Instances occur at the site, certainly the Philadelphia Fire Department and Police Department and ems personnel stand ready to provide assistance to these two agencies who in essence have the major responsibility at this location. Ntsb will conduct their investigation and i believe the federal Railway Administration conducts an investigation for their purposes and amtrak is in the process of removing all of the train cars and repairing the significant damage to the railroad infrastructure. We will maintain a support role in that regard. With that in mind, i will provide answers to questions that i can answer. Gentlemen asked a question with regard to the person who was recovered. I think you have also experienced over the past few days, i, we have not released any information with regard to individuals recovered that is not within our protocol the medical examiner has the remains of those individuals, notification must be made out of respect of course to the families. And we do not as a City Government release names out of respect to the family. Should they end up in the public realm or if family members make their own announcement you will then have the information but i will no release any information about any of the confirmed deceased. A question for the amtrak ceo. The question is he just made a pledge to install positive train control by the end of year, the federal government already asked him to do that but why is not installed before. Certainly mr. Boardman can explain that, but that type of work is in progress i dont believe anyone standing here and im sure none of you have experienced that, if you are trying to implement a system change or safety changes that all of them get implemented instantly. It is my understand that this ptc devices or controls, they have already been in the process of installing them and in fact some of those devices are already in place in parts of the northeast corridor and possibly either here in philadelphia or parts of philadelphia or near philadelphia. But the systems take time and again ill the ceo explain but that is the information that i have. The answer to your question is that we started installing positive train control in the 90s, its from new haven to boston and in 2008 i was a Railroad Administrator and supported and put in the law the requirement for this december of 15 positive train control, the same year i became ceo of amtrak we began immediately and spent 111 million getting ready for positive train control, we had to change a lot of things on the corridor to make it work and we are close to being able to cut in it we need testing with the radios we are dealing with but well complete this by the end of the year, i believe well be the only railroad in the United States and western hemisphere that will have positive train control. That is not reported well, we have delivered a leadership role in the United States. Hold on for one second. I have a little ground rules here for our purposes we are not going to spend the morning or the afternoon talking about positive train control, i want to take us back to what brought us here. It was a tragedy, eight lives lost one family just notified with regard to remains and they are going through that progress. If you want to have a policy conversation or finger pointing contest generally this is not the place for that, if you want to be in touch with mr. Boardman or amtrak folks and talk about a schedule and where it does or does not exist. Ill ask you to do that post this press conference and this information that we are shavering with you today. We have people who died. We have people who were injured. There is a process. So for all of those questions ill respectfully request you to direct them to amtrak post this press conference and im sure mr. Boardman and his team can give you as much information as you like. Was the train running late on schedule . Its from my understanding that train number 188 was on time out of washington d. C. And also on time out of the city of philadelphia. Why was the engineer let me try to address that, i dont know a lot about new york city a great town, we have a certain way of speaking here in philadelphia and for all of you i think we need to try and put a period at the end of the sentence on all of this back and forth. I have tremendous respect for the ntsb and tremendous respect for mr. Somewalt in the heat of the moment for a guy like myself who cares passionately for people and experienced loss in our city are you listening to a News Conference who is joined by amtrak and Governor Wolf and other officials given a number of information at this hour. But the wig story that we have learned is the eighth victim found this morning at the scene. That is right cadaver dogs brought in the victim this morning. John rawlins is following the latest developments from there at the crash site. What is the update from your vantage point. Reporter from our point was not only did they confirm the eighth death and that is seven at the scene, it also means the city announced that it would be able to account for all 243 people that were suppose to be aboard train number 188 when it pulled out philadelphias 30th street station and in the meantime the probe into what caused the incident continues by the ntsb. They continue their job at the crash site and some of the damaged stock is removed to be examined late under delaware the ntsb knows that train 188 was going too fast but not why. Others will look at the rails and signals and mechanical system as board the locomotive and look at Human Performance factors, the engineer did give a blood sample, toxtesting is required by federal law and amtrak did that in compliance with the law those results take a while to get back, cell phone records is something we do as a matter of routine. The engineer Brandon Bostians Attorney Says he has no reclation. Its not unusual at all when we are involved in a traumatic event to shut that out but often times over time bits and pieces do come back. With that said the hope is that safety investigators to talk to the engineer in the next day or two in at all possible. They hope to wrap up the investigation at the crash site by the end of today at that point it will be able to turn over that site to amtrak, now the question will be when does amtrak believe or predict they will be able to restore the tracks and power lines and resume service, at this point we have not heard. He remembers coming into the curve and remembers attempting to reduce speed and thereafter he was knocked out and thrown around just like all the other passengers. He says that bostian voluntarily turned over a blood sample and his cell phone. According to the attorney the engineer was injured in the crash including a concussion and injuries to his leg his linked in profile shows he has worked at amtrak for nine years and became a passenger engineer in 2010. As we mentioned at the top of the hour and confirmed by mayor nutter, abc news has confirmed that an eighth person died after tuesdays train derail many. Five of the victims are publically identified. Jim drink from plainsboro, new jersey, and gilani was an executive and jeffrey dean and Rachel Jacobs left behind a husband and 2yearold son and Naval Academy midshipman, zemser. He made each of us better. He was a great person. We are waiting to learn the names of the other victims. At least 34 people remain hospitalized after the derailment and some of the patients hospitalized will have to undergo surgery today and some are still being treated at temple hospital and eight still in critical condition. The injuries were sustained by most folks because they had things fall on them and things included other people, it was a common story i heard. I would ask people those that were awake what happened to you and they would say oh someone fell on me. Its not just falling people were hurled violently and there was luggage flying around. Reporter rick the verdict is a startling not guilty on all counts here in federal courts six exphilly narcotic cops not guilty related to a 20052012 case. After four days of injure deliberation. There was jubilation when all six cops were acquitted on all counts of corruption against them. A sweeping rebuke of the prosecutors case against them, using lies and intimidation to shake down drug dealers to the tune of 400,000.
