Several different fronts this morning. We begin with the latest atrocity from isis. One japanese hostage dead. Isis demanding a prisoner swap to save the second. Is very much involved in the efforts to free him. In part because of the close relationship with japan. And also because one of the other hostages is a 26yearold American Woman. For now, all efforts are focused on kenji goto. In the latest isis video, he was forced to hold a photo of what appears to be his beheaded cell mate, and then read a plea for his own life, asking for a prisoner swap, instead of the original 200 million ransom demand. They are being fair. They no longer want money. So you dont need to worry about funding terrorists. Reporter in japan, the Prime Minister called the video an outrageous and unforgivable act. And gotos mother said her son sounded extremely nervous. And she added this is no time to be optimistic. The japanese hostage video was substantially different than previous such videos. Without the usual highproduction techniques and isis insignias. And no appearance of the masked executioner known as jihadi john. Today, u. S. Officials are using the video to look for clues that might help locate the hostages. Any information they can glean about where the perpetrators are, the terrorists are, theyre working to find that information now. Reporter the prisoner isis is demanding to be freed is sajida rishawi, a failed suicide bomber on death row in jordan, who Islamist Groups have tried and failed several time before to free. She was part of an attack on a Jordanian Hotel ten years ago where 60 people were killed attending a wedding. They refuse to exchange her for other prisoners. But her execution has been put on hold. Counterterror experts say its unlikely that jordan would make a deal for the japanese journalist or the jordanian pilot isis has also captured. George . Thank you, brian. President obama called the japanese Prime Minister on his way to india, where hell be honored with a spot in the countrys biggest parade. Jim avila is traveling with the president. Theyre determined to prevent any embarrassing incidents. In a joint News Conference this morning, president obama was asked about yemen. He said its a dangerous place in a dangerous time. He will not be sending u. S. Troops there to help settle things down or hunt down terrorists. He said that would be an unsustainable program. George . Thank you, jim. The president said the operations against al qaeda in yemen, such a dangerous group, not suspended. But the Washington Post reported this week several Senior Administration officials saying this week that they are suspended. Weve lost intelligence. One of them said that the chaos has aided al qaeda. Theres no question in our mind that al qaeda has gotten a breather. Has this helped al qaeda in yemen . You heard the president say this morning in his press conference that, in fact, al qaeda hides in dark corners and tries to make sure that theyre operating in places where theyre not going to be pursued. That means that a lot of the places that they spring up and where they try to operate are places like yemen, or somalia, or north africa where the Security Forces are underdeveloped. Where the political situation is volatile. Thats why weve put in place a strategy to strengthen our partnering Security Forces for them to take the fight to al qaeda. We dont have a partner do we . Were on the forward lean to make sure that if we see something that is presenting a threat to us, well not be afraid to act. You have seen this president do that time and again. Will the president be able to work with the houtis closely tied with iran . Will they have the same commitment against al qaeda . I think that remains to be seen. And what the president also said today is we want to see this resolved through a political process that is transparent, that includes all the actors in the country. Mindful of the fact that aqap lives in these chaotic situations. Im not going to jump to conclusions. Ill say to the parties on the ground, they have to resolve this transparently. Peacefully, politically. Well try to focus on the threats to us and to our people. We also have the hope from isis isis. Any hope of saving the second japanese hostage . Do we have any information on the American Woman being held . The president had a good talk overnight our time here with the Prime Minister, underscoring our continued support for and partnership with the japanese. They making the Huge Investment halfway around the world like we are in iraq and syria against isis. As it relates to our hostages, were continuing to work those matters very, very aggressively. We are sparing no expense. And sparing no effort, both in trying to make sure that we know where they are and make sure that were prepared to do anything we must to try to get them home. But, kaylas family knows how strongly the president feels about this. Well continue to work this. Speaker boehner sent a shot across the president s bow this week by inviting president netanyahu, the israeli Prime Minister, to speak before the congress. Bob menendez the Ranking Member of the Foreign Relations committee said, the more i hear from the administration and its quotes, the more it sounds like talking points that come straight out of tehran. That is some tough talk. Are you confident that Congress Wont pass the sanctions bill that you say would cripple the negotiations . We have asked congress for forbearance. For some time to allow us to run these negotiations. So that it is we howho are uniting with our allies. Rather than going with some kind of premature action up there on the hill that would risk really splintering the international community. Making it we, not the iranians, who are isolated. Thats what were going to do. And well obviously talk to senator menendez and others along the way. I have to ask you about the super bowl. A picture of you playing strong safety at st. Johns. Oh, good lord. Is it black and white . It is black and white. You look pretty fierce right there. The president said he was shocked by the ray rice situation, by what he saw. What is his whole take on this deflategate . I havent talked to him about this. Hes been traveling. When we caught up with him exclusively, outside this secret backstage exit he suggested iowa could be christie country. You feel like you can compete in iowa . Sure. Why not . Instead, bobby jindal headlined a massive prayer rally called the response in baton rouge. We cant just elect a candidate and fix what ails our country. Pass a law and fix what ails our country. We need a spiritual revival to fix what ails our country. It is like god has given us the book of life. He doesnt let us see the pages for today and tomorrow. He doesnt promise us everything will go the way you want. But he does let you see the last page in the book of life. And on the last page, our god wins. And Governor Jindal joins us now. But it is the job of a president to lead a spirit churl revival . And i was struck by the final line. Our god wins. How do you think that lands in a country of million of people millions of faith. Many who believe in no god at all . George, thank you for having me. Its a timehonored tradition going back to our nations founding for our president s, our leaders to turn to god for guidance, for wisdom. George washington did it. Lincoln did it. Truman did it. So absolutely. I think this idea of praying to god for wisdom and guidance is as old as our country. Secondly look i think were a diverse country. Obviously, a majority of our people are christians. But we dont discriminate against anybody. Thats one of the great things about america. We dont discriminate against anybody. We believe in religious liberty. Yesterday was an amazing, amazing event. Thousands of people came together to pray, across racial lines. Political lines. I hope well see more of these across the country. You missed the event in iowa. As jon karl said it was a pretty packed stage. I want to ask you about that. You have these other social conservatives like you, ted cruz, mike huckabee, ben carson, rick santorum. They were all there yesterday. Other governors like scott walker and chris christie. How can you possibly stand out in a field like that, such a packed field . If i do decide to run, its something im looking at, praying, thinking about. If i do decide to run, i think this country needs leaders who have the courage to speak the truth to us. Unfortunately, we dont have that right now. Ill give you an example. Earlier this week, i gave a speech in london where i talked about the threats of radical islamic terrorism. I know i had a lot of people upset. But we need leaders to tell us the truth. People coming to our country need to assimilate. People are looking for leaders willing to take on the big challenges. One of the Biggest Challenges facing us i think, is the current administrations attempt to redefine the American Dream. My parents came here over 40 years ago in search of freedom and opportunity. The American Dream is not about redistribution or Government Spending or debt. Its about freedom and opportunity. I think the voters want us to restore the American Dream for our children and grandchildren. You made headlines a couple of years back calling the gop the stupid party. Is it still the stupid party . Well look i think weve gotten better. I think the gop to earn the right to be a governor party, we cant just be the party of no. We have to be the party of solutions. We need to repeal and replace obama care. School choice. Where the dollars follow the child. A stronger foreign policy. Where our friends trust us. Our enemies respect and fear us. Where we up vest in our military. We need to be a party of solutions. We need to be a party consistent with our conservative principles. We dont need to be a second liberal party. We need to be more than the party of no. Were making progress. We have more work to do. Let me ask you a question about gay marriage. Louisiana 1 of 14 states where gay marriages cant take place. The Supreme Court set to decide this by june. If the Supreme Court rules that gay marriages must be legal, what is your response . You have had some republican sntds, like jeb bush and scott walker who say when the courts speak, the matter is settles. Mike huckabee says no, state legislatures and governors ought to resist. Where do you stand . I believe that marriage is between a man and a woman. My faith teaches me that. My Christian Faith teaches me that. Im not for discrimination against anybody. I know that many politicians are evolving so called evolving on this issue based on the polls. I dont change my views based on the polls. Im proud that in louisiana we define marriage as between a man and a woman. If the Supreme Court throws out our law, our constitutional mend amendment. I hope they dont do that. I support ted cruz and others talking about making an amendment in d. C. To allow states to continue to define marriage. I think it should be between a man and a woman. He said they show weather and the way their footballs are broken in were likely the reasons why they lost pressure in new englands win last sunday. We found that once the ball, the footballs were on the field, over an extended period of time, in other words, they were adjusted to the climatic conditions that they were down approximately 1. 5 pounds per square inch. Reporter but still no explanation why it was only footballs for the patriots, not the colts, that officials determined were underinflated. Is tom brady a cheater . I dont believe so. I mean, i feel like i have always played within the rules. Reporter thursday, patriots Quarterback Tom Brady said he had no idea why the footballs were deflated. Some former nfl quarterbacks were not buying it. For the balls to have been deflated, that doesnt happen unless the quarterback wants that to happen i can assure you of that. Reporter hall of fame quarterback troy aikman, who suggested that the patriots who were disciplined in 2007 for spying on teams, should be treated like repeat offenders. This weekend, the nfl is still investigating. After gathering video and other information, for now, the patriots trying to move past this super bowlsized scandal to focus on the super bowl. Two hours and 15 minutes before the game, the referees set both teams footballs, what we assume at the same psi level. All of a sudden come kickoff, 1 of their 12 1 of their 12 footballs are significantly deflated. Its something Bill Belichick cant answer. Thats the question everybody wants. If he throws out all these possibilities, it slows the investigation. Maybe it does. The timing is interesting. I understand that fans want swift justice. They want a course of action. To me, this is so difficult to prove. If you dont have Video Evidence or a picture of someone with a needle and a football. If an equipment manager doesnt come forward and say, i did it i dont know how you come to a conclusive resolution. The nfl may be looking back. The patriots have been accused in the past of using deflated footballs. You wrote in the globe that this would not be an issue if it werent the patriots. Theres no doubt in my mind were this involving any other team in the league it would have been settled by last monday afternoon at lunchtime. Its not a consequential issue. The fact is, the football had nothing to do with the conduct of the game. We know tom brady threw the real football, inflated one, in the second half better than he threw the other one. Its wrong. The issue is integrity. The issue is one thing and one thing only. The patriots. Bill belichick. Multiple recidivists. Transgressors. Theyre under scrutiny that no other team would be. Thats the story here. I dont know what happened. We dont know more than what we knew 48 hours ago or at the beginning of the week. But if they cheated, its a big deal even if it didnt make a difference, right . It is, because its them. And only them. Him. Excuse me. One man is the face of the franchise, Bill Belichick. Hes been caught with his hand, not his hand, but his elbow in the cookie jar before. There are other things that have happened throughout the course of the last seven years that have aroused suspicion among people around the league. The patriots are regarded as an outlier, a pariah. Thats what the story is here. Its only about catching them and punishing them. They are, they should be warranting this scrutiny. Does the nfl reach a decision before sunday . I dont think they will. I think its hard to do. I will say this. The more people i believe are going to watch this super bowl. Fans that dont have a rooting interest, casual fans, want to see the patriots lose. We just heard. Theyve become the villain. They have a hall of fame and a qb, playing in their sixth super bowl together. Theyve had success. People want to see them lose. Welcome to all of you. And cokie, that was clearly the president at his most real and most visceral. On tuesday. He did seem liberated throughout the entire speech. Absolutely. It was a different barack obama that we saw coming to that congress. He essentially gave a Democratic Campaign speech. He could have been at a party convention. But he seemed to be on his game and ready to go with his message of what he wants to do and Congress Just you know, there you are. Deal with it. But what struck me about the speech was, george that he it was a huge bait and switch. He spent all the time talking about individual tax reform only to 24 hours later send out his treasury secretary to talk about Corporate Tax reform. And he should have carried the mantle on Corporate Tax reform in a more aggressive way in that speech. A bait and switch in different ways. Two different speeches. A lot of red meat in the first half of the speech. Then he went back to 2004 to talk about bringing red and blue america together in the second half. I thought it was decisive. He was not defiant. What he was trying to do was say, look we have weathered the worst of the financial storm. Now were at a point where we can invest in the middle class. His speech was aimed toward the country, not the congress. He released the details of the speech prior to the state of the union so the republicans could salivate and try to decide if they had any different ideas. He gave an address to the nation. Because he understands he has two years left. He refuses to be a lame duck. But nothing the president called for will get done in the next two years. This is the Campaign Document for the next president. Who he needs a democrat to win to secure his legacy. What kind of challenge is that to the republicans . This focus on middle class economics . Republicans have to focus on middle class economics. I think republicans should welcome that debate. I think policies would be on the whole a lot better. I admire the president. A lot of conservatives have complained about how partisan liberal, the speech is. Hes partisan liberal. He laid it out. He doesnt want to get involved anywhere. He distrusts american strength and power. I think we saw liberalism. I think its a problem for Hillary Clinton. Think, contrast that with bill clintons state of the union speeches. The era of Big Government is over. Is Hillary Clinton a bill clinton democrat or a barack obama democrat . A lot of this is putting coalitions together. And, what obama was doing there was saying, heres what weve got for you, young people. Heres what weve got for you, women. Heres what weve got for you, middle class people. And heres what we have for you, hispanics. It was a classic smorgasbord of political giveaways with no plan for how to pay for it. No, thats not true. It is true. You look at it doesnt matter politically. Politically, it doesnt matter. Sure it does. Leadership is about hes going to pay for it by taxing 529 eblg education accounts that were promised to be taxfree. You failed to mention cybersecurity. I did. You got me, donna. On taxes, there will be areas of agreements between democrats and republicans. The president laid out his vision. What he understands is that the republicans have a very biographical speech talking about the new congress. New congress. As if it was a brandnew detergent that they had to wash through obamas legacy. Is the truth is the president laid out his vision. Its time for the republicans who control congress to you know his treasury secretary said we cant get individual tax reform. Why then spend a half a speech talking about it if youre going to send your treasury secretary out there 12 hours later to say its not possible. Hes lost almost 70 democrats since hes been president and more than 900 state legislators. Because of his policy. He needs to give democrats something to run on. Quickly . Do democrats want to run on taxing middle class americans who use 529 accounts to pay for their childrens College Education . Ronald reagan raised taxes to pay for his middle class tax cuts. When we talk about taxes, talking about republicans, what they have also down. Well hear from republicans. I want you to answer this puzzler. You have worked a lot of iowa caucuses. Most recently for george w. Bush. What did you make of the big cattle call yesterday . A lot showed up. There were a lot of candidates. That speaks to the diversity of the field. It would prove to be a strength as we nominate somebody. The interesting thing about the caucuses this time, and the early states, is momentum always matters in politics. But its going to really matter this time. You think about iowa, New Hampshire, nevada, South Carolina, super tuesday, march 1, over 600 delegates will be decided. Its about expectations. Not about who has the best speech or who ultimately wins caucuses. I think republicans should stay out of iowa altogether. What happens to them is they get pushed so far to the right in those venues that it gives them a terrible time in the general election. It hurts them all. And, by the way, steve king, who hosted this, is absolutely toxic in the hispanic community. And if the republicans want to get that vote, they shouldnt be showing up at a steve king event. You saw jeb bush stay away from the event. But also the night before the event, bill kristol, making a comment about immigration, steve kings big issue. Saying there has to be path to get these people out of the shadows. I would say looking at the event, as a republican and a conservative the iowa event, it cleared me up. You look at the republicans in congress, you get depressed sometimes, honestly. There are a lot of good young candidate there is. Scott walker. Bobby jindal. You think scott walker helped himself the most yesterday . I think so. Hes less well known. Hes thought to be dull. But in fact hes an impressive look the guys been a good governor. Mike lee, the senator from utah, not running, gave a speech yesterday and said, im the only guy up here not running. He said, i want a conservative who is positive principled, and proven. He went through that. Intelligent. What is striking about lee is he said, i want someone who has shown he can win elections and then govern after winning elections. Hes going to be a governor. I think people are underestimating in d. C. , new york, the resistance to bush and romney. People want a fresh face. I wanted to bring that to you, donna brazile. I was watching on cspan yesterday. And i was struck. There was, i guess the former speaker of the house of New Hampshire got up there. No one in washington would know him. He got up and started taking on romney and bush and got huge cheers from the crowd. I call them the legacy candidates. There seems to be an aversion to people who have run before. Im a democrat. I watched yesterday. And i didnt even have that much to drink watching it. And i have to tell you it was like a sequel to the 2012 cycle when the republicans got up there and just basically gave the same talking points about this is america, we have to reclaim america. But scott walker did his bio. He said, ive won three times in the last four years. He was he didnt have the charisma of ted cruz. But i thought the audience seemed to be more interested listening to a new voice. Heres the difference between governor bush and governor romney. Governor romney has run twice. Eight years. Raises over 1 billion. You see these polls with him. And theyre essentially a ceiling. Governor bush really other than his last name voters outside of florida dont know anything about him. Has the last name become an anchor . I dont think so. His brother used to joke, i inherited all of my fathers enemies and half of his friends. People of my generation have voted six times for a bush. But they are jeb bush is different than george bush. Hay have different styles. Different agendas. Florida makes a big difference. Part of mitt romneys governors are better nominees. Part of mitt romneys problem was he was the governor of massachusetts. That didnt work for republicans. Florida is a very, very different story. It has not scared marco rubio out. Hell travel the country this week. He gave word to jon karl on friday that basically, people are saying, hes in. He respects jeb bush. A mentor and patron of his. But i think he wants to go to the voters and say, jeb bush was a great governor. It was ten years ago. I think i have more vision for the country going forward. I think jeb has a chance. Hes not been in office since 2006. He needs to make a forwardlooking case for himself. A lot of people are looking ahead. And these candidates do not i think theyre looking for a new face. I agree with you. Theres no reason to get out right now. No. Its wide open. What i want to know about, and ill begin with you sara how is it going to winnow down . We will we see from 15 to 16 to 5 or 6 before the votes . Or will it take iowa, New Hampshire, nevada, South Carolina to do it . I think historically, we have seen that winnowing. I think some will not be able to raise the resources to compete. And some will go through some of these early straw votes that are really fundraisers, but nonetheless are tests of organizational strengths. I will say this about scott walker, that was well orchestrated inside that hall. Scott walker gave a fine speech. The cheers and the hoopla around the speech didnt match the speech. Organization matters. Let me say that when he was governor he got Death Threats and somebody said they were going to kill his wife and gut her and string her up like a deer. I dont think i would have said that. I want to move on. The controversy over american sniper. The film. Clint eastwood directed. Bradley cooper plays chris kyle. Heres a bit of the movie. I was i saw it last night in times square with 300 people from all walks of life. What struck me was at the end of the movie how 300 people sat there in stunned silence. Chris kyle gets killed, of course. Right. But the reality is i do agree with you. It was about a character. Bradley cooper has said that. But i hope every american sees this. It will give you a greater appreciation for what these individuals and their families sacrifice. And thats such an important point, sara. And cokie, i want to close with this. There has been such a disconnect between those fighting our wars and the rest of us. Its a terrible disconnect. Because we have been fighting for ten years. Several of our soldiers have had to go back for three and four deployments. What is happening is very, very difficult for military families. And our country really needs to Pay Attention to that and be grateful, not just say thank you for your service. Provide for these families. Because some of them are really bearing all the burden. In the debate over guantanamo detainees. Since ive been president , weve worked responsibly to cut the population of gitmo in half. Now its time to finish the job. President obama insists guantanamo will be closed before he leaves office. 122 detainees are still there. This week, the controversy over what to do with them and how they were treated intensified with the publication of guantanamo diary. From a prisoner still at gitmo. Heres byron pitts. Reporter over the years, we have seen the images, had access to declassified reports. Details of the dark deeds at guantanamo, all done in americas name. Now, guantanamo diary gives a deeper glimpse. Beyond those ghosts in orange jumpsuits, we see for the first time the soul of one man captured inside. He was tortured. Extreme isolations. Shackled in stress positions. Sometimes naked. Reporter its the story of mohamadou slahi. Detained in guantanamo and questioned about the millennium plot a plan to attack many places including l. A. X. It fills in the void. Reporter he describes alleged episodes of torture and sexual abuse. Two females take off their uniform tops and spend 10 or 12 hours sexually molesting him and taunting him. Reporter he admits he pledged allegiance to al qaeda, fought with them in afghanistan in the early 1990s. Insists he left the battlefield and the movement long before 9 11. He happened to be in countries when acts of terrorism were in planning. So either he has the worst luck or he might have been involved. He was in places where there was al qaeda activity. But there is absolutely nothing that connects him to terrorist plots. Reporter his book is published when recent attacks have been stark reminders that terrorism continues to cause death and chaos. More than 13 years after 9 11. While the president has called for guantanamo to be closed, just this month, five detainees were released to other countries. 122 men still remain there. Today, gitmo is as much a political albatross as it is a prison. Now is not the time to empty guantanamo with no plan for how and where these individuals are going to go. Reporter this is from lindsey graham. The cold hard reality is that there are people at Guantanamo Bay that are going to die in jail. Reporter will he be one of those people, do you think . I think its an astonishing statement. It inverts our basic understanding of due process. Reporter according to the department of defense, mohamedous allegations of abuse, as well as other allegations of other detainees, have already been investigated. He has full access to federal court for review of his detention and is eligible to appear before a review board to assess whether his continued detention al guantanamo remains necessary to protect against a continuing significant threat to the security of the United States. Where he is a threat or not, he is an authentic and unfamiliar voice from the shadows of americas war on terror. Kept silent no longer. For this week, byron pitts, abc news, new york. Thank you to byron. Were joined by the lawyer for mr. Slahi. And cliff sloan. And cliff, let me begin with you. 122 remaining detainees. 55, i believe, have been approved for transfer. What does it mean to have been approved for transfer . I know you cant go into great detail on individual cases. What does it mean that slahi is not one of those approved for transfer . Its a very important distinction. In understanding guantanamo. 54 are approved for transfer. And that means there was a very intensive process, that president obama ordered on his second day in office. To be approved for transfer, that means that six departments and agencies. D. O. D. , the joint chief, homeland security, the director of national intelligence, the state department, the justice department, all had to unanimously agree after reviewing everything about the individual that the person can and should be transferred. That process has withstood the test of time. Its been a very accurate process. A high priority is moving those 54 not approved for transfer. Mr. Slahi was not approved for transfer at that time. But whats very important is theres also a new process for those who were not approved for transfer where hell get a full hearing. His lawyer can fully participate. He can show that incarceration is not warranted because he doesnt present a significant security threat. One thing very important in this context, any information from torture or whats called cruel, degrading, or inhuman treatment, cannot be used. And ms. Hollander, under questioning, mr. Slahi said in the past he was a member of al qaeda. What kind of evidence can you present in this new hearing that might get him freed . Are you convinced personally that hes no longer a threat . Im convinced he was never a threat. Hes innocent. Hes never been charged with a crime all the time hes been there. At the time he joined al qaeda, thats not the same al qaeda that came to the United States. This was in 90, 1990, when the afghanis were fighting against the soviets with full support from the United States. So thats what thats where we are. Thats all they have against him. There is no reason to think he was ever a threat and should absolutely be even though he was in many of the same places as those who were tied to the bombings . Hes basically being accused of some longago associations. What will it take to get, first of all, these several dozen who have been approved for transfer, out of guantanamo . And what do you do with those who remain who cant be cleared, who are not cleared . First of all, move everybody who can be moved. Those approved for transfer. We have gotten very welcome support from friends and allies around the world for people who cant go back to their home country because of security concerns or humane treatment concerns. Of the 54 approved for transfer 47 of them are from yemen. They need to be resettled to other countries. We have recently resettled 12 yemenis to other countries. Tougher to get them back to yemen now. Theyre not going back to yemen. Theyre going to other countries. Theres been strong support from a wide range of groups and individuals, including the pope in the last week, coming out with a strong statement calling on countries to accept these individuals for resettlement as a humanitarian gesture. Get it down to a very small core. For example, there are ten facing krill charges in the military conditions. When theres that very small core, work with congress to remove this irrational ban on moving people to supersecured facilities in the United States. You encouraged slahi to write the book. Whats been his reaction to the publication . What do you hope the public takes away from guantanamo diary . I hope its seeing what this is like to be a prisoner in guantanamo for 13 years. Never charged with any crime. An innocent person who the United States government tortured. To hear it from his eyes, to see it in his heart, and to see that this is a person who maintains his humanity and his humility. He holds no grudge. He says he would like to sit down and have a cup of tea with these people. Its a very important book for americans. We want to see him released and home in mauritania. And as far as you know has anything come of these investigations into the abuse . The government has admitted most of the things mr. Salahi says. In reports in 2008. And the former chief prosecutor in guantanamo colonel davis, said there was nothing they found against him in 2007. So he needs to go home.
