another deadly accident, this one in northeast washington, a young man was killed after his motorized bike slammed into a tractor-trailer during the morning rush hours. it happened near florida avenue. two teenagers riding dirt bikes were making a turn and tried to beat a truck through the intersection. a truck hit and killed one of the bikers, the other teen was not seriously hurt. president obama today signed emergency legislation that raises the nation's borrowing limit and thus avoids default. the senate approved that measure about noon today by a vote of 74-26. the president signed it an hour later, was approved by the house last night. the bill raises the debt ceiling and calls for more than $2 trillion in spending cuts over the next ten years. >> this is, however, just the first step. this compromise requires that both parties work together on a larger plan to cut the deficit, which is important for the long term health of our economy. >> so default has been avoided, but the president promises to get the tax hikes he wanted. he says that will happen later this year. coming up in our next half hour, we'll have a report from the white house with nbc's kristen welker for a look at what's next. also, we'll hear what lawmakers are saying about the deal coming up tonight at 5:30. an update tonight to a story you saw first on four. a cemetery struggling to keep its doors open. the state is barring families who have already paid for burials from laying their loved ones to rest. melissa is in the newsroom with the fallout as southern memorial gardens faces foreclosure. >> the license was suspended in 200, it was because of a small paperwork problem. they have reapplied but been denied. they were told by the state cemetery oversight board their finances aren't solid enough to operate. they disagree. trying to help families who paid for a plot there but are still barred from the state. >> my mom's been sitting at the funeral home for over 17 days. >> this is debra's grave. she died july 9th, but it's still empty. all her daughter wants is her mother's last wish, to be buried here close to home. >> i have an 11-year-old daughter. when she says her prayers at night, she's not saying please watch over my nana in her grave. she's saying please watch over my nana at the funeral home. >> right now only a judge has the authority to approve burials here, they're not allowing any pending a mid-august hearing. >> we have families that need us right now, and we're being told we can't do it. >> these families with plots here are furious with the state. >> they fixed so many problems and mistakes from the previous owners. >> it's a plot of land the martin family bought back in 2006 from larry, who's now in prison serving time for swindling customers out of payments for services here. >> we worked diligently day and night to try to rekindle and rebuild a relationship that was very, very hard to do. >> the paperwork in question was fixed. the sales are now up 67%. still, the cemetery oversight board hasn't renewed southern memorial's license. >> we are not financially viable. and that in the best interests of the citizens of the state happened in the district, the good news is, i think things are going to be changing as far as cooler temperatures go overnight and into the day tomorrow, maybe even some showers when you wake up tomorrow morning. we'll talk more about that and our cooldown coming up in my full forecast. >> sounds good, thank you, doug. there are new restrictions on secondary employment for prince georges county police officers following the death of a man of a house party. kevin drowned at the party in an upper marlboro home this weekend. the homeowner had hired five offduty county officers to work security. when someone called 911 to report his drowning, those officers told firefighters everything at the home was fine. the county's police chief says the officers were not responsible but he is now prohibiting officers from working security at house parties. >> it appears that the serial slasher has done it again. another woman in northern virginia has come forward. she was stabbed in the backside while shopping this summer. elaine reyes has our report. >> reporter: beware of fairfax county shopping. another woman has come forward and told police she had her backside slashed inside this tjmaxx store on juneth. >> she was distracted, the person was shopping, and she thought she was poked with a hanger or something like that. she thought it was very unusual. >> take a look at this man. this is the person police are looking for. they believe he slashed at least five other victims since february at fair oaks mall, tyson's corner mall and the great pry ar shopping center. tjmaxx called police sunday night. >> when she got home later on, discovered that she had been cut, because there was no serious injury, she didn't report it to police right away. many of the people who may have had this happen to them didn't even realize what was happening. but, of course, when they hear details, they put two and two together. >> most of the shoppers we spoke to knew of the serial slasher. their concern, he hasn't been caught yet. >> even at the mall, i'm mindful of the people around me now, because it could happen to any one of us. >> i don't know what kind of protection you could have from that. so it is a little bit unnerving. >> i can't believe this is happening so close to my work. it's unbelievable. we need to get that person right away. >> it's crazy, i think. it hasn't changed the way i shopped. you just have to keep your guard up. >> fairfax county police say they're working closely with retailers and security at various shopping areas. they hope more calls a baby. >> what's the address? >> i'm not in an address. >> jerome was trying to get his daughter to the hospital around 6:00 tuesday morning. a deadly accident near this intersection of new york and florida backed up photographic. the nervous father and his screaming daughter were stuck. he called 911, they tried to direct them toward the nearest firehouse. chappelle knew he wouldn't make it. >> winds north-northwest at 12 miles an hour. there is a little bit of a breeze today. doppler radar, nothing to show, we're not going to see any rain across our region. i don't expect to see any rain until later tonight. a storm system up to the north, can you see it trying to make its way down, starting to see the clouds and the rain, we will see our clouds begin to thicken up during the afternoon and evening. especially into the overnight. by tomorrow morning, we could be dealing with shower activity. maybe as early as the noon hour, the midnight hour rather overnight tonight. current temperatures, still hot. 99 in frederick, charlotte right now at 96 degrees. a little cooler out along the chess peak bay. not all that bad. take a look at the metro area temperatures. resten coming in at 91, dulles 94 degrees. just about everybody above that 90 degree mark, and this is where things change a little bit. we have a warm front that will make its way toward the area. hot this evening and warm overnight. the warm front will bring us cloud cover and a chance of showers overnight tonight. a better chance as the storm system moves on down. a couple showers and thunderstorms really through the day. i think we'll see a lot of cloud cover tomorrow. that will keach most of us below 90 in quite some time. watch what happens by thursday, plenty of sunshine and just nice weather thursday and friday looking fantastic. i think maybe the best two days in about a month, when you take away this heat. this evening, mostly clear, still warm, not too bad. 8 to 92 degrees, tomorrow morning, we're looking at plenty of cloud cover. showers possible, isolated thunder, but thunderstorms aren't going to be too bad out there, as we make our way through tomorrow afternoon, is getting taug >> a new trend in medical treatment, personalized medicine. the type of therapy a patient gets depends on their dna. doreen gentzler reports. >> my grandmother had breast cancer. because she had breast cancer, that was always the focus for me. i've always checked and always gotten regular checks. >> even though kiona was well aware of her breast cancer risks, she was still shocked when she found a lump under her right arm. >> it's like you know you're going to be okay, but at the same time, it kind of makes you try to accept the fact that you may not. >> clark was diagnosed with triple negative breast cancer. a disease that's known to be more aggressive and less responsive to standard treatment. her doctor didn't make her feel any better either. >> she was just like, oh, my gosh, it's the worst kind you can ever have. >> instead of dwelling on her cancer, clark found hope in a clinical trial at georgetown university medical center. >> i felt like it was my duty. it runs in my family, and i'm always trying to find a better way for people who may go through it also. >> the trial is called i-spy, it's its is to investigate whether a tumorous dna is the type of treatment the patient should undergo. >> it's smart he, it's the hope we can avoid unnecessary side effects from drugs that won't work. and it's also hoping to speed things up to get the right drug to the right patient. >> right now, most breast cancer patients will undergo surgery first, chemo and then radiation. the trial is looking into whether using new types of drugs call biologics can shrink tumors before patients ever get to surgery. the type of biologics a patient gets depends on the dna in their individual tumor. >> they target specific parts of the machinery of the tumor cells with the hopes that you have less side effects, you're really targeting or honing in on cancer cells. >> reporter: this april, she's been going through chemo once a week. she's also taking a pill twice a day. the whole process has left her feeling pretty sick. at the same time, doctors have been giving her mri's so they can monitor how her tumor is responding to that treatment. >> you could literally see the first mri compared to the second, you could see the difference in the size. >> she's had a phenomenal response. >> doreen gentzler, news 4. >> doctors can't even feel her tumor any more. they don't know whether or not it was the medication or the chemo, clark will still undergo a double mastectomy and radiation next month. for years, parents have been told that sharing their bed with their toddler is a no-no. there is new research out there now that challenges that belief. the main worry is that bed sharing can harm a child's intellectual and social development. there's a new study that found the practice caused few long term problems for children if any. pediatricians do warn, though, that parents should wait until their child is at least a year old before they share the bed with the child. the concern is a risk of sudden infant desk syndrome. flames destroyed their home but not their spirit. how a local community is coming together to help a family reeling from a still on the hot side, but not too humid, that's very good news, the heat index not a problem right now. current temperature 7 degrees in washington. culpepper at 95 degrees. up to the north, hagerstown coming in at 93 as well. as we look toward the next couple days, one thing stands out, that's this cloud mass making its way down from the north. i think it will affect us overnight and into the day tomorrow. i'll explain how, plus update you on our latest tropical storm coming up. >> it's the latest set back for a family in louden county, over the weekend their house was destroyed in a two alarm fire many. >> this comes as they've been dealing with the loss of a husband and a father. julie carrie's here now to tell us how the community's coming together to help them. >> tragedy struck this month. after this latest loss, the family seems to have the whole community on their side. >> i was cooking on the grill, the gas tank had flames coming ott. by the time i got into the house, the whole back of the house was on fire. >> reporter: the sunday evening fire that destroyed everything in this home she shares with her son and daughter. the family and some guests escaped unharmed. the smoke visible for miles attracted neighbors who learned this was just the latest loss for the family. >> the last two and a half years have been difficult. i lost my husband, it will be two years in august. in the same house i lost my mother in september 2010. i lost my mother-in-law just last month. >> reporter: when tracy and maureen heard in a, they swung into action setting up this facebook group to organize community contributions for the family. in less thanget there were 1,000 members.get //ph it's ver. we want them to know that the community and surrounding areas are here to help. and they're not in this fight themselves. >> i pulled up and saw this sign, and i just broke down. because this community and friends are just wonderful. >> reporter: the contributions started to pour in. the neighborhood kids presented susan with a wagon full of back to school clothes for the kids. new towels, $5,000 in cash, and 3500 in gift cards. >> i'm overwhelmed. i'm in shock. >> reporter: there was one more thing that left susan's spirits. friends retrieved this late picture of her husband. his badge from his one-time law enforcement job was in tact and a few other favorite things. neighbors plan to tint fund-raising in the weeks to come, while they also keep sending this message to the family. >> there will be people today, tomorrow, a year from now helping them get through this. she doesn't have to do this by herself. >> coming up at 6:00 one of the youngest contributors to the fund. if you're interested in helping or learning more, go to nbcwashington.com and search fire fund. >> thanks, julie. the d.c. police are urging transgender people not to walk alone. they issued that warning after two shootings that are eerily similar. the most recent crime took place sunday morning. the victim narrowly missed getting shot after a man asked for change and pulled out a gun. 11 days earlier and just one block away, miles mcqueen was shot and killed. in both cases, officers believe two suspects walked up, started asking questions and pulled out a gun and started shooting. >> we're very concerned now because of the similaritie simi both transgendered individuals we may have a pattern here. we don't know for sure, we don't know if it's the same individual, but we're asking for the public's health. >> in an effort to prevent more people from being victimized. police are teaming up with the gay and lesbian liaison unit to hepa troll efforts. they're also handing out flyers to educate the public on what happened. some people in d.c. say they're being unfairly targeted by the trash police. the department of public works is giving tickets to people who mix recycleable items with regular trash. a hardware store in northwest d.c. got a $200 ticket for a single can in the dumpster. ward two councilmember tells the examiner, he feels his constituents are being targeted. the department of public works says, no, that's not the case. now to the debt deal, president obama has signed legislation averting a government default. the senate approved the measure just after noon today, mr. obama signed it about an hour later. the house passed the measure last night, most lawmakers are leaving washington to begin their long august recess. nbc correspondent kristen welker joins us live from the white house with more for us. kristen? >> good afternoon to you, barbara. as you know, this is quite a big day, we should say no one was celebrating today. they're breathing a sigh of relief, because they have come up with a deal that increased the debt limit and have avoided default. having said that, there are a lot of people who aren't thrilled with this deal. some of those people, members of the president's party, the democrats who say they're really too many cuts in this deal, there are no new taxes, this deal really falls on the shoulders of the poor and the middle class. then you have a lot of republicans who say, this deal doesn't go deep enough in terms of cuts. the president says, this is what compromise looks like, this is a deal that will at least for now help to get things back on track. he said one of the things that's good about it, it will increase the debt limit through the 2012 electioning we won't have to renegotiate increasing the debt ceiling in the middle of a campaign season. >> this debt bill avoids default, the president warned it's just the first step, what's next? >> well, the president gave remarks in the rose garden today, and he picked up a couple things that congress can do right now to simulate job growth. one of those things to extend payroll taxes, another to pass trade reform as well as new patent reform. when he talked about the future, he's also talking about that bipartisan committee that has been set up under this debt limit plan that will be charged with finding about $1.5 trillion in deficit reductions. they'll be able to tweak thins like entitlements as well as the tax code, you can expect the president to push hard to see tax reform, that's something he really wanted to get as a part of the first step of this process, that didn't happen, we really expect the president to push hard to get some tax reform. as of right now, the president is trying to turn the page a bit on this whole episode, trying to look toward the future. tomorrow he heads to chicago for some campaign fund-raising events. >> thanks, kristen. coming up, there's a guy out there doing something on metro he says is a hobby. others consider it a ridiculous intrusion into their privacy. the most stolen vehicles of 2010. is your car on the list frm there's a new way to get a deal on a rental car. which cars thieves most want to steal. >> it may surprise you. plus, more than one million toys are being recalled. >> the most stolen vehicles in 2010. the national insurance crime bureau released its hot wheels report. here are the top five stolen vehicles, the 1994 honda accord, 195 honda civic and the 1997 ford f-150 series pickup. the report examines vehicle theft data submitted by law enforcement. over all, there are fewer vehicle thefts because of improved technology, and that's why you see some older models on this list, and for the first time, the nicb says the thieves preferred domestic makes over foreign brands. for a complete list of the top stolen vehicles, go to nbcwashington.com and search for hot wheels. on to a recall of more than a million toy keys. the recall of be fun keys and parents magazine keys. the metal toy keys and plastic rings can break and pose a choking hazard for the kids. both have a fake remote. the parents magazine keys come in different colors at the top, the keys are in solid colors. the toy keys were sold at various retailers. b. funkeys were sold between april 2010 and may 2011. consumers should take the keys away from the kids and contact batta battat for a refund. would you drive a rent-a-car full of ads if it meant you could get a discount? >> reporter: metro opened its doors to hundreds of thousands of riders every day. a handful of them line up here. on the website called d.c. metro people, a collection of ordinary people just riding the rails, nothing obscene or embarrassing. >> i ride the metro every day, and i just want to capture what i see every day. >> meet ryan, a young professional from rural maryland who works in washington and once feared metro, but now finds it his daily studio. >> in the evening, that's when i really like it. it's really hard because it's so cramped and you can't situate yourself to take a picture of someone. >> reporter: he uses his iphone to take pictures. he asked us not to show his face, because he may be recognized. riders tuesday were wary of the photo taker. >> on the metro? >> yeah, there's a guy that goes around and takes pictures of people and puts it on his website. >> that's a little creepy. i don't know who he is. hopefully my picture's not on his website. >> what do you think of that? >> i don't like the idea. i think they should does first. >> legally he doesn't have to, i looked at the pictures, they're just nice pictures they're not pictures of anybody doing anything bad. >> are you going to ask me if you can put this on tv? right now, west-northwest at eight miles an hour, weakening. right now it's not forecast to become a hurricane, but it's forecast to come very close to the east coast of the united states. we're going to have to watch this closely. over the next couple days, staying cooler, this is a forecast i think everyone's been waiting for back into the 80s right on through the early part of the weekend. >> it sounds like a cool wave. turning now to sports and the redskins. >> the former university of maryland player joined the team this season. who is it? >> you guys are speaking of josh wilson. you're going to like this guy because he's a gamer. mike shanahan said he's not afraid of anybody. played high school ball, grew newspaper upper marlboro, and then went on to become a second round draft pick of the seahawks. josh wilson is expected to be a starting quarterback replacing carlos rogers in the redskins lineup, and he couldn't be happier about his homecoming?
