sadness and disbelief turn to anger and frustration two nights after the worst shooting in washington history. questions being raised about the failure in the system. i'm doreen gentzler. >> i'm jim vance. new details leading up to the mass shooting in washington, d.c. they tried to get two brothers off the street before the two deadly crimes which they are now charged. darcy spencer has our report. >> reporter: in the case of one of those brothers, there was a disagreement between police and prosecutors over the strength of their evidence. tonight some are criticizing the u.s. attorney's office. orlando carter is charged with murder in the drive-by shooting that left four people dead and several more injured in southeast tuesday night. carter would not have been on the streets if police had gotten a warrant they wanted to arrest him for another murder a week before. police say the u.s. attorney's office refused to issue the warrant for carter's arrest in the murder of jordan howell on march 22nd. councilman phil mendelson side police did the right thing. >> they were trying to prevent it. that's what we want from our police officers. >> reporter: the u.s. attorney's office involved? in a statement the u.s. attorney's office said it did not have probable cause to issue the warrant. the office is facing more and more criticism for that decision. the attorney general says the mayor should appoint a task force for the police, u.s. attorney's office and the court. >> somebody dropped the ball somewhere. these were just common thugs, common thugs with long rap sheets or common thugs, as far as i'm concerned, that should not have been on the streets. >> reporter: the office on probation and parole tried to cape sanfran carter off the street three days before the killing. a judge put him in a high ip tense si program. he was to attend orientation march 23rd, date he was arrested in the howell murder. frustration is growing in the community. nicole jones knew one of the south capital street victims devon boyd. she also believes the crime should have been avoided. >> they should have really took the initiative to say we need to get them off the streets. >> reporter: do you think that could have saved your friend? >> i do. i really do. >> reporter: again the u.s. attorney's office today issued a statement defending its actions saying under law it cannot issue that warrant without probable cause. darcy spencer, news 4. back to you. >> thank you, darcy. the pentagon is making security changes. the pentagon says visitors have to go through more rigorous screening. defense department employees will be subject to more random searches and there are plans to put in searchers that will detect biological weapons. they will get training in the accidental shooting situations like march 4th. the gunman john patrick bedell was killed when the officers returned fire. first steps are being taken to move major nadal hasan out of a hospital in jail. he was charged in the massive shooting in texas. he was shot by a guard and has been hospitalized since the shooting. last night he was given a discharge physical. that's the first step toward being moved to a jail cell. in the north eastern part of the country the rains stopped, but the flood waters keep rising. president obama made a surprise stop at a flood emergency site west of boston today. mr. obama thanked the workers for their quick response during those floods. some towns near boston have been evacuated. many roads are still under water there. massachusetts, connecticut and rhode island have all deployed national guard troops to help. federal officials will be touring some of the flood devastated areas in rhode island tomorrow. things remain dry here. not only dry, but yesterday high in the low 70s. today in the mid 70s. there were a few locations that got up to 80. with high pressure moving east, we'll get that southwesterly wind. in the 60s now but we'll hit the 80s in good friday through sunday, making it the warmest easter weekend going back eight years and starting in the low 50s giving us the warmest start for the day. we'll give you more later on the easter forecast. 18,000 fans packed the verizon center to watch the washington capitals tonight. the most memorable moment happened off the ice. an air force colonel from iraq surprised his son with proposed massive cuts but no new taxes as the city tries to balance their budgets. some hit hard would be city workers. the proposal eliminates about 385 jobs as well as freezing automatic pay increases. another part of the plan calls for consolidating government agencies to streamline operations. the mayor's plan would provide more money for d.c. schools than they got thi year. the council has 54 days to rescrew and make changes to the proposal. federal prosecutors added new charges to their case against the former d.c. official accused in a bribery scandal. last september, ted losa was accused of taking money and gifts in exchange for trying to influence taxi cab legislation before city council. he was chief of staff for jim graham who untilast october oversaw the taxi commission. today a grand jury indicted losa on four mo charges including conspiracy and extortion. he pleaded not guilty. a ft. immediate soldier pleaded guilty for running a prostitution ring in maryland. craig corey uses hid home as a brothel from january to april last year. he was stationed at ft. immediate at the time. he uses the internet to recruit 12 women from virginia and new york to work as prostitutes. one of the women was only 16 years old. corey will be sentenced april 28th. he could get life in prison. coming up tonight, a man in maryland died from the swine flu while more and more or merely a blitz. doctors have given 80 million doses of vaccine, but that means million more americans are vulnerable. some vaccines are getting closer to expiration dates. >> there's been several different vaccine formulations. some have expiration dates that go into the fall. >> reporter: hundreds of thousands of doses are available. if you can't handle the spring sneeze, you may consider asking for a swine flu shot during allergy check-ups. u.s. automakers sold a lot more cars last month, 30% mo, in fact. some of the credit from that can be given to toyota. they offered a lot of incentives because of all their problems with gas pedals. they got into a price war with general motors. ford saw a jump in business, but ford people credit higher than normal demand for their fusion and taurus cars. one analyst says the surge in sas is a sign the struggling industry is finally on the road to recovery. >> what we are seeing right now, and i believe we are seeing a turn in the auto industry that is sustainable. >> reporter: chrysler was the only one that didn't do well. their sales dropped by 11% in march. washington's catholic archbishop washed the feet of 12 people tonight to commemorate holy thursday. the mass of the last supper was held in the cathedral in northwest. the washing of feet is meant to an act of humility similar to christ washing the disciples feet at the that's going to be coming through here. we are not going to get rain out of it. just high clouds. high pressure moves east we'll get that southwesterly wind and a chance to warm up more. like front royal today, up to 83. they had a southwest wind, now at 62. 75 the high in leesburg. 61 in alexandria. big bubble of warmth. eastern half of the nation. dropping down to even freezing a lot of spots in the intermountain west. that's because there is a big old trough here. a system that right now is producing rain showers and even snow from the northern plains into areas like utah and colorado. that is the next system that will be coming east. will give us high clouds on saturday. that rain dries up. breaks up the front as it heads over the mountains. your start tomorrow seasonably mild. the warmest start we had since the year started. then up to the 80s tomorrow. it's going to feel like late may. the weekend like early june, too. more like a memorial day weekend here. dangerously nice
