from her school bus stop. investigators say the body recovered was a female, but say they are unable to confirm the gender. >> we do not have a positive identification at this time. the body was partially covered. all we can see at this time are the lower extremities. >> the body was found just across the state line from florida. we are learning more about the case of a 16-year-old who was shot in the head outside a grocery store in northwest d.c. it happened last night at about 8:00 near the safeway store on georgia avenue. police say the victim was standing near the entrance to the store when a group of young men -- with a group of young men when somebody came by and shot him. pat coins is in northwest with more on this. >> reporter: that 16-year-old victim tonight is said to be in grave condition. the scene, the parking lot of this popular safeway store in the pentworth section of our city. it was here that another teenager fell victim to gun violence. people who shop here, people who live around here, upset by what happened here. >> you're safe nowhere victim of 16-year-old was in the parking lot of this safeway. he was here with some friends. they say a guy comes up with a gun and fires the shot right into the 16-year-old's head. this was no random shot. this was no random act of violence. the police chief herself was here last night. this is how she described it. >> the shooter approached and soon as he made contact, fired a shot and took off. this was somebody the shooter was looking for. >> reporter: this hpened ls an block away from the petworth metro in a huge development project designed to bring growth and prosperity to the petworth federal anti-trust laws. democrats say it would outlaw price fixing, which in other industries could send executives to jail. steve handelsman has more. >> reporter: democrats say it will lower health care costs and give americans more choice in coverage. medical insurance plans would have to comply with federal anti-trust laws, like retailers do and oil companies do. no secret talks allowed between companies to divide up territory and fix prices. plans are exempt now and critics object. >> huge insurance companies driving prices up by keeping competition down. >> criminal conduct which would land people in jail if they engaged in other industries is legal when health insurers do it. >> reporter: senate democrats want to make it illegal. ending a break that health insurers have crashed into a train waiting near a station. rescue workers used heavy machinery to reach passengers trapped inside. >> the political rifal of afghan president hamid karzai today agreed to a run-off election. the run-off between abdullah abdullah and karzai will be held next month. yesterday karzai accepted the audits that threw votes out he received in the august election because of voter fraud. president obama says the u.s. is still waiting to see how the whole process is going to unfold. >> i think it is entirely possible we have a strategy formulated before a run-off is determined. >> you can see more of savannah guthrie's interview with president obama after this broadcast on nbc "nightly news." negotiators in iran agreed to consider a deal that would delay that country's ability to make nuclear weapons. the deal was discussed at a meeting at the headquarters of the united nations nuclear watch dog agency today. that happened in vienna, austria. the deal would delay iran's ability to make weans by sending most of its existing enriched uranium to russia to be further processed there. the draft deal still must be approved by the iranian government. the head of the international atomic energy agency said u.s., russia and france accepted the deal. they hope to have a final version by friday. an ancient auditorium has been uncovered in rome. archaeologists unearthed the auditorium during a dig in the downtown area. they were working ahead for a new subway line in the city. they say it was the site where scholars, poets and politicians held debates and lectures. coming up, a proposal to increase tolls on a major commuter route in virginia. >> and new information about how disgraced financier bernie madoff is spending time in prison. >> and our minnesota. this will become an even bigger storm system organizing over the central plains. there you can see a little bit of snow coming through eastern colorado right now. this is our next weath system. it's being fed with moisture out of the gulf of mexico, but also a little moisture from what was once tropical storm rick that came ashore around mexico earlier today. there it is. high pressure. one more day, tomorrow. more sunshine across the area. more warmth. that next storm system for us will be bringing heavy rain to areas of eastern texas, arkansas down through the deep south, as far east as mississippi. flash flood warnings are in effect here. i've seen amounts down there to get over four inches around houston. strong storms, this is what you can expect as we track the storm system to the north and east, friday, saturday, there it goes west and north of our area up into pennsylvania. the red zone shows where there could be thunderstorms making their way eastward. right now i think we are not going to see thunderstorms for friday late and saturday, but we could see moderate and heavy rain and we could get over an inch of rain with that next storm system. denver is looking at snow. same thing around centennial, colorado. it is still snowing here. there is the rain heading up to areas of nebraska and kansas. as far north as minnesota right now. it's snowing with the temperature at 32 degrees. on the south side of that system, a few thunderstorms. oklahoma down through wichita. i've seen pretty gusty winds down there, as well. over 30 and 35 miles per hour. over four inches, houston, the temperature. 77 degrees. they're cooling off, too. here is your futurecast. we'll track the system as it heads to the east the next 48 hours. snow should be ending. the rain picking up in areas of the tennessee and the ohio valley for spots like northern missouri getting the heavy rain. same thing as eastern texas. that's thursy early. thursday late, the rain doesn't make it any further than probably columbus, cincinnati and ohio and around south bend. down through again the deep south. seeing a lot of rain. this is going to be widespread affecting a cloudy day on friday at the end of the workweek. i think you can look for rain by around the evening rush heading home. showers making their way in, but we'll get the more moderate rains, heavier of conspireing to commit acts of terrorism here in the u.s. and abroad. investigators say tarek mehanna plotted to attack shoppers inside u.s. malls and american soldiers in iraq. long lines today at a swine flu vaccine clinic in montgomery county. people began lining up after midnight in rockville. the clinic opened at 9:00 a.m. hundreds went home without the vaccine as the supply was limited. health officials say they don't know when they'll get more. people who live in the petworth area of d.c. are upset by the recent shooting of a teenager outside a grocery store on georgia avenue. the 16-year-old was in the safeway parking lot when somebody approached him, shot him and took off. police say the it was not a random shooting. coming up in this next half hour, commuters are facing an increase in the amount they are forced to pay to drive on a manger virginia commuter route. >> metro officials have seen a 40% increase in robberies. and a man who survived a shark attack off the coast of hawaii. a mannorthern virginia is facing charges of indecent exposure after somebody reported he was walking around naked in his own house. it happened in springfield. the man was arrest afford he was spotted by a woman and her child who were on their way to the bus stop. crist gordon has our report. >> reporter: is it a civil right or criminal wrong to be naked in your home where you can be seen through a window? 29-year-old eric williamson has been charged with indecent exposure. he told another news station he was in the buff monday morning at 5:30 a.m. making koch fee in his kitchen and he didn't know anyone could see him. fairfax county police say that a mother walking her 7-year-old son to a school bus stop complained that this happened about 8:30 a.m. >> she says she heard a noise, looked over and saw a naked man standing in the open doorway, that carport doorway you see. and that she quickly got on the sidewalk and started to pass by the house, and once again, saw the same naked man in one of the front windows. >> reporter: fairfax county police say this case is not about whether you have the right to be naked in your own home. >> the issue here is that this man stood in front of open door and open window and made no apparent effort to cover himself or to get out of the plain sight. i think that's the distinction. >> reporter: eric williamson is an underwater construction diver. the company he works for rents this house. one of his roommates tells us williamson was fired from his job for missing work on friday. monday morning, the roommate says, williamson was acting strangely. eric williamson is no longer in the area, but spoke with me by phone. >> at that time, i was upstairs, downstairs without clothes on for several hours. and i guess that act got old, i put pants on. >> reporter: when you say that act got old, do you know was it about 8:30 when you were still naked and could be seen? >> if she is walking down the road and saw me naked 8:30, but i don't have a time frame. >> reporter: fairfax county detectives are handing out a flier asking if anyone knows about similar incidents. >> standing in front of an open window naked, i mean, just common sense. >> i thought, people have a right to their privacy, but at the same time, you also have drapes that should be closed at that hour of the morning. >> christ gordon, news4, springfield, virginia. hunt valley elementary school in springfield is sending home a note to parents asking whether anyone else witnessed any similar incidents. invtigators in the case of a missing virginia tech student called off their ground and air searches. 20-year-old morgan harrington was last seen in charlottesville saturday near the john paul jones arena where she was attending a concert for the rock group metallica. this afternoon police announced they recovered morgan's purse and cell phone in a parking lot. it was found between the concert arena and uva athletic field. despite calling off the search for morgan, investigators say they still consider the case to be a missing persons investigation. >> it is, however, being handled from the methodology of a criminal investigation. why would we do that? we still have not located the victim. we do not know whether she is alive or has met some kind of ill fate. >> morgan stanley plans to offer a reward of $50,000 for any clues to help police figure out what happened to their daughter. investigators of montgomery county are offering a reward for information that would help them solve the case of a man in bethesda who was shot in his own garage. it happened at night about two weeks ago. the victim was 54 years old. he had just returned to his home in the 6800 block of millwood road. he was sitting in his car when somebody wearing a mask walked up and shot him. witnesses report seeing a dark car with its lights turned off leaving the area about that same time. the victim remains in a hospital in stable condition now. police are asking anyone that might have details about that crime get in touch with them. transit police say crime on the metro system is up in a big way. that's despite metro hiring more officers and adding crime cameras to certain stations this year. keith garvin has our report. >> reporter: riding the rails of the metro transit system has gotten riskier. your chances of becoming a victim of crime around metro stations increased dramatically the first eight months of the year. >> mostly these are crimes of opportunity. >> reporter: crime in the metro system jumped nearly 42% between january and august compared to the same time last year. the five locations with the highest number, newt carrollton leads the way with 80 reported crimes. southern avenue, college park, gallery place koointown and suitland parkway. the type of crime depends on the location. with its large parking lot and nearby garage, most of the crimes at new carrollton are vehicle-related. this woman who did not want to be identified said thieves have broken into her car twice. >> need to see more policemen on the train. you feel more comfortable if you see more policemen on the train. >> reporter: inside the city at stations with no parking pickpockets operate. >> they look at their victims several stops in advance and anticipate when doors are opening and closing and use those opportunities to snatch things out of people's hands. >> reporter: police say thieves are looking for victims using ipods, mp3 players, cell phones and other gadgets. people who get distracted and unaware of their surroundings. metro customers say there are simple ways to make yourself up as a target. >> make sure everything is put away. i don't keep any money in my back pockets. i keep all my backpack stuff zipped up. i keep my backpack on me or in high hands. >> you never see me walking around with head phones on. i have good peripheral vision. if you walk around with a sign on that says, "rob me," you are going to get robbed. >> reporter: metro police designated october crime prevention months. they have more crime to prevent. keith garvin, news4. >> the plan onto crease the cost of driving on the dulles toll road got initial approval today from washington metropolitan airport's authority committee. the prices would go up at the main toll az and at all the ramps on the toll road. the plan would raise tolls an additional 75 cents at the main toll plaza. that would be over three years. that would take the toll up to $1.50. the toll would also go up 25 cents at ramps next year. a final vote by the full board is now expected early next month. in his final push to become virginia's next governor, democrat creigh deeds is bringing in a heavy hitter. >> last year, virginia, you helped lead a movement. >> president obama is appearing in a new television ad for deeds. he calls for virginia voters to get fired up again. it's the first deeds ad to feature the president. last november mr. obama became the first democrat since 1964 to carry virginia in a presidential election. deeds is trailing in the polls for the governor's race. his republican opponent bob mcdonnell was talking jobs today. he said if he is elected governor, his policies would support all small businesses. mcdonnell told supporters his limited government approach would allow more businesses to set up shop in virginia. coming up tonight, new information about bernie madoff's life in a federal prison. >> we'll hear from a guy who survived a shark attack off the coast of hawaii. a beautiful day the afternoon, but much cooler and wet weather friday afternoon. >> thanks, veronica. a lawsuit was filed this week and it's providing new information about bernard madoff's life in prison. madoff is a disgraced financier searching his time near raleigh, noh rolina. according to the legal papers, madoff sleeps on the bottom bunk while a drug offender is on top. his new friends in the federal prison are said to be a mob boss and a convicted spy. madoff used to own a $7 million penthouse, but legal papers now say that he spends his time walking around a prison track at night. the lawsuit was filed on behalf of victims trying to get their money back. madoff is serving a sentence of 150 years after he pleaded guilty back in march to a scheme that authorities say cost thousands of investors billions of dollars. stun gun manufacturer taser international notified police agencies to avoid firing the devices at a suspect's chest. they say shocking someone in the chest can cause an adverse rdiac arrest, but say the odds of that happening are extremely low. taser made the recommendation saying it has less to do with safety and more to do with effective risk management for law enforcement. the company recommends firing the devices in the area around the suspect's stomach. scott hendrick lives over in hawaii. 54-year-old veteran surfer. monday he was attacked by a shark. he had been in the water only about o or three minutes when the shark got him. >> a big head just came out of the water and clamped on my leg. that was it. didn't make any noise. then just bit down on it. first thing i thought was get it off my leg so i hit it in the top of the head twice. >> he had to get 100 stitches. his surfboard was damaged in the attack, as you might expect. he plans on hanging it up as a souvenir. he is sad to lose it, he says, because it gave him so many good rides. and he says he will go surfing again. >> soon as the doctor clears him to get back in the water, i
