learning about the suspect and what motivated this mass shooting. good afternoon. i'm pat lawson muse. >> i'm barbara harrison in for jim handly tonight. it is the crime that shocked the region. here is what we know now. four people are dead. three men and one woman. five others, two women, three men are recovering from injuries in local hospitals. three people, two adults, juvenile under arrest at this time. >> it started around 7:30 last night with a drive-by shooting in the 4000 block of south capitol street in southeast. police chased several suspects into prince george's county. that pursuit ended with a crash on st. barnabus road in oxon hill. four police officers were hurt. but they are expected to be okay. this afternoon we are learning more about the motive and the suspects that police have in custody. news4's pat collins joins us live from d.c. police headquarters with more on this story. pat? >> reporter: let's start with what's about to happen. inside superior court, in a few minutes, two men and a juvenile are expected to be officially charged in connection with that mass murder last night on south capitol street. it appears the motive for that crime is some sort of twisted act of retaliation that is linked to the murder of a young man about a week ago. now, the mother of that murder victim says that all of this violence last night could have been prevented if the prosecutors had locked up this man when they should have, maybe five or six days ago. we are going to hear some powerful words from that mother coming up at 5:00. again, we have two adults and a juvenile expected to be officially charged in connection with that drive-by shooting on south capitol street last night. i'm told that they may be looking for at least one other suspect. we are standing by with more details. watch at 5:00. we will take you step by step to the case and talk about what happened a week ago and how that murder may be linked to the violence last night on south capitol street. pat, back to you. >> pat collins, thanks, pat. >> reporter: this is just another tragedy in a neighborhood already coping with violence. police are looking into whether this shooting may be connected to a homicide that happened last week. tracee wilkins continues our coverage with more on that angle from southeast washington. >> untouchable, invincible. >> reporter: this woman is speaking to me by phone and says she's in protective custody after shooting and murder of her 20-year-old relative, jordan howe, last week. she says at least one of the shooters responsible for the death attacked again last night. south capitol street corner, shooting nine people and killing at least four. >> did you think these suspects arrested last night are the same men who are responsible? >> yes, same ak-47 which they threw out the window. >> reporter: her relative was killed last monday morning in the 1300 block of alabama avenue. a witness associated with jordan's murder tells me he was parked here in front of the building when the shooters pulled up and started spraying inside the building and riddled with bullet holes. according to police carter was taken into custody and charged with jordan's murder. but jordan's family members say that there was also a second suspect taken into custody as well. while carter is still being held, that second suspect was released after prosecutors said that there was not enough evidence to hold him. now family members say that the detectives told them that they picked up that same suspect last night and in connect with the south capitol street shoongs. >> basically allowed him to kill five other people. five other people wouldn't be dead if he was still in jail. >> reporter: family members say they cannot believe this incident is gang related but thinks it started with a beef between jordan and at least one of the gunmen and then escalated into what happened on that street corner last night. in southeast, tracee wilkins, news4. >> last night's shooting brings the homicide count so far this year to 24. that's still down from last year when 31 people had been murdered in the first three months. there were a in southwestern virginia has died. the plane crashed yesterday while taking off from roanoke regional airport. federal investigators say the pilot radioed the tower to report a control problem and he was trying to return to the airport when the plane clipped power lines and crashed into a u.p.s. building. also new at 4:00, an 85-year-old man accused of trying to kidnap and sexually assault a teenager in spotsylvania county. police say john williams drove up to a 17-year-old girl monday afternoon and offered him a ride home and the girl accepted and got into his car. after that the police say senate started asking her inappropriate questions and locked the doors and fondled the girl. she was able to get out of the car and run home. senate is charged with abduction, intent to defile which carries a possible life sentence. >> investigators in lorton are investigating an early morning blaze that destroyed a house. flames broke out around 3:00 this morning in this house, 11,000 block of gunston road. no one was injured. however, a houseppears to be a total loss. parts of the northeast being destroyed by record breaking rainfall and flooding. in massachusetts some residents are walking through knee-deep waters inside and outside of their homes. it is the same for people living in parts of new jersey, river levels aren't even expected to crest until tomorrow. >> states of emergency have been declared all over the northeast region and including rhode island which is experiencing the worst flooding that state has seen in 100 years. two storms have dumped more than 14 inches of rain in rhode island making it one of the rainiest months there on record. the floods have trapped people in their cars and forced them from their homes and there is a chance some residents may not be able to return to their homes because of the structural damage done by the flooding. >> a few down there, i think when they cut the power off, we will end up having to take the rest of them out. it will be mandatory, building will condemned. >> although the rain is tapering off inost areas, forecasters say that the high water could remain for a few more days. today president obama gave the okay to offshore oil drilling off virginia and vast stretch of the u.s. coastline. street the decision was a surprise and reversal, environmentalists were quick to urge him to reconsider. steve handelsman is on capitol hill to tell us what's behind all of this. hey, steve. >> hi,barbara. good afternoon. politics, no surprise, plays a part in all of this. democrats on capitol hill are about to bring up a controversial climate change energy bill. president obama in effect today saying drill, baby, drill, could win key republican votes. president obama changed his mind about ocean oil drilling. >> today we are announcing the expansion of offshore oil and gas exploration. >> reporter: it looks like a flip-flop. in the '08 campaign, with gas prices rising john mccain backed more offshore drilling. sarah palin made it a slogan. >> drill, baby, drill. >> reporter: barack obama said no. >> to drill offshore here in florida and other places around the country would not provide families with any relief. >> reporter: for the past year, president obama looked at how to develop wind and solar energy and nuclear power while being sure our economy recovers. >> we are going to need to harness traditional sources of fuel and even as we ramp up production of new sources of homegrown energy. >> reporter: the president is okaying drilling off the coast of virginia. south of florida and not further north, not in california and some new leases okay in ask a. environmentalists are upset there is not much oil and gas. it is a side show, looking at energy policy, and it could ruin beaches and tourism economies. >> reporter: even though they demand more drills, republicans are hailing what they call a positive step. >> good news is that virginia is ready to go. >> reporter: barack obama now hopes to get republican votes in congress for his upcoming energy climate change bill. >> could lose the votes of some democrats like new jersey senator lautenberg. today calling the expenses. the spending spree included trips on private jets, luxury hotels, and even a bondage themed strip club. the rnc fired the female staffer who organized the $2,000 visit to the club in hollywood and they also spent 17 grand for private planes and 13,000 for limos and $35,000 for luxury hotels. >> this is a party the republican party that, you know is trying to make the claim that they would be better fiscal stewards right now when they are running up massive bills on privilege at jets and limos and questionable entertainment. >> the request for reimbursement like this gets paid out and more senior people check off on it and that -- you get a -- a bit of a whip of scapegoat when the 24-year-old gets fired and senior people who signed off on it are still there. >> the man now at the center of the scandal is rnc chairman michael steele. over the past decade, the rnc has vastly outraised the dnc but that's nothe case any longer. now the democrats have more money in the bank.
