at the white house. the president and the two most powerful men on capitol hill try to avert a shutdown that could have a devastating effect on the local economy. good evening. >> that meeting just ended. steve handlesman is out at the white house with more. >> reporter: actually on the deal. no deal, that's the headline and bottom line tonight. president obama on the road today in pennsylvania and new york came back to the white house. he promised yesterday that if there was no deal here in washington to avert a potential partial government shutdown at midnight friday/saturday, he would call the big guys to the white house. he rang them up again tonight. boehner, reid, and they talked for a while. came out, and they were all more optimistic sounding nan before, but the president said no deal and he cited one government worker, a guy named henderson who he says would lose his paycheck if congress can't come up with a plan by friday mid nig night. >> here's the president. >> i'm convinced we can get this done. there is no reason why we can't complete a deal. there's no reason why we should have a government shutdown unless we made a decision that politics is more important than folks like j.t. henderson. >> reporter: henderson has to wait because both harry reid the democrat who runs the u.s. senate and john boehner the republican speaker who runs the house are at loggerheads over the basic structure of what would be a deal and make cuts and fund the government through september of this year. they sound more optimistic. here were the two leaders. >> we had a long meeting with the president. it was very honest. we've narrowed the issues significantly, and we're going to continue working. our staffs are going to work through the night. the speaker and i will get back together tomorrow morning and see how they did and continue. >> i do think we made some progress, but i want to reiterate there's no agreement on a number and there's no agreement on the policy. there's an intent on both sides to continue to work together to try to resolve this. no one wants the government to shut down. >> reporter: the tea party held a big rally right here today. a lot of pressure on speaker john boehner. tea party members, a number of new freshmen are saying we won't vote for anything unless there are deep, deep cuts. when boehner talks about policy, what he means is not just across the board cuts but targeted cuts, the kind mr. obama and mr. reid are objecting to targeting abortion funding and climate change legislation, targeted funding that would be eliminated, big spendsing cuts, no deal. so jim and doreen, the government, it looks like if you believe the big three is a little less likely to shut down midnight friday/saturday, but no deal to formally avert that shutdown. big day ahead tomorrow. >> indeed it is. steve, thanks. a government shutdown could cost the district millions in revenues and have a major impact on city services. officials say trash would not be collected in the city and parking tickets wouldn't be issues and about 14,000 city employees would be furloughed. the motor vehicle offices and libraries in the city would shut down and permits wouldn't be issued. the police and fire departments and d.c. schools would remain open. a government shutdown could va terrible effect on some military families who rely on pay economchecks to make mortga other things. there's concern among families of military veterans who are scheduled to be buried at arlington cemetery. >> reporter: a government shutdown could mean lost or delayed salaries for hundreds of thousands of military service members and their families as you mentioned. today we also learned that a shutdown could mean a delay in burying this country's fallen. he recruited most of his college football team. >> he got most of the whole team to join the marines, and they went to the pacific. >> reporter: he fought in world war ii, korea and led a battalion in vietnam. when he died in november at 86, his family started to prepare for his burial, among the cher riched warriors at arlington national cemetery. with a government shutdown looming she called to do so if the tuesday ceremony would happen. an official said they couldn't guarantee you and -- >> we'll contact you if it changes. on friday, saturday, and sunday we have people coming in from england and california and we have people coming from all over the country. >> reporter: a government shutdown might not affect only the somber ceremonies at arlingt arlington, it could affect millions of the active duty members at home and abroad including war zones fchl there's a shutdown the military would be paid april 15th, but paychecks cover april 1st through the 8th, meaning they'd be half the normal amount. there would be no pay april 29th in a shutdown lasts that long. some marines have been told to get ready. >> we've been given briefs about managing our money. we're all smart. >> we may not get paid, but we still need to report to work. that's pretty much the extent of what i know. that we'll be going to work with no paycheck. >> reporter: other non-military government workers have been put on notice. >> they told us to get prpd on monday to come in for half a day to check our e-mails, make sure we close everything out. >> reporter: meanwhile, sally waits. >> will they be able to be buried or not? do we go forth, and what happens if not? >> reporter: when a spokesperson with arlington national cemetery she said quote, at this point it is president obama is facing a charge of soliciting prosecution. they were taken into custody in honolulu on monday. it was part of a sting operation. he's accused of offering money for sex to an undercover officer. he was released on $500 bond. he's been friends with the president since high school. the two spend time together whenever the president visits hawaii. the white house refused to comment. the following story out of northwest washington. police searching for two suspects involved in a deadly shooting. it happened about 9:30 tonight along quincy street. we're told the victim was found in the backyard of a townhouse. apparently he had been shot in the head. he has died. police officers and dogs are searching the surrounding area off new hampshire avenue. acall to take back the night was held in maryland tonight. men and women lit candles to honor the survivors of domestic violence and sexual abuse. some of the survivors hope to inspire others who had been abused through messages in what's called a clothesline project. organizers of take back the night hope to increase public awareness of violence against women. when it comes to football practice, when is rough too rough? that is a question asked after three local high school football players got concussions during a skills clinic last weekend. jackie benson has more. >> reporter: this 16-year-old football player attended what was billed as the riddell linemen showcase last weekend. the other thing he remembers about it is lacing up his cleats. he and two others sustained concussions in a drill some parents believe got out of hand. they say players wore no helmets or pads and there were no medical personnelby. >> they were set on a collision course unknown to them, the coaches blew the whistle and told them to run toward each they and when they got to the collided with each other. >> concussions? >> concussions. concussion is a brain injury. each of those children suffered a concussion, a brain injury. one of the children had his skull fractured and he was bleeding on the brain. >> reporter: this attorney represents the injured football players. >> the coaches chose not to do what they were supposed to do. the coaches were to supervise the children that were on that field. the coaches were to protect those children from harm. they failed in all those respects. >> reporter: news 4 last april. that's where 21-year-old adrian lewis got into a fight with several people. after the fight he went home and grabbed a handgun and went back to the parking lot. he shot into the crowd. 32-year-old cynthia aaron of houston died. aaron was not involved in the fight. the police are questioning the woman who owns a house where dozens of cats were found dead. animal control officers have chased two dogs into the backyard of the house along summerfield drive yesterday. one of the officers looked in a window and noticed a dead cat. authorities eventually found 30 dead cats in that house. at this hour charges have not yet been filed against the homeown homeowner. plans for an underground metro station at dulles airport are going forward. the authority approved by a vote of 9-4, but local leaders aernt happy. the underground station costs $300 million more than an above ground option and they're worried that will be a financial burden. the station is part of face two of the dulles metro rail expansion project. it's not expected to be completed until 2017. one of the stars of law and order talking about a recent adoption and become a multiracial family. one thief was so thankful he officials at the federal aviation administration are preparing to fire an air traffic controller caught sleeping on the job. he was working the midnight shift in nashville in february according to testimony on capitol hill today. that incident is a bit similar to the one last month at national airport where a controller accidentally fell asleep white two planes landed. officials say a significant difference is the controller in nashville intentionally took a up nap while seven planes land over a five-hour period. at least one travel website snlt following a new air safety law
