It is my understand that this ptc devices or controls, they have already been in the process of installing them and in fact some of those devices are already in place in parts of the northeast corridor and possibly either here in philadelphia or parts of philadelphia or near philadelphia. The answer to your question is that we started installing positive train control in the 90s, its from new haven to boston and in 2008 i was a Railroad Administrator and supported and put in the law the requirement for this december of 15 positive train control, the same year i became ceo of amtrak we began immediately and spent 111 million getting ready for positive train control, we had to change a lot of things on the corridor to make it work and we are close to being able to cut in it we need testing with the radios we are dealing with but well complete this by the end of the year, i believe well be the only railroad in the United States and western hemisphere that will have positive train control. That is not reported well, we have delivered a leadership role in the United States. Hold on for one second. Reporter from our point was not only did they confirm the eighth death and that is seven at the scene, it also means the city announced that it would be able to account for all 243 people that were suppose to be aboard train number 188 when it pulled out philadelphias 30th street station and in the meantime the probe into what caused the incident continues by the ntsb. They continue their job at the crash site and some of the damaged stock is removed to be examined late under delaware the ntsb knows that train 188 was going too fast but not why. Others will look at the rails and signals and mechanical system as board the locomotive and look at Human Performance factors, the engineer did give a blood sample, toxtesting is required by federal law and amtrak did that in compliance with the law those results take a while to get back, cell phone records is something we do as a matter of routine. Its not unusual at all when we are involved in a traumatic event to shut that out but often times over time bits and pieces do come back. With that said the hope is that safety investigators to talk to the engineer in the next day or two in at all possible. They hope to wrap up the investigation at the crash site by the end of today at that point it will be able to turn over that site to amtrak, now the question will be when does amtrak believe or predict they will be able to restore the tracks and power lines and resume service, at this point we have not heard. He remembers coming into the curve and remembers attempting to reduce speed and thereafter he was knocked out and thrown around just like all the other passengers. He says that bostian voluntarily turned over a blood sample and his cell phone. According to the attorney the engineer was injured in the crash including a concussion and injuries to his leg his linked in profile shows he has worked at amtrak for nine years and became a passenger engineer in 2010. As we mentioned at the top of the hour and confirmed by mayor nutter, abc news has confirmed that an eighth person died after tuesdays train derail many. Five of the victims are publically identified.
