Reporter southwest detectives say the funeral director has a license but the funeral home does not. The home in question today began operating as Hawkins Funeral Services but it appears it used to operate under the game gaither and kimball funeral home. Just last week, Philadelphia Police responded to an unlicensed funeral parlor in the Strawberry Mansion section of the city. There police found three bodies rotting in boxes in a garage next to powell mortuary services. Police say they were operating without a license since 2012. Then another funeral parlor, price funeral home in West Philadelphia offered to give a proper burial for those bodies found in that garage. Turns out price funeral home was also operating without a license since 2012. Today detectives said it is their job to make sure the dead are taken care of. You pay a funeral director that person is licensed by the state, regulated by the state and you have a responsibility to take care of the dead. You shouldnt cut corners in a building that you know has been out of business for some time. Reporter and police are still looking for death certificates for at least the two bodies found inside. The medical examiner is expected to arrive here to get those bodies sometime within the next hour or two the funeral director is now being questioned by southwest developments he has not been charged yet. Louis vogwill faces numerous charges tonight in connection with the death of an off duty Philadelphia Police officer. Police say he drove off after hitting officer lamar poole who was riding a motorcycle at the time. Action News Reporter chad pradelli is live at Police Headquarters with the details on the investigation. Chad. Reporter rick, vogwill is charged with vehicular homicide, dui and other related charges as he moves forward to defend himself, Philadelphia Police are mourning yet another officer killed on the streets of philadelphia while off duty. Police say Louis Vogwill was drunk when he made a left turn onto roosevelt boulevard, cutting off officer lamar poole as he drove home from work on his motorcycle. Pool hit vogwills Toyota Corolla and went airborne. The father of seven died at a local hospital. He was an excellent officer. He was probably even a better person. If i were to describe him i would just say he was just a true gentleman. He was a very nice guy. Reporter police say after the accident, vogwill got out of his car, looked at a bloody poole and then sped off. But the owner of the Tow Truck Company hooked, incorporated witnessed it. He chased and called police who arrested a 58yearold not far from the accident. The Good Samaritan wouldnt go on camera but his coworker who arrived on scene a few minutes later talked with action news. He was saying he couldnt believe how dude just hit him, got out the car looked at him and got back in the car and rode away. Thats something that nobody would do. Reporter officer poole was an 18 year veteran of the police department. He worked out of the developth district. His fellow brothers and sisters in blue are taking his passing hard and he will be missed. Reporter and you may recall earlier this month sergeant rafael ali died in a single vehicle crash off henry avenue. Police suspect speed was a factor in that crash. Carper held an even event with q veteran. They say diplomacy not military action is the best way to prevent iran from obtaining a nuclear weapon. They say president obamas plan is a solid deal that keeps americas military out of harms way. Carper became the 30th democrat senator to back the deal. Secretary of state john kerry will be near philadelphia. Kerry will lay out his case on wednesday at the National Constitution center. All 54 Senate Republicans are expected to vote on a resolution next month to reject the deal. They need six democrats to join them. So far two democrats have said they will including new jerseys bob menendez. We are now less than a month away from the popes arrival in philadelphia and the city wants local businesses big and small to be ready for the throngs of visitors. Students and the new principal of caln elementary was full of excitement. Its nice to have accomplished this and made it through the 365 but its a little sad at the same time. Reporter hes taken a dip every day through illness, bitter cold and three noreasters, sometimes tying himself to a pier when the water was really rough. We last caught up with him on new years eve when it was 16 degrees outside with the wind chill. Hes never worn a wet suit, though. He considers that cheating. Look back at that now, its like almost like somebody else did it. I feel like, i dont know how i did that. Reporter his daily swim started out as a lark but turned into the ultimate ice bucket challenge. Hes managed to raise 6,000 for a foundation that helps families struggling with als or lou gehrigs disease. I got through because i thought about people who were having problems with the als and that pushed me on. Its a battle every day and doug has some way kind of reflected that challenge. Its just amazing what hes done. Reporter there are times doug says he wanted to give up. In february for instance his mom was in the hospital having a pacemaker implanted. That night he didnt make it into the water until almost 10 oclock. It was no picnic. The water was 29 and the air was 9 degrees. That was a real rough night. You got to be a little nuts but its for a good cause and we are so proud of him. The funny thing about him is hes the guy that wants to be in the background. Reporter it hasnt always been easy but doug says his yearly daily swims sometime under the worst conditions has taught him that if you put your mind to it you can do anything. As we look at double scan live radar we could use a drenching thunderstorm to cool us off and to bring us some much needed rain but unfortunately that is not the case this evening. Nor will it be the case through much of the week. In fact, we look at the highlights. We say so long to this very warm and dry august. And well be talking about that sent heat. In fact, for philadelphia, were running about two and a half degrees above normal for the month of august which closes tonight at midnight, 12 days were in the 90s, typically we only have seven days in the month of august with 90 degrees or better. And a very dry month as well, very parched. Less than an inch of rain the entire month and were running about two and a half degrees below normal. September also is going to mimic much of what august brought us the next three days. The air temperature is going to 93 tuesday, 94 wednesday, 95 on thursday but the records are much hotter than what were expecting the next three days. The record is 97 and the record is 100 for wednesday and thursday so its not record breaking but its still going to be well above normal. We are sitting in the mid and upper 80s area wide right now with the exception of the poconos, 79 degrees. Equally as warm at the shore with those winds as you can see coming in out of the southwesterly direction. We do have a pipeline of moisture but were missing out on it. Theres low pressure just east of the carolinas. Everything shifting now off the coast. Some of this moisture was pulled out of what was Tropical Storm erika but again, scurrying the carolinas and going to miss us this week as High Pressure is in control in the deep south. Thats buckling the jet stream way to the north so over the next three days its hazy, its hot and it is on the humid side. So, an air quality alert for the next two days, ozone action days, meaning that the ground level ozone will be unhealthy for the sensitive groups. So you want to limit your Outdoor Activities and one thing everyone could do if you have to fill up your car do it very early in the morning or later on in the evening.
