Officials say a county road crew was cutting grass in that area when the mower apparently struck a cap to the gas line. This happened about 11 30 this morning. Tom brown road is still closed between new albany road and haines mill road while the gas Company Makes repairs. Two residents were evacuated from a nearby home but just as a precaution. The papal visit is less than two weeks away and some big name celebrities will help welcome pope francis to philadelphia when he he gets here. Now to the latest on the parking restrictions in center city prompted by the popes visit. Residents who are being forced to move their cars can get special passes to park in designated garages. Its estimated that 6,000 on Street Parking places will be taken out of service because of the parking ban during the papal visit. Believe it or not were only six days away from a related together situation to start happening. So, what the Parking Authority has as far as advice to people who live near the parkway, live near the art museum, they need to take action. The Parking Authority thinks about 2,000 of those on street spaces are used by residents. Those who live inside the secure vehicle perimeter highlighted on this map and park on the street will need one of these placards to avoid having their car towed as early as this coming sunday. The important thing is by sunday the 20th everyone who is eligible for one of these placards will have their car on the street during that time must have a placard on their car or they will be towed. Reporter the placards are available now at the Parking Authority center city office. Our normal is 79 degrees for this time of year. 74 in cape may and you see those westerly winds going to work. We could see that low continues to spin in Northern New England. It brought a few showers to the shore communities yesterday but High Pressure coming in behind it and that high squashing any cloud cover or any chance of precipitation across much of the lower eastern half of the country. As we look at the evening planner as youre stepping out this evening, bright sunshine at 7 oclock at 70 degrees and well quickly drop into the upper and eventually mid 60s between 9 oclock and 10 oclock with that clear sky. This doesnt look like a problem. It just cleared a couple minutes ago but can you see the tracks, a little bit of fluid on the eastbound lanes and you may also notice that the travel time is still 50 minutes to get east on the schuylkill from 202 on into that point. Its still a solid line with single digit speeds like just seven and 8 miles per hour. Still probably a stretch you want to avoid. Think alternates like the pennsylvania turnpike, think about using south gulph road, think about using ridge pike maybe even 23, the schuylkill at this point is still a mess with very slow travel times in both directions. And not to be outdone, 95 southbound has an issue as well. A disabled trash truck here in the southbound lanes between girard and the vine street expressway so southbound jammed solid coming down from the betsy ross bridge. A truck overturned in Bristol Township bucks county at the Delaware Valley interchange of the pennsylvania turnpike. Its blocking the ramp from route 13 northbound to the turnpike. Controversial kentucky county Clerk Kim Davis returned to work today but while shes back on the job shes still defiant and still refusing to issue marriage licenses to samesex couples and while some of her deputies have been issuing those licenses, davis stayed in her office saying she wont interfere but she also wont authorize them. Any unauthorized license there they issue will not have my name, my title or my authority on it. Instead, the license will state that they are issued pursuant to a federal court order. It was never our intention or wish to see her in jail. I just want its up to her. The judge has given her the conditions and she made her choice. As we look at other numbers around the region, 74 in the lehigh valley, 75 in reading, 76 in millville, so this is true fall air that has pushed in a little more typical for this time of year compared to where we have been sitting throughout the entire month of september and its those westerly winds between 14 and 20 miles an hour that adds that fall chill to the air especially early this morning and then those winds will start to ease as we go through the evening hours tonight so it wont be as chilly feeling once that sunsets. As we look at your temperatures right now to the west, 73 in cincinnati, raleigh 76. This is closer to the High Pressure center where we have the cooler temperatures but to the west of the High Pressure, we could see those numbers are really starting to move back upwards. 87 in wichita, 89 in dallas, 83 in saint louis and chicago right now, 81 degrees. Theres the high just to our south and west and you can see pretty much the lower lets just say twothirds of the lower 48 are drying at this point, really even not much in the way of cloud cover and thats the way its going to stay here locally. As we go through the upcoming work week and even the beginning of the weekend, our chance for rain tuesday through saturday is at 0 percent and very few clouds in the sky. Once the clouds start pulling back in, it wont be until about friday or saturday. So, for tonight clear and cool. Police in mississippi are searching for a gunman who murdered a College Professor on campus this morning. It happened at Delta State University. A small school near the arkansasmississippi state line. That university has been on lockdown ever since. For more on what we know about the victim and the shooting, we turn to our Sarah Bloomquist live in the action news satellite center. Sarah. Reporter sharrie, we just got an update from authorities within the last hour on the search for the shooter. We do know he is an employee of the university and he is on the run right now. We know the victim was a history professor shot dead in his office on campus this morning. Officials at Delta State University sent out a tweet around 10 45 this morning warning of an active shooter on campus. At approximately 10 18 a. M. The Delta State University Police Department received a call of shots fired in job hall. Reporter 45 minutes later the University Confirmed one person was dead. The victim has been identified as Ethan Schmidt a history professor. He was shot in the head at least once in his office. We lost one of our beloved professors today with dr. Ethan schmidt and we are grieving on this campus for his loss. Reporter . We do have a person of interest at this time and were actively pursuing every lead we have. Reporter that person of interest has been identified as shannon lam an employee of the university. Investigators dont believe hes still on cam bus and theyre following up on leads. They have not recovered any weapons. Its still unclear what relationship, if any, the professor and his killer may have had. Authorities did confirm at the Late Afternoon News Conference that lamb may be connected to another homicide. And there are reports at this hour published reports that the other homicide victim was a woman lamb was romantically involved with and he may have believed she was also in a relationship with some mitt. Local and federal authorities now involved in this search for lamb. The University Remains on lockdown as police are going building by building on campus still releasing students.
