Ingrownville it is expected reach 25 feet tomorrow greenville is expected to reach five feet tomorrow. Now woodlake dam has not breached but people that live there shared their concerns with ken smith. Reporter wood lake resort and country club and nearby neighborhoods remain off limits. The dam is not safe enough to allow residents back in their homes. Our road is the additional road. That is the one that they said reporter issuing a mandatory Evacuation Order at the state inspectors discovered a crack near the spill way. The officials describe the hole as big as 2 ambulance trucks, 24 hours earlier that breech was the size of a small compact car. So, disaster that could happen. We are praying it does not happen. Reporter nick is the county Commission Chair here in moore county. He says National Guard troops are using sandbags and pumps to slow the water flow but it will take time. We want to get people we got to do it in a safe manner. Just very important not to put people at harms risk. Reporter many residents we spoke with tells us once the crisis is over they want answers from the county and the state concerning the safety of woodlake dam. Our prayer is that the dam holds because if the dam goes i am terrified that my house is going down the river. Reporter this is what it means in it fails it could have a catastrophe effect meaning including loss of life. At this point lets be clear what the National Troops are shoring up the dam. Does not fix it just gets it through this current crisis. At this point state officials and the county officials here are encouraging residents to leave. Hundreds left but at this point about 5075 residents decided to stay in their homes. All right, ken moore county, thank you. The tar river is expected to crest at 2 00 in the morning at 35 feet. Inspectors are checking the levy and the flood gate designed to hold up to 37 feet and protect the town. The problem is across the river. Parts of the river are flooding. High water forced dozens of people out. All of the memories flooded back. They keep saying it is going to 99. So i think it will be terrible. The flooding devastated the town from hurricane floyd. That year the tar river rose to 42 feet. Nearly 7 feet higher than it is expected to go overnight. Reporter floodwaters were still rising in wayne county tonight. This is the neuse river in goldsboro. Look at the intensity of the river going under the highway. That is a major road through town. 117 is one of many roads blocked because flooding. The water right up almost to the top of that bridge. Neighborhoods also across goldsboro are under water. The neuse water is impacting homes and home owners. Since saturday they rescued dozens of people. Twootherss two dozen others are there. This morning filled up to the front yard and as we have been watching it go through the the porch. The fire chief tells us saturdays flooding was the worst he has seen in 34 years. In adition to waiting for the water to recede many residents are still without power. The state trooper is on leave after a deadly shooting that happened during a search and rescue operation. A 13yearold veteran of the force shot and killed a man last night. He was with 2 county deputies when they came across a man with a gun on a flooded road and he became hostile. They have man. The sbi is investigating. Much of lumberton is under flooding water. Hundreds are cars are waterlogged. The authorities are on the lookout for looters. A Jewelry Store and an abc store were burglarized and gas taken prosecute vehicles in used car lots. Crews are working around theclock to restore power across the state. There is progress to report. Wrals candace sweat is live with some of the updated neighborhoods where crews are making their rounds hopefully good news . Yes. We have good news. We were in a handful of wake county neighborhoods as they were restoring power. The crews that you see in these trucks behind me they really and truly are the people that we have to thank. They have been in and out of this lot since we have been here tonight. Our photojournalist says this is about as many trucks as he has seen here in the 22 years that he has worked for wral. So, lets take a look of the numbers from duke energy. From their web site at last check in wake county more than 13,000 people still effected but some 425,000 customers have been served. In Cumberland County more than people we spoke with tell us it really has been a difficult three days as you can imagine. Many of them thrown away food, had to leave their homes, gone to shelters or relatives houses and they say all they can do at this point is watch and wait as crews make their rounds and make the repairs. In fact we spoke to a lady in raleigh who just received power today after a tree fell in her yard. Homes that are now quite happy because when the tree went down it took everything off of that pole that effected the 45 families. Reporter duke energy gave a date of october 16th for power to be restored but it is really good to look at that web site and see the number of people and the number of people served you can see one number go down and the number of people served go up. It is good to see the tipping a lot of these crews are coming from all over. When we came into the lot a man said make sure that you mention that people are coming all of way from canada to make sure to help us get our power restored. We are seeing that reflected. It is generatinga a few showers and snow showers behind it. In the higher terrain back in montana. But, as this front encounters the dry air in the eastern u. S. It will not be able to continue to generate any rain. Probably just a few clouds that will come through here on thursday night and the temperatures will drop back for a couple of days behind it. Normal temperature pattern. You will be able to see that here. Notice that today we have this little tongue of cool air that extended down the eastern seaboard east of the Appalachian Mountains, west of the mountains it is warm. This area will start to come eastward and the temperatures will sore into the 70s tomorrow and in the upper 70s for perhaps near 80 in a couple of spots on thursday. Now, the next cold front will come through east of the Appalachian Mountains that sticks around for a couple of days and then the next surge of warmth like the one we will see over the next couple of days will envelop the area. This one could be warmer. By the time we get to monday, tuesday, wednesday of next week the temperatures have a shot of getting to 80 or higher across the area. The normal high for this time of the year is around 70. Obviously we will run well above that and all of the cool air will be up across the so, it looks like a toasty period with the exception of this minicool down on friday and saturday over the course of the next week to 10 days. The authorities had asked everyone to leave before things to go in with the truck hi had to get the National Guard to go in. Getting 25 people out at a time and take them to the shelters. The water is receding. But princeville and tarboro are still in danger. They have not crested yet and going below that in grownville and washington will be next. Reporter back to you. They were given simple and important advice. Dont drive through water covered roads to town. Evacuation notices for people that live in black river basin. People need to get out now. Take a look at the map. It shows where that is. Homes along the river are already under water as it is rising 35 inches an hour. 2 shelters open for the county for those forced to leave without anywhere to go. The water is high and it will be a lot higher by the end of the week. Roads and neighbor haotds near the neuse river are flooding the officials began mandatory evacuations of areas that were flooded by floyd 16 years ago. A shelter has been opened at the Community College for evacuated people and their pets. The river is expected to peak over 27 feet on saturday. We have been in contact with the mayor of goldsboro throughout the day. This storm was hard on the area because of the prolonged effects. You know, we had 2 events. A flash flood event that was the unexpected part first and now all of now we are coming back to where the river is actually flooding. And it is coming back up. We had the two events one on saturday with all of the 16 inches of rain and what that caused. The mayor said that he hopes the river will crest tonight and relief will be in sight. We will be in goldsboro starting in the morning. There will be updated information on the flooding and the shelters. Is looking better. Water is starting to recede in smithsfield. You can see residents along rose wood and vermont streets still dealing with water on the roads and yards. Outer banks are opening again after storm cleanup. Visitors will be allowed in dare county. Including duck, kitty nagshead. Hatarass island is still closed to everyone. Officials are warning vicetories on check with their rental Company Visitors are asked to check with their rental companies. There are areas without power. Fitness clubs want to help. The company is opening the doors of all of the 23 locations in north and South Carolina to storm victims. According to the tar heel, jurors heard from a trooper that responded from the crash that night and another friend. The Police Arrested a man wanted for a deadly shooting. He did not have his own boat but he was able to flag town a fema rescue crew and bring them to chris. He told me he is getting a guy with a drone getting a boat. I am like is he messing with me right now . It worked. And there is the drone hovering right in front of me. After 14 hours in his attic, chris was finally free. Then you have the level of people being without power for a long time and people flooded out and all of that. Obviously a tough situation. We are aware of that even though some of us made out better than others. We know it is tough. All right, lets go ahead and take a look at the river levels with the neuse river. We mentioned it earlier, we set we wanted to show you the latest tonight of what is called a hydrograph here. The peak has occurred or is occurring right about now. And, all of this area that you see here in pink is major flooding. Okay. So, even though it is starting to come down you are starting well in this area where you are well above the flood the major flood stage and it is not until we get all of the way down here to about 10 00 a. M. On sunday before it drops below the major it is still above flood stage. At least it down in the moderate category by that time. It is still 4. 5 days away before we get to that point. Then, you take a look at what is going on, and obviously they are in the major flood category here. Staying level for awhile. Then forecasted to go up and get very close to the floyd record set back in 1999. Right now forecasted to be within. 2 feet of that. When is that happen . Go all of the way down here and a. M. On saturday and even though it starts to decline a little bit again it is still way above that flood threshold at 10 00 p. M. On sunday. So, those areas down stream on these rivers and on the tar river it will include greenville. It is going to take a long time for things to get back to normal that far down the river basin. Take a look at future cast here. Clear tonight, some moisture come figure in off of the atlantic. Probably givg clouds by tomorrow afternoon. It will not look as ominous as what you are seeing here. Cloud cover on thursday. It should burn away quickly allowing us to enjoy sunshine the remainder of the day. Warmer the next couple of days. Up in the 70s, maybe touching 80 around fayetteville on thursday and cold front will knock us back down on friday and saturday.
