after 30-year-old jayna murray was killed inside. her co-worker, 28-year-old brittany norwood charged with murder. norwood originally told police she and murray were assaulted by two men after work on march 11th and they tied her up and then killed murray. police say evidence inside and outside of the store proved otherwise. >> we miss jayna very much. we're not the only ones hurting. lululemon is you. >> police say norwood beat murray to death after an argument. she's facing life in prison if convicted. we have some breaking news tonight. virginia state police just issued an amber alert for a baby boy in harrisonburg. charles dillon was last seen wearing a blue and brown shirt with brown shorts. police believe he was abducted by a woman named sarah cline. investigators believe the baby may be in serious danger. if you have any information about his whereabouts, call virginia state police. a metro train operator suspended. officials say he was leaving the branch avenue rail car with a ten-car train instead of an eight-car train. the two extra cars would have made the train too long for some stations. metro says the mistake was discovered before the train reached its first stop. metro safety came up during an oversight hearing. the government promised $150 million payment to metro. that money is matched by local jurisdictions. together it forms a significant share of metro's operating budget. now as republicans and democrats battle over the budget, the funding could be in jeopardy. metro general manager says safety would always be the first priority. >> i'm not sure the committee understands what you are doing and what we mean by keep it saf safe. >> if we lost 40% of our capital budget, we would operate safely but it doesn't mean we would operate reliably. >> he says without the funding track replacement would be deferred. trains would also have to run more slowly for safety sake and service would be interrupted more often for repairs. a chemical fire struck down sheets around the army corps of engineers. firefighters were called out around 1:00 this afternoon. the blaze began in a dumpster filled with construction debris and lime located outside of the facility. a hazmat crew used water and foam to douse the flames. no one was hurt. so far no official word on exactly what sparked the fire. police in fairfax county are hoping to find new information with a bigger reward will help them solve the mysterious murder of a teenager. monday is the one-year anniversary of vanessa fam's murder. her body was discovered in her vehicle in a ditch alongside route 50. she had been stabbed several times. today police released a picture of her 2008 toyota hoping it will help generate new leads. also a friend of the family is offering an additional $20,000 in reward money for information in the case. >> we thought that that would be a really nice anniversary present for vanessa, her mom, her family. nice way of showing support and that the community hasn't forgotten about vanessa. >> $21,000 is not a small amount of money. hopefully that might encourage someone to come forward. >> coming up at 6:00, the victim's cousin talks about how the family is dealing with this first anniversary of her death. a new showdown on capitol hill over raising the debt limit. president obama will hold talks with house and senate leaders next week. republicans want $2 trillion in spending cuts. as michelle franzen reports, it comes as the president tries to focus on jump-starting the economy. >> reporter: entering the fray. president obama plans to sit down with republican and democratic leaders in separate meetings next week to discuss raising the debt ceiling. this comes after talks led by vice president joe biden came to an abrupt end with house majority leader eric cantor walking away. it now comes down to the president and house speaker john boehner. >> can they come to a deal no matter how much golf they play together? can they come to a deal that republican rank and file will support on. >> democrats want to close tax breaks and raise taxes. boehner has already called that a nonstarter. >> we will not agree to the president's request to increase the death limit without serious spending cuts. >> reporter: meanwhile, president obama was in pittsburgh viewing the latest robotic technology and launching a new manufacturing partnership aimed at creating jobs. >> this partnership is about new cutting edge ideas to create new jobs, spark new breakthroughs, reinvigorate american manufacturing. >> reporter: job growth is key. the good news, orders for durable goods rose nearly 2% in may. bouncing back from april's drop. but oil prices continue to be the wild card. the white house announced plans to to release 30 million barrels of side. but not all that bad without that humidity. current temperature 88 degrees. dew point of 56. that dew point is really coming down over the last 24 hours and it's a lot more comfortable outside. the rest of the area coming in with temperatures into the 80-degree mark. we look toward down to the south and look at fredericksburg around the 86-degree mark in quanti quantico. frederick at 84 degrees. we had a few thunderstorms in parts of the area but we'll stay dry tonight. it's going to be a fantastic evening. right now no storms around the region. a few down toward southern maryland under her boat. officials tell us this is the first sailing school death in annapolis. pat collins has our report. >> reporter: annapolis, it's known as america's sailing capital. there may be more boats in this city than cars. and youth sailing programs drive this passion for wind and water. >> sailing of the juniors is what's going to continue this sport that all of the members of this club love. >> reporter: that's hal whitaker. he's the commodore of the sailing association. they've been teaching young people to sail here for more than 50 years. the flag at the ssa at half-staff today in memory of olivia constance. she died during an saa sailing class. >> the amount of grief and sympathy i have for the victim's family and for the victim herself, it's very hard to describe. >> reporter: this sail boat has a trapeze feature. on the end of the line is a gigantic hook. this hook that's into a harness that sailor puts around them and they can stand on this nonskid surface of the boat and lean their body over the water and this boat becomes a gigantic wind surfer. it's believed that olivia was involved in a trapeze maneuver when she got entangled and drown. the police say that olivia had a life jacket and the school radioed for help. >> it's an accident and it highlights how fragile life is and these things sometimes happen even taking the best precaution. >> reporter: police have confiscated that boat. the rigging and the life jacket. they plan to inspect it, to investigate it, and to try to figure out exactly what happened here. i'm pat collins, news4, annapolis. business getting national attention. >> "news4 at 5:00" is just getting started. stay with us. the food and drug administration is closer toward determining whether to ban newport menthol cigarettes. it was just recently approved by the fda and one local hospital is having great success with this. >> a new drug that can fight a deadly blood disorder and doctors say it saved a mother's life so she could have the gift of a child. >> there's a lot of praying. there was a lot of crying and there was a lot of hoping that i was going to get better. >> reporter: this 36 year old woman couldn't carry a pregnancy to term. four different times she got pregnant but then miscarried at about six months into each pregnancy. >> you get your hopes up once you hear that we're pregnant and everyone is looking forward to it and making plans and then when there's a miscarriage it's really disappointing. >> reporter: several doctors struggled to figure out what was going on. it wasn't until they made a visit to the hospital in rockville that doctors were able to diagnose the problem. she was suffering from an inherei inherited disorder when the blood clots too much. it can cause major problems in pregnancy. >> there's a risk that the baby could be small inside the womb. the blood vessels and umbilical cord can develop small clots. >> once she was determined to have this disorder, she was then placed on an anti-clotting medication. >> reporter: blood thinners will keep mother and baby safe during the pregnancy but the medication must be stopped just before and after the birth. that's because if the patient was to need a cesarean section, she could risk hemorrhaging which could lead to death but being without the drugs puts the mother in danger. >> during that 72-hour period she has a high risk of developing a blood clot. we have to cross our fingers and hope everything was okay because risk of hemorrhage was greater than the risk of blood clot. >> reporter: the doctors were working hoping to give her the child she wanted so badly but they also wanted to keep her safe during this critical time period. the answer to their prayers, a new drug therapy called thrombate. >> it's a godsend. if the medicine is administered appropriately and dosage is adequate, there's virtually no chance of these patients having a clot. >> there was a gleam of hope. >> healthy baby boy was delivered. >> it was uneventful. that's the exciting part. >> it was wonderful. it was just a peaceful moment. >> the drug is given to the expectant mother 24 hours before she's scheduled to deliver. it's supposed to prevent clots from forming without doing harm to the unborn baby. >> it's been used in surgery for years but it was just recently approved for use in pregnant women. time for our degrees currently right now at the airport. winds out of the west at about 17 miles an hour. it is going to be a little bit breezy through the evening. probably during the day tomorrow as well. that wind is ushering in much lower humidity and that will help. look at temperatures in hagerstown. 77 right now. 78 in martinsburg and there's really no heat index to talk about. right now the heat index in washington is actually a degree lower than the actual temperature. that tells you just how dry it is outside. as far as the rest of the area goes, we are going to be seeing that shower and storm move off toward the east. that's what they've been doing over the last couple hours toward philadelphia and new york. the rest of the region is high and dry. overnight tonight and this evening, looking for very nice conditions. get out and enjoy it if you can. we make our way through the morning tomorrow, temperatures are going to be down from where they've been over the past couple of days. much more comfortable tomorrow morning with a great start on our saturday. tomorrow afternoon temperatures moving back into the 80s but we're going to be comfortable. temperatures in the middle 80s virginia will crack down on drunk boaters this weekend as part of a nationwide effort called operation dry water. state officials will be patrolling the waterways and performing breath tests. it's illegal to operate a boat if your blood alcohol level is .08 or higher. last year 15 people died in 105 boating accidents in virginia alone. after the break, a strange location for strip club in d.c. >> tapping into the nation's oil reserve could drive down prices by 50 cents a gallon. so how long you'll have to wait to see the savings at the pump after the break. >> more testimony from casey anthony's mother who says she's the one who searched for chloroform on the web and now she's back on the stand and helping hammer away at the state's case. the tearful testimony is com more problems tonight for arlington national cemetery and now another investigation. army investigators want to know why 69 boxes of burial records were found in a commercial storage facility. cemetery officials say they found the records earlier this month and immediately reported it. the information came out during a congressional hearing yesterday. last year an army inspector general report found widespread problems in how arlington was managed. they found at least 200 diskr discrepancies. cindy anthony testified about the pool at the family's home. she says she was surprised to come home one day and find the ladder still attached to the pool. that was the same day the little girl disappeared. the defense is trying to prove the toddler drown and was not murdered. >> we took extra precaution every day to keep the ladder off the pool unless we were going swimming and then we would put it on and then we would take it off. >> anthony's brother testified that stains found in the trunk of casey anthony's car were already there when they bought the car ten years ago. prosecutors contend the stains were the result of a dead body. up next on "news4 at 5:00," arrested in front of about this growing debate. derrick? >> we're here in a section of northeast known as ivy city. it's bordered by west virginia avenue and new york avenue. if you look behind me you see abandoned warehouse and right here immediately behind me is a vocational school. there's plan to build a strip club in that abandoned warehouse. there are folks here that say that strip club just does not fit in with the mix in this community which is slowly but surely improving. it was approved for this site at a board meeting earlier this week. the site sits on west virginia avenue. it remained largely industrial area but signs of revitalization and new residences are evident. >> where i live they rebuilding it and putting condos up. >> reporter: this latest change along west virginia avenue is not the kind of change that some residents want. >> because of what it attracts, that's my concern. >> reporter: people who live in this area say this isn't the first time this issue has arisen. they say that relocation of adult establishments caused by the new nat stadium has given rise to a new effort. >> no other strip club has relocated from where the wa ballpark used to be into ward five. >> with the student body in mid to late teens, there are some folks in the area who say that a thriving legal licensed business would be a welcome addition to those making up the commercial character of this strip but not all agree. >> if this is the best that we can do as far as talking about economic stimulus and development for our area, then we're in a sad condition. we're following a developing story right now out of northwest d.c. a truck carrying construction equipment is stuck in the tunnel under thomas circle. these are the first pictures in. the truck spilled hydraulic fluid on massachusetts avenue causing slick road conditions. hazmat crews cleaned up the accident but eastbound lanes are closed. cars are being diverted at 15th street. no one was hurt. crews are having to take the truck apart to get it out of that tunnel. busted on metro at the height of the evening rush hour. garrett acker is charged with drug distribution. investigators tell us he sold heroin to undercover agents on four different occasions over a two-month period. officers told the suspect the drugs were being distributed to children in fairfax county. the arrest happened yesterday at the vienna metro station around 5:00 in front of a crowd of commuters. the price of gas could drop 50 cents a gallon in the coming months because of an international move adding oil from reserves to the market. officials hope the added oil will compensate for a drop in supply because of the crisis in libya. lower prices could boost the sluggish economy but it will be weeks before we see any relief. critics say the president's move is political and that it breaks the law. they say he should allow more domestic production instead. some drivers say they'll be happy with cheaper gas. >> any way we can save money, i'm with it. >> whatever makes the prices go down, i'm happy. >> i'm sure relief will be welcome. i don't know how long that will last. if they don't do something to solve the larger problem, six months from then where will we be? right back where we are now. >> right now the average national average for a gallon of regular is $3.60. that's almost a dollar more than at this time last year. it will cost you $3.92 to fill up the tank in the district. it's about 30 cents cheaper in maryland. drivers in virginia are shelling out $3.50 a gallon on average. up next on "news4 at 5:00" tonight,
