>> more than 24 hours after a young girl was found dead, neighbors wonder why there are still so few answers. >> also, the moment from tonight's game that will have hockey fans across the country talking about it tomorrow. good evening. i'm jim vance. >> i'm doreen gensler. tornados, and video and destruction like this, is rarely seen in new england. tonight massachusetts is in a state of emergency. the scope of the damage in some of the state's biggest cities is being determined. kirk gregory starts us off tonight. >> reporter: nature's power captured on camera again. this time in springfield, massachusetts. the tower-cam at nbc affiliate shows what appears to be a towering funnel cloud, whirling above the city. residents were stunned. >> we had a tornado come down and -- took out houses behind our building. >> several buildings in springfield were heavily damaged. large vehicles were flipped. heavy trees were toppled. thousands of customers are without power. massachusetts governor declared a state of emergency. >> at least 19 communities have been affect sewed far. -- been affected so far. >> god's hand was over me. because i never seen this in my life. >> an evening of wild weather that many in the region won't soon forget. kirk gregory, nbc news. >> the streets of springfield, massachusetts, are virtually empty tonight, exempt for repair trucks and police cars. there has been some looting in the state's third largest city. but police are cracking down now. in the south end of springfield, many of the buildings lost their roofs and rescuers are going through the process of getting head counts. >> we saw storms move through our area this evening. it provided some stem porelief e heat. the heat did knock out power for thousands of people first, is the heat wave finally over, doug? what do you think? >> it is done. put a fork in it. temperatures, will be cooler. humidity will be much loper during the day tomorrow. we had storms, some severe. live digital doppler radar not showing thing across the area. that was not the case, 4:00, 5:00, 6:00 this afternoon. take a look at the storms that developed as the cold front started to move through the region the we did see big time thunderstorms. hail. quarter-sized hail in some locations with the storms around prince george's county area down around spotsylvania. 98 in washington. sterling, 5. baltimore, 98, set a record. right now we are still warm. we are still humid. by the time you wake up tomorrow, you will definitely feel a difference. i will come back and show you how cool things are going to get later in the week. doreen. >> thank you, doug, good news. the record breaking heat blamed for a power outage that kept thousand of people in the district from getting cool air today and that includes some restaurants that had to close for the night. craig melvin joins us, north capital street, where the power came on tonight but has just come on again. >> it has been a rough night for folks who live in the area, doreen. pepco said the lights would be on midnight at north capital. imagine their surprise at 9:00 when the lights start coming back on. show you something. you take a look. you probably can't seep it very well. the building we have been using as a gaj throuuge throughout th evening. it is pitch black again. in the last, 15 minutes. the lights went back out. it was too hot outside to go inside. so many here in the 1200 block of north capital sweat on their balconie balconies. vindetta murphy navigated stairs to tell us why she was worried? >> most are on respirators and stuff like that. >> very hot, my man. very, very hot. you know, it's ridiculous. you have got elderly, disabled. couple of babies in there. you know. don't make no sense. >> at another high rise across the street. more of the powerless and frustrated. >> a lot of people, all night long. >> all day. >> all day. is was hot. extremely hot. all of my food has gone bad in my freezer. i just went grocery shopping. >> reporter: government and businesses were hurt too. several december dels buildings had to shut down. nearby residents couldn't open. guests hung out in the lobby. dead stop lights slowed traffic. d.c. fire and ems had to take four people who live in this building to the hospital. the heat was too much for them. the red cross opened this shelter around the corner on new jersey avenue. metro buses became make shift cooling stations and fire fighters wheeled fans into lobbies and using power from their truck. meanwhile pepco workers tried to find and fix the three underground cables that caused the trouble. tuesday evening a pepco spokesperson said heat was partly to blame. >> several days of 90 degree temperatures. things expanned underground. no surprise there. >> shortly after 9:00 wednesday night. a big surprise. bright lights and big smiles. >> god is so good. they did their job. thank you, pepco. we can go home now. >> reporter: not just yet. folks, starting to spill on to the sidewalks here. the lights are out in all of the buildings where they had been turned on here shortly after 9:00. perhaps hear the sirens behind me. we should note, ambulances and fire trucks in front of the buildings throughout the day have not returned just yet. we also have not heard why the power went back out. when we do we will of course, pass it along to you. for now, though we are live in northwest, craig melvin, doreen back to you. >> craig, thank you. the tour bus company involved in a deadly crash in central virginia was supposed to be shut down days before that accident happened. four women were killed when the sky express bus overturned on i-95 yesterday morning. police say, the driver was fatigued. he was charged with reckless driving and is free on bond now. today, the u.s. department of transportation said, sky express was given an unsatisfactory rating back on april 12th. the company was supposed to be shut down on saturday, may 28th. but it was given ten more days to appeal the decision that accident happened yesterday. transportation secretary ray lahood said the dot is now doing away with that practice. a 12-year-old girl is dead. police have been swarming her neighborhood for more than 24 hours, but they still haven't said what happened or who they think is responsible. and that has neighbors very uncomfortable. jackie benson is at police headquarters in rockville with more on the story. >> reporter: doreen police have been extraordinary tight lipped about this. what they have not said speaks volumes. the townhouse on ravens avenue, remains sealed off. crime scene investigators continue to come and go. it indicates that detectives believe 12-year-old jessica newen's home holds the secret to who murdered her. the sixth grader's body was discovered in the basement of the house last night. the medical examiner says she died of trauma to her upper body. in the ensuing 24 hours, police have issued no warnings to the public. no plea to be on the lookout for suspicious persons. they did take into evidence a vehicle that neighbors say belongs to someone who spends a lot of time at the home. jessica lived here with members of her extended family some of whom were home when the girl's body was discovered. police have been asked are members of the public, other children in danger. the answer. >> at this point we are looking at every possibility. the investigation is very active at this time. >> reporter: news 4 spoke to a family friend who said, jessica, a shy, very quiet girl had never mentioned that she feared anyone who lives in the home. throughout the day her friends from gaithersburg middle school came to place flowers. >> me and her, we would share everything together. like, pretty much everything. >> reporter: police removed some items of evidence from the home tonight. but would not provide details. doreen, back to you. >> jackie benson, reporting from gaithersburg or rockville, thank you, jackie. >> coming up the backlash after rescuers stood by and watched a man drown without ever going to help him. >> a fist fight on board a flight leaving dulles leads to f-16s being scrambled and question as but the pilot's decision to turn around. >> a father who kept his eye on the ball, but dropped his kid in the process. the proces[ man ] i got this new citi thankyou card and started earning loads of points. you got a weather balloon with points? [ man ] so i used mine to get a whole new perspective. ♪ [ male announcer ] the new citi thankyou premier card gives you more ways to earn points. what's your story? citi can help you write it. new york congressman is trying to calm the storm concerning a lewd picture. a waist down photo of a man in his underwear was sent to a college aged girl in seattle. he denied he sent the image saying his twitter account was hacked. he raised more questions when he wouldn't conclusively say that the picture was not of him. >> here is what i will say. we are trying to figure out exactly what happened here. whether a photograph was manipulated that was found in my account, whether something was dropped into my account, whether a photograph was partially my account. >> the congressman hired private security firm to investigate the hacking. he says it's time to get back to the business the american people want congress to focus on. >> a city along the san francisco bay is reimplementing its water rescue program. they're doing that after a man drowned right in front of first responders. all this happened on memorial day in alameda, california. about 50 people watched as a suicidal man walked into the water. local emergency crews arrived, and then they stood by and watched for an hour, but they didn't do anything. two years ago the city cut its water rescue program to save money. >> it just strikes me as unbelievably callus that nobody there wiz any sort of training could strip off their gear and go and help this person. >> fire fighters were incredibly frustrated. these are dedicated personnel. they want to act. that's what they're trained to do. that's what they spend their time, you know, thinking about. >> the alameda city council decided last night to restore funding to its water rescue program. 16 fire fighters have volunteered for it. >> still to come on news 4, remembering one of the only actresses to ever lecture bill cosby on screen. >> heat, storms, all kinds of stuff. doug is back to tell us what is coming next. >> plus a fist fight on an airplane leaving dulles led to f-16s being scrambled. expensive jet fuel being dumped and passengers having to be rebooked. in a post 9/11 world, industry leaders are standing by the decision of the pilot to turn the plane around. tom kros tecostello has our rep. >> reporter: any one who has flown coach knows aggravation. the person in front of you reclines his or seat without warning and ends up in your personal space. on sunday night the aggravation led to a fight, scrambled air force jets and grounded 767. united flight 990 was climbing out of washington dulles airport for an 11 hour overseas trip to ghana when one of the passengers put his seat back. the passenger behind him didn't like it and hit him. before long, a fight had broken out and the pilot was telling air traffic control he was turning back. >> 990 heavy, supervisor wants passengers secured. negative, passenger is not secured at this time. the passenger has settled down though. but an assault has taken place. >> as it dumped thousands of gallons of jet fuel. faa insists the pilot took appropriate action. >> you are not sure the you are not back in the cabin. the crew was unable to contain it. the decision was made. in my opinion, personal opinion, it was a good decision. >> a 30-year airline veteran who written has about rage, says smaller seats and decline in civility has people on edge. >> we have a society where people are frustrated. we have a society of people who feel they have a sense of entitlement. >> flight crews are suspicious that an in flight disturbance could be part of a terrorist attack. >> you don't know is this a ruse, misdirect for other activity that is going to come on board the airplane. >> tom costello reporting. difficult situation for a lot of folks there. so -- things are looking up for us?
