williams and that the shooting was committed by them. >> we have recovered the murder weapon. and it has been ballistically matched to the murder by our unit. the murder weapon is a semiautomatic handgun. we believe we have arrested the shooter, although right now we are not identifying which suspect is believed to be the shooter. this remains an active investigation. we're still obtaining evidence in this case. we believe he have arrested all of the principal suspects. >> reporter: cyril williams' criminal history includes narcotics violations, attempted murder and use of a firearm. he allegedly shot at a police officer previously, but charges apparently were dropped in that case. in the murder of trooper brown, prince george's county led the investigation, working closely with the maryland state police, metropolitan police department, and federal authorities. resulting in the arrest of the two suspects. >> i simply want to say on behalf of the people of our state, how very, very grateful i am to professionalism of the help and women of the prince george's county police department and the maryland state police for pursuing in every waking moment of these last few today's this investigation to this conclusion today. >> reporter: maryland state police superintendent terrance sheridan said today he informed the family of trooper brown that arrests have been made. he said they are grieving but he hopes the information helps them understand what happened and helps them come to terms with it. we are live at the prince george's county police department in maryland. back to you in the studio. >> thank you, chris. a prince george's county police officer was wound during a struggle with a robbery suspect. this happened this morning outside the bank near route 197 and old chapel road. the offduty officer witnessed an attempted robbery outside the bank. his gun went off during a struggle toxtser was grazed in the leg. police arrested one suspect but the other got away. fairfax county police are investigating a double murder after a mother and daughter are found dead. the bodies were found this morning during a welfare check at an apartment along cardinal forest lane. police aren't saying how the woman and her teenage daughter died. neighbors tell us, three people lived there. we're told one man was taken to the hospital. we don't know the extent of his injuries or his involvement. news 4 is talking to investigators right now. look for jane's live report coming up at 5:00 tonight. today, president obama made another trip to the gulf coast. his fourth trip since the bp oil rig explosion that touched off the massive spill 56 days ago. >> his administration is still pushing bp to provide financial relief to those affected by the spill. as you see, while the oil continues to spread, so does fear along the gulf coast. jay gray has the latest from gu gulfport, mississippi. >> reporter: as his motorcade rushed along the beach in gulfport, mississippi, president obama began a trip that many others just aren't making this year. a summer visit to the gulf coast. normally three three boats that ferry people to the seashore. right now there are barely enough passengers for one. >> people are generally staying away from this region. >> reporter: the oil has stayed away to this point but clearly the effects of the spill have not. >> it is really depressing. the people that run this and just everything, the tourism of mississippi, a lot of people are suffering. >> reporter: that's one of the reasons the president is here. >> people want to know what can they do to help folks here. one of the best ways to help is to come down here and enjoy the outstanding hospitality. >> reporter: the white house continues to push bp to set up an independently managed compensation fund. a message president obama shared with coastal business owners at a roundtable meeting. the president was also briefed on a new plan from bp which indicates they could capture more than 50,000 barrels of oil a day from the leaking well by the end of this month. 60 to 80,000 barrels a day by mid july. the current high estimate of the spill from government scientists is about 40,000 barrels a day. this afternoon, the president's tour continues in alabama. the coast guard staging facility, then barrier islands. the president will end his day in florida and spend part of tomorrow there before returning to the white house for his first address from the oval office. updating the nation on the situation along the gulf coast. in gulfport, mississippi, jay gray, news 4. spirit airlines pilots are grounded today at least through wednesday because of the pilots strike. it left thousands of passengers stranded when pilots walked off the job on saturday. the airline said it is trying to get passengers booked on other airlines now but many flyers have found the same day fare on other airlines is two to three times more than their original tickets. spirit airlines has a few days or a few daily flights out of reagan national here in washington. we are in the soup. another hot, humid afternoon in the nation's capital. >> it is getting where the president is visiting again today. >> he is in ahead theodore, ala. >> that's what makes this crisis so challenging. it means that it has to be constantly watched. it has to be tracked. we're constantly having to redeploy resources to make sure they're having maximum impact. and we need to make sure that we're constantly helping folks who have been hurt by it even as we're stopping oil from spreading into more and more areas. so that means that this response effort has to happen on a bunch of different tracks. it means containing as much of the oil as we can as quick as we can. after seeing an initial oil collection plan from bp, we went back to them and said they need to move faster and more aggressively. they've come back with a plan to accelerate steps to contain over 50,000 barrels a day by the end of june. two weeks earlier than they had originally suggested. the revised plan also includes steps to better prepare against extreme weather events and other unforeseen circumstances in the months ahead. addressing another one of our concerns. and we're going to continue to hold bp and any other responsible parties accountable for the disaster that they created. dealing with the aftermath of the spill also means protecting the health and safety of the folks who live and work here at theodore, here in alabama and here on the gulf coast. as part of this effort, i'm announcing a comprehensive, coordinated and multiagency initiative to ensure that seafood from the gulf of mexico is safe to eat. i had some of that seafood for lunch. and it was delicious. but we want to make sure that the fad industry down here as much as possible in getting to protect, the protection and the certification they need to continue their business. so this is important for consumers who need to know their food is safe. but it is also important for the fishermen and the processors who need to be able to sell their products with confidence. let me be clear. seafood from the gulf today is safe to eat. but we need to make sure that it stays that way. >> the president there at the white house is on the offensive, a very busy weak. he is in alabama today, visiting florida and mississippi as well. he has that nationwide address tomorrow night. and he will be meeting with bp's executives later this week. they will be in town testifying on the hill as like a good one. >> a great one to get your health and to get you moving and exercise. it is the key to good health. >> you say giving your husband or your significant other a doctor's appointment is a good gift. >> better than a title of certainly better than a power tool. if you make that appointment for a pramtary care doctor. that's the doctor who would really focus on all these health issues for him. if you can't get him to go to the doctor, get him a blood pressure monitor or calculate his bmi for him. >> simple things like that. to get him motivated. get him some vitamins with d and some nonalcoholic wine. >> right. they're two different issues. particularly vitamins. you can even get him a gift certificate to his favorite japanese restaurant. between the soy and the green tea hospital. look for the live report coming up on news 4 at 5:00. a wild scene outside. the gallery place metro station in downtown d.c., two women got into a fight and stabbed each other. one woman was stabbed in the shoulder and had to be taken to the hospital. police arrested the other woman. no word on what they were fighting about. president obama arrived in the gulf coast area this morning. he met with the governors of mississippi and louisiana during his first stop on a two-day visit. on wednesday the president plans to meet with bp executives. joran van der sloot has been moved to a prison in peru. >> that prison has the reputation of being one of the most brutal institutions in that country. this as he awaits trial for the murder of stephany flores. meanwhile, natalee holloway's father is now in aruba waiting word about his daughter. nbc's michelle kosinski has the latest from lima. >> reporter: joran van der sloot is bc being held in a castro castro prison. it is known for its overcrowding and terrible conditions. and we were able to get ahold of joran van der sloot's confession. it was inside the psychological evaluation that police had done on him. in it he describes what happened that night. in his words, he says that he and his victim, 21-year-old stephany flores, went to his hotel room to continue playing poker online. he said he opened his laptop and up popd a facebook message almost immediately. it was basically a death threat relating to his having been a suspect in natalee holloway's disappearance. he goes on to say that he explains to stephany that he had done nothing wrong in aruba and they talk about it a little, and all of a sudden, he hits her in the face. it goes on to say what happened. she was bleeding profusely from her nose. he then grabbed her by the neck. finally when she was still leaving, he took off her pants and smothered her with them. and also, now, if it is true that he is going to reveal certain information regarding the natalee holloway case, but only if authorities will move him out of the country to a rube. a once again, raises questions about just how much truth he is willing to share now. nbc news, lima, peru. searchers in arkansas have pulled another body from the water. a 20th victim from the flash flood that swept thank you popular arkansas catch ground was found today. the flood happened early friday near the little missouri river. an eight-foot wall of water ripped with enough force to rip asphalt from roads and turn over mobile homes. eechbt 20 victims have been identified. seven are children under the age of 7. rescue workers are being kept busy by severe flooding in the oklahoma city area. dozens of people needed rescuing from cars that were swept away in flash floods. at one point, the farmt put out a call for more boats to help with the rescues. people are now being told to stay home. there are no reports of injuries. a crime alert in montgomery county. police there say two men sexually assaulted a woman over the weekend. the attack happened overnight saturday while the woman was walking on a path near the road north of aspen hill road. police released these two sketches of the suspects. the victim says these men forced her off the path. then assaulted her. if you know these two men, you're urged to call police. lakers stoshz have something to celebrate. afternoon a california judge is allowing him to keep practicing medicine. his lawyers had argued that dr. conrad murray would not be able to pay for his trial if his license were suspended. jackson died last june after the doctor administered propofol and other drugs to help him sleep. meanwhile, the squabbling between jackson's parents continues. jackson's estranged father is blaming his mother for michael's death. in an interview with the british tabloid, joe jackson says his wife katherine could have saved her son's life if she had mothered him more. katherine's attorneys immediately hit back saying that she had a very good relationship with her son. joe and katherine are not officially divorced but have lived apart for years. at & t says it has fixed the umbrella that exposed e-mail addresses of some ipad users last week. the company says computer hackers exploited its sights when users tried to log into their e-mail accounts. more than 100,000 ipad 3g users were thought to be with friday's deadly shooting outside of foftville applebee's. a murder weapon has been recovered and the motive for the murder was retaliation for being thrown out of a restaurant. news 4's chris gordon joins us live with the latest. >> reporter: good evening. there are two suspects in this case and one murder weapon. but police will not designate the triggerman. they say it is because it is an ongoing active investigation. prince george's county police led the investigation with the collaboration of the maryland state police.
