announced. >> we begin tonight with more fears about possible flash flooding. right to chief meteorologist doug cameron. doug? there's nothing out there. you think, what is the case about the flash flood watch? it all has to do with the moisture down to the south. you can see where the rain is right now. not even close to our region. we are completely dry for the most part. an isolated shower or two. but as we widen out, look at the moisture down to the south of the atlantic area. short of the atlantic, all of that moisture is moving towards tomorrow. the entire area now under a flood watch. some areas could pick up not only one, two, or three inches, maybe more than that. maybe four or five inches. what could get hit hardest. the school superintendent jack dale announced today he will retire at the end of his contract. dale ran the fairfax county school system since 2004 and guided him through an historic budget crisis. the contract runs through july 2013. after 42 years in public education, he's looking forward to spending more time with his family. a new crime fighting initiative in our area. and if you ride a bicycle, it could affect you. jackie benson is in northwest dc. jackie? jim, like almost everybody else it seems in columbia heights, the robbers are on bicycles. people who live in and visit the columbia heights area have been a target of a 14% increase in robberies since last year. most of the crimes have involved the snatching of cell phones by suspects riding bicycles. news 4 obtained a detail ordering increased enforcement in high robbery areas. it urges them to conduct bicycle stops and adds if the biker can't prove ownership, take the bike to safekeeping until they can prove ownership. the registering of bicycles was abolish in 2008. >> i don't have proof i own my bike, but i had it sin i was 12. >> it can be difficult. it can be difficult. >> bicycle theft is also a growing problem for dc residents and dc police chief cathy lanier has asked all bike owners to go to the national registry to recover the bikes that are stole up. >> i don't have a license on my bike. i don't understand how i can do that. >> bicycle owners can obtain national registry forms at any local bike shop. back to you. >> thank you, jackie. a driver accused in a hit-and-run crash is being held on a $1 million bond tonight. police say michael dalton was driving in rockville pike when he rearended a scooter. according to investigators, he continued to drive dragging the scooter under the car. >> i'm arrested for what? >> the second time in just a few months, the dc council forced reporters out of the meeting. the chairman said today's meeting was abpersonnel issues. that would make it exempt from the open meetings act. the police threatened to arrest the reporters there. news 4 snapped a picture of the agenda which showed profanity as the list of topics. on tuesday, they openly cursed at each other. one member said it was the worst council he's been on. gop hopeful squared off for the debate. they were relatively civil towards each other and focused their jabs at president obama. the two front-runners went after it after they softened the stand on social security. >> for those people approaching social security, they don't have anything in the world to worry about. there's a solid oath in this country that social security program in place will be there for them. >> there's a rick perry out there that says the federal government shouldn't be in the pension business. that it's unconstitutional and it should be returned to the states. >> while the candidates sparred on social security and health care, they all agreed that president obama's plan for ficking the economy is not the answer. yet, another bird strike near laguardia airport at the airport forced the pilot to make an emergency landing today. the delta shuttle heading to boston hit a bird late this morning. the pilot diverted to jfk and landed safely there. new york has made birds a priority after that miracle in the hudson. a six-ton satellite is expected to hit earth sometime tomorrow or saturday. but north america can rest easy on the. this is video of the space junk already starting to make its re-entry. nasa experts say it appears the space junk will not pass over north america. they expect up to 26 pieces weighing up to 1,000 pounds each could make it all the way to the earth's surface. >> still to come tonight -- >> i'm darcy spencer. there's been a recent rash of car thefts this one area here in fairfax county. where and the type of cars that the thieves are going after coming up. also, the fight to keep a student in school after a prank in a banana outfit. >> we're going to stop right there. >> all right. >> going to go to the weather man. >> yes. yes. >> so rain, huh? >> yeah, we've got rain coming in. i think some areas are going to see a lot of it. i don't think, however, we're going to see a repeat of what we saw a couple of weeks ago. but, that doesn't mean some areas aren't going to see potential. a beautiful shot at the washington monument. very nice tonight. no run out there now. actually, not a bad night. a little on the warm side, a little bit on the humid side. still feels like summer. by the time you wake up tomorrow morning, it will be fall. fall begins tomorrow at 5:05 in the morning. so this is our last official night of summer. high temperature on this last summer day. 77. right around the average high. so far for the month of september, we're 7.32 inches of rain. that's how much we've seen almost five inches above normal. we're only going to add to that total tomorrow potentially with a one, two, three, four inches of rain in some locations. 72, the current temperature out there right now. dew point, 71. winds out of the southwest 3 miles per hour. not much in the way of wind. we could see fog tonight. 68 right now in leesburg. nice warm 66 to winchester. fredericksburg coming in at 72 degrees. where is the rain right now. it's down the south. that's why the flash flood watch is in effect for today on friday. it does not include fauquier county, culpepper county, or the winchester or western portions of the west virginia area. doesn't mean no heavy rain here. this area is more susceptible to flash flooding because of all of the rain that we've seen in the last two storms, both irene and tropical storm lee. there's no rain around our area with the exception of shower activity to jefferson county in toward west virginia. that's about it. here's the rain that's making its way our way. it's a lot of rain. it's waiting on this cold front to move far enough to the east to bring it right up to our area. that's what's going to be happening tomorrow. an area of low pressure circumstance latering back here. this upper level low is going to sit there cut off from the flow in the atmosphere. what does that mean to you? tropical moisture continues to get funneled in. tomorrow, we'll see the heaviest of the rain. but the cloudy, showery rainy pattern will last right on through the weekend and probably to the early part of next week. let's break it down for you as we move in. the shower activity down to the dc area. down to the south in portions of southern maryland. watch what happened this afternoon, everybody getting in on the rain. some of the rain heavy. the i-95 corridor. i-95 corridor and mostly south and east here as we continue on through the afternoon. there it is around 7:00, once again around washington and sow maryland this, is the area that's going to be easiest to see flash flooding. that's why we have concerns here. we're not going to see the seven, eight, nine inch rain totals we saw last time. two or three inches can give us flooding. areas of rain tomorrow morning, south early, i think, humid. we'll see the numbers to the mid 70s, but the temperatures aren't going to be a problem. heavy at times could be the rain. risk of flooding?
